NEW FM REBROADCASTING TRANSMITTING STATION

CALGARY, ALBERTA

1.0 Purpose:

It is the purpose of this Technical Brief to demonstrate that the proposed FM rebroadcasting station meets the requirements of Industry Canada, as set out in the following Broadcasting Procedures and the Canadian-U.S.A. FM Broadcast Agreement: - Broadcasting Procedures and Rules, Part 1, Issue 5: General Rules dated

January 2009 - Broadcasting Procedures and Rules, Part 3, Issue 5, Amendment 1: Application

Procedures and Rules for FM Broadcasting Undertakings dated June 2010 - Broadcasting Procedures and Rules, Part 4, Issue 2: Application Procedures and

Rules for Television Broadcasting Undertakings dated January 2009 - Agreement Between the Government of Canada and the Government of the

United States of America Relating to the FM Broadcasting Service and the Associated Working Arrangement (dated July 1997) amended February 2001

2.0 Discussion: Corus Entertainment Inc. proposes to install a new FM rebroadcasting station to

rebroadcast the existing CHQR AM station in Calgary, Alberta. The proposed station will operate on Channel 295A (106.9 MHz) with an effective

radiated power of 1.0 kW (H&V) and an EHAAT of 243.6 m. The proposed station will be a Class A station.

The proposed Channel 295A station is second adjacent channel to CFGQ-FM on

Channel 297C. CFGQ-FM is owned by the applicant. In order to minimize interference between the stations, the proposed new Channel 295A station will be co-sited with CFGQ-FM on the existing CBC tower in Calgary, Alberta.

It is proposed to utilize the existing CBC tower in Calgary, Alberta. A new

omnidirectional Dielectric DCR-H4 4-bay circularly polarized FM antenna will be side-mounted on the existing CBC tower.

3.0 Channel Selection and Interference Analysis: 3.1 In the Industry Canada broadcasting database there are no Class A allotments for

Calgary, Alberta. It is proposed to utilize Channel 295 as a Class A drop-in channel that is 2nd adjacent

to CFGQ-FM, a Corus owned station in Calgary. 3.2 Channel Interference Analysis for the Proposed Calgary, Alberta Channel 295A Station 3.2.1 The distances to the nearest co-channel and adjacent channel allotments or

The proposed Calgary 34 dBu interfering contour does not overlap the 10 km circle of

VF2320 (see Figure 7). However, the proposed Calgary 34 dBu theoretical interfering contour based on F(50,10) curves does overlap the 54 dBu of VF2320.

In view of the mountainous terrain between proposed Calgary Channel 295A and

VF2320 site, no co-channel interference to and from VF2320 is anticipated (see Figure 8). The applicant will not object to VF2320 continuing to operate as a low power station at Fording River Mine S.

According to Broadcast Procedures and Rules, Part 3, low power stations are defined as

a secondary assignment operating on an unprotected channel; therefore, no objection is anticipated.

A short spacing notification will be sent to VF2320.

The proposed Calgary 48 dBu interfering contour does not overlap the existing 54 dBu

contour of CJRX-FM (see Figure 10). The existing CJRX-FM 48 dBu interfering contour (based on existing operating

parameters) does not overlap the 54 dBu contour of the proposed station. However, a future CJRX-FM 48 dBu interfering contour (based on maximum Class C parameters 100 kW 450 m) will overlap the 54 dBu contour of the proposed station (see Figure 10).

A short spacing notification will be sent to CJRX-FM.

The proposed Calgary 80 dBu interfering contour overlaps the existing 54 dBu contour

of CIRI-FM (see Figure 11). The CIRI-FM 80 dBu interfering contour (based on existing parameters) overlaps the

54 dBu contour of the proposed station (see Figure 11). According to Broadcast Procedures and Rules, Part 3, low power stations are defined

as a secondary assignment operating on an unprotected channel; therefore, no objection is anticipated.

In view of the approval of CFIT-FM Airdrie Channel 291C1 and the potential use of

Channel 237 in Calgary at limited Class C1 parameters, a preliminary study shows Channel 300LP may be the best alternative channel to use for CIRI-FM.

A short spacing notification will be sent to CIRI-FM.

3.0 Channel Selection and Interference Analysis: 3.2 Channel Interference Analysis for the Proposed Calgary, Alberta Channel 295A Station (Cont'd.) 3.2.8 Detailed Interference Analysis – 2nd Adjacent Channel Analysis to CFGQ-FM, Calgary, AB Channel 297C Proposed Station Location & Channel Calgary, AB 295A (106.9 MHz) Protected CFGQ-FM Location & Channel Calgary, AB 297C (107.3 MHz) Distance from Proposed Station to CFGQ-FM 0 km It is the intention of the applicant to drop in Channel 295A (2nd adjacent to its own

station CFGQ-FM Channel 297C) using a co-sited/co-owned scenario. Industry Canada’s D/UD second adjacent protection ratio is -26 dB. This protection ratio is based on a wide cross section of receivers operating at the 54 dBu contour of the protected (D) station. From experience in a similar co-sited situation, it is anticipated that the interference to the proposed station from CFGQ-FM will be dependent on the receiver being used by the listener. Low quality radios tuned to the proposed station may be susceptible to interference from CFGQ-FM. However, from experience, it has been found that better quality radios tuned to the proposed station will not receive any interference from CFGQ-FM.

In using IC’s second adjacent protection ratio to determine the possibility of

interference to the proposed station from CFGQ-FM, it is noted that the ratio of the ERP of the proposed station at 1 kW (H&V) to the ERP of CFGQ-FM at 100 kW (H&V) is -20 dB. This analysis is simplified in that it does not consider that the CFGQ-FM antenna will be located 55 metres above the proposed Channel 295A antenna and that actual D and UD signal levels are calculated using F(50,50) and F(50,10) propagation availability. IC’s program FTGI calculates a small area around the proposed site where second adjacent channel interference to the proposed station is possible using IC’s -26 dB D/UD ratio (see Figure 12).

In view of the 1 kW operation of the proposed station compared to the 100 kW

operation of CFGQ-FM, minimal second adjacent channel interference from the proposed station to CFGQ-FM is anticipated.

3.0 Channel Selection and Interference Analysis: 3.3 Harmonic Interference Broadcasting Procedures and Rules, Part 3 - Section C-6.1 The second harmonic of 106.9 MHz (Channel 295A) is 213.8 MHz. This falls in

television Channel 13. The nearest Channel 13 assignment is CIAN-PT, Calgary, AB which is co-sited. CIAN-PT is assigned Channel 13R.

The installation of the Channel 295A (106.9 MHz) station will ensure that the

second harmonic radiation from the proposed station will meet the requirement for 80 dB attenuation below the fundamental carrier.

3.4 Reradiation of "Ghost" Reflections of Television Signals Broadcasting Procedures and Rules, Part 4 - Section C-8 The proposed new FM antenna will be side-mounted on the existing CBC tower near

Calgary. The CBC tower has been in existence for many years without ghost” reflection to television transmissions, and all the transmitting antennas on the tower are mounted co-linearly. Therefore, “ghost” reflections of television transmissions are not expected to be a problem.

3.5 Isolation of Transmissions The proposed Channel 295A (106.9 MHz) FM antenna will be side-mounted on the

existing CBC tower. Isolation of transmissions between the proposed antenna and all other antennas on the tower will be provided by the frequency separation and the co-linear mounting arrangement. Additional filtering will be installed at the output of the proposed transmitter to increase the isolation between the proposed station and second adjacent channel station CFGQ-FM on Channel 295C. Therefore, isolation of transmissions has been considered and is not expected to be a problem.

3.6 Adjacent Channel Interference to Television Channel 6 Broadcasting Procedures and Rules, Part 3 - Section C-6.2 The proposed channel of operation, Channel 295A (106.9 MHz), lies outside the

frequency range 88-92 MHz; therefore, consideration to television Channel 6 has not been given in this submission.

3.0 Channel Selection and Interference Analysis: (Cont'd.) 3.7 Distortion of AM Patterns Broadcasting Procedures and Rules, Part 3 - Section B-2.4.9(b) There are no AM stations in the vicinity of the CBC tower, therefore, distortion of

AM patterns will not be a problem. 3.8 Channels Separated by 600 kHz and 800 kHz Broadcasting Procedures and Rules, Part 3 - Section C-1.6 There are no FM assignments or allotments on either 106.3 MHz or 107.5 MHz

(channels separated by 600 kHz from 106.9 MHz) in the Calgary area. Therefore, no problem with respect to 3rd adjacent channel interference is anticipated.

Channel 291C1 (106.1 MHz) is assigned to CFIT-FM, Airdrie, Alberta (4th adjacent

channel from 106.9 MHz). The 100 dBu contour of the proposed Calgary Channel 295A station overlaps the area between the CFIT-FM Channel 291C1 100 dBu contour and the 54 dBu contour (see Figure 13). In the event that complaints of interference related to the reception of the existing station are received, the applicant will investigate the complaints and take appropriate measures in those cases where the complaints are judged to be valid as stipulated by Industry Canada. The 100 dBu contour of CFIT-FM overlaps the area between the 100 dBu contour and the 54 dBu contour of the proposed Calgary Channel 295A. Therefore, 4th adjacent channel interference to the proposed Calgary Channel 295A station is possible (see Figure 13). Given that 4th adjacent channel stations are very common, and in the vast majority of cases operate without interference, no 4th adjacent channel interference is expected to either station.

Population within the proposed 100 dBu contour is 12,007 persons or 5,150

households. 3.9 Receiver Overloading and Intermodulation Interference Broadcasting Procedures and Rules, Part 3 - Section C-5 3.9.1 There are a number of FM assignments and allotments in the Calgary area that could

contribute to potential intermodulation product (IM) interference. The assignments, allotments and the proposed new FM Channel 295A considered in this analysis are shown in Table 1.

3.0 Channel Selection and Interference Analysis: 3.9 Receiver Overloading and Intermodulation Interference: (Cont'd.) 3.9.2 Third order IM products of the type 2f1-f2 and f1+f2-f3 were calculated. It was found

that Channel 295A (106.9 MHz) could generate IM products that could create a potential for interference to assigned or allotted channels in the Calgary area. Table 2 shows a list of all IM products in the Calgary area which could create a potential for interference to assigned and allotted channels.

Table 3 shows a list of all IM products in the Calgary area which could create a potential for interference to the proposed FM station.

3.9.3 The proposed Channel 295A (106.9 MHz) and each FM channel allotted or assigned to the Calgary area have been examined with respect to third order IM products of the type 2f1-f2 and f1+f2-f3. It was found that Channel 295A (106.9 MHz) could generate IM products that may appear in the Aeronautical NAV/COM Band (108-137 MHz). The proposed Channel 294A (106.9 MHz) has been submitted for preclearance and was found to be acceptable by NAV Canada (see Appendix B).

3.9.4 The total population within the estimated 115, 70 and 54 dBu contours of the

proposed station is tabulated below. The population counts were taken from "Canada Census - 2006" published by Statistics Canada.

proposed station. Therefore, the population within the overlap area is less than 108 persons. The estimated 115 dBu contour is shown in Figure 14.

3.10 Exposure to Radiofrequency Energy Broadcasting Procedures and Rules, Part 1 - Section 8.0 The proposed Calgary Channel 295A (106.9 MHz) station has been examined with

respect to "exposure to radiofrequency energy". It was found that the calculated power density at a distance of 2 metres above ground level is below the maximum exposure level for the uncontrolled environment as recommended in Safety Code 6.

Figure 4 shows the detailed profile of the estimated "exposure to radiofrequency

energy" levels.

4.0 Assumptions and Sources of Information: 4.1 Geographical information used in the preparation of this Brief has been taken from

maps published by Natural Resources Canada and MapInfo software. The map sheets used in the preparation of this Brief are:

- Industry Canada computer database updated September 12, 2011

5.0 System and Equipment: A simplified block diagram of the equipment to be used by the proposed station is

shown in Figure 2 of this Technical Brief. 5.1 Transmitting Equipment The transmitter to be used for this installation will be a 1.0 kW transmitter of a type

which is type-approved by Industry Canada and will be operated at 0.83 kW. For stereo transmission, the following equipment will be used:

- Orban Optimod FM Stereo Generator Type 8200 The use of the stereo generator with the proposed transmitter will not result in

degradation of the overall performance of the FM transmitting system.

5.0 System and Equipment: (Cont’d.) 5.2 Program Link The program material for transmission will be carried by a studio-transmitter link

from the CHQR Calgary studios to the proposed transmitting site. 5.3 Monitoring Equipment - Belar FMM-2 FM Modulation Monitor - Belar FMS-2 Stereo Modulation Monitor 5.4 Radio Broadcast Data System The applicant proposes the use of Radio Broadcast Data System (RBDS) in

accordance with the RBDS standard of the U.S. National Radio Systems Committee as per section C-7.3.6 of BPR-3.

5.5 Technical Operation Broadcasting Procedures and Rules, Part 1 - Section 5 The proposed transmitting facilities will be operated by remote control (unattended)

from the CHQR studios in Calgary, Alberta. A description of the technical facilities will be submitted prior to the "on air"

operation of the station. 5.6 The applicant, with the approval of Industry Canada, reserves the right to substitute

suitable alternative transmitting equipment in place of that listed in this section. 6.0 Antenna System: It is proposed to utilize a new Dielectric DCR-H4 4-bay circularly polarized

omnidirectional antenna. The antenna will be side-mounted on the existing CBC tower near Calgary with its radiating centre 155 m above ground level. The antenna radiates circularly polarized waves with a omnidirectional radiation pattern.

The antenna gain is 2.1 relative to a half-wave dipole. The vertical pattern is shown

in Figure 3. In Figure 3 the location of the first minima in the vertical radiation pattern is shown

at a depression angle of approximately 14°. This would cause a null at a distance of approximately 622 m from the proposed transmitter site. Since there are few listeners at 622 m from the proposed site, no reception problems are anticipated.

6.0 Antenna System: (Cont'd.) The antenna will be fed by a single run of 7/8" foam transmission line 165 m long.

At 106.9 MHz, the loss in the transmission system will be 2.37 dB which is an efficiency of 57.9%.

7.0 Coverage Contours: The estimated 3 mV/m and 0.5 mV/m contours are shown in Figure 15. The 3 mV/m

contour completely encloses the City of Calgary. The distance to these contours was determined using the method specified in
