The Securities and Commodities Authority is sponsoring the first official introduction of the Technical Analysts certification in the UAE, in cooperation with the International Federation of Technical Analysis (IFTA). In this event, SCA CEO H.E Abdulla Salem Al Turaifi signs the agreement with the Chairman of IFTA: Dr. Rolf Wetzer. The opening speech by H.E SCA CEO will be followed by two specialized lectures from the most senior executives of IFTA to enlighten the audience about the fundamentals and the latest of the Technical Analysis around the globe.

The International Federation of Technical Analysts was established in the 1980’s. The original members were the Nippon Technical Analysts Association the Market Technicians Association the UK Society of Technical Analysts the Technical Security Analysts Society of San Francisco and the Canadian Society of Technical Analysts.

IFTA was incorporated in the state of Delaware, USA on January 22, 1986; as a not-for-profit organization to foster education and collaboration amongst technical analysis societies and associations around the world.

The first IFTA conference was held in Tokyo in late 1988. This provided an excellent forum for the exchange of ideas on the subject of technical analysis and its success was followed by a second Conference in London in October 1989. Since then IFTA has held an annual conference in different locations throughout the world.

About CFTe1:This certification based on a multiple-choice exam consists of 120 questions covering a wide range of technical knowledge, but usually not involving actual experience. The CFTe Level 1 Exam measures basic, entry-level competence. Candidates should have a working knowledge of the basic tools of the technician. In the United Arab Emirates, this exam is offered in English, French, Italian, German, Spanish, and Arabic, year-round exclusively at the Test Center of the Securities & Commodities Authority in Dubai in cooperation with Pearson VUE, IFTA’s computer-based testing provider. The program is designed for self-study and aided learning. The Securities & Commodities Authority Training Center (SCATC) shall offer preparatory courses to assist potential candidates. Please contact SCA Training Center directly and use the “Expression of Interest Form” to further learn about the upcoming preparatory programs and courses.

The CFTe level 1 candidate is responsible for the material on a definition level. The candidate must understand the terminology used in these readings, be able to describe the concepts discussed in these readings, and be able to examine trends.

CFT Level 1 Exam tests the candidate’s knowledge of six basic areas of technical analysis:

1) Terminology of technical analysis

2) Methods of charting

3) Determination of price trends/basics of pattern recognition

4) Establishing price targets

5) Equity market analysis

6) Applying technical analysis to bonds, currencies, futures and options

Speakers Biography

H.E. Abdullah Salem Al-TurifiH.E. was appointed as the first Chief Executive Officer (CEO) of the Securities & Commodities Authority (SCA), at the rank of Under-Secretary since 2003. The SCA has witnessed unprecedented achievements at both domestic and international levels; the most prominent ones were the establishment of the Union of the Arab Securities Authorities (UASA) with its headquarter in UAE, and the formation of the first specialized advisory council which comprises international expertise on the level of federal organizations. In addition, SCA regulates the first exchange of commodities in the region; Dubai Gold & Commodities Exchange (DGCX), And established a specialized Training Centre for training and building the technical capacity of the brokers and financial analysts with the aim of raising their standards of performance. The number of employees in SCA has grown from 13 employees in 2003 to 175 in 2011.

The SCA has developed its organizational work environment, policies and systems to meet the best international institutional practices which enabled SCA in 2010 to win the ISO 9001:2008 certificate and to be awarded the Institutional Excellence Award and the performance management award of the Emirates Government Excellence Award, as part of Sheikh Khalifa Government Excellence Programme.

The securities markets continue to witness, under his tenure as CEO of ESCA, remarkable development in the areas of legislation, supervision and investment-friendly environment, which enabled the securities sector to perform creditably in boosting the national economic stability.

Mohamed Ashraf, MFTA, CETA, CFTe

Mohamed Ashraf is currently the Head of the technical Analysis desk for Dynamic Securities Brokerage Company – CI-Capital member; the investment arm of the Commercial International Bank (CIB), Cairo, Egypt. He serves currently as the board member and Vice President for the Middle East and Africa region in the International Federation of Technical Analysts (IFTA). He also serves as a board member in the Egyptian Society of Technical Analysts (ESTA), and an education committee member in (ESTA).

He is one of the distinguished instructors in the Certified ESTA Technical Analyst (CETA) professional program. Mohamed graduated from the faculty of Economics & political science, Cairo University. He is a Certified Financial Technician CFTe, a Certified ESTA Technical Analyst and holds a Master degree in Financial Technical Analysis MFTA from the International Federation of Technical Analysts IFTA.

Dr. Rolf WetzerMr. Rolf Wetzer is German citizen working in Switzerland. He is a professional fund manager since 18 years. He started his career at Dresdner Bank Asset Management, managing cash, FX, balanced and fixed income portfolios. After that he worked for Munich Re Asset Management as a Senior Fund Manager for pure foreign exchange trading and fixed income related funds. Now he is working for a Swiss private bank, heading an asset management unit, that is responsible to manage the bank’s capital. Aside of that he is also a lecturer in trading related topics and a speaker at global events.

He holds a PhD in econometrics from Technical University of Berlin and graduate degrees in Business Administration from both Technical University of Berlin/Germany and the Toulouse Business School/France. He was awarded by the VTAD (German IFTA society) as best German Technical Analyst in 2006 and was runner up in 2007. Rolf is a member of the Swiss Association of Market Technicians (SAMT) and the German Statistical Society. Since 2009, Mr. Wetzer is a member to the IFTA board. Since 2012, he is president of IFTA.
