N/A BACKGROUND: The Ministry has standardized on the use of LED signal heads and should be realizing significant savings in power bills from utilities in the near future. Where applicable, municipalities cost share in the power and maintenance costs for traffic signals and are invoiced quarterly for their share of costs. These power and maintenance costs haven’t been updated for a number of years, but we have been instructed by the Assistant Deputy Minister, Operations, to bill true power costs to Municipalities. As the Ministry has incurred capital costs to install the LED signal heads, (BC Hydro LED signal head program – Ministry pays 50 % of capital cost over 5 years), Municipalities shall be billed for the actual power cost by signal type, plus the estimated 5 year capital cost as determined by averaging BC Hydro charges by signal type. Policy: Municipalities shall have the power bill portions of their power and maintenance agreements revised to reflect costs as noted on the attached revised version of the document Current Inventory Rates, dated Dec 1/02. This revision should be undertaken on the next quarterly billing after the saving is realized on the power bill from the Utility. Procedure: Quarterly billing shall be adjusted in accordance with the attached revised document Current Inventory Rates, dated Dec 1/02. once power bill savings have been realized from the power utility and are reflected on the monthly invoices. Municipalities shall be informed that this adjustment is for power costs only, plus the five-year capital contribution and that agreements will be reviewed again once over-all maintenance costs are updated.
