TRANSCRIPT
St. Charles Parish’s 2017 tax roll — which includes all taxable property within
the parish — saw a substantial increase due to the addition of new property
at major refineries and chemical manufacturers. Although inventory values
continued to decline for the third consecutive year, new construction has
increased steadily with further construction on the horizon.
The total 2017 tax roll represents the most valuable tax roll in St.
Charles Parish’s history. Commercial and industrial properties continue
to represent the vast majority — over 87% — of all taxes paid.

The Assessor has the responsibility of
discovery, listing, and valuation of all property
within St. Charles Parish. All taxable property
valued by the Assessor is then taxed ad
valorem, or “according to value” by each of
the various taxing districts listed to the right.
Each taxing district levies these rates during
yearly public meetings.
Each of these tax rates is expressed as a
millage, based on a Latin word that means
“thousandth.” Each millage listed represents
the total taxes levied per $1,000 of taxable
assessed value. In 2017, the Parish Council
and the Parish President reduced the overall
public services millage resulting in the total
millage rates listed below:

Citizens of St. Charles Parish, I would like to sincerely thank you for allowing me to serve as your Assessor. The previous year saw continued growth and expansion, a healthy residential real estate market, and an overall reduction in tax rates that was enjoyed by all homeowners and business owners. Within our office, modernization and training have continued to be our focus. In addition to professional and fair auditing of business personal property, we continue to introduce industry-leading technologies to increase efficiency within our residential and commercial departments.

The primary function of our office is to assess property at market value, and evaluating the details of the real estate market
is critical to maintaining fair assessments. We believe that sharing our office’s data with citizens in our annual report is an
important public service to both buyers and sellers alike.
The St. Charles Parish real estate market continues to demonstrate increasing property value and robust sales activity. Existing
home prices have continued a multi-year climb. Four new subdivisions currently under development across the parish will
bolster new home sales in the near future.
The vast majority of the taxable value (87%) in St. Charles Parish takes the form of personal property. In St. Charles,
business personal property encompasses assets from a retail cash register to a large refining unit. Unlike residential
property, which is valued every four years, personal property must be valued each year.
Our staff undertakes the yearly task of appraising the various movable assets of nearly 1,600 separate businesses,
including watercraft, inventories, and even aircraft.

MOVING WITH THE MARKET
To ensure fair appraisals and accurate reporting of assets, our office began
conducting personal property audits in 2015. While the majority of taxpayers
are found to be in compliance, our office’s personal property audits have
discovered and added more than $11M of market value to the tax rolls.
Beginning in 2017, our commercial taxpayers now have the ability to file
all necessary personal property reports online, simplifying the process
for our office and small business owners. This secure, cloud-based
system will allow previous year’s returns to be at the fingertips of small
business owners so they may accurately compare old returns to current

Under the leadership of an experienced, Louisiana-Certified Assessor, we make it our mission to ensure that we
are the most capable and well-trained assessment team in Louisiana. Our staff continues to seek training and best
practices of assessment. Through hard work, dedication, and an experienced assessment team, we are able to improve
our efficiency and provide more services each and every year.
COMMITTED TO OUR TEAM & BEST PRACTICES
Eligible taxpayers may apply for various special assessment levels, or “freezes,” for their homesteads. The special
assessment level will “freeze” the taxpayer’s primary residence at its current value, if the homeowner remains eligible.
If you qualify for any of the special assessment levels listed below, please apply by bringing the required documents to
the Assessor’s Office between 8:30 AM and 4:00 PM, Monday through Friday.

In the last year, the office has implemented quarterly monitoring of sales ratios to ensure compliance
with state law. Additionally, our appraisal and field staff work to evaluate each sale of property,
correcting property characteristics so that future reassessments are conducted with the highest
degree of fairness.
In keeping with our goal of transparency and complete reporting standards, we have outlined a summary of our
office’s budget for the last two years below.
• At least one owner of the home must be age 65 or older.
• Adjusted Gross Income, combined for all owners, cannot exceed $73,851 per year.
