Chapter 1 Distribution Network

1 Distribution Device Function Numbers (ZoneSubstations)

1.1 ScopeThe information contained in this section applies to all TasNetworks distribution network equipmentinstalled in zone substations.

The device function numbers listed in Table 1 are to be used to identify distribution network equipment inthe field and in the documents or drawings representing the distribution network equipment.

1.2 PolicyCorrect and standard labelling of equipment is critical when directing fault response, operational switchingand construction and maintenance personnel.

1 Master switching device: A device that gives an impulse to place equipment into operation, outof operation, or both.

2 Time-lag starting or closing relay: A device which afford the required time-lag when switchingan equipment or circuit into operation.

3 Reserved for future applications.

4 Master console device: A device which makes or breaks the control circuits to (a) placeequipment into operation at the proper indication of the master switching device and certainprotective devices, and (b) take equipment out of operation at the opposite indication.

5 Stopping device: A device which functions to take and hold equipment out of operation.

6 Starting circuit breaker, contact or switch etc.: For example for machines or rectifier ignition.

7 Anode circuit breaker or fuse.

8 Control-supply switch.

18 Accelerating or retarding relay: A device which causes the operation of a succeeding device inthe starting sequence after the proper conditions have been established.

19 Starting to run transition-initiating device.

20 Valve or sluice: Manually or power operated.

21 Impedance relay.

22 Equaliser switching device.

23 Temperature regulating device.

24 Busbar tie switching device.

25 Synchronising or paralleling device.

26 Temperature device for auxiliary apparatus.

27 AC under-voltage or no-voltage device.

28 Temperature device for resistor.

29 Main AC or DC disconnector.

30 Indicator relay: A device that gives separate visual indication upon the functioning of theprotective or other devices. It may also be arranged to give an audible alarm and/or performthe lockout function in the master-control circuit.

50 Short-circuit relay: A device which functions on excessive rate of rise of current and may allowre-closing only after normal conditions have been re-established.

62 Time-lag stopping or opening relay: A device which affords the required time lag whenswitching equipment or circuit out of operation.

63 Fluid or gas device: A device which indicates presence, value of failure of pressure, level or flowof fluid or gas. It is also used as a regulating and/or protective relays.

64 Earth-fault relay.

65 Governor.

66 Repeat-action or notching relay: A device which functions to allow only a specified number ofoperations of a given device or equipment, or a specified number of successive operationswithin a given time of each other. It is also used to allow periodic energising of a circuit.

67 AC power directional relay or AC power directional over-current relay.

68 Temperature device for main DC apparatus.

69 Permissive control device: E.g. Interlocking on door of switch cubicle, rectifier enclosure,furnace emplacement, etc.

70 Rheostat, manual or power operated.

71 DC emergency circuit breaker or contactor.

74 Alarm relay.

75 Position-changing mechanism: For moving a circuit breaker unit to and from connected,disconnected and test positions.

79 AC reclosing device: A device which controls the reclosing of an AC circuit breaker or contactor.

83 Selective controls device: A device which selects between certain sources or conditions in anequipment.

84 Operating mechanism: E.g. For tap-changer or induction regulator.

88 Auxiliary motor or generator.

89 Isolating contact-breaker, contact or switch.

94 Anti-pumping device: A device which functions to prevent the immediate re-closure of a circuitbreaker or other device, even though the original closing circuit is still closed.

1.3.1 Equipment typeDevice function numbers and their associated functions will be applied to different equipment as per Table 2.

Where a site has two voltage levels in the same category (e.g. 11kV and 22kV) then the equipment at thehigher voltage level will be identified by a number in the range 201-299 while equipment at a lower potentialwill be identified by a number in the range 301-399.

1.3.2 Prefix lettersPrefix capital letters will be used to distinguish between equipment of the same type at one location.

The vowels “I” and “O” shall not be used as a prefix to avoid confusion with the numbers 1 (one) and 0 (zero).

Where a transmission line circuit breaker and a transformer circuit breaker are connected to a commondisconnector, then the prefix number and letter of the transformer circuit breaker takes precedence. Ifequipment is located between two transmission lines, then the prefix of the circuit normally connected tothe “A” bus shall take precedence.

1.3.3 Suffix lettersSuffix capital letters will be added to distinguish different applications of the same type of device.

For example, for primary equipment such as a disconnector, suffix “A” would indicate it was connected tothe “A” bus and suffix “B” if connected to the “B” bus. “E” is used for additional disconnector not covered bythe above, such as station services.

For secondary equipment such as protection, “A” would be used for protection “A” , and “B” used forprotection “B’. In some cases a suffix letter may be used to identify the function of the unit, for example, thedevice number A164R where “R” denotes restricted earth fault.

Chapter 4 Transmission Network

5 Transmission Asset Identification

5.1 ScopeThis section defines the Asset Identification (Asset ID) and Asset Description Standard for all transmission assets stored in the WASP Asset Management System. Note where the word WASP is detailed it is inreference to the asset management system used prior to introduction on SAP in March 2018. SAP utilises aunique numbering system with the old WASP number still included as a means of asset identification.

5.2 PolicyThe Sample ID and Sample Description columns provide additional context to each Asset Category to aidusers defining assets. The Sample Asset ID and Asset Description columns are not definitive rules. Thesample values represent in-situ Asset ID and Asset Description values, not situations where a device is Spareor Disposed.

5.3 Spare and disposed assetsThis section defines rules to be applied when sparing or disposing an asset, and in particular the in-servicecontext (e.g. Bay, Operating Voltage and Bus details) to be removed from Asset ID in such circumstances.

Refer to Section 8 “Site Names and Abbreviations” for definition of Site Abbreviations for Disposed and Sparelocations. The examples below are based on the Site Abbreviations of MH and ZZ for Moonah and Disposedlocations respectively:

(a) Substation Primary Assets

If the Asset ID contains WASP Category Code only, the Asset ID is updated to include new 2-characterLocation Code but the remainder of the Asset ID is not updated. In instances where the Asset is madespare without being transferred to Moonah Spares Site, the Location remains unchanged.

(b) If the Asset ID contains operational context (e.g. Circuit Breaker category), all such context is removedwhen the asset is spared or disposed.

When the asset is spared or disposed the WASP Key is added to end of the new Asset ID. For example,CS-A796A would be renamed ZZ-96-12345 or MH-96-12345 if it were disposed or placed into sparesrespectively.

(c) Secondary System Assets

The Asset ID is updated to reference 2-character Location Code MH or ZZ as appropriate and all operationalor in-service context is removed when the asset is spared or disposed. Devices and Relays requireWASP Key to be manually appended to the end of the Asset ID to ensure uniqueness. For example,AV-A487 would be renamed ZZ-87-12345 or MH-87-12345 if it were disposed or placed into MoonahSpares respectively.

(d) Transmission Line Assets

Transmission Lines Asset ID and Asset Description are unchanged when disposed and spared and thereforethe Asset ID and Asset Description rules apply at all times.

5.1 Proposed assetsProposed assets are assets that are created in WASP before they are commissioned. They are registered in

WASP with an Asset ID exactly as it would be if they were commissioned. In the event that the proposedAsset ID is the same as for an existing asset that is currently in service, the proposed Asset ID must besuffixed with an X. For example, when a proposed asset WV-A152 is registered it would become WV-A152X.

The reasoning behind this is that eventually the initial asset is to be removed and in this instance therenaming of the proposed asset is unnecessary. Also, the concept of suffixing the Asset ID with an X existselsewhere in TasNetworks operations.

5.2 Definition of transmission terms

Accounting Unit of Property The following lists the possible values; TL (Transmission Lines), SS(Substation), PC (Protection and Control), TO (TransmissionOperations), OTH (Other), REF (Refurbishment) and LAND (Land).

ADSSName Descriptive name for ADSS in engineering data.

BayVoltage The voltage of the bay in question. Value may be obtained from theparent of asset in the bay in question.

BusIdentifier The single letter identifying the bus, taken from the ‘bus’ attribute ofa circuit, such as “A” or “B”.

BusVoltage The voltage of the bus in question. Value may be obtained from theparent of asset in the bus in question.

CableNumber Refer to Section 10 “Transmission Line and Cable Names andNumbers” for definition of Cable Number and Cable Description.

Definition DescriptionSCADACardSlot A 1 or 2 digit slot number identifying the location of a replaceable

card or component within a SCADA device. Slots are numbered fromleft-to-right and top-to-down when facing the front of the SCADAdevice chassis. The chassis containing the cards will not have a slotnumber. Below are particulars for specific device types:

Foxboro devices have a 2-digit slot number, padded with a leadingzero if required.

Foxboro devices described as ‘10-slot’ or ‘5x2-slot’ by themanufacturer, actually have 12 slots as the manufacturer does notnumber the first two slots because they always contain the powersupply and cope cards. Ignore the manufacturer’s slot numbers onthe chassis, Slot 01 is the leftmost and topmost slot and is always thepower supply card. Slot 02 is the next card and is always the copecard. Slot 03, (which is identified as slot #1 according to themanufacturer), is the third slot and follows the cope card, and so on.

Foxboro devices described as ‘5 slot’ by the manufacturer, actuallyhave 6 slots as the manufacturer does not number the first slotbecause it is always the cope card. (In this case there is no powersupply card as it is part of the chassis.) Again ignore themanufacturers numbering on the chassis. Slot 01 is the leftmostcard, i.e. the cope card. Slot 02, (which is identified as slot #1 by themanufacturer), is the second slot and follows the cope card, and soon.

Hirschmann MICE devices have a backplane instead of a chassis andhave 2 or 4 slots and so only a single-digit slot number is required. Asthe backplane is not recorded in WASP, the leftmost component onthe backplane is not assigned a card slot number. Thus for:

2-slot MICE, slot 1 contains the second from the left, which is finalcard.

4-slot MICE, slot 1 contains the second card from the left, slot 2 isthe third card, and slot 4 is the fourth and final card.

SCADAEthernetSwitchType The type of SCADA Ethernet switch specified in terms of whether it ismanaged/unmanaged, type, and the number of ports, as applicable.

SCADAMediaConvertorType The type of SCADA media convertor, as per manufacturer’sdescription, e.g. FO to Wire, 100Base-FX multi-mode F/O.

SCADAModemType The type of SCADA modem, e.g. RS232.

SCADAPowerSupplyType The type of SCADA power supply, specified in term of voltage andvoltage type (DC), e.g. 125/24V DC-DC convertor.

SCADAProtocolConvertorType The type of SCADA protocol convertor, e.g. universal.

SCADA_RTUDetails The details of the RTU, including the number of slots.

6 Transmission General Substation Requirements

6.1 Equipment identification

6.1.1 Device numberingA unique identification number termed as “device number” must identify each device. The device numberingmust follow TasNetworks’ standard. TasNetworks’ standard of identifying devices is based on their point ofinstallation and their specific function. Where a particular device or its function is not listed in Table 9,proposed numbers for the device must be brought to the attention of TasNetworks for review, acceptanceand approval. No device will be identified by a number that is not listed in Table 9 or has not been specificallyapproved by TasNetworks.

Device numbers must be allocated for all devices such that each piece of equipment or device at a particularsite has a unique identifier. Typical examples of device include, without limitation, power transformers,circuit breakers, current transformers, voltage transformers, auxiliary transformers, protection relays,control equipment, switches, auxiliary relays, terminal blocks, cables, communication equipment, and lightfittings.

The device numbers must be shown in each of the following places:

(a) on the front and back of the devices themselves by labels and;

(b) for plug in devices, on the front of the panel adjacent to the device, and on the rear of the paneladjacent to the device, where practicable.

A device number schedule must be maintained for each site and must list device number and details of theequipment allocated the device number. The details must include complete technical specifications of thedevice including the manufacturer, make, model number, serial number, and rating of the device.

The device function number and their associated functions must be applied to different equipment as shownin Table 9 and Table 10.

Where a site has two voltage levels in the same category (e.g. 11kV and 22kV) then the equipment at thehigher voltage level (e.g. 22kV) will be identified by a number in the range 201 - 299 while equipment at alower potential (e.g. 11kV) shall be identified by a number in the range 301-399.

This requirement applies only to greenfield substations sites. This requirement will only be applicable tobrownfield substation sites where the existing voltage level device numbering will not be required to bechanged. For example, where the existing voltage level is 11 kV, and therefore identified by a number in therange 201 – 299, and a higher voltage is introduced into the substation, the existing lower voltage level doesnot have to be renumbered to identify with the number range 301 – 399.

The examples in Table 10 indicate how panel IDs must be derived using the associated bay IDs and circuitnames.

6.1.1 Prefix letters(a) Prefix capital letters must be used to distinguish a number of equipment of the same type at one

station;

(b) The vowels “I” and “O” must not be used as a prefix to avoid confusion with 1 (one) and 0 (zero); and

(c) Where a transmission line circuit breaker and a transformer breaker are connected to a commondisconnector then the prefix number and letter of the transformer breaker takes precedence. Ifequipment is located between two transmission lines then the prefix of the circuit normally connectedto the ‘A’ bus will take precedence.

6.1.1 Suffix letters(a) Suffix capital letters must be added to distinguish different applications of the same type of device

within the same bay;

(b) For primary equipment:

i bus-selection disconnectors shall have a suffix that indicates the bus that thedisconnector is connected to, e.g. suffix “A” would indicated it was connected to the Abus; a suffix “B” would indicated it was connected to the B bus;

ii suffix “C” or “L” shall denote a line disconnector or earth switch. Suffix “L” is preferred,with the expectation of devices at a site where suffix “C” is already in use;

iii suffix “D” shall denote by-pass disconnector;

iv suffix “F” shall denote a fault-throwing switch;

v suffix “N” shall denote a device within the neutral connection of a transformer or capacitor bank;

vi current transformers shall have a suffix that indicates each separate toroid, with suffix“A” normally assigned to the toroid adjacent the associated busbar; and

vii suffix “SD” shall denote a surge diverter.

(c) For protection equipment, “A” would be used for protection A and “B” used for protection B. In somecases, a suffix letter may be used to identify the function of the unit, e.g. the device number A164Rwhere “R” would denote restricted earth fault.

(d) For SCADA applications:

i ES denotes Ethernet Switches;

ii MC denotes Media Convertors;

iii CS denotes Communication Server;

7 Transmission HV and LV Cable Systems

7.1 Wire numberingNew wire numbers must be used. The wire number schedule must be marked up for the station with anynew numbers used in the design. The wire number schedule is to be in a hard copy format and must beupdated by hand.

7.1.1 Wire number code(a) The alphanumeric code for small current wire marking comprises of:

i a prefix letter, indicating function;

ii a number, giving wire identity; and

iii a suffix letter, indicating association with repetitive main circuit.

(b) The code markings must be put on both ends of each wire, and must be unique such that in any onestation, no two wires of different origin will have the same code marking. Every uninterrupted branch ofany connection must bear the same code marking. Intervening terminals do not require a change ofwire code marking.

(c) In each circuit the code marking must change when the circuit passes through a device which affects, oris affected by, the operation of the device. Links that are integral with terminals but not identified aslinks must not require a change of wire code marking.

(d) Where it is necessary to identify branches which are common, for example the neutral of a CT, differentcode markings must be used if the branches are common through identified links or are connected toseparate terminals which are then common by removable connections.

7.1.1 Wire number prefix letter(a) Each wire must have a prefix letter to denote its circuit function, for example secondary circuit of a CT

for primary protection, VT supply for instruments, closing and tripping circuits for a circuit breaker.These are given in the column under ‘Circuit Function Letters’ in Table 2.

(b) Wires originating from apparatus that serves more than one function in series must bear the prefix letterof the first function in the circuit.

(c) Where relays are used, the coil and contact circuits do not necessarily bear the same function letter.This should be determined by the function of the individual circuit containing them. For example, thecoil circuit of an interposing relay may be W, but the contact circuits could bear prefix letters such as K, Lor N as appropriate.

(d) Current and voltage transformer function letters must follow through any interposing and auxiliarycurrent and voltage transformers, including such transformers when used for light current circuits.Where an AC supply, reflecting the primary quantities and derived from a current or voltagetransformer, is rectified for the operation of instruments or relays, the DC circuits may carry the samefunction letter as the AC circuit.

(e) Circuits with functions not included in Table 13 must not have prefix letters.

7.1.1 Wire number numeralsEach wire must have a number identifying the individual wire in its function. This may consist of one or moredigits as required. For functions A to G, the numbers must be confined as indicated in Table 13. If more than100 are required then multiples thereof should be added, thus 29 may be extended to 129 or 229. Positivewires from a DC source must bear odd numbers and negative wires must bear even numbers. Where coils or

7.1.2 Wire number suffix letterIn certain cases, a wire must have a suffix letter to identify its association with a main circuit. This will applyin cases of repetitive main circuits such as occur in installations of multiple machines, transmission lines,station batteries etc.

8 Transmission Secondary Systems General Requirements

8.1 Equipment identification

8.1.1 Device numberingSince relays now provide multiple functions, TasNetworks has modified the device numbering procedurewith respect to the multi-function relays. It has been decided to apply the device number 99 to eachmultifunction relay with appropriate prefixes and suffixes. Thus the ‘A’ protection for transmission line ‘B’shall be identified as B199A and the ‘B’ protection for the same transmission line shall be identified asB199B. For example, the particular relay shall be represented as a box on relevant circuit logic diagrams withthe label B199A and the internal functions listed in the box i.e. 121, 187, 151, 164 etc.

Table 14 and Table 15 detail the device number application and functions applicable to secondary systemdevices.

9 Transmission Site Names and Abbreviations

9.1 ScopeThis section applies to all TasNetworks owned and managed transmission sites, as well as power stations andcustomer sites that connect to or have an impact on the power system.

9.2 PolicyThe unique two-letter abbreviations allocated in this standard must be used in all situations requiring theregular use of an abbreviated site name.

Site names, asset numbers and abbreviations shall be consistent across the electrical power industry.

9.3 Standard site names, asset numbers and abbreviationsguidelines

Site names, asset numbers and abbreviations identification must conform to the following guidelines:

(a) A site name abbreviation shall nominate the name of the site concerned.

(b) Only power stations that connect to, or have an impact on the power system are included within thisstandard.

(c) Customers and customer substation sites that are directly connected to TasNetworks transmissionsystem are included within this standard.

(d) New site name abbreviations shall be a unique two-letter abbreviation. Electrical unit abbreviations,such as ‘MW’, or the letters ‘I’ and ‘O’ should not be used in any new site name abbreviations.

(e) New site names, asset numbers and abbreviations shall only be developed and issued by the AssetStrategy and Planning Team Leader. This is done to reach agreement and avoid naming conflict whilstachieving consistency with site names, asset numbers and abbreviations.

(f) New site names for power stations or TasNetworks customer sites shall be as designated by therespective site owner. Abbreviations shall only be developed and issued by the Asset Strategy andPlanning Team.

(g) New site names, asset numbers and abbreviations for projects under investigation shall be included inthe standard when the project has been approved.

(h) The practice of using a temporary alternative site name during redevelopment projects for a locationalready containing an approved site name is to be avoided.

(i) New site names should not be named after companies.

9.1 Standard site names, asset numbers and abbreviationsTasNetworks standard site names, asset numbers and abbreviations are contained in Table 21 Standard SiteNames, Numbers and Abbreviations.Note that:

(a) site names are listed in alphabetical order;

(b) the ‘Remarks’ column is used when none of the other categories apply and there is an additionalidentifiable role;

(c) the previous site name abbreviations (from a previous standard) have been included for referencepurposes. Current signage that refers to the previous abbreviations will be replaced with the newabbreviation;

(d) sites marked with an asterisk (*) in the classification column do not have TasNetworks Assets at thesite. These are normally radial Power Stations or Direct Connect Customers; and

(e) site names marked with a hash (#) in the classification column are proposed sites.

10.3 Transmission circuit name abbreviation guidelinesA transmission circuit name abbreviation shall comprise the unique two-letter site name abbreviations fromSection 8 Transmission Site Names and Abbreviations for each site name reference within the transmissioncircuit name.

Each unique two-letter site name abbreviation within the transmission circuit name abbreviation shall beseparated from each other by an unspaced en rule [–] dash.

Where the transmission circuit name abbreviation is for a transmission circuit name that includes a suffixedcircuit reference number, the circuit reference number shall appear after a single ‘space’ directly followingthe final site name abbreviation.

11Transmission Line and Cable Names and Numbers

11.1 ScopeThis section applies to all TasNetworks owned and managed transmission lines and transmission cables.

11.2 Asset name and number guidelines

11.2.1 Asset name guidelinesAsset names for new transmission lines and/or cables shall be constructed as follows:

(a) Transmission lines and/or cables extending radially (i.e. Radial Load or Radial Generation) from themeshed component of the transmission network (i.e. Main Grid and Peripheral Grid) shall be named inthe direction:

i from the meshed transmission network to the load or generation site (e.g. KnightsRoad–Kermandie and Farrell–Reece); and

ii matching the direction of the transmission line support structure numbering.Where there is conflict in meeting the requirements of Sections 10. 2.1(a)(i) and 10.2.1(a)(ii),then Section 10.2.1(a)(ii) shall be complied with; or

(b) transmission lines and/or cables within the meshed component of the transmission network (i.e. maingrid and peripheral grid) shall be named in the direction:

i of the predominant power flow (e.g. Sheffield–George Town); and

ii matching the direction of the transmission line support structure numbering.Where there is conflict in meeting the requirements of Sections 10.2.1(b)(i) and 10.2.1(b)(ii),then Section 10.2.1(b)(ii) shall be complied with; or

(c) where two transmission line assets are to exist between like site names (e.g. Chapel Street–CreekRoad) then they shall be further defined in their asset names through the addition of the mostappropriate bracketed geographic direction descriptor (e.g. Chapel Street–Creek Road (east) andChapel Street–Creek Road (west); and

(d) a spur transmission line asset that connects a station site to an existing transmission line asset partway along its length shall be named comprising the name of the station site being connected, followedby the word ‘Spur’ (e.g. Wesley Vale Spur).

11.1.1 Asset number guidelinesAsset names for new transmission lines and/or cables shall be assigned as follows:

(a) Asset numbers for 110 kV transmission lines and/or cables are limited to the number range of400–499.

(b) Asset numbers for 220 kV transmission lines and/or cables are limited to the number range of500–579.

(c) Asset numbers for miscellaneous (<110 kV) transmission lines and/or cables are limited to the numberrange of 580–599.

(d) A common asset number for both a transmission line and a transmission cable (e.g. TL470 and TC470)shall only be assigned where the transmission line and transmission cable are physically directlyconnected.

(e) The lowest available asset number within the applicable range shall be utilised, subject to Section10.2.2(d).

(f) Asset numbers that have been previously assigned and utilised shall not be re-assigned to a new asset,even when the original asset has been decommissioned and dismantled.
