"AN ORDER CREATING THE TASK FORCE DAVAO COCAINE AND OTHER ILLEGAL DRUGS, PRESCRIBING ITS DUTIES AND FUNCTIONS, AND FOR OTHER PURPOSES."

WHEREAS, Republic Act 9165, also known as " The Comprehensive Dangerous Drugs Act of 2002" mandates the participation of Local Government Units in the implementation of programs and actions against Dangerous Drugs;

WHEREAS, recent discovery on a new scheme of Cocaine Smuggling in the City of Davao, particularly at the private container yard of Sumifru, Barangay Tibungco, calls for serious investigation and collaborative efforts among government agencies in order to counteract such illegal activity;

WHEREAS, said discovery indicates that the country, including the City of Davao, has apparently become a new transhipment point of drugs in neighbouring countries in Asia;

WHEREAS, the City of Davao strongly condemns any unlawful act committed within its jurisdiction, much more of any activity involving prohibited drugs and substances such as Cocaine;

WHEREAS, it is the policy of the City of Davao to fight illegal drug activities in all its forms, using all legal methods and all logistics at its command;

WHEREAS, to efficiently and effectively respond to the need of collaborating efforts of all government agencies, be it local or international, in order to neutralize illegal drug-related activities within the jurisdiction of this city, there is a necessity to create a task force to address this serious concern.

NOW, THEREFORE, I, PAOLO Z. DUTERTE, Acting Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby order:

Section 1. The Creation of TASK FORCE DAVAO COCAINE AND OTHER ILLEGAL DRUGS.

The TASK FORCE DAVAO COCAINE AND OTHER ILLEGAL DRUGS is hereby created primarily:

a. To collaborate efforts of different government units/agencies in the conduct of investigation related to the recent Discovery of Cocaine in the port of Sumifru at Barangay Tibungco, Bunawan, Davao City;

b. To conduct continuing surveillance and monitoring operations, investigations, arrests, confiscations of cocaine and other illegal drugs within the limits authorized by law, to the end that all activities related to transhipment, as well as importation and exportation, of cocaine and other illegal drugs are stamped out from the City and the persons responsible for such illegal activities are arrested, prosecuted and incarcerated;

c. To coordinate and share information with international agencies tasked with fighting drug syndicates and drug-related activities such as the importation, exportation and transhipment of said

illegal drugs.

Section 2. COMPOSITION. The TASK FORCE DAVAO COCAINE AND OTHER ILLEGAL DRUGS with PDEA-XI as Lead Agency, shall be composed of the following:

Task Force Commander: DIR. Emerson R. Rosales, CESE Regional Director, PDEA RO-XI

Secretariat: PDEA RO-XI

Members: The members of the Task Force shall be composed of the Heads or the authorized Representatives of the following local and national government agencies, namely:

a. IDMB, Davao City Police Office b. Eastern Mindanao-CIDU

c. Davao City Police Office d. Customs Police, Bureau of Customs XI e. CIIS, Bureau of Customs XI f. Philippine Coast Guard Eastern Mindanao g. PNP Maritime Unit XI h. NISG, Philippine Navy

i. NICA XI

Section 3. RATIONALE. The intendment of this issuance is to consolidate the forces of government and to strengthen the campaign against IMPORTATION, EXPORTATION AND TRANSHIPMENT OF COCAINE AND OTHER ILLEGAL DRUGS in the City of Davao.

TASK FORCE DAVAO COCAINE AND OTHER ILLEGAL DRUGS is hereby enjoined to immediately investigate, assess and take appropriate measures related to the COCAINE discovered and confiscated at the Private Shipment Yard of Sumifru, Barangay Tibungco, Bunawan, Davao City, such as but not limited to the retrieval of all missing cocaine, the arrest and prosecution of all persons involved in the illegal activity.

Section 4. This Order shall take effect immediately.
