Treloars Quarry Report by Joe Hawkes – Tas Land & Forests

21st of August, 2008

Scope of Report: To investigate the requirements under the Forest Practices Act by Treloars Transport in relation to planned clearing operations adjacent the existing quarry. To evaluate the potential environmental effects under Part C of the Environmental Effects and Report Guidelines required by EPA Tasmania (Environmental Protection Authority) Treloars Transport is planning to clear 2 sections of Native Forest within the boundaries of the Gravel reserve area for over burden material storage. There are 2 planned areas, an approximate 0.2ha in area on the NE boundary of the reserve, and a 0.6ha in the South West section of the reserve. These areas are planned to be cleared over 2 different years for operational reasons. From the Forest Practices Act requirements I have evaluated that these operations do not require a Forest Practices Plan as the area involved is less than 1 ha in total, that no more than 100t of timber will be cleared in any one year on the property, and that no vulnerable land or threatened species is being impacted by the operation. Description of Soils and underlying rock types: The geology substrate for this area is Ccwc - Chert (Cleveland-Waratah association). Barrington Chert. Soil description as Cambrian Interlayered Mudstone, Siltstone and Sandstone /greywacke - Clayey soils under wet forest. Very dark grey sapric loamy sand with weak strength over yellowish brown light medium clay with firm strength. Erodibility is rated as Moderate, The Gordon Soil profile – Forest Soils fact sheet no. 10 (attached) is considered similar in profile to that of the Barrington Chert. (discussion with Peter McIntosh – Forest Practices Authority)

Considerations: Investigation was conducted through the normal Forest Practices processes. A number of reports and maps were generated to evaluate any potential values that may be impacted by the planned operation. Natural Values Atlas, Conserve Map and report, Geology, RFA communities, Google Earth, Threatened Fauna mapping. E. Amygdalina report – “Interpretation of the RFA community “Inland E. Amygdalina forest” – Carsag – March 2004 Flora: The NE clearing section of 0.2ha was identified as Dry –shAM – Shrubby E.Amygdalina forest. The geology substrate for this area is Ccwc - Chert (Cleveland-Waratah association). It was determined that this floristic community fell under the RFA community category of AM – E. Amygdalina forest on mudstone – Permian through to Ordovician mudstone and conglomerates. Therefore it was determined that this floristic community was not considered a community requiring further protection through the Regional Forest Agreement or as a Threatened community through the Forest Practices Act process. The 0.6ha in the SW section of the area is keyed out as Dry-shOB - Shrubby E. Obliqua forest – Dry E.Obliqua forest which also does not require further protection under the RFA or Forest Practices process. Fauna: There are no known localities of Threatened Species within the vicinity of the planned clearing operations. (as per Conserve report) There was no identified potential habitat for threatened species that will be impacted by the planned clearing operations by Treloars Transport. The considered Threatened species are as per the Wilmot Threatened Fauna Manual under the Forest Practices Authority – See attached. There was no suitable or potential for the Giant Freshwater Crayfish (Astacopsis gouldi), that will be impacted by both the planned clearing areas. There are no class 4 streams impacted by the planned clearing areas, and therefore no suitable or potential habitat. There are 2 drainage on the boundaries of the planned clearing areas. Management prescriptions to maintain downstream water quality are described below in further considerations.

Phytophthora cinnamomi: Due to this site being an existing operating quarry, the threat of the introduction or spread of Phytophthora cinnamomi will not alter in relation to the planned clearing operation. It is expected that PC hygiene guidelines and management would be in place for the Industrial site, for the use of existing machinery or the introduction of new machinery onto the site to conduct the clearing operation. As a minimum the Tamanian Washdown guidelines (see attached) should be applied to any machinery involved with the planned clearing operations. (See attached additional documentation in regard to Phytophthora cinnamomi hygiene guidelines and management.) Water Quality and Drainage management: - Rivers, creeks, wetlands, estuaries There are no rivers, creeks, wetlands, estuaries directly impacted by the planned clearing operations. The planned clearing operations fall within 200m of the headwaters of Whitehawk creek, a class 2 stream. At each location, there are drainage lines in proximity to the clearing operations. In relation to the NE planned clearing area, the planned management was to maintain the existing access track, and ensure that disturbance, or any land fill or overburden did not encroach onto the track. This track parallels and forms part of the drainage line. It is noted that this drainage line turns into a class 4 stream, outside of the planned clearing area. There have been 2 established settling ponds on this class 4 stream. There is expected to be no impact on the drainage line, class 4 stream and of down stream water quality if the above management objectives are met. i.e. drainage will be maintained. In relation to the SW planned clearing area, there is a drainage line which has already been impacted by previous disturbance and clearing, mainly due to past works and established tracks. This drainage line follows a track for part. As above, it is felt that it would be important to ensure that any disturbance, or any land fill or overburden did not encroach onto the track and onto the drainage line. This drainage line also runs into a class 4 stream, below the property boundary track. A minimum 10m stream reserve distance will apply to this class 4 stream, i.e. that no disturbance from the clearing operation, land fill or overburden is to encroach within a minimum 10m distance of the stream bank. A minimum of 10m reserve from the class 4 streams would be classified as vulnerable land, and therefore any clearing operations within 10m of the stream would require a Forest Practices Plan,

It is noted that there has been previous disturbance and impact to this class 4 stream, by previous track establishment along the property boundary. There has also been disturbance to the existing drainage line channel. There is potential to consider establishment of settling ponds along the course of the drainage line, and along the class 4 stream to help maintain storm water flows, erosion and maintain water quality. There is evidence of erosion occurring along this drainage line, from Quarry operations above and due to the impact and disturbance of the drainage line by past track and road establishment. Further drainage measures may be considered necessary, e.g. barring or gripping steeper sections, tacks etc., to minimise soil erosion issues. Central Highlands Cainozoic Glacial area: The Central Highlands Cainozoic Glacial area is indicated as lying approx 500m to the west of the planned clearing areas. The extent of the planned clearing projects, and in relation to the existing impact of current quarry operations, it is evaluated that there will be no impact to the Central Highlands Cainozoic Glacial area values. Summary: A Forest Practices Plan is not required if the clearing operations are conducted over 2 years and does not exceed > 1ha or over 100t of timber in any year. That operations do not encroach within a minimum of 10m from the class 4 streams. The class 4 stream reserve is classified as vulnerable land requiring a Forest Practices Plan for operations, Further considerations: That Phytophthora cinnamomi hygiene management measures are considered for the site. Soil Degradation Potential FACTOR RATING OF DEGRADATION POTENTIAL Erodibility: Moderate Compaction and puddling: Low Mixing: Low Nutrient depletion: High (N, P and S) Landslides: Slight Flooding: Negligible Site Productivity Moderate productivity, becoming limited at higher altitude and on exposed sites. Soil nutrient reserves are very low. Productivity probably depends in part on nutrients in rainfall. Soil Management These soils are generally stable and normal Forest Practices Code provisions will generally ensure good soil and water conservation outcomes. As most of the nutrients are held in the O and A1 horizons special care must be taken to keep these horizons intact. Native Forest Logging and Regeneration LOGGING AND CLEARING: Soils are very stony and suitable for wet-weather conventional logging; many slopes are more suitable for cable logging PREPARATION FOR REGENERATION: Burning is required for good germination, but very hot burns could lead to loss of nutrients since these are mostly held in the organic-rich surface layers. SILVICULTURAL CONSIDERATIONS: After disturbance and fire nutrients may become more limiting than 0-30 cm soil analysis indicate. Relatively long rotations may be required. Suitability for Plantations Unsuitable for plantations because of very low nutrients in subsoils and inability of peaty topsoils to supply nutrients over a long period.
