InTRODUCTIOn The Tarago Skate Park is being designed as a unique, iconic and site responsive multi-purpose, multi-generational facility that aims to complement the existing uses and facilities of existing recreational precincts within Goulburn Mulwaree. This facility will be the central social hub for the youth and the broader community of Tarago.

In April of 2015, CONVIC undertook a site appraisal of a number of possible site locations within the Tarago community to be considered for a skate space. This will be followed by the pre-design community consultation phase for the concept design of a new skate facility.

The following report outlines the site selection process and criteria considered to form a successful youth space, summarises the results and recommends a preferred location for the new skate facility. This strategic approach will define an informed conceptual response and design for the current community demand and future community needs.

UnDERSTAnDInG SKATE COnTExT There are five skate and BMX facilities within 1.25 hours drive of Tarago. These facilities include:

1. Bungendore Skate Park - 30km (20 mins) The park has a deep open bowl corner with a small street element including ledges and a euro gap.

2. Golburn Skate Park - 35km (30 mins) A mixture of transitions and banks with few rails and an over vert module.

3. Gungahlin Skate Park - 65km (50 mins) This facility is tailored to the intermediate BMX skill level with mellow transitions and volcano.

4. Belconnen Skate Park - 75km (60 mins) A facility that caters for everyone. The infamous 10ft iconic keyhole bowl hosts many comps and theres a large street plaza on the lakes edge.

5. Woden Skate Park - 80km (75 mins) Combines transition and flat banks including a tiled pool corner. Street section includes a jersey barrier on the bank, hubbas, rails, euro gap and ledges.

On the whole, these facilities are among the highest rated facilities in Australia. They are a variety of elements that cater to the inclusion of all skill levels and skill progression. Belconnen Skate Park was once the largest facility in the county and is host to a number of significant competitions drawing in some of the world’s best skaters. The vision for the proposed Tarago Skate Park is to provide greater diversity to the space and more creative features bolstering the extent of Tarago recreational facilities for the youth community needs.

SELECTInG THE APPROPRIATE SITE

The location of the skate park is critical in ensuring the future success of this important community asset. In particular the site should have the capability to:

• Create a centralised social hub for young people.

• Allow users of different ages to interact with each other.

• Allow users of different abilities to learn from each other.

• Create strong links with other existing community facilities and amenities.

It has been identified that the skate park must cater for all ages, abilities, skills and types of action sports including active, passive and social activities. As there is evidence that there is an existing skate community, the design of the proposed park is to have a focus on all levels, from the beginner to the experienced users to enable users to develop their skill set while learning from others. This is important to ensure the facility provides for skill progression in features to challenge and keep users interested. This shall be defined by providing areas for beginners to safely learn and progress, as well as having areas for the more experienced to use in a safe and unencumbered space.

The proposed Tarago site presents an opportunity for the Tarago & District Progress Association Inc. to develop a recreation precinct and create a dynamic and activated community hub, offering recreational and social opportunities for all members of the community, of all ages, from day to day use to community centred activities and events.

The following section outlines the key criteria used to assess suggested sites. This allows for a comprehensive assessment and commentary to then recommend a preferred site.

SITE ASSESSMEnT

SITE ASSESSMEnT CRITERIA

1. PhysiCAl siTE CONDiTiONs & TEChNiCAl CONsiDERATiONs

This first broad criterion is based on the physicality of the various sites and whether they can accommodate a facility of the required scale and type required by the Shire. It also considers technical implications such as drainage and soil conditions. Questions asked at each site include;

• Is the proposed site able to cater for the various different applicable facility types defined previously? (ie: large enough to cater for events if we are looking for a regional scale park)

• Is the proposed site free of existing land use implications, covenants, easements, service access requirements and/or underground/overhead power lines, water and gas?

• What are the implications of geotechnical conditions, ground water, drainage?

• What are the physical terrain implications of the site?

2. ACCEss/TRANsPORT

This second criterion looks at how easily accessible the site is for users, parents and those viewing the skate park or events. Questions asked of each site on this criterion include;

• Are there pedestrian/footpath connections from transport nodes to the proposed site?

• Is there a safe drop off area or adequate car parking if applicable?

3. NATURAl sURVEillANCE, sECURiTy AND sAFETy

As the consideration is to create a public sporting facility with the main users being below the age of 18 it is crucial to ensure the facility is visually open and safe and easily accessed in the case of an emergency. Questions asked for this criterion include;

• Is the site visually prominent with good natural and passive surveillance for safety and for the promotion of the facility and skate activity?

• Is the site a short distance from police response calls and does it provide ease of police access on scheduled routes?

• Can the site provide adequate emergency vehicle access (fire and ambulance?)

• Can vehicular access be restricted at the proposed site to prevent skating at night by car light if applicable?

• Can the proposed site provide safe entry to and from the site and safe setbacks from busy roads and intersections?

4. PROxiMiTy TO AMENiTiEs (WATER, TOilETs, shADE, FOOD & DRiNK)

An active public sporting facility such as a skate park should have appropriate ancillary amenities. This includes shade for viewing and resting, drink fountains and nearby toilets given users can spend many hours using a skate park in a single session.

Questions therefore asked for this criterion are;

• Are associated amenities such as public telephone, toilets, water, shelter and shade existing and available or cost effective to install at the site?

• Is the site close to vendors selling food and drink and is there potential for seasonal, peak time and/or event day food and drink outlets?

5. iMPACT ON ExisTiNG FACiliTiEs, ADJOiNiNG UsEs AND UsERs

In assessing the suitability of a site, one of the main considerations is to determine what impact will a new facility have on the existing users and use of the space. This can be a contentious community issue and so the following questions have been asked for this criterion;

• Does the site facilitate minimal loss of green space?

• Does the site facilitate minimal impact on ecological systems eg. Wetlands, foreshore and bush land?

• Does the site facilitate minimal loss of mature or significant trees?

• Does the site facilitate minimal impact on pedestrian or road network and access including existing desire lines?

• Will the location of a skate facility on the site substantially displace existing recreational or other site users?

• Are there any existing heritage items or indigenous people’s claims for land title or cultural significance at the site?

• Is there a history of ‘anti-social’ activity of behaviour at the site?

6. DisTANCE FROM hOUsiNG & iNCOMPATiBlE lAND UsE

Another major consideration for any new public sporting facility is the potential impact of noise and light to nearby housing. It is important that the new skate facility is located to minimise impact to surrounding residential areas. We have undertaken acoustic assessments of a number of existing skate parks to ascertain an appropriate distance from residential areas and as a guide 50m is considered an acceptable distance for a purpose built skate park. Please note that this is subject to a more detailed acoustic assessment as each location has different factors such as surrounding noise, landform, prevailing winds etc. This is also only for facilities and not incidental skate moments which, due to their scale and level of potential use, are not considered major creators of noise or loss of amenity.

Questions therefore include;

• Is the site location an adequate distance (nominal 50m) from residential dwellings and from incompatible land uses to avoid potential noise and light intrusions?

• Has the site the capacity to place a skate park in a location to maximise noise attenuation (eg: designed to be below finalised surface level)

7. EVENT sPACE OPPORTUNiTiEs

With centrally located facilities presenting the opportunity to become a major community activity node, not just for skating/BMX and scooter users but also community events, clinics and competitions; sites must be assessed for their suitability to play a broader role. Questions therefore include;

• Is the proposed site adjacent to like/complimentary activities to create a greater recreational experience?

• Does the site have the ability to cater for larger crowds and temporary infrastructure during peak use and events?

8. MAiNTENANCE

Maintenance is important to ensure the park can be cleaned easily and regularly. Questions therefore asked for this criterion are;

• How readily accessible is the site to regular cleaning for existing council cleaning and maintenance team?

9. CONTExT & AMENiTy

The criteria is most applicable to the socialisation that occurs at skate parks and the importance of providing facilities that are where young people want to be and provide important amenity (sun protection, wind etc...)

The following questions will be asked for each of the sites regarding context and amenity;

• Is the site location where young people want to be or adjacent to where they currently congregate?

• Is the site in close proximity to existing shopping centres, sports or recreation facilities or interested schools?

• Is the site within or adjacent to a major community hub or central area?

10. CONsisTENCy WiTh sTRATEGiC OBJECTiVEs

Sites for consideration need to conform to local planning schemes, embody strategic planning and reflect the current land use zones. Therefore for this criterion the following questions needs to be asked;

• Is the location consistent with the strategic land use, masterplanning, planning schemes and zoning?

siTE DEsCRiPTiON:• The site is located on Braidwood Road adjacent the service station and local school. • The site is flat terrain with street frontage on the eastern boundary.

• The site has a residential property located behind the western boundary.

OPPORTUNiTiEs:• The site is in close proximity to other recreational spaces such the Tarago Sports Association grounds

allowing the proposed facility to be a part of established amenities. • The service station is located within the neighbouring property.• There is adequate space for car parking along Braidwood Road which can cater for a drop off zone. • Toilets and other amenities are located within close proximity to the site. • The street frontage forms a number of passive views into the site increasing safety and enforcing CPTED

principles.

CONsTRAiNTs:• The site is currently privately owned and precurring the site will have cost implications on the overall

budget of the facility. • There is no provision for day one shade through existing mature trees or shade structures which can

have an impact on the project budget. • Car parking along Braidwood Road can create an opportunity to use headlights to light up the facility after

hours. • The site is in close proximity to residential dwellings and noise from the facility can have an impact on

these. • Due to the land being privately owned there is a possibility that there will be zoning and land use

implications.

• There is an existing sewer easement on the southern end of the site.

RATiNG OVERViEW:

Of the seven sites assessed, the site of 4 Braidwood Road site was assessed as third equal at 66%, identifying it as an unsuitable space for the new youth facility.

The site ranked highly due to its location and close proximity to supporting amenities, such as toilets located on the other side of Braidwood Road and the service station located in the neighbouring property. The street frontage also provides good opportunities for natural and passive surveillance into the site however due to the residential property on the western boundary and the existing sewer easement on the southern boundary this site creates some major constraints for the new facility.

The assessment process highlights the major deficiencies of this site. Due to its context and constraints it ranked lower than other sites and is deemed to not be a prime location for a new skate facility.

• The site has a number of mature trees and a drainage swale along its northern boundary.

OPPORTUNiTiEs:• The site provides adequate space for a facility that can cater for community events and various

opportunities of community engagement.

• The site has the potential to be integrated into existing amenities such as the playground, toilet block and BBQ facilities.

• Shops and the main street of the community are located within close proximity to the site. • The site has high passive and natural surveillance due to its location and the high use of the facilites on

adjacent properties. • The local school is located on the other side of Braidwood road.

• The site is surrounded by existing sporting facilities and rural properties.

CONsTRAiNTs:

• The carpark is currently not owned/managed by the Tarago & District Progress Association Inc. • There is minimal high level shade with no existing trees or shelter. This may have cost implications with

regard to providing shade structures. It will take time to establish significant shade trees as a green retreat.

RATiNG OVERViEW:

Of the seven sites assessed, the site within the Tarago Sports Association carpark was ranked the highest as the most suitable space for the new Tarago Youth Facility at a rating of 88%.

Locating the skate park in this area affords the space to key into the existing Tarago sports and recreation area. This further builds on the town’s active recreation hub The site has more than adequate area for a facility with existing supporting amenities and a natural flow of people going to and from the sporting complex and residential areas or town centre. This significantly increases natural and passive surveillance by capturing the volume of traffic and providing the opportunity for encouraged use and activation into a productive healthy environment in a visually prominent site.

The site presents the greatest opportunity to host events and workshops with significant overflow area and adjacent car parking on Braidwood Road. With the landscape framework in mind the space represents the most suitable location for the new Tarago youth facility. The new skate space will further amplify the Tarago community and celebrate the local youth culture, in an all inclusive setting.

• A small triangular site located to the south west of the existing oval.

• Flat turf terrain boarded by a large row of existing mature trees along Lumley Road road to the south and a privately owned vacant block of land to the west.

OPPORTUNiTiEs:

• The site is located within Tarago’s active recreation precinct and the facility can be integrated into this area.

• There are a number of large mature trees located between Lumely Road and the southern boundary of the site.

• There are no residential dwellings within 50m of the site.

• Toilet facilities and other supporting amenities, such as shops, are located within a close proximity to the site.

CONsTRAiNTs:

• The site is small and inadequate in providing space for a new youth facility.

• The site is located within close proximity to the Mulwaree River and is subject to flooding during high rain events.

• There is potential for the use of vehicle headlights to light up the facility after hours.

• The site is located to a privately owned block of land that is currently vacant. However the owner of this land is starting construction within the year. This will significantly impact the natural and passive surveillance into the site which can encourage anti-social behaviour.

• The development of the vacant block will create a ‘back of house’ situation for the site.

• The area is currently used to view cricket and other activities on the oval. There is currently two donated bench seats located within the site.

• The area is not connected to the town with an existing path network. THe inclusion of this into the project can impact the overall budget.

RATiNG OVERViEW:

Of the seven sites assessed, the site ranked third equal in its suitability for a new youth facility, at 66%. The site rated highly in terms of its location to existing land uses, amenity facilities and the town centre. Its location and proximity to the Mulwaree River and the annual flooding of the area significantly impacts its suitably as a site for a new facility.

The site is better suited to remain as its current land use of a viewing area for the activities occurring within the oval. It is not recommended that this site be considered for the new youth facility.

• It has a double gate vehicle entry located on Lumley Road.

OPPORTUNiTiEs:

• The site provides adequate unrestricted space for a regional facility that can cater for community events and various opportunities of community engagement.

• There are adequate passive and active surveillance from surrounding land use.

• There is a significant set back from Lumley Road that provides opportunity for car parking and drop areas.

• There are a number of trees located within the site in a sporadic arrangement creating an elelemt of existing landscape amenity.

• The site is a part of the Tarago Recreation Area and the proposed facility can be integrated into the active recreation zone of the Tarago Community.

• The close proximity of the Mulwaree River can offer the opportunity to form connections to the riverscape.

CONsTRAiNTs:

• There is no high level shade nor existing trees or shelter. This may have cost implications with regard to providing shade structures. It will take time to establish significant shade trees as a green retreat.

• Supporting amenities, such as toilets and local shops are not located within close proximity of the site.

• The site is located within close proximity to the Mulwaree River and is subject to annual flooding a number of times a year during high rainfall events.

• Public transport nodes are not located in close proximity to the site and there are no connections through existing path networks.

• The close proximity to Lumley Road may afford the use of a facility after hours by using car headlights to light up the site.

• The area is not connected to the town with an existing path network. The inclusion of this into the project can impact the overall budget.

• The location of the site creates a ‘back of house’ situation and is not seen as a desirable place for the youth community to congregate.

RATiNG OVERViEW:

Of the seven sites assessed, the Tarago Recreation Area site received the fourh highest score at 65%. The site rated highly in terms of its multiplicity of use, with many complementary activities to create a greater recreational experience. The assessment process identified the site was not appropriate for a new skate facility. Due to existing land use, lack of shade amenity and a “back of house” context within Tarago it is not recommended to be the prime location for a skate facility.

• The site is located on Wallace Street adjacent the Town Hall.

• An ‘L’ shape with flat terrain with gentle topography grading from the south west to the north east.

• The site has existing landscaping between the southern boundary and Wallace Street.

• Vehicle access to the site is located on the Tarago Road side street.

OPPORTUNiTiEs:

• There is existing amenity landscaping on the site that allows for the facility to have day one landscape character.

• There are adequate passive and active surveillance from surrounding land use.

• There is provision for car parking on the Tarago Road side street.

• The toilet block that is attached to the town hall is capable of being unlocked and accessible separately.

• The site provides adequate unrestricted space for a regional facility that can cater for community events and various opportunities of community engagement.

• The facility can connect with existing drainage swales that allow for sufficient drainage.

• Public transport nodes, such as the train station located to the south west and bus stops to the east are within a manageable walking distance.

CONsTRAiNTs:

• There is no high level shade nor existing trees or shelter. This may have cost implications with regard to providing shade structures. It will take time to establish significant shade trees as a green retreat.

• The area is earmarked for proposed development that will impede on the space available for a youth facility. These developments include a community centre and an area for 50 farmers market stalls.

• The close proximity to parking affords accessibility however may encourage the use of a facility after hours by using car headlights to light up the site.

• There are some major safety concerns after past incidents of vehicles veering off the corner of Tarago Road and Wallace Street resulting in them entering the site.

• The site has neighbouring residential properties within a 50m distance.

RATiNG OVERViEW:

Of the seven sites assessed, the site nest to the town hall received the second highest score of 75%. The site rated highly due to its location and close proximity to supporting amenities such as a toilet block and local shops that provide refreshments. Since the site is located on a corner block of land there is adequate passive and natural surveillance that enable CPTED principles to be integrated into the design of a new facility and minimises anti-social behaviour.

Although there are some safety concerns with the site being located on the corner of Tarago Road and Wallace Street these can effectively be worked through during the design process to mitigate any issues. It is recommended that the site next to the town hall be recommended for the new facility if the Tarago & District Progress Association Inc were to not endorse the preferred site.

• The site is located in a visually prominent area and there is adequate passive and active surveillance from surrounding land use.

• There is adequate space for car parking and drop off areas to located on Stewart Street.

• Public transport nodes such as the Tarago train station are located within close proximity to the site.

• With the proposed development of the site there is an opportunity to be integrated in to a wider open space master plan.

• The site drainage can tie into the major existing overland drainage system.

CONsTRAiNTs:

• There is no high level shade nor existing trees or shelter. This may have cost implications with regard to providing shade structures. It will take time to establish significant shade trees as a green retreat.

• It is not located within close proximity to the town centre or highly regular activate hub.

• The proposed development of the site will effectively decrease the amount of space available for the new youth facility.

• Car parking along Stewart Street may afford the use of a facility after hours by using car headlights to light up the site.

• Tarago Road is the main road into the town and it can create some safety issues with inadequate space to provide safe setbacks.

• The site is located within a 50m radius of local residential properties.

RATiNG OVERViEW:

The site on the corner of Tarago Road and Stewart Street received the second lowest score of 46% during the assessment.

The site scored low on a number of different factors. The most impacting of these was the size of the site, the future development of the site as a memorial park and the location of supporting amenities such as shops and toilet blocks. Although anti-social behaviour would be mitigated through the passive and active surveillance that is evident on the site, a number of safety concerns have arisen during the assessment due to the close proximity of Tarago Road. This includes the lack of space to provide adequate setbacks and a lack of existing connection paths from the village and transport nodes.

Once the site is developed as a memorial park there will not be enough space for a youth facility to cater to the needs of the Tarago community and therefore it is not recommended to be considered by the Tarago & District Progress Association Inc.

• The site provides adequate unrestricted space for a regional facility that can cater for community events and various opportunities of community engagement.

• Located within close proximity at a manageable walking distance is the Tarago train station.

• There is adequate space to provide car parking and drop off areas.

CONsTRAiNTs:

• There is no high level shade nor existing trees or shelter. This may have cost implications with regard to providing shade structures. It will take time to establish significant shade trees as a green retreat.

• Supporting amenities for the facility are not located within close proximity to the site.

• The site is located within a 50m radius to local residential properties.

• The location of the site forms a ‘back of house’ situation and the lack of passive and active surveillance can lead to the encouragement of anti-social behaviour.

• The site was formerly used as a transfer point for rubbish and chemical waste disposal and there is a high probability that the land will be contaminated.

• The site is zoned as future green open space and the construction of a youth facility may have an impact on the overall open spaces within the Tarago community.

• Large earth mounds within the site result in major earthworks that can lead to an impact on the overall budget of the project.

• The close proximity of the rail line raises some safety concerns that will need to be mitigated through the design process which may have an impact on the overall project budget.

RATiNG OVERViEW:

The Veolia Environmental Services site was rated the lowest out of the seven assessed with a weighting of 43%. This is due to the site been situated in a ‘back of house’ situation for the community. Having a facility located in this type of site can lead to anti-social behaviour which is encouraged by the lack of passive and active surveillance.

The probability of contaminated due to prior land uses raises concerns of the budget implications that would be involved to mitigate the issue. This can result in the size of the proposed facility being dramatically reduced and therefore it is not recommended that this site be considered for the Tarago Youth Facility.

PREFERRED SITE RECOMMEnDATIOn The evolving definition of skate parks today no longer restricts facilities to develop as an out of sight concrete park with little community interaction. Rather, a centrally located facility that allows easy site access, encouraging participation from the general community is essential in creating a well used and maintained facility. Community acceptance and the increase of users, both skate and recreational, increases the opportunity for passive and natural surveillance and the minimisation of anti-social behaviour.

Site two within the car park of the Tarago sports and recreation precinct presents such an opportunity for the Tarago & District Progress Association Inc. to develop a skate space in the heart of the community that lifts the public profile of youth and is close to the town centre and existing amenities. The site offers a unique design opportunity to tie into the recreation precinct, and create a dynamic and activated central community hub, that can offer recreational and social experiences for all members of the community, from day to day usage to community events.

Based on the outcomes of the site assessment process, site visit and discussions with the Tarago & District Progress Association Inc, Convic recommends that site two, Tarago sports and recreation precinct carpark as the most appropriate and preferred location for the proposed Tarago Youth Facility.

The site selection report will be used by the Tarago & District Progress Association Inc. to inform and engage the community of Tarago in the process of selecting a site for the proposed youth facility. A survey will be undertaken to inform the association of the need and demographic for the use of a future facility.

As a part of the ongoing design process, a pre-design community consultation should be arranged to inform the community of the projects background and site selection process. The workshop will then generate and collate ideas, concerns and draw on the community and council knowledge and experience to inform a design vision and typology for the Tarago Youth Facility. The information gathered from the pre-design consultation will create a design that is truly responsive, unique and relevant to the community needs, user requirements and project vision.

Transition - graded/flowing skate elements such as bowls, quarter pipes, half pipes etc.

Plaza - Low level skate elements which straighter edges and angles such as ledges, manual pads etc.

Rails - a steel street element, with a round or square profile. Often down stairs or flat.

stair sets - a street element simply consisting of a flight of stairs.

street - Skate elements based on situations that are found on the street, stairs, sharp banks etc.

ledges - a street style skate element, normally a block at varying size and profile.

Bowl - transition style element, that can be either closed or open.

Volcano - transition style element, made up of a circled quarter pipe to form a volcano form.

Bank - a skate element made up of a flat angle, either with or without a radius at the base.

Pyramid - often made up of banks, with any number of sides from 3 to 6 to make a pyramid structure.

hubba - Similar format as a ledge, but traverses down a level change.

A-frame rail - A type of steel rail with a pointed top. Manual Pad - Low level street element, similar to a ledge but often lower, wider and longer.

Rainbow Rail - a steel rail arched into the ground to create a rainbow shape.

Mini Ramp/half Pipe - transition element made up of opposing transitions of varying heights.

Jumps Box - a street style skate element, normally a block at varying size and profile.

Pole Jam - steel pole sticking out the ground at varying angles, based on a bent bollard.

Euro Gap - a bank with a jump gap onto a higher level.

spine - Two quarter pipes back to back to enable users to jump out of one and into another.

Vert Wall - A vertical wall with a radius at the base to enable users to reach as high as possible.

Kicker to Kicker - a kicker ramp (bank) with an opposing kicker, with a jump gap (garden) between.

Jump Box - a quarter pipe back to back with a bank to enable users to jump out of one and into another.
