RISKS

Why is Leak Detection an Issue?Safety is the number one concern of most companies involved in the (petro)chemical industry and protecting the environment is a close second. The regulatory framework in both areas is getting progressively tighter. It is therefore critical to makes sure that leaks of potentially dangerous and/or harmful substances can be detected at an earliest stage. This will allow to prevent situations that may lead to tank/equipment damage, environmental risks and compromised personnel safety.

• Very difficult to detect leaks around tanks, large tank farms and pipelines

• Distant tanks, pipelines and valves are typically remote – making maintenance difficult

• Government regulations concerning chemical plants• Reducing environmental issues and improve

employee safety

• Legal issues• Environmental pollution• Fire risks (flammable vapors)• Personnel safety risks (toxic vapors)

BENEFITS SAVINGS

How Can Leaks Be Detected? Many leaks are discovered only when someone notices a specific smell or after surface/below-ground water has becomecontaminated. Quickly knowing that substances are accumulating in an expected area can be the key to avoiding acatastrophic accident or expensive clean-up.Having sensing cables laying around or under potential leak sources coupled with wireless communication sent directly to the control room will allow you to react promptly.

• Wireless continuous monitoring, the tanks will be monitored 24h a day, 7 days a week

• Comply with safety regulations and keep your personnel safe

• Direct contact sensors can enhance safe operation with rapid detection of overfill and surface spills

• Direct contact sensors can provide an excellent capability for early detection of hidden leaks

• Prevent clean-up costs• Avoid fines and lawsuits• Reduced installation cost (see below)

SOLUTION

Sensor Cable and Fast Fuel Sensor detects the presence of product in the soil when a leaking product makes contact with the cable on the surface due to overfill or equipment failures.

Wireless connection enables the data to be sent directly to the control room. Wireless leak detection can also be used to monitor for leaks in pipelines in high risk areas, or to monitor leaks under and around valves.

In tank filling operations, leak detection technology can also be used as a backup overfill notification. A leak detection solution can be used to monitor for substance leaks under and around power equipment such as backup generators.

RISKS

Why Is Overfill Prevention Necessary?Stored materials can be hazardous, flammable or explosive and if overfill is not prevented this can result in property damage, environmental concerns, personnel injuries and can have a catastrophic effect on a company’s survival. The cost of an overfill incident can be measured in thousands or even millions of Euros.Safety is paramount. Stringent regulations are in place with severe consequences. Solutions that were used in the past may not conform to current legislation. Now is the time to ensure you meet these regulations.

• Failure to adhere to legislation• Prevent tank filling beyond Safety Level• Lack of independent overfill prevention system –

making monitoring difficult• Lack of safety culture can make operators deviate

from written startup procedures

• Deflagration and vapor cloud explosions• Cost associated with spill clean-up• Claims in property damages• Enviromental issues - clean water contamination• Legal issues - lawsuits and fines• Personnel safety concerns

BENEFITS SAVINGS

How to Prevent Tank Overfill?A modern Tank Overfill Prevention System is a must to minimize the risk of human errors and malfunctioningequipment.A tank overfill prevention system is deployed to enhance existing safety measures, guarding against the potential hazards that would result from a storage tank being overfilled. The need for a tank overfill prevention system is becoming increasingly recognised. It is an integral part of API 2350 and the Seveso Directive within European Union legislation dealing specifically with the control of major accidental hazards involving dangerous substances.

• Protect life and health• Protect plant assets• Comply with regulations• Ensure social and environmental

responsibility• Increase plant efficiency• Protection of brand

• Optimise personnel usage• Avoid possibility of fines and lawsuits• Reduce insurance premiums

SOLUTION

Several protection layers are required to prevent an overfill from occurring. An Overfill Prevention System (OPS) is used to prevent overfills at the earliest stage.OPSs should always be separate and independent of Basic Process Control Systems (BPCSs), but are usually present in the following two forms: manual overfill prevention system (MOPS) and automatic overfill prevention system (AOPS).

MOPS has traditionally been used in some applications because it is easier to implement, has lower initial capitalexpenditure and less complexity. However, modern overfill prevention takes preference to AOPS in conformance with IEC 61511 rather than MOPS because:

• Humans are inherently unreliable, and therefore MOPS is limited to a risk reduction factor of 10 according to IEC 61511. AOPS in conformance with IEC 61511 can offer risk reduction factors also above 10

• AOPS can considerably shorten response times compared to MOPS. It is not unusual that a MOPS has a 15minute response time, whereas an AOPS has below 1 minute

• MOPS requires personnel in the field in potentially unsafe working conditions• AOPS reduces workload for operators• IEC 61511 / 61508 offers equipment with accreditation by third party assessors with standardized

RISKS

Solids Measurement CharacteristicsMeasuring the level of bulk solids in bins, tanks, silos and other types of vessels is difficult. Bulk solids present many challenges including uneven surfaces, dielectrics and bulk density, filling, dust, condensation, noise and the shape of the vessel.

A single level measurement device can often mean less accurate results but by using the right technology this can beavoided and the true volume can be measured.

• Inclined surfaces• Some signals can reflect away• Can create false echoes

• Dust and condensation• Can stick to antennas• Can interrupt measurement

• Large surface areas• Difficult to map the whole surface• Need multi point measurement

• Build up and rat holes• Can cause extra maintenance• May result in material stock outs

• Poor operating decisions based on incorrect or partial data

• Legal issues – taxes• Lose quality of the product (condensation, dust)• Increasing carrying cost due to uncertainties in

measurement

BENEFITS SAVINGS

What Does Inventory Management Bring?A good inventory management for solids must remove all uncertainties in volume calculation while keeping your tanksoperating at 100% capacity.

Knowing the exact volume will provide you with the information necessary to reduce inventory carrying cost, recalibration and maintenance cost reductions, as well keeping your personnel safe. It also provides support to production/distribution, helping you decide how much you can produce/supply and making sure you avoid any fines on tax calculations.

Keeping good control over your inventory has become increasingly important, not only for operators using the content in a storage vessel, but for the whole company, including company executives, accounting, loss and leakage control managers and others. This is a result of increased focus on safety, cost of ownership and the value of products stored.

• Improved plant & personnel safety• Tank capacity optimization - tanks will

operate at 100% of their potential

• Recalibration and maintenance costs reduced• Reduce inventory carrying costs• Avoid fines & lawsuits

SOLUTION

Most technologies for measuring level and/or volume of solid materials are top down and depending on the type of vessel you have the solutions differ.

No technology is perfect for all applications. Guided wave radar is well suited for smaller vessels and where the installation area is restricted.

Non-contacting radar has no restrictions with respect to material weight and may be used in applications where guided wave radar may be prone to probe breakage. It can provide precise measurements over asmaller surface area.

Acoustic 3D Solids Scanners devices can be used on a large variety of applications, but are especially suitable for bulk storage.

Protect Your Tank - Risk NothingWhen it comes to safety there is no such thing as too much protection. Ignoring this will lead to devastating results frompersonnel injuries, equipment damage and even losing your business. In 242 storage tank accidents in industrial facilities over the last 40 years, fire and explosion accounted for 85% of them.(A study of storage tank accidents, James I. Chang, Cheng-Chung Lin, p.1.)

• Reducing the risk of fire due to abnormal conditions• Minimize or prevent fire and explosion damage to

equipment• Releasing extreme tank pressure in case of fire• Minimize downtime of the facility due to equipment

failure• Reduce maintenance time• Accurate readings due to weather conditions

• Major incident and environmental impact• Personnel injuries• Tank and equipment damage• On time delivery of the product• HSE related fines and penalties• Vapor Cloud Explosion - leak of flammable vapors

BENEFITS

SAVINGS

Prevent and ProtectA good fire protection solution has two key aspects: prevention and containment. Prevention devices manage pressure, oxygen and vapors to minimize the chances of fire. A good blanketing solution provides this. In the event of a fire, its spread to other tanks or the whole facility can be mitigated by containment devices such as flame arresters.Mechanical failure was the most frequent cause of large property damage losses at manufacturing plants from 1967 to 1997, accounting for about 43% of these events.(Large Property Damage Losses in the Hydrocarbon -Chemical Industries, 17th edition, David Mahoney, p. 3.)

• Improve safety and protect against personal injury• Prevent tank damage or failure• Extend asset life, reduce contamination and

maintain product integrity• Minimize costs associated with maintenance and

facility downtime

• Reduced risk of injury claims• Avoid legal authority fines• Increase profits due to facility uptime• Savings on maintenance• Extend tanks service life

Fire Prevention and Protection

Page 28: TANK MANAGEMENT MADE EASY YOUR GUIDE - Home …€¦ · TANK MANAGEMENT MADE EASY ... manual overfill prevention system (MOPS) ... Rosemount™ 5400/5408 A non contacting radar engineered

SOLUTION

Prevent and detect, are the main actions when it comes to fire protection.

Preventing a fire is a win and using the correct equipment plays a major role in it.Having a flame arrestor allows gas to pass through it to stop the flame in order to prevent a larger fire orexplosion, by absorbing and dissipating heat, using spiral wound crimped ribbon flame cells. These cells allowmaximum flow with maximum protection. When the tanks are exposed to over pressures and/or fire you will also need emergency relief vents designed to provide a vacuum or emergency pressure relief opening for storage tanks. This is not handled by standard tank vents.Combining the flame arrestors and valves will give you a full prevention solution package.

Preventing isn’t enough and having a complete package means having the right instruments to detect the events when they occur.Gas detectors positioned within the bund detect vapor cloud formation caused either from tank overfill or failure of the tank shell.Effective positioning of gas detectors is important as the spread of a vapour cloud will be directly affected by weather conditions. Open path gas detectors cover a larger area than point detectors and are widely used. If a leak was ignited optical flame detectors offer the fastest means of detection; with multi-spectrum infrared devicesbeing the most popular detection technology.

CHALLENGES

Can be applied to the following tanks:

RISKS

Why Manage Overpressure?Managing overpressure is important to provide protection against positive or vacuum overpressure and to prevent airintake, evaporative or blanketing product losses.Overpressure protection helps contain odorous, hazardous and potentially explosive vapors and hence overcome safety, operational and environmental challenges.

• Maintain tank pressure within safe limits• Minimize downtime of the facility due to

equipment failure• Reduce leakage through poor seals• Avoid blocking of overpressure protection

equipment due to harsh chemical processes• Reduce maintenance time

• Personnel injury• Tank and equipment damage• Delayed delivery of the product• Fines associated with the emissions due to product

leakage• O2 ingress affecting product quality• Shortened equipment life due to risk of tank corrosion

BENEFITS SAVINGS

• Minimize or prevent explosion damage to protect equipment

• Maintain tank pressure to prevent tank damage or failure

• Reduce facility downtime• Improve the on time delivery of the product

to customer• Reduced emissions and product loss• Higher quality products• Improve personnel safety

• Avoid explosion damage costs• Reduce maintenance costs with instruments that are

easier to clean• Increase profits due to facility uptime• Extend asset life and reduce asset failure cost

effectively• Reduced risk of personnel injury claims• Fines associated with the emissions

Overpressure

How Does It Work?Overpressure and vacuum protection is performed by a pressure vacuum relief valve (PVRV), which is designed to maintain tight sealing until the system pressure or vacuum exceeds the set pressure of the valve. When this occurs the pallet lifts, breaking the seal between the seat and the pallet allowing vapors to pass through the valve orifice and relieving the pressure or vacuum buildup. The valve reseals upon pressure/vacuum relief and remains sealed during normal operating conditions

Page 33: TANK MANAGEMENT MADE EASY YOUR GUIDE - Home …€¦ · TANK MANAGEMENT MADE EASY ... manual overfill prevention system (MOPS) ... Rosemount™ 5400/5408 A non contacting radar engineered

SOLUTION

The best protection against overpressure or vacuum pressure in storage tank systems is achieved using a pressure vacuum relief valve. A performant pressure vacuum relief valve provides very high accuracy on set point (+/- 3%), includes valve and seat materials which provides resistance to corrosion, chemical attack, liquid and vapor adhesion and extreme temperatures (-46 to 260 deg.C) , but also to have an advance guide system for a smoother valve stroke during operation which reduces valve wear.

Why Is Tank Blanketing Important? To ensure compliance with stringent clean-air regulations and provide protection to personnel, products, tanks and theenvironment by preventing air, moisture and other contaminants entering the tank, as well preventing stored liquid vapor escaping into the atmosphere, effective tank blanketing needs to take place. Were you aware that EPA enforcement actions required companies to invest more than $9.7 billion in actions and equipment to control pollution and clean up contaminated sites ? The EPA’s cases resulted in $163 million in combined federal administrative, civil and judicial penalties and criminal fines.

• Keeping oxygen at a minimum level to minimize safety risk

• Limiting the release of vapour emissions to the• atmosphere• Safeguarding the stored product from spoilage or

contamination and keeping the product quality intact

• The consumption of expensive inert gases• Isolating the tank contents from atmospheric air

and moisture.

• O2 ingress effecting product quality and risk of fire• Facility downtime• Delayed delivery of the product to customer• Tank and equipment damage• Fines associated with emissions• Shortened tank life due to risk of corrosion

Is Corrosion an Issue?Corrosion may take place where water is present in a tank and associated pipes. Corrosion may occur as metal loss on the tank wall, or as preferential weld corrosion. It affects the vessel integrity which can lead to leaks putting your personnel at risk and environmental issues. All combined create the perfect conditions for lawsuits, holds in production and even environmental pollution. In short you risk too much not considering corrosion an issue.

• Hard to detect - corrosion is invisible without a proper monitoring system in place

• Product purity - impurities (water, chlorides, acids, etc.) can harm the wall of the tank

• Downtime increased• High repair costs

• Legal issues - lawsuits• Environmental pollution• Personnel safety risks• Leakage• Production hold - stopping an entire production

SOLUTION

Online Corrosion Monitoring comes with real-time monitoring of tanks and the need to prevent expensive corrosion failures – for example a localized attack like weld root corrosion, may occur at welded sections of a metal structure and can result in leakage and damaging the structure of the tank. Today, corrosion data stands alongside temperature, pressure, flow rates, and breakthrough water detection information as information the operator can source.

For the operator, there are also cost savings as collecting data separately at remote locations can be extremely costly in terms of both money and resources.

The advantages to the operator of online corrosion monitoring are significant. These include a higher data collection frequency, thereby increasing the accuracy of the system and the ability to distinguish trends from random variations; and an online system which allows remote and wireless data communications direct to the operators’ offices. Continuous data will also increase the system’s resolution.

Why Monitor Your Floating Roof?Floating roofs offer environmental and economic benefits over fixed roofs without the need for vapour balancing and recovery. However, issues such as sinking, tilting, leaking and sticking decks can affect the performance of floating roofs - potentially leading to costly structural damage and major environmental and safety risks. It is vitally important that any problems can be detected as soon as possible, so that action can be taken to correct issues at an early stage before they can lead to a serious incident. To successfully meet this challenge, operators need to closely monitor their external floating roofs.

• Risk of floating roof tilting, sinking or getting stuck• Product loss from evaporation• Increased safety, protection from fire• Manual inspection - remote areas, big areas to cover

- less visibility

• Mechanical damage to the tank• Product contamination• Fire and explosion hazard• Hydrocarbon vapour releases• Personnel health & safety• Emissions

BENEFITS

SAVINGS

The Wins of Floating Roof MonitoringMonitoring your flooting roof provides early warnings if something starts to change with the tank roof conditions, it minimizes the need for maintenance personnel to enter the tank and tank roof for inspection (common practice), complies with HSE regulations, respects countries legislation (some regions have regulatory requirements – mandatory to monitor the roofs for tanks larger than 60m (180ft) in diameter), automates mandatory manual task and increases personnel safety.

• Certainty that floating roof is working as it should• Minimized need for maintenance personnel to enter

the tank and tank roof for inspection• Easy installation• Compliance to HSE regulations

• Reduced maintenance costs• Avoid environmental & clean-up fines• Avoid plant downtime

Floating Roof Monitoring

Page 46: TANK MANAGEMENT MADE EASY YOUR GUIDE - Home …€¦ · TANK MANAGEMENT MADE EASY ... manual overfill prevention system (MOPS) ... Rosemount™ 5400/5408 A non contacting radar engineered

SOLUTION

An automated monitoring solution involves level instruments being installed at multiple points. There are two options for where these instruments can be placed – either on top of the tank, or on the floating roof itself.

Manual solution needs visual inspection which is time-consuming, unsafe, expensive and may not getdone because other tasks are prioritized.

Automatic solution uses level sensors to monitor the roof providing constant 24/7 surveillance, real-time verification that roof is operating as normal and automatic alarms in case of incidents.

Choosing the correct monitoring approach can save you a lot of troubles.

Reactive monitoring is the most common method used for floating roofs. This comes with point level switches mounted around roof edges, hydrocarbon or liquid detectors mounted on the roof and video surveillance. The major fault is that when the alarm is triggered is already too late, liquid is already on the roof and the shut down of the tank, fire prevention measures and clean up is required.

Proactive monitoring offers the best practice with software that learns normal behavior of floating roofs, it monitors for behavior deviating from normal operating parameters. It gives warning before you have liquid on top of the roof to allow you to take preventive measures making it safer as danger can be averted before any leak has happened and makes it cost-efficient because it allows you to plan ahead on repairs or spare parts.

Page 51: TANK MANAGEMENT MADE EASY YOUR GUIDE - Home …€¦ · TANK MANAGEMENT MADE EASY ... manual overfill prevention system (MOPS) ... Rosemount™ 5400/5408 A non contacting radar engineered

SOLUTION

Having a data monitoring and data collection system in place will help you gain visibility that enables immediate response to prevent problems related to safety – quickly attend to dangerous overpressure events, avoid environmental emissions and costly fines by addressing unintended venting in a timely manner, avoid prolonged overpressure conditions that lead to tank damage and costly repairs helps you in running your day to day activity. It will also optimize maintenance intervals of other devices.

The general belief is that maintaining tank protection devices is too often or not often enough. This is a result of not having visibility into tank protection device operation. Added insight can help uncover system problems and determine optimal maintenance frequencies.

An example is by having transmitters connected in key points such as to a switch mounted on a Emergency Release Valve (ERV) and Pressure Vacuum Release Valve (PVRV) to indicate the Open/Close position, mounted on a PAD regulator showing an Open/Close position and maintenance malfunction alarm.

Depending on your need you can detect anything from malfunctions to even flame presence or % of span indication.

MID Regulation

CHALLENGES

Can be applied to all tank types.

RISKS

Who Is Responsible for Acting on MID Regulations? For Gas MeteringThe responsibility resides with the manufacturer of the gas meter and, separately if applicable, with the manufacturer of the gas flow computer. The Measuring Instruments Directive (MID) requirements apply only to the gas meter and gas flow computer and not to the installation. Therefore, it is important that when purchasing a gas meter or flow computer that these products are already compliant. For example, Emerson’s Micro Motion has already obtained a MID EC-Type Examination Certificate for its Coriolis meter as a gas meter. For Liquid MeteringThe responsibility resides with the party who accepts responsibility for the complete measuring system. The responsibility for MID compliance has therefore to be mutually agreed between the involved parties. The involved parties include, but are not limited to, end users, engineering contractors/system integrators, manufacturers of liquid meters and manufacturers of other components. MID liquid measurement systems for industrial applications are all unique and an EC examination certificate has to be obtained for each system. One of the important considerations when installing a MID measuring system is the method of subsequent verification, as nationally regulated. This method may have an impact on the design of the measuring system and therefore an early involvement of the national inspection authority is recommended.

• Equipment change or upgrade may void the existing approval - increases the downtime

• Having all requirements fulfilled:• Water calibration of the meter at the manufac

turer’s facility• On-Site system evaluation of the zero flow and

density• Equipment evaluation old versus approved• Verification of required seals and marks• Issuing the EC declaration of conformity for the

whole measuring system (by the responsible party)

• Legal issues – the risk of a lawsuit – either by miscalculation in taxes, wrong quantity or even the quality of the product shipped to the customer

• Loosing market credibility

Page 55: TANK MANAGEMENT MADE EASY YOUR GUIDE - Home …€¦ · TANK MANAGEMENT MADE EASY ... manual overfill prevention system (MOPS) ... Rosemount™ 5400/5408 A non contacting radar engineered

MID Regulation

BENEFITS

How Can I Comply With the MID Regulations? The transition period for MID compliance has been 10 years. Meters or measuring systems already type-approved by the national metrology authority before 30 October 2006 may be installed until 30 October 2016. If, after 30 October 2016, a modification takes place on an already national type-approved meter or measuring system, the modification may require a new approval under the MID regulation, depending on the availability of spare parts and overall system set-up.

Meter and liquid measuring systems newly designed after 30 October 2006 will have to be submitted for type evaluation under the new MID Directive 2004/22/EC. The evaluation required on these new meters and systems will result in an EC type examination certificate with reference to the MID directive. Compliance with this directive is assumed when using the OIML recommendations OIML R117-1 (measuring systems for liquids other than water) and OIML R137-1 (for gas meter applications).

• Market surveillance and administrative cooperation• Respecting the law and your clients/suppliers• Contracts fullfilment - assuring the contracts are

respected • Solutions for high and extreme temperature
