Tallahassee,FL-Earlierthisweek,TallahasseeCommunityCollege’sFloridaPublicSafetyInstitute(FPSI)participatedinaprojectcoordinatedbyFloridaStateUniversity’sLawEnforcementFamilyPartnership(LEFP)onthetopicofdomesticviolenceinlawenforcementfamilies .

AlreadyinusethroughoutvariouslawenforcementandcorrectionsagenciesinFlorida,domesticviolencetrainingisnowbeingintegratedintotheacademyenvironment .FPSIservedasthepilotprojectthetrainingcentersthroughoutthestate .

Theprojecthasreceivedwidespreadsupportfromthelawenforcementcommunity–ithasbeenendorsedbytheFloridaPoliceChief’sAssociation,theFloridaSheriff’sAssociation,theFloridaDepartmentofLawEnforcementandtheFloridaDepartmentofCorrections–andisnowinuseinthecriminaljusticecommunity .

AccordingtoBillBierbaum,criminaljusticeinstructionalcoordinatoratFPSI,theLEFPprojectgivesbasicrecruitsinsightabouttheconsequencesofdomesticviolenceinthelawenforcementfamilyandoffershealthyalternativestosettlingdisputesthatmayarise .

“Wefeltitwouldbeavaluableadditiontoofferthistrainingtorecruitsinthelawenforcementacademiesthroughoutthestate,”saidBierbaum .

BierbaumaddedthatthetraininghasbeenincorporatedwithFPSI’scurrentlawenforcementbasicrecruitclassthatwillgraduatenextmonth .

Inthespringof2011,TallahasseeCommunityCollegeisexpandingitsofferingstoincludeaHealthcareInformaticsSpecialistCertificate .OfferedthroughtheCollege’sDivisionofTechnologyandProfessionalPrograms,thecertificatewillpreparestudentstoworkintheexpandingfieldofmedicalinformationandrecords .

Withmoreandmorehospitalstransitioningtoelectronicmedicalrecords—andAmerica’spopulationofseniorsgrowing—thedemandforqualifiedhealthcareinformaticsspecialistshasgrownsignificantly .Morethanjustrecord-keepers,thosewhoworkinthehealthinformaticsfieldareanimportantpartofthemedicalenvironment—managingdatabases,providinganalysisandassistingdoctorsandnursesinunderstandinghowtouseresearchanddatatohelppatients .

TallahasseeCommunityCollegeisprovidingstudentswithanopportunitytostudyinTianjin,China,fromMay7-June17,2011 .

Locatedjust30minutesfromthecapitalcityofBeijing,TianjinisChina’sthird-largestcity–modern,withablendofhistoricalwesternarchitectureandthecenterofmodernChinesehistory .

WhileinTianjin,TCCstudentswillearnsixhoursofcredittowardstheirA .A .degreewhilestudyingatTianjinForeignStudiesUniversity .StudentswilltakeChineseCulture(IDS1195),whichistaughtbyaChineseprofessorwhoisproficientinEnglish .ThecoursewillfocusonChinesehistoryandculture,aswellasbasicChineselanguageexpressionsandwords .

StudentswillalsotakeInternationalBusiness(GEB2955),workinginteamswithChinesestudentswhospeakEnglish .Duringthiscourse,studentswilldevelopaplanforaChinesebusiness,onethatwilleventuallybeexportedtotheUnitedStates .

Duringthetwo-monthstay,studentswillliveintheForeignStudentsDormitory,locatedontheUniversity’smaincampus .Thefacilityisstaffedwith24-hoursecurityandeachroom–whichwillhousetwostudents–hasabathroom,airconditioning,televisionandInternetaccess .Onenighteachweek,studentswillstayatTianjin’ssuburbancampus,wheretheywillalsohaveadormroomandbeabletovisitwiththeirChineseteammembers .

Thesix-weekprogramincludesweek-endexcursionstoBeijingandShanghai .OtherexcursionswillincludeatourofhistoricalsectionsofTianjin,arivercruiseexploringTianjin’snewly-developedwaterfrontandselectmuseums,theatersandmarketsinTianjinandaweekendstayinaChinesemountainvillage .

Totalcostoftheprogram(excludingairfare)is$4,799andincludestuition,meals,roomandboard,andexcursions .Airfareisseparateandtheresponsibilityofthestudent .Thefaresvaryandcouldrangefrom$1,000to$1,500foraroundtripticket .

JimMurdaughwaschosentobethenextpresidentatTallahasseeCommunityCollegefiveweeksago,buthe’snotexpectedtoofficiallyassumethatroleuntilthecollege’sBoardofTrusteesapprovehiscontractthisafternoon .

Thathasn’tstoppedMurdaughfromwadingintothewaterslocallyandstatewideasTCC’ssixthpresident,however .

Hewasatlastweek’sFloridaAssociationofCommunityColleges’annualconventioninJacksonville,alongwithBarbaraSloan,TCC’sinterimpresident .MurdaughalsohasbeenvisibleatvariouschambermeetingsinGadsden,LeonandWakullacounties—thecoreareasTCCserves—andhadmeetingswiththecollege’sstudentsandfaculty .

HispredecessoratTCC,BillLaw,wasanenthusiasticproponentofeconomicdevelopment .Murdaugh,whohadbeendirectorofTCC’sFloridaPublicSafetyInstitute,saysheplanstocontinueonthepathsLawblazed .

TherecruitsatPatThomasLawEnforcementAcademyinMidwayarereceivingthesametrainingasfuturepoliceandcorrectionsofficersacrossthestate,withoneexception .

Thismonth,forthefirsttime,theyarealsotakingpartinapreventioncurriculumcalled“Officer-involveddomesticviolence .”

BelievedtobethefirstprogramofitskindinFlorida,itwasdevelopedbyKarenOehme,thedirectoroftheInstituteforFamilyViolenceStudies,andherteamatFloridaStateUniversity .Oehmeishopefulthatbythistimenextyearthecurriculumwillbepartofthetrainingatall40lawenforcementacademiesacrossthestate .

“Officer-involveddomesticviolenceisnotjustaprobleminFlorida,it’saproblemnationwide,”Oehmesaid .“It’satough,under-reportedcrime .

“Thisisaproblemandit’sthesortofthingweneedtoaddress,”Murdaughsaid .“It’sexceptionalworkandIthinkitwillmakeadifference .

“It’saveryimportantcurriculum .Allwe’redoingishelpingthemdeploytheirgoodwork .ImadeacommitmenttoKarenthatwewouldhelphergetitintoalloftheothercommunitiesinFlorida,”headded .

Officer-involveddomesticviolencetrainingisanoff-shootoftheLawEnforcementFamiliesPartnership,orLEFP,establishedlastyearattheInstituteforFamilyViolenceStudies .Itisthefirstofitskindinthecountry .TheVerizonFoundationlastweekawardedtheprojecta$50,000granttosupplementitswork .

“Noneofusismakingtheclaimthatthisprogramsolvestheproblemonceanofficerbecomesanabuser,”Oehmesaid .“Thisisgearedtowardteachingofficersthedynamicsandconsequencesregardingdomestic

violence,andifoffershealthyrelationshipsmodules .”

Therehavebeennumerousaccountsofofficer-involveddomesticviolenceintheBigBend .CarolHendrix,inchargeofofficerresourcesattheTallahasseePoliceDepartment,saidTPDhasalreadyimplementedtheofficer-involvedprogramaspartofitstraining .

BillBierbaum,criminaljusticecoordinatoratPatThomas,helpedintroducetheofficer-involvedcurriculumtorecruitsearlierthismonth .Itwastheprogram’sdebut .

“Thebottomlineisthis:Wewantedtogivetheminsightintodomesticviolenceinlaw-enforcementfamilies,”hesaid .“Thecurrentcurriculumdoesn’taddressthis .

“Therearethingsyouneedtobeawareofinthistypeofprofession .You’regoingtoseeanddothingsthatnobodyelsedoes,andthere’sacertainstressfactortherethatcouldtriggerthingsthatyoudon’tway .Thisgivesthemsomeinsightthattherearebetterwaysofhandlingthings .”

NumeroussectorsatFSUhavebeeninvolvedwithLEFP .InadditiontoOehme’sinstitute,whichishousedintheCollegeofSocialWork,theCollegeofCriminologyandthelawschoolhavebeeninvolved,shesaid .

Theprogram,whichhelpsthosewhomightnotbeabletoaffordtheprocedure,isajointprojectoftheUniversityofFloridaDentalSchool,theTallahasseeCommunityCollegeDentalProgram,theGadsdenCountyHealthDepartmentandtheGadsdenCountyHealthCouncil .

JuniortransferBernardJames,gettingreadyforhisfirstseasonwiththeSeminoles,hadarrivedontheTallahasseecampusaftertwoyearsinjuniorcollegeandsixyearsofserviceintheAirForce .ActivedutyonfivedifferentcontinentsmeantJameshadgrownaccustomedtofollowingorders .

“Hesaid,‘Coach,Ineedyoutostartyellingatmebecausethat’showIlearnedinthemilitary,’”Jonessays .“Hewantspeopletochallengehim .Inmy30yearsofcoaching,I’veneverhadaguyask,‘Coach,canyouyellatmemore?’”

TheuniquerequestisindicativeofJames’unusualpathtoDivisionIcollegebasketball .The25-year-oldSavannah,Ga .,native,whogarneredadouble-double(15pts,10reb .)inhisfirstregular-seasongameonNov .12againstNorthFlorida,didn’tplaycompetitivebasketballuntilhewas17yearsold .

Hisstepfather,DarrylCook,anArmyandAirForceveteran,encouragedJamestoenlistintheAirForce .HetoldJamesthatparticularspecialtywouldallowhimtotraveltheworldandwouldofferabetterqualityoflife .

SoJamesenlisted,anduponarrivingatcampinCalifornia,hewasimmediatelyaskedifheplayedbasketball .“Thefirstdayonthejob,mysupervisorhad

agamethatnight,”Jamesremembers .“HeaskedmeifIplayed,andIsaid,‘No .’Thenhesaid,‘Youdonow .’”

At6-foot-4andgrowing,thethen-17-year-oldlookedthepartonthecourtbutlackedthefundamentalsthatmanyplayershaddevelopedintheirteenyears .Jamestriedtobeaquickstudyinthebasictenetsofrebounding,shot-blockingandscoringandbeganwatchingbasketball,mainlyontapedelaythroughtheArmedForcesNetwork .Hesoonearnedaspotonthe15-memberAirForcesquad,comprisedofthebestplayerschosenfromtheover400,000menenlistedintheAirForceworldwide .

HisAirForceteammate,StaffSgt .RobGrey,whoiscurrentlystationedatTravisAirForceBaseinCalifornia,remembersthefirsttimeheplayedwithJames .“IputamoveonhimandthoughtIhadhimforaroutinejumpshot,”Greysays .“Buthebustedtheballouttoaboutthethirdrowofthestands .He’saphenomenalathlete,buthewasareallyrawtalentthen .He’sgrownbyleapsandbounds .”

WhentheAirForcesquadenteredtheWorldGames,theyfacedmanyEuropeanteamswithformerOlympiansontheroster .Duringhissix-yearstint,Jamesearnedfourgoldmedals,includingin2008,whenheledtheUSAAll-StarteamtoitsfirstInternationalMilitarySportsCouncilchampionshipsince1998 .Inthetitlegame,hehad12points,18reboundsandsixblocksandwasnamedthetournament’sMVP .

Findingtimeforbasketballwasn’talwayseasy .Hewouldoftenmissgamesafterbeingcalledawayonassignmentsorconductsolopracticesinless-than-idealconditions .OneafternooninCampBucca,Iraq,wherehisgroupwasstationedtoassisttheArmyinwatchingover22,000detainees,Jamespracticedonthelonebasketballcourt .Theconcretecourt,hesays,wasslickasice .Runningwasoutofthequestion,sohecouldonlystandandshoot .Whenhetriedtopivotquickly,hetwistedhiskneecap,leadingtoarecurringinjury .

Vliet,21,wasconvictedonafelonycountofleavingacrashscenewithafatalityandsentencedinAugusttothreeyearsofincarceration .Heand24otherinmatesstudiedmath,reading,writing,socialstudiesandsciencesubjectsforthreemonths—about60hourseveryweek—tocompletetheirGEDcertifications .Amajorityoftheclassesweretaughtbyfellowinmates .

TheGEDprogram,spearheadedbyinmatesAndrewFosterandAnthonyPonds,startedtwoyearsagoatQuincyAnnex,anadultDepartmentofCorrectionsfacilityformenthathouses408inmates .FosterandPondsbothattendedcollegebeforetheirincarceration .

“Backthen,weweregivenacoupleofinstructionalGEDbooks,”Fostersaid .“Wedevelopedthecurriculumfromscratch .”

Theprogramgrewwithinmonths .Agrantofnearly$97,000fromTallahasseeCommunityCollegeprovidedinmateswithafewinstructors—althoughmostoftheteachingisstillconductedbyinmatetutors—andsupplieslikepens,paper,booksandpracticeexams .

“TheinmatesintheGEDprogramwereatfirstreluctant,buttheyfedoffourenthusiasm,”Pondssaid .“Inthissetting,itishardtofindenthusiasm,butwe’reheretogivethemsupport .”

“Wheninmatesdogetout,theywillbelesslikelytore-offend,”Fosteradded .

FosterandPond’stestimonyisnotjustanecdotal .

Almostathirdofinmateswillreturntoprisonforanewoffensewithinthreeyears,accordingtoaFloridaDepartmentofCorrectionsstudyreleasedinMay2010 .However,thosewithGEDsrecidivateatarate7 .9percentlessthaninmatesoverall .

ManyQuincyAnnexinmatessaidthatreceivingaGEDhelpedthembeginplansforabrighterfuture .

Vlietsaidthathewillpursuehisgoalofbecominganarchitectwhenhegetsout .Anotherinmate,RobertHatfield,theclassvaledictorianwhoseGEDscoreisinthenation’stoppercentile,saidthathefeelsmoreontrackinpursuinghisdreamofopeningarestaurant .HewassentencedinJulytoayearandfourmonthsforaggravatedassault .

DOCstatisticsalsoshowthatthenumberofinmatesinthestatethatearnGEDcertificateshavealmostdoubledinthelastthreeyears .Infiscalyear2006-2007,1,313inmateswereawardedGEDs,andinFY2009-2010,2,603inmatescompletedGEDcertification .

ThisriseinGEDcompletionsappliestotheQuincyAnnextoo;fiveGEDclassestookplacein2010alone .

Authoritiessaidtheinvestigationisonlyinitspreliminarystage .

“Withsixpeopleinthevehicle,andthisbeingadeathinvestigationoftwoofthepeopleinthevehicle,afullandin-depthinvestigationcouldtake60-90days,”Riordansaid .

Hesaidauthoritieswillconsiderseveralangles,includingwhatoccurredpriorto,duringandafterthecrash .

WeknowtheDeepwaterHorizonoilspillwasbignews,notonlyintheseparts,butacrossthenation .AccordingtotheAssociatedPress’annualpollofU .S .editorsandnewsdirectors,themassiveoilspillwasthetopnewsstoryof2010 .

FromthemomenttheoilspillbeganonApril20untilitwascappedonJuly15,theWakullacommunity,alongwithfolkseverywhere,envisionedtheworstinenvironmentaldamage:thick,oil-taintedwaters;multitudesofdeadanddyingseacreatures;andintheGulf,theendofcommercialfishingandrecreationalpursuitsasweknowthem,foryearstocome .Luckily,forWakulla,thesedismalconsequencesdidnothappeninthemagnitudefeared .However,theoverblownperceptionoftheoilspillsituationalongourcoastcausedadownwardspiralofeconomicactivityforlocalbusinesses,alreadystrugglingbecauseofthenationaleconomicdownturn .Asaresult,manyworkingincommercialfishingortourist-relatedbusinesseslostjobs,oratleaststeadyemployment,causingadarkeconomictidethroughoutthecommunity .

EnterTallahasseeCommunityCollege,aneducationalpartnerwithastrongpresenceinWakullaCounty .Shortlyaftertheoilspill,theTCCBoardofTrusteesallocated$50,000toassistthoseinWakullaCountyadverselyaffectedbythespill .SinceeveryoneinWakullaCountywas,andstillis,affecteddirectlyorindirectly,itwasdecidedtheallocationwouldbeusedtoofferfreeclassestoallWakullaresidentsthroughTCCWakullaCenter,locatedinCrawfordville(writerBonnieHolubisdirectoroftheTCCWakullaCenter) .TCCWakullaCenterisanextensionofTCCCenterforWorkforceDevelopment,withacurriculumfocusedonprofessionaldevelopmentnoncreditclassesdesignedtoassistparticipantsinacquiringjobskillsthatcanleadtobetteremploymentopportunities,jobperformanceandworksatisfaction .

“OneofthethingsItouchedonwithmyprobationofficer:shesaidthatalmost70percentofkidswillfallbackintoagroupthatwillre-commitcrimes,thatwilldothingsoveragain .There’sabout20percentthatfallinbetween .Andthenthere’sthat10percentthatwillreallystayaway[fromre-offending] .”

BrettPullenwasontrackforabaseballscholarshipwhenhegotintotrouble,saidhismother,Celeste .

“Andnotjustyoungpeople’slives,”shesaid .“Youthinkabouttheparentswhogetthecallfromapoliceofficer,alawenforcementofficer,whosays,Hey,we’vegotyourchildinthejuveniledetentioncenter .Heorshedidthefollowing . . .”

JohnsonandnineotherinternationalstudentsatTCCtookpartinaceremonyWednesdaytoshowtheirappreciationforSHS .Thanksto$250,000indonationsfromSHSoverthepastfouryears—including$64,680forthecurrentschoolyear—TCCcoversthecostoffivetwo-personapartmentsatPortofinoVillas,oneofSHS’20properties .

“Somedon’thavesomeonetobeaguarantor,”saidLeonGrinnell,directorofsalesandmarketingatSHS .“Theirparentstypicallydon’thaveaSocialSecuritynumberorcreditbackground .Sowewantedtogiveback .”

TenrecipientsarerewardedeachschoolyearJensonexplained,witheachapplicantbeingselectedbasedonmeetingaminimum2 .5GPAaccompaniedwithanessayexplainingwhythescholarshipwillbebeneficialtothem .

JanetNelsonisalicensedclinicalsocialworkerwhoprovidesmentalhealthservicestoTallahasseeCommunityCollegestudentsthroughTCC’sDivisionofStudentAffairs .Shealsohasbeenastudentofthemartialartssince1974andhastaughtself-defenseforwomensince1980 .In1995,Nelsonbegantoseehowshecouldbringtogetherhersocialworkbackgroundwithherknowledgeofself-defensetechniquestohelpsocialworkersandotherhumanservicesprofessionalslearnhowtostaysafewhilehelpingothers .

InOctober,NelsonwasapresenterattheCouncilofSocialWorkEducation’sannualacademicconferenceinPortland,Oregon .SheandresearcherChristinaNewhillfromtheUniversityofPittsburghledasessiontitled“EffectiveStrategiesforTeachingPersonalSafetySkillstoSocialWorkStudents .”ThatopportunitygrewoutofworkNelsondoesinherprivatebusiness,EverydaySelfDefensesmforSocialWorkers .

“Socialworkerstendtothinkthattheirgoodintentionswillbeenoughtokeepthemsafe,”explainedNelson .“Butitisimportantforustounderstandthenatureofourwork .Socialworkersareonthefrontlines,oftenworkingwithdesperatepeople .Iftheclienthasmentalhealthissuesaswell,itcanbeavolatilecombination .Wehavetobeprepared .”Nelsonhastravelledto11statestoprovidetraining,andtaughtnearly400socialworkersattheTeriZennerSafetyFirstConferenceheldinKansasinOctober2009 .Zenner,asocialworker,wasbrutallymurderedbyaclientin2004 .

InNelson’straining,participantsspendpartofthesessionupontheirfeetlearningclassicphysicaltechniquestohelpthemescapeanattacker .Shealsoaddressesuniquechallengessocialworkersface,suchashomevisits .“Wetalkaboutassessingthesituationinadvance,figuringouthowyouwouldgetout,knowingwheretosit,whenit’stimetoleave—andrecognizingwhennottogointhefirstplace .”

Nelsonbelievesthatpersonalsafetymustbecomepartofthecurriculumforcollegestudentswhoaretrainingassocialworkers .Shealsosupportslegislationtoincreasepenaltiesforviolenceagainstsocialworkersandhumanservicesproviders .Abillaimingtodothatwasintroducedduringlastyear’ssessionoftheFloridaLegislature,butfailedtomakeprogress .
