Introduction
The United Nations is arguably one of the
most important organizations that exist in the
world today and one of the few platforms that
encourage global collective action.
For example, national governments serve
national interests. Nonetheless, the increasing
majority of our problems and concerns as a
race are trans-national in, both their symptoms,
causes, and potential solutions. Today, the
world remains rife with war, economic crisis,
environmental degradation, and extreme
poverty, to name but a few of our collective
and global challenges as mankind. These
problems cannot be solved through unilateral
action alone, but instead require the consensus
and collective work of all. The United Nations
represents the focus of this collective action and
contains the potential political, cultural, and
economic power to address these challenges.
However, the United Nations is, as its name
reflects, a body of different nations that serve
the interests of peoples of a particular region or
collective national group. Therefore, though the
UN has much potential it is often restricted by
the will and desire of its member states.
The aim of this course is to provide the student
with an introduction into the world of the
UN and the main areas of its work. Peace
and Security, Environment and Development,
Human Rights, Humanitarian Affairs, and
International Law will all be looked at as topics
of focus. A second aim of this course is to try
and give a face to the UN and to simplify for
the student, what is undeniably, a very complex
and complicated organizational structure,
which is home to a plethora of agencies, funds,
committees, bodies, and institutes. The UN is an
impressive and immense range of international
diplomacy and development work, but one that
can also appear confusing and overwhelming to
the outsider.
If the UN is to overcome the many challenges
that it faces in the coming years it must
provide its citizenry with better access and
information of the work that it is undertaking
and familiarize people with how its activities
function. No where is this more important than
in the school and with young people who form
the future of our planet. Understanding the
process is just as important as the result and it
is important that young people understand how
the UN is funded and what its power structure
is like or what its mandates might be.
If the UN is to fulfill its potential then young
people will need to become far more informed
and participatory in the process in order to help
their governments make the right choices and
decisions for world peace and prosperity.
It is within this course that we begin this work.

Introducción
Las Naciones Unidas son sin duda una de las
organizaciones más importantes que existe en
el mundo y una de las pocas plataformas que
impulsa la acción colectiva a nivel mundial.
Por ejemplo, los gobiernos nacionales atienden
a los intereses nacionales. Sin embargo, la
creciente mayoría de nuestros problemas y
preocupaciones como raza son transnacionales,
en sus síntomas, causas y potenciales
soluciones. Hoy el mundo sigue plagado de
guerras, crisis económicas, degradación del
medio ambiente y extrema pobreza, solo por
nombrar algunos de los retos que debemos
enfrentar como humanidad. Estos problemas
no pueden ser resueltos a través de una acción
unilateral, sino que requieren el consenso y
trabajo colectivo de todos. La ONU representa
el centro de esta acción colectiva y engloba el
potencial político, cultural y poder económico
para afrontar estos retos. Sin embargo, la ONU,
como su nombre lo indica, es un conjunto de
naciones diferentes que sirve a los intereses de
los pueblos de una región particular o grupo
colectivo nacional. Por lo tanto, aunque la ONU
tiene mucho potencial, es a menudo limitada
por la voluntad y el deseo de sus Estados
miembros.
El objetivo de este curso es dar al estudiante
una introducción al mundo de la ONU y
las principales áreas de su trabajo. Paz y
seguridad, medio ambiente y desarrollo,
derechos humanos, asuntos humanitarios y
leyes internacionales, serán temas a abordar.
Un segundo propósito del curso es tratar
de simplificar para el estudiante lo que es
la ONU y su innegable compleja estructura
organizacional, hogar de una gran cantidad
de organismos, comisiones e institutos. La
ONU lleva a cabo un inmenso trabajo en pro
del desarrollo, así como labores de diplomacia
internacional, pero también puede parecer
confusa y abrumadora para un extraño.
Si la ONU desea superar los retos que
enfrentará en los años por venir debe brindar a
los ciudadanos mejor acceso a la información
sobre el trabajo que lleva a cabo, así como
familiarizar a la gente con la forma en que sus
actividades funcionan. En ningún lugar esto
es más importante que en la escuela, con los
jóvenes que conforman el futuro del planeta.
Entender el proceso es tan importante como
el resultado y es fundamental que los jóvenes
entiendan cómo se financia la ONU y cuál es su
estructura de poder.
Si la ONU desea alcanzar su potencial, los
jóvenes deberán estar mejor informados y
participar más en el proceso para ayudar a sus
gobiernos a tomar las decisiones correctas para
la paz y prosperidad mundial.
Con este curso comenzamos este trabajo.

For this first activity you are going to need to move around the classroom a little.
i. First you are going to receive a piece of paper wrapped up by the teacher.
ii. Each piece of paper has a name of a country on it.
iii. If the piece of paper you have has the name of the following countries: China/ United Kingdom/ United
States/ Russian Federation/ France then you need to go and sit in a separate group at the front of the class.
Pick up your free bottle of water on your way up and the sticker that you are going to wear to distinguish
the country that you are representing..
iii a. The first group of five must choose one person to act as president of the group.
iv. If you have a piece of paper that has the name of the following countries on it: Bosnia
and Herzegovina/ Brazil/ Colombia/ Gabon/ Nigeria/ Lebanon/ Germany/ India/ Portugal/
South Africa then you are going to form a second group just off to the side of the first
group of five. You will receive a sticker with the name of the country but no free water.

ii. Cada pedazo de papel tiene el nombre de un país.

vi. For the purpose of the activity we are going to imagine that each one of you, each country, is responsible
(in theory) for the day to day administration of this school. Take five minutes and write down on the same
piece of paper one new rule that you would like to implement in the school.
vii. The pieces of paper will be collected and given to the President of the first group of five.
viii. The President will now call a session to council of the five members of the first group and the ten
members of the second group. Those that remained in their seats will sit quietly as spectators.
ix. Each item listed will be read out aloud by the President. (As it is read out the teacher will write it up
onto the board). Each member of the two groups has a vote to say yes or no. Each vote will be recorded
by the teacher on the board next to the item.
x. Items that receive a vote of nine or more from the group of 15 will be passed.
Activity 2: veto Power.

This activity is a continuation of the first albeit with some important changes.
i. The President once again is going to read out each item listed by each individual country member to
the group of 15. However, this time any one of the five principal members in the first group (including
the President) may choose to veto the item from the list. This means that an item may receive ten votes
in its favor. However, if one of the members of the group of five decides to vote against the item then it
will not be passed.
Activity 3: results and reflections.

ThE SECuriTy COunCil.
So as we saw in the first class the Security Council has a very particular power structure. There are
five permanent members; the United Kingdom; The United States; France; the Russian Federation; and
China. In addition to these five members there are an additional ten seats in the Council, which are given
to non-permanent members. In 2011 these countries include: Nigeria, South Africa, Colombia, Bosnia
and Herzogovina, Brazil, Gabon, Lebanon, India, Germany, and Portugal. These non-permanent members
can sit for two year terms.
A President resides over the Council. The President is rotated in alphabetical order of their name. Each
President sits over the Council for one month only. Hardly worth changing the name on the door, one
might say. Each member of the council has one vote, as you saw in the role play activity, however, this is
not exactly what it seems. Yes, each member has one vote however, first of all only 9 votes are needed to
pass a resolution. Secondly, the five member states hold a veto power over all resolutions.
Any resolution that is passed by the Security Council Must be upheld by all member countries of the UN.
This is laid down in the UN Charter itself. According to the UN website, “while other organs of the United
Nations make recommendations to Governments, the Council alone has the power to take decisions
which Member States are obligated under the Charter to carry out.”

Así que como vimos en la primera clase, el Consejo de Seguridad tiene una estructura de poder muy
especial. Hay cinco miembros permanentes: Reino Unido, Estados Unidos, Francia, Rusia y China. Además

ThE FunCTiOnS And POwErS OF ThE SECuriTy COunCil ArE:
1. To maintain international peace and security in accordance with the principles and purposes of the
United Nations.
2. To investigate any dispute or situation which might lead to international friction.
3. To recommend methods of adjusting such disputes or the terms of settlement.
4. To formulate plans for the establishment of a system to regulate armaments.
5. To determine the existence of a threat to the peace or act of aggression to recommend what action
should be taken.
6. To call on Members to apply economic sanctions and other measures not involving the use of force to
prevent or stop an aggression.
7. To take military action against an aggressor.
8. To recommend the admission of new Members.
9. To exercise the trusteeship functions of the United Nations in “strategic areas.”
10. To recommend to the General Assembly the appointment of the Secretary General and, together
