protecting and supporting victims of human
trafficking.
Talitha Kum Japan is striving for a better
collaboration with neighboring
countries such as the Philippines and
Vietnam to prevent and protect victims of
trafficking. e.g. (Technical trainees, Japanese-
Filipino Children)

strengthen networking between sending
countries and receiving countries.

deception, of the abuse of power or of a
position of vulnerability or of the giving or
receiving of payments or benefits to
achieve the consent of a person having
control over another person, for the
purpose of exploitation”
DEFINITION- POHT
Exploitation shall include, at a minimum,
the exploitation of the prostitution of
others or other forms of sexual
exploitation, forced labor or services,
slavery or practices similar to slavery,
servitude or the removal of organs.”
-Palermo Protocol (Art. 3, Paragraph a)

『国際的な組織犯罪の防止に関する国際連合条約(パレルモ議定書)を補足し、特に女性及び児童の取引を防止し、抑止し及び処罰するための議定書7』では、現在の国際合意としての「人身取引」の定義をしています。第3条第1項(a)では、「人身取引」を以下のように定義しています。「搾取の目的で、暴力その他の形態の強制力による脅迫若しくはその行使、誘拐、欺瞞、欺もう、権力の濫用若しくはぜい弱な立場に乗ずること又は他の者を支配下に置く者の同意を得る目的で行われる金銭若しくは利益の授受の手段を用いて、人を獲得し、輸送し、引き渡し、蔵匿し、又は収受することをいう。搾取には、少なくとも、他の者を売春させて搾取することその他の形態の性的搾取、強制的な労働若しくは役務の提供、奴隷化若しくはこれに類する行為、隷属又は臓器の摘出を含める。

exploitation, especially those that are most
ruthless.
