我們去年努力的成果

回顧過去的一年,民國98年上半年仍處在從

97年下半年開始的全球金融海嘯風暴當中,國內

經濟受到國際大環境的影響,呈現明顯衰退,電力

的使用隨之持續下滑。所幸,在政府適時採行多項

振興經濟措施,加上國際經濟情勢逐漸脫離谷底,

國內景氣在下半年有回穩跡象,電力需求也跟著回

升,但與金融海嘯前之水準相比較,仍略有差距。

由本公司的經營資料顯示,98年全年售電量實績數

仍較97年減少(約77億度)。但在能源價格回跌

與全體同仁同心協力創造經營績效,並澈底執行開

源節流等各項措施之下,98年稅前結算僅略虧損

14.81億元,與法定預算虧損382.53億元相較,大

幅減少367.72億元;本公司因配合政策縮短夏月電

價1個月減收9月份的電費約61億元,若扣除此項

短收,98年度應不致虧損。

本公司在全體同仁齊心努力提升經營效率下,

98年度各項績效指標均持續進步。其中較重大的經

營成果,列舉如下:

1. 輸配電系統改善

「第六輸變電計畫」執行期間為 7年半

(90年7月至98年12月),完成的工程共計:

新(改)建變電所188所、變電工程63,536千

仟伏安、輸電線路4,206回線公里加入系統,這

些設備的加入,大幅改善輸電系統供電可靠度

及電力品質。配電系統亦新增完成1,159條自動

化饋線,使全系統自動化饋線比率達39%,大

幅減少事故發生之處理時間。

2. 完成南北調度中心雙主控同步調度

高雄中央調度中心於98年9月初正式啟用,

達成中央調度中心南北異地備援,亦成為世界

首套雙主控同步調度系統,大幅提高系統安全

及供電調度品質。

Accomplishments in 2009

Looking back on 2009, the first half of the

year was still shrouded under the global financial

crisis, which began in the latter half of 2008. Due

to the impact of the international economic

environment, the domestic economy had fallen

into a recession, with power consumption also

showing lower levels. Thanks to the government's

mult iple economic st imulus measures and

the pick up in the international economy, the

domestic economy began showing signs of

stabil izing in the latter half of the year. Likewise,

the demand for electricity soon began to

increase. However, the level of electricity

demand still was not as high as the level before

the crisis. This company's management data

indicated that 2009 energy sales were about

7.7 GWh less than the previous year. However,

as a result of the decline in energy prices as well

as the outstanding performance of Taipower's

dedicated employees and the implementation

of various measures such as“expanding income

sources and reducing expenditures”, in 2009,

the deficit before income tax (pre-tax) was

NT$1.48 billion, a reduction of NT$36.77 billion as

compared with the budgetary target of NT$38.25

billion. In this year, Taipower, in compliance with

government policy, reduced one month of

summer month tariff schedules, which caused

a loss of NT$ 6.1 billion in revenue. If this loss was

not included, 2009 wouldn't show a deficit.

Thanks to the concerted efforts of al l

the employees to upgrade operation and

management ef f ic iency, in 2009, every

p e r f o r m a n c e i n d e x s h o w e d m a r k e d

improvement . A m o n g t h e m , t h e m a j o r

achievements were:

1. Improving Transmission and Distribution System

The 7.5-year implementation period

(July 2001 to December 2009) of the Sixth

Power Transmission and Substation Project

was completed. In tota l , the pro ject

constructed 188 new substations, 63,536 MVA

of transmission facilities, and 4,206 ckt-km

of transmission lines. The facilities joined the

system and improved power supply reliability.

In order to improve the power distribution

system, 1,159 feeders were automated.

The automated feeder rate for the whole

system reached 39%, which greatly reduced

handling time for forced outages.

2. Completing the Redundant Control-Center Systems in Taipei and Kaohsiung for Simultaneous Power System Dispatch

The Kaohsiung Central Dispatch Center

was officially established in September. This

fulfilled the requirement of mutual power

supply back-up for the south and the north.

It is the first set of this kind of system to be

used in the world. These measures greatly

upgraded the system security and power

supply quality.

3. 發電機組容量增加

大潭發電廠第6號複循環機組於98年1月14

日完成商轉,新增容量47.1萬瓩,馬祖珠山電

廠發電計畫新建4部各3,850瓩發電機組,於11

月18日全部完成接受調度。再生能源發電開發

方面,共新增24部風力機組,計4.8萬瓩完成商

轉。並完成三個大型太陽光電系統,計2,984瓩

接受調度,顯示本公司邁向再生能源低碳發展

之路,已逐步開花結果。

4. 發電機組運轉與大修創紀錄

台中電廠三號機創下燃煤機組連續運轉703

天新紀錄。另外,本公司三個核能電廠6部機組

98年總發電量達399.81億度,較97年增加7.2億

度,連續3年創下新高紀錄。而核三廠二號機連

續運轉542天,締造本公司核能機組最長連續運

轉之新紀錄,該機組同時亦創下本公司核能發

電機組大修工期最短28.48天的紀錄。

5. 停電時間改善

9 8年度全系統累計平均停電時間降為

19.246分/戶.年,為歷年來最佳績效,足見本

公司在致力於減少用戶停電時間、降低用戶停

電次數之努力已具成效。

除了上述重大經營成果之外,公司同仁還

有多項的優異表現,無法一一詳述,僅舉4例

如下:

(1)冒險犯難、奮力搶修莫拉克颱風造成之電

力設施嚴重損害,當時停電累計逾159.5萬

戶,除道路中斷無法通行之地區外,均於

水退後即以最快速度恢復供電。經濟部於9

月14日表揚「莫拉克颱風」防災救災全國

有功人員46人,本公司即佔有10人。

(2)98年經濟部第2屆公共工程優質獎比賽,本

公司計有5項工程獲獎。

(3)98年經濟部工業局主辦第22屆全國團結

圈活動競賽,本公司大林發電廠「合力

圈」,榮獲「金塔獎」;第一核能發電廠

「網品圈」 獲得「銅塔獎」。

(4)電力修護處榮獲第10屆全國標準化獎,有

助公司形象的提升。

3. Increasing Generator Capacity

The Tatan Ther mal Power P lant

Combined-Cycle Unit 6, with an installed

capacity of 471 MW, started commercial

operation on January 14, 2009. The Matsu

Chushan Thermal Power Plant installed

4 new generating units, 3,850 KW each,

which joined the dispatch system one-

by-one by November 18. Renewable

energy developments included 24 wind

power units, totaling 48 MW, that began

commercial operation and 3 large-scale

solar power systems, totaling 2,984 KWp,

that joined the dispatch system. These

developments showed that the company

is well along the path towards renewable

energy and low-carbon development.

4. Setting Records on Generator Operation

and Overhaul

The Taichung Thermal Plant Unit 3 set

a record of coal-fired unit operation for a

consecutive 703 days. The power supply by

the 6 units of three nuclear power plants

reached 39.981 GWh, 0.72 GWh more than

2008. This marked the third year in a row

for setting new power supply records. The

Third Nuclear Power Plant Unit 2 continued

operating for 542 days. This set a new

record for the longest continuous and safe

operation of the company's nuclear units.

This unit also set a record for the shortest

overhaul duration of 28.48 days.

5. Improving Power Outage Duration

In 2009, the SAIDI (System Average

Interruption Duration Index) was 19.246

min./customer.year, the best record in

Taipower's history. Taipower's dedicated

efforts in reducing power outage duration

and f requency have demonstrated

remarkable achievements.

In addition, there were many outstanding

performance by Taipower employees; below

is a list of four examples:

(1)Taipower employees took risks and

conquered difficulties to repair the

power facilities severely damaged by

Typhoon Morakot. There were in total

1,595,419 households that suffered a

power outage. Except for those areas

that were unaccessible, the power

supply was resumed immediately after

the water receded. The Ministry of

Economic Affairs (MOEA) awarded

mer i t s to 46 people fo r d i sas te r

prevent ion and disaster re l ief in

dealing with the aftermath of Typhoon

Marokot. Among them, 10 were from

Taipower.

(2)Taipower received 5 awards in the

2nd Annua l Out s tand ing Pub l ic

Construction Awards held by the

MOEA.

(3)The Talin Thermal Power Plant was

awarded a golden tower medal and

the First Nuclear Power Plant a bronze

medal in the Annual National QCC

Competition held by the MOEA.

(4)The Department of Maintenance was

awarded a prize in the 10th National

Standardization Awards held by the

我們未來努力的方向

氣候變遷已成為當前全球電業經營必須面對的

嚴肅課題,本公司是國營事業也是公用電業,除了

企業目標,也擔負政策任務與社會責任,必須隨時

調整公司的經營目標與策略,採行必要的方案與措

施,以奠定公司永續經營的基石。

為因應前述的挑戰,本公司積極推動企業改

造計畫,從內到外,從短期到長期,公司努力的

方向有:

1. 推動低碳電力,執行減碳行動

配合政府公佈的「永續能源政策綱領」,

本公司已制訂「溫室氣體管制策略」,辦理溫

室氣體減量措施。未來在執行減碳行動的具體

作法有:

(1)持續推動再生能源發電計畫,增加再生能源

發電配比。

(2)規劃各項改善工程,包括:汰換老舊設備、

落實各項發電機組的運轉維護及輸配電網的

維修保養,以提升效率,降低供電成本。

(3)燃煤新設機組採用超臨界機組,逐步改善既

有機組效率,大幅減少發電所產生的二氧化

碳排放量。

(4)將核能作為無碳能源選項,並進行現有核能

機組延役及功率提升。

(5)配合政府「綠色造林計畫」,持續推動與

火力發電廠所在地的縣市政府,合作認養

造林,並推廣公司內各廠區植栽與綠美化

工作。

2. 改善電源結構,建構健全電網

本公司基載電源占比偏低,面對國際能源價

格節節高漲,不利發電成本的控制,為充裕基載

電源,公司將積極推動多項大型基載發電計畫,

包括完成龍門核能電廠的興建、推動林口、深

澳、大林電廠燃煤機組更新擴建計畫。長期電

源開發計畫將規劃增建核能機組,期能一併改善

基、中、尖載電源結構,減少二氧化碳的排放,

並維持合理備用容量率16%的目標。

在電網方面,由於國內產業結構以高科技產

業占比最大,為滿足現代產業所需優質電力,以

及二十一世紀民眾對電力可靠度的要求,本公

司將持續推動第七輸變電及第六配電計畫,並裝

設特殊保護系統(SPS)、電力電子控制設備(

STATCOM與SVC)等智慧型電網設施,以建構

健全電網,有效提高供電品質。

Future Direction

Presently, climate change has become a

serious issue that the power industry worldwide

must face. Being a national enterprise and also

a public utility, Taipower has its corporate goals,

national policy missions and social responsibilities.

The company should adopt necessary strategies

and measures to establish a foundation for its

sustainability.

To deal with the aforementioned challenges,

Taipower is promoting the company's corporate

reform projects, from internal to external, from short-

term to long-term. The tasks the company has to

strive for are:

1. Promoting Low-Carbon Power Generation and Implementing Carbon Reduction Campaigns

In compliance with the“Guidelines

for Sustainable Energy Policy” issued by

the government, the company formulated

“G r e e n h o u s e G a s E m i s s i o n C o n t r o l

Strategies”. The concrete measures for

performing the task of carbon reduction are

as follows:

(1) Proceeding with the project of renewable

energy for power generat ion and

increasing the ratio of renewable energy

used in power generation.

(2) Planning facilities improvement projects,

i n c l u d i n g re p l a c i n g o l d f a c i l i t i e s

and car r ing out the maintenance

of generators and transmission and

distribution lines to upgrade efficiency

and cut down on power supply cost.

(3) Installing supercritical coal-fired units to

improve the efficiency of the existing units

and reduce CO2 emissions.

(4) Using nuclear power as a low-carbon

option, and extending the utilization and

enhancing the efficiency of the existing

units.

(5) Complying with the government's“Green

Forestation Project”to cooperate with

the local governments where the thermal

power plants are located by applying

for the concession of planting trees and

promoting the greenification of the land

surrounding power plants.

2. Improving Energy Source Mixture and Establishing a Sound Power Grid

Ta ipower ' s base load generat ion

capacity is insufficient. The trend of rising

oil prices will be unfavorable to the control

of generation cost. For the purpose of

maintaining a sufficient base load, the

company will actively enforce large-scale

base load power generat ion projects,

including completing the construction

projects of the Lungmen Nuclear Power Plant,

and implementing retrofit projects at the

Linko, Shenao and Talin coal-fired units. For

long-term power development needs, the

company will evaluate additional nuclear

units. All of these projects will be carried out in

hopes of improving the energy source mixture

for the base, medium and peak loads and

maintaining the target figure of reasonable

reserve capacity at 16%.

Furthermore, to satisfy the domestic high-

tech industry's demand for high-quality power

and customers' requests for power supply

reliability in the 21st century, the company

will continue implementing the Seventh

Transmission Project and the Sixth Distribution

Project in which smart grid facilities such as

SPS (special protection system), STATCOM

(static synchronous compensator), etc. will be

installed to establish a sound power grid and

effectively upgrade power supply quality and

reliability.

3. 推動節能服務,提升用電效率

從需求面推動節約用電、提高用電效率是

社會進化趨勢,我們將主動引導產業提昇用電

效率的風氣,並鼓勵民眾養成節約用電的習

慣。本公司為鼓勵民眾節約用電,已自97年7月

1日起實施「電費折扣獎勵節能措施」,並自98

年7月1日起擴大實施。節能服務方面,則是透

過各種社團集會或座談會,宣導節電的觀念及

方法,並成立節能服務隊,免費提供社區節電

宣導與診斷服務。我們將持續推行這些措施,

帶動全國節能風氣。

至於在提升用電端效率方面,除應積極輔

導用戶改善設備的用電效率,本公司也將分階

段積極推動智慧型電網及先進電表基礎建設

(AMI)的構建,並在適當的時機全面導入時間電

價制度,以激勵用戶能自發性的節能節電。

4. 強化公司體質,改善財務狀況

由於電價的調漲尚未能充分合理反映燃料

成本,加上高成本的燃氣發電量增加,使得電

力建設及營運資金缺口逐年擴大,必須仰賴舉

債,致負債比例逐年增加。為使公司能夠永續

經營,必須採取強化經營體質措施,致力改善

財務狀況:包括靈活籌資調度,穩健債務結

構;持續開源節流,提高經營效率;適時爭取

建立電價調整機制,適當反映經營成本等。

5. 善盡企業責任,爭取社會支持

企業取之於社會,當用之於社會。我們深

切體認企業發展有賴顧客的信賴及社會的支

持,故在強化公司營運,追求永續經營的同

時,當善盡社會責任。我們將以「企業公民」

自我期許,積極參與回饋社會公益及慈善活

動,具體的作為包括辦理「為愛發光」活動,

關懷讀居老人;推動「希望種子」計畫,提供

設籍花東清寒原住民大專生暑期返鄉工作機

會;捐贈偏遠地區二手電腦,拉近城鄉差距;

主動關懷弱勢團體,針對殘障、低收入戶、孤

兒、老人辦理急難救助或慰問活動等。

3. Implementing Energy Saving Service and Upgrading Power Consumption Ef f iciency

In accord with social trends, Taipower

hopes to upgrade power consumption

eff ic iency by promoting demand-s ide

energy conservation. Taipower will actively

guide industries toward upgrading power

consumption efficiency and encourage

the public to cultivate energy conservation

habits. To urge people to save energy, the

company implemented Tariff Schedules

Discount on Energy Conservation Measures

on July 1, 2008 and expanded its practice

on July 1, 2009. In regard to energy saving

service, efforts were made to promote energy

conservation concepts and methods through

various community meetings and seminars, to

provide free service on energy conservation

campaigns and to of fer d iagnos i s by

establishing energy conservation service

teams. These measures will continue in order

to engineer a general environment of energy

conservation throughout the whole nation.

Besides actively helping customers

improve electric appliance efficiency, the

company will also move to establish a smart

grid and an advanced meter infrastructure

(AMI) in order to boost power consumption

efficiency. These steps should be undertaken

in phases and a time-of-use rate system

should be t imely and comprehensively

introduced to encourage voluntary energy

conservation.

4. Enhancing the Company's Strength and Improving Financial Conditions

Owing to the fact that the adjustment

of tariff schedules didn't fully reflect rising fuel

costs and the increase of costly gas-fired

generation, the shortfall for operation and

construction capital have been enlarging

year by year, leading this company to look

for larger loans every year. In order to ensure

the company's sustainable development,

the company needs to adopt measures

to reinforce its management strength and

engage in improving its financial conditions,

including: (1) dispatching capital flexibly,

(2) stabilizing debt structure, (3) continuing

the measures of expanding income sources

and reducing expenditures, (4) enhancing

management efficiency and (5) striving to

establish a timely tariff schedule adjustment

mechanism to reasonably reflect operational

costs.

5. Fulfilling Corporate Social Responsibility and Soliciting Support from Society

What the corporat ion takes f rom

society should be used to benefit society.

The company understands profoundly

that corporate development is based on

customers' trust and the support of society.

Thus, while strengthening the company's

o p e r a t i o n a n d p u r s u i n g s u s t a i n a b l e

development, Taipower will commit itself

to being a good“corporate citizen”to

fulfill its social responsibility. Taipower will

continue to participate in social welfare and

charity activities, including“Light of Love”,

a program caring for elders who live alone;

promoting the“Seeds of Hope Program”, a

program providing underprivileged aboriginal

college students with jobs in their hometowns;

“secondhand computer donation”,a program

helping to narrow the urban-rural gap; and

actively caring for underprivileged groups -

providing assistance or condolence to the

disabled, low-income families, orphans, and

elders that are in need of assistance.

結 語

面臨全球暖化問題,低碳經濟、低碳能源、低

碳電力將是全球發展的主軸。由於我國天然資源匱

乏,面對溫室氣體減量的必然趨勢,一味追求高成

長而未能有效率、有效益的使用電力,並不符合永

續發展理念。因此,未來本公司除將持續落實開源

節流措施、加強財務風險管理,以強化公司體質、

提升經營效率外,也將從需求面全力推動節約用電

及提升用電效率,藉由結合供給面及需求面的共同

努力,降低電力的使用密集度,強化國家永續發展

的基礎。期望各界給予電力建設持續的支持,讓本

公司早日突破困境,再創新局。

Conclusion

Overcoming the chal lenges of global

warming, the low-carbon economy, low-carbon

energy, and low-carbon power will be the key to

realizing global development. As our country is

scarce in natural energy resources, and faces the

inevitable trend of greenhouse gas reduction, our

continued pursuit of growth must be balanced

with strategies for advocating the efficient and

effective use of power. Therefore, in addition to

pursuing our goals of expanding income sources

and reducing expenditures, as well as enforcing

risk management and upgrading management

efficiency, efforts should also be made to

promote conservation and efficiency of power

consumption on the demand-side. It is our hope

that combined efforts on both the supply-side

and the demand-side can reduce the intensity of

power consumption and reinforce the foundation

for national sustainable development. It is also

our high hope that the public will maintain

their support of our company, enabling us to

overcome our challenges and reach for new

horizons.

“Taiwan Power Company”(Taipower) was

organized on May 1, 1946. At the end of 2009,

the company had NT$330 billion in capital,

with total assets of NT$1.59 trillion and 26,921

employees. Taipower provides service to 12.4

million customers on the island of Taiwan and

the Kinmen and Matsu islets. The company's

major business items are power development,

power supply and investment in power-related

businesses.

Taipower i s a state-owned enterpr ise

under the Ministry of Economic Affairs (MOEA).

According to Company Law, the board of

directors and supervisors were established.

Business decisions are based on a“chairman

system”. Organizat ional adjustments are

undertaken according to the regulations

stipulated by the MOEA or necessary business

changes. In the management sector, there is

one president who, based on regulations and

decisions of the board of directors, is empowered

to oversee the company's overall business and

direct and supervise the employees. There are

several vice presidents (6 in 2009) to assist the

president with promoting the business plans for

each system. The organizational system chart

in 2009 is shown on the following page: in total

there are 7 systems. Their principle divisions

are: the headquarters, which is in charge of

the business related to planning, supervision

and evaluation; the subsidiary units, which

are in charge of the business related more to

implementation. In addition, committees were

established to oversee the business that involves

multiple units.

Taiwan Power Company is a public utility

and the sole integrated power industry in Taiwan.

In compliance with the government's economic

development and the policy of ensuring the

people's well-being, the company will do its

utmost on every level to provide quality and

stable electricity to the public.

臺灣電力公司於民國35年5月1日成立,截至

98年底,實收資本額為3,300億元,總資產則達

15,879億元,員工人數26,921人,服務台灣地區

(台澎金馬)的總用電戶數達1,240萬戶,主要經

營項目為電力開發、電力供應、以及投資與電氣相

關之事業。

本公司為隸屬經濟部轄下之國營事業,依據

公司法成立董事會及監察人,營運決策為董事長

制,依「經濟部所屬事業組織設置要點」規定、並

視業務變動辦理組織調整。在經理部門置總經理1

人,依據法令及董事會決議,綜理一切公司業務並

督導全體任職同仁;置副總經理若干人(98年為6

人),輔助總經理督促各系統業務的推動;本公司

98年組織系統分配如圖(P.16),共七大系統。在

組織的劃分上,其業務屬性為規劃設計、督導考核

性質者歸屬「總管理處」,其業務屬性偏重執行者

歸類為「附屬單位」,另因業務需要設有跨處室的

「委員會」。

本公司為公用事電業,係台灣地區唯一的綜合

◆ The Talin Thermal Power Plant was awarded

a golden tower in the 22nd National QCC

Competition.

4. Nuclear Power System

◆ The 6 units of the three nuclear power

plants generated in total 39.981 GWh, an

increase of 0.72 GWh over the previous

year. This marked the third year in a row

for setting a new record for nuclear power

generation. The average capacity factor

of the 6 units was 92.17%, the highest in

history.

◆ The Third Nuclear Power Plant Unit 2

operated continuously for 542 days (May

19, 2008 to November 12, 2009). This set a

new record for the longest continuous and

safe operation of the company's nuclear

units. This unit also set a record for the

shortest overhaul duration of 28.48 days.

◆ The operation license for the two units

of the First nuclear Power Plant was

approved for an operating extension of

20 years (from 40 years to 60 years) by the

Atomic Energy Council. It is estimated that

this extension could generate 9.8 GWh

of electricity and reduce 620 tons of CO2

emissions per year.

98年本公司各系統均在努力提升其各自訂定的

目標下,各項績效指標都在持續進步中。其中較重

大的經營成果,依不同系統列舉如下:

1. 綜合企劃系統

◆ 98年燃煤採購:長約及現貨採購均分別在適

當時機簽購及買入,今年合計減少進口成本

52.49億元。

◆ 98年度執行之專案計畫計23項,年度可用預

算為913.94億元(約佔經濟部75.7%),執

行實績889.63億元,執行率達97.34%,為近

年來最佳表現。

2. 行政管理系統

◆ 98年火力發電污染物排放:硫氧化物0.352

公克/度,較上年度降低20.54%;氮氧化物

0.390公克/度,較上年度降低7.80%;粒狀

污染物0.025公克/度,較上年度降低24.24

%;為歷年最佳之空氣污染物排放績效。

◆ 本公司98年承攬商工安實績值為6傷5死,與

上年度比較失能傷害事故減少45%,死亡事

故減少58%,為本公司承攬商歷年來最佳之

工安績效。

In 2009, the company's 7 systems made

every effort to meet their respective goals.

As a result, every per formance index has

seen continuous improvements. The major

performance achievements of the 7 systems

were:

1. Integrated Planning System

◆ Coal procurement: signing a long-term

procurement contract and making spot

purchases at the right time. In 2009, the

total reduction in the cost of imports

reached NT$5.249 billion.

◆ The implementation of 23 projects: The

budget was NT$91.394 billion. The total

expenditures amounted to NT$88.963

billion; the implementation rate reached

97.34%, which was the best performance

seen in recent years.

2. Administration Management System

◆ Pollution emissions from thermal power

plants: SOx levels were 0.352g/KWh, 20.54%

lower than the previous year; NOx levels

were 0.390g/KWh, 7.80% lower than the

previous year, and particles were 0.025g/

KWh, 24.24% lower than the previous year.

These were the best emission reduction

results seen in recent years.

◆ The industrial safety performance record

for contractors included 6 injuries and 5

deaths. Compared with last year, injury

incidents were reduced by 45% and fatal

incidents were reduced by 58%. This was

the best industrial safety performance

record for contractors in recent years.

3. Hydro and Thermal Power Generation System

◆ The heat efficiency of thermal power plants

reached 37.53%, the best performance

seen in recent years.

3. 水火力發電系統

◆ 98年全火力電廠熱效率達37.53%,係歷年來

最佳表現。

◆ 大林發電廠「合力圈」代表本公司參加第22

屆全國團結圈活動競賽,榮獲至善組金塔獎

榮譽。

4. 核能發電系統

◆ 本公司三個核能電廠6部機組98年總發電量達

399.81億度,較97年增加7.2億度,連續3年

創下新高紀錄;6部機組容量因數平均值為

92.17%,亦為歷史新高。

◆ 核三廠二號機97年5月19日 ~ 98年11月12日

連續安全運轉542天,締造本公司核能機組

最長連續運轉之新紀錄;該機組同時亦於12

月10日創下本公司核能機組大修工期最短

28.48天的紀錄。

◆ 核一廠兩部機組運轉執照,行政院原能會於

7月27日核准由40年延長為60年;延長運

轉20年,預估每年可創造約98億度電及減

少620萬噸二氧化碳的排放量。

5. 輸供電及配售電系統

◆ 「第六輸變電計畫」98年度完成變電工程

4,691千仟伏安(MVA),線路工程357回

線公里;該計畫執行期間為7年半(90年7

月至98年12月),完成的工程共計:新(

改)建變電所188所、變電工程63,536千仟

伏安、輸電線路4,206回線公里加入系統,

這些設備的加入,大幅改善輸電系統供電可

靠度及電力品質。

◆ 配電系統98年度新增完成1,159條自動化饋

線,使全系統自動化饋線比率達39%,大幅

減少事故發生之處理時間。

◆ 98年度全系統累計平均停電時間降為19.246

分/戶.年,停電次數降為0.238次/戶.

年,為歷年來最佳績效。

◆ 高雄中央調度中心於9月2日啟用,達成中央

電力調度系統正式進入雙主控同步調度,南

北互為異地備援,大幅提高系統安全及供電

調度品質。

6. 營建工程系統

◆ 大潭燃氣火力發電廠第4及第5號複循環機組

於12月31日取得改燃高壓低熱值天然氣之

◆ In 2009, the Sixth Power Transmission and

Substation Project completed a total

capacity of 4,691 MVA of transmission

facilities, and a total length of 357 ckt-

km of transmission lines. The project was

implemented over a period of 7.5 years

(July 2001 to December 2009). In total, the

Project completed 188 new substations,

and 63,536 MVA of transmission facilities,

and 4,206 ckt-km of transmission lines.

The addition of these facilities has greatly

upgraded power supply reliability and

quality.

◆ In order to improve the power distribution

system, 1,159 feeders were automated.

The automated feed rate for the whole

system reached 39%, which great ly

reduced handling time for forced outages.

◆ The SAIDI (System Average Interruption

Duration Index) was reduced to 19.246

min./customer.year and the SAIFI (System

Average Interruption Frequency Index)

was reduced to 0.238 freq./customer.year.

These were the lowest recorded numbers

in Taipower's history.

◆ The Kaohsiung Central Dispatch Center was

officially established on September 2.“The

redundant control-center systems in Taipei

and Kaohsing for simultaneous power

system dispatch”was completed. This

fulfilled the requirement of mutual power

supply back-up for the south and the north

and greatly upgraded system security and

power supply quality.

6. Construction and Engineering System

◆ The Tatan Thermal Power Plant Combined-

Cycle Units 4 & 5 obtained a license for

burning high-pressure, low-heat LNG

on December 31. In total, the installed

c a p a c i t y i n c r e a s e d b y 5 0 7 . 4 M W.

Combined-Cycle Unit 6 began commercial

operation on January 14, adding 471 MW

to the system.

◆ The projected target for wind power

capacity was set at 12 MW; the actual

capacity reached was 20 MW. The solar

energy capacity was set at 2,000 KWp;

the actual capacity reached was 2,984

KWp. According to the planning schedule,

a 4,636 KWp solar energy facility will be

installed in 2011. This facility will become

the largest solar energy system in the

country.

Major Awards in 2009

1. Oustanding Public Construction Awards

The Sixth Transmission Project received 5

oustanding construction quality awards in

“ the 2009 oustanding Public Construction

Awards”. This proved that the construction

quality of the Sixth Transmission Project was

recognized by supervising agencies and

outsiders.

2. Company Standardization Prize

Dept. of Maintenance was awarded in“the

10th National Standardization Prize”held by the

Bureau of Standards, Metrology & Inspection,

MOEA. This was after the First, the Second and

the Third Nuclear Power Plants, which were

awarded previously, Taipower unit was awarded

again. Taipower's facilities maintenance and

operation performance won the recognition by

supervising agencies.

電業執照,共新增50.74萬瓩供電能力;第

6號複循環機組於1月14日完成商轉,新增

47.1萬瓩。

◆ 風力裝置容量98年度預定目標1.2萬瓩,實際

為2.0萬瓩。太陽光發電裝置容量預定目標2

千瓩,實際有2,984瓩接受調度;依規劃時

程,100年底將完成永安鹽灘地4,636KWp

光電設置容量,屆時將成為國內第一大的太

陽光發電系統。

另外,98年因績優獲獎的事蹟有

經濟部98年度「公共工程優質獎」,六輸工程

有5件獲得施工品質優良獎,顯示六輸工程之施

工品質深獲上級機關及外界肯定。

2. 公司標準化獎

電力修護處榮獲98年經濟部標檢局第十屆全國「公

司標準化獎」,這是繼核一廠、核三廠及核二廠之

後,再次獲得此獎項,顯示本公司在電力設備之維

修與營運績效獲得主管機關的肯定。

Energy Sales

Taotal energy sales were 179.2 billion KWh,

a 4.1% decrease over the previous year. Of

this, 57.9 billion KWh, or 32.3%, was consumed

by lighting customers, a 0.7% decrease over

the previous year; 121.3 bil l ion, or 67.3%,

was consumed by power customers, a 5.7%

decrease over the previous year.

Load and Line Loss

(1)Load

In 2009, the peak load reached 31,010 MW,

a 0.99 decrease over the previous year; the

average load of this year was 21,630 MW, a

3.16% decrease over the previous year.

(2)Line Loss

Over many years of effort, line loss on the

Taipower system has dropped gradually.

In 2009, the line loss was 4.86%.

售電量

98年售電量為1,792億度,較上年減少4,1%。其

中電燈售電579億度,較上年減少0.7%,占總售

電量的32.3%;電力售電1,213億度,較上年減少

5.7%,占總售電量的67.3%。

負載與線損

(1)負載

本年系統尖峰負載為3,101.0萬瓩,較上年減少

0.99%,而全年平均負載為2,163.0萬瓩,較上年減

少3.16%。

(2)線損比較

台電系統線路損失率 (詳如下圖),經多年努力,已

逐漸下降。98年度線路損失率為4.86%。

When the completion of a new substation is

delayed or the power consumption in a region

exceeds estimates, measures of extension will

be undertaken to fulfill the urgent demand.

In 2009, the total expansion capacity was

836 MVA, accounting for 17.8% of the newly

added capacity. This accomplishment was

a great help to stabilize power supply and

ensure power supply quality.

2. The Sixth Distribution Project

In order to increase power distribution

reliability and power supply quality, Taipower

launched various distribution projects to

strengthen its distribution system. The Sixth

Distribution Project started in 2008 and is

scheduled for completion in 2011. The total

budget for this project is NT$56.8 billion.

Up to the end of 2009, the implementation

of the budget reached 29.74 billion. The

pro ject was 54 .3% completed. In the

year 2009, new, expanded and improved

distribution lines reached 2,973 ckt-km. The

replaced and added transformers reached

3,004 MVA, electricity meters reached 291,976

units, and 1,159 feeders were automated.

1. The Sixth Power Transmission and Substation Project

To comply with power development

program and regional load growth, Taipower

formulated the Sixth Power Transmission and

Substation Project. The project started in July

2001, was revised in 2004 and 2008, and was

completed in December 2009.

The project completed 188 new substations,

a total capacity of 63,536 MVA of new

and expanded substations and a total

length of 4,206 ckt-km transmission lines. The

expenditure was about NT$320.1 billion.

In 2009, Taipower completed a total

capacity of 4,691 MVA of substations and a

total length of 357 ckt-km of transmission lines,

of which 128 ckt-km are overhead lines and

229 ckt-km underground cables.

The major accomplishments were:

◆ 6 EHV substations.

◆ 2 primary substations.

◆ 12 primary distribution substations.

◆ 3 secondary substations.

◆ 54 ckt-km of 345KV transmission lines.

◆ 228 ckt-km of 161KV transmission lines.

◆ 75 ckt-km of 69KV transmission lines.

1. 第六輸變電計畫

第六輸變電計畫乃配合電源開發計畫與地區負載

成長而興辦,自90年7月開始執行,93、97年辦理二

次計畫修正,並於98年12月結束。本計畫完成新建變

電所188所,完成新、擴建變電所容量63,536千仟伏

安,完成輸電線路4,206回線公里,支出實績為3,201

億元。

98年1月至12月新、擴建完成變電所容量4,691千

仟伏安,輸電線路357回線公里,其中架空線128回線

公里,地下電纜229回線公里。

主要完成之新、擴建工程包括:

◆ 超高壓變電所:6所。

◆ 一次變電所:2所。

◆ 一次配電變電所:12所。

◆ 二次變電所:3所。

◆ 345仟伏輸電線:54回線公里。

◆ 161仟伏輸電線:228回線公里。

◆ 69仟伏輸電線:75回線公里。

當新建變電所加入時間延宕或部份地區用電成長

超過預期時,則以擴建工程因應,以滿足緊急供電需

求。98年度擴建變電所容量836千仟伏安,占變電所

新增裝置容量17.8%,有助於穩定系統供電與確保供

電品質。

2. 第六配電計畫

為提高配電系統可靠度及供電品質,本公司陸

續興辦各項配電工程來強化配電系統網路強度,於

97年開始執行「第六配電計畫」,計畫總預算為568

億元,執行期間由97年至100年。

至98年底止,累計預算執行金額達297.4億元,累

計實際工程進度為54.3﹪,98年度新擴建及改善配電

線路合計2,973回長公里,增購及汰換變壓器3,004千

仟伏安,電表 291,976具,並新增完成1,159條自動化

饋線。

1. Thermal Power Project

(1) Tatan Combined-Cycle Project

The project consists of installing two 742.7MW

oil/gas-fired units and four 724.7MW gas-

fired units. The total capacity of the 6 units

is 4,384.2 MW. Combined-Cycle Units 1&2

began commercial operation in August

and December 2006. Combined-Cycle

Units 3&4 started commercial operation

in November 2007. Combined-Cycle Units

5&6 commenced commercial operation in

July 2008 and January 2009. As of the end

of 2009, the project was 99.88% complete

and slightly ahead of schedule.

(2) Changgong Thermal Units 1 & 2 Project

To cope with future power demand

growth, Taipower has purchased a plant

site in the Changbin Industrial Park and

plans to install 2 supercritical pressure

coal-fired units, 800 MW each. They are

tentatively scheduled for commercial

operation in January 2017 and January

2018.

Retrofit Projects

(1) Shenao Thermal Power Plant

This project is to install two supercritical

coal- f i red uni ts , 800 MW each. The

existing Shenao Thermal Power Plant will

be demolished and the new one will be

constructed.

The investment is estimated at NT$109

bi l l ion. Units 1 & 2 are scheduled for

commercial operation in July 2013 and

January 2014.

This project will adopt the most advanced

techno log ies to reach the h ighest

generation eff iciency and maintain

a sound ecological environment. The

completion of this project is set to be at

the end of 2015. As of the end of 2009, the

project progress was 2.47% complete.

(2) Linkou Thermal Power Plant

The project is to install three 800 MW

supercritical coal-fired units by the end

of 2021. The total investment amount is

NT$152.5 billion. Units 1 & 2 are scheduled

for commercial operation in July 2015 and

July 2016. After Unit 1 is in commercial

operation, the existing Units 1 & 2 will be

demolished and the installation of Unit 3

will start. It is scheduled for commercial

operation in July 2020. As of the end of

2009, the project was 11.86% complete.

(3) Talin Thermal Power Plant

The project is to replace the low generation

efficiency power units with 4 supercritical

coal-fired units. The 4 units, each with

800 MW, are scheduled for commercial

operation in July 2014, July 2019, January

2020 and July 2020, respectively. The total

investment for this project is set to be

NT$119.4 billion. As of the end of 2009, the

project was 0.23% complete.

1. 火力發電工程

(1) 大潭複循環發電計畫

本計畫裝置2部單機容量為74.27萬瓩之油

氣兩燒機組,及4部單機容量為72.47萬瓩

之純燃氣機組,全部6部機總裝置容量為

438.42萬瓩。其中第1及2部複循環機組已

分別於95年8月及95年12月達成商轉,第

3及4部複循環機組於96年11月達成商轉,

第5及6部複循環機組亦已於97年7月及98

年1月達成商轉。截至98年12月底,工程

進度為99.88%,較預定進度略有超前。

(2) 彰工火力第一、二號機發電計畫

為因應未來用電成長需求、充分供應民生、

工商業發展所需電力及備載容量,本公司擬

於已購置之彰濱工業區崙尾西二區廠址,設

置2部80萬瓩超臨界燃煤火力發電機組。2

部機組暫定於民國106年1月及107年1月完

成商轉。

舊有電廠更新擴建造(改建)計畫

(1) 深澳電廠更新擴建計畫

本計畫共裝置2部單機容量為80萬瓩之大型

超臨界壓力燃煤火力機組,總裝置容量為

160萬瓩。本計畫採先拆後建方式開發。

本計畫預估投資總額為新台幣1 ,089億

元,第1、2號機分別預定於102年7月1日

及103年1月1日商轉。

本計畫將採最新技術以達到最高發電效率

並維持良好生態環境。計畫全部完工為

104年底。截至98年12月底,工程進度為

2.47%。

(2) 林口更新擴建計畫

本計畫共裝置3部單機容量為80萬瓩之大型

超臨界壓力燃煤火力機組,總裝置容量為

240萬瓩,投資總額約為1,525億元,計畫

完工日期為110年12月,林口1、2號機分別

預定於104年7月及105年7月商轉,俟林口

1號機開始商轉後,將原有2部燃煤汽力機

組拆除再興建林口3號機,林口3號機預定

於109年7月商轉。截至98年12月底,實際

工程進度為11.86%。

(3) 大林電廠更新改建計畫

本計畫主要工程內容包括汰換大林電廠中發

電效率較低之將屆齡機組改建為超臨界壓力

燃煤機組,本計畫新建4部800MW機組預

計分別於103年7月、108年7月、109年1月

及7月商轉,其核定投資總額為1194億元,

至98年底之計畫實際累計進度為0.23%。

2. 核能發電工程

核四計畫

本計畫1、2號機之核反應器及核燃料標案於

85年5月完成開標作業,由美國奇異公司得標,

採單機容量135萬瓩級進步型沸水式反應器機

組。汽輪發電機則於85年10月完成開標作業,

由日商三菱重工株式會社得標。

廠基開挖工程於87年1月10日開工,88年3

月獲行政院原子能委員會核發建廠執照。

計有1號機反應爐壓力槽吊裝(94年3月20

日)、2號機反應爐壓力槽吊裝(95年10月5日)、

1號機161KV加壓(96年7月15日)、1號機核反應

器壓力容器水壓試驗(97年11月1日)等主要里程

碑已完成。

98年主要工程: DCIS網路層施作及放射性

廢料廠房結構工程。

本計畫第1、2號機商轉日期已於95年8月

21日奉行政院核定分別修訂為100年12月15日

及101年12月15日。

核能發電不排放二氧化碳,不會產生溫室

氣體效應,未來核四兩部機組每年可降低二氧

化碳排放量約為1,620萬噸。

2. Nuclear Power Project

The Fourth Nuclear Power Project

This project is to install two 1,350 MW

Advanced Boiling Water Reactor (ABWR) units.

Through open tender, General Electric

Company of the United States won the bid

for the nuclear reactor and the provision of

nuclear fuel on May 1996 and Mitsubishi Heavy

Industry Ltd. won the bid for turbine generators

in October 1996.

Construction of the power plant foundation

started on January 10, 1998. The Atomic Energy

Council, Executive Yuan, issued a construction

permit to the project in March 1999.

The milestones accomplished were: Unit

1 Reactor Pressure Vessel (RPV) setting (March

20, 2005), Unit 2 RPV setting (October 5, 2006),

Unit 1 161KV energizer (July 15, 2007) and Unit

1 RPV Hydro Test (November 1, 2008).

In 2009, the major tasks were: the

network installation of Distributed Control and

Information System and Radwaste Building.

Approved by the Executive Yuan, Units 1

& 2 are scheduled for commercial operation

in December 2011 and December 2012.

Nuclear power generat ion doesn't

release CO2 emissions and doesn't cause

greenhouse effect. The reduction of CO2

emissions by these two units will reach 16.2

million tons per year.

3. Hydro Power Project

Tachiachi Hydro Power Plant Kukuan Branch Recovery Project

Overcoming several natural disasters

such as floods and typhoons and after a

6-year recovery effort, the four units were all

on line. The project was awarded in the 9th

Public Construction Golden Awards in 2008.

The capacity of this power plant has

increased from 180 MW to 212.8 MW, which

can generate 500 GWh per year. This can

reduce 340,000 tons of CO2 emissions per

year in terms of coal-fired power generation.

It will help CO2 emission reduction and ensure

a stable power supply. The project was

completed in December 2009.

Wanta Expansion and Sunglin Hydro Power Project

(1) Wanta Expansion Hydro Power Project

This project will build an intake about 300

m upstream from the right bank of the

Wushe Dam. The water will run through

a 57 m headrace tunnel and a 305 m

penstock to the downstream Wanta Hydro

Power Plant. A vertical Francis turbine

generation unit (19.7 MW) with an annual

production of 46.45 GWh will be installed

in this half-underground powerhouse.

(2) Sunglin Hydro Power Project

A weir will be constructed to collect the

tailrace water from the Wanta Hydro

Power Plant. The water will run through

a 4.7 km headrace tunnel (to the front

pond) and a 145 m penstock to the half-

underground powerhouse. The tailrace

water will then run into the Choshui Creek.

Two vertical Francis turbine generation

units, with a total of 20.9 MW, and having

an annual production of 78.8 GWh will be

installed.

The project was started in July 2007, and

is scheduled for commercial operation in July

2012. As of the end of 2009, the project was

53.68% complete.

Bihai Hydro Power Project

The project utilizes the water resources

available from the Hoping River basin in

Hual ien County, in eastern Taiwan. An

underground type powerhouse with one

vertical Pelton turbine unit, 61.2 MW, will

be installed. This project is scheduled for

commercial operation by July 2011 with an

annual production of 237 GWh. As of the

end of 2009, this project stood at 92.72%

completion.

萬大水力發電廠 The Wanta Hydro Power Plant

3. 水力發電工程

大甲溪發電廠谷關分廠復建工程

本工程先後克服七二水災及多次颱風考

驗,歷經6年多復建,已於97年10月四部機組

全部接受調度,並榮獲97年度公共工程金質

獎。本計畫總發電容量由復建前18萬瓩提高

為21.28萬瓩,每年可發電5億度,以替代燃煤

火力發電計算,相當於每年可減少約34萬公

噸二氧化碳排放量,對節能減碳與系統穩定供

電均極有助益。本計畫已於98年12月31日全

部完工。

萬大電廠擴充暨松林分廠水力發電計畫

(1) 萬大電廠擴充水力發電計畫

本計畫於霧社壩右岸上游約300公尺處興

建進水口,引取水庫的水量,經一長約

57公尺之頭水隧道及長305公尺之壓力鋼

管引水至下游現有萬大電廠西北側平台興

建半地下式電廠發電,發電尾水排放入霧

社溪,電廠裝設豎軸法蘭西斯式水輪發電

機組一部,裝置容19,700瓩,年發電量

46.45百萬度。

(2) 松林分廠水力發電計畫

本計畫係於霧社溪與萬大溪匯流點上游約400

公尺處,興建攔河堰乙座,攔截萬大電廠及

萬大電廠擴充機組之發電尾水,經長約4.7公

里之頭水隧道引至前池,復經長約145公尺之

壓力鋼管,至松林左河岸階地設半地下式電

廠,發電尾水直接排放入濁水溪,再經武界

引水隧道引入日月潭統合運用。廠內裝設豎

軸法蘭西斯式水輪發電機組二部,總裝置容

量20,900瓩,年發電量78.8百萬度。

以上二計畫於96年7月開工,101年10月商轉,截至98

年12月底止累計完成進度為53.68%。

碧海水力發電計畫

本計畫係於和平南溪河床標高545公尺處構

築乙座42公尺高之混凝土重力壩,壩上游右側設

置進水口,引水經一條長6,540公尺之壓力隧道

至下游和平溪標高100公尺處右岸山腹內設地下

電廠發電,廠內設豎軸佩爾頓式水輪發電機組乙

部,裝置容量6.12萬瓩,年發電量2.37億度,本

計畫至98年12月底止累計完成進度92.72%,預

定100年7月底發電商轉。

4. 風力發電計畫

本公司奉核定之風力發電計劃分三期執

行,風力發電機組合計162台(總裝置容電量計

28.876萬瓩),其中106台已商轉,56部施工

中;第一期計畫(92年1月97年12月)60台風

力機組已依限完成。

風力第二期計畫(94年1月~100年3月)

本期計畫共設置58台風力發電機組,總裝

置容量為11.6萬瓩,風機場址計有彰工風力、

雲林麥寮風力、四湖風力、林口風力及大潭風

力等發電站,其中彰工風力(2,000瓩×23台)

已於95年12月完成商轉,雲林麥寮風力(2,000

瓩×15台)已於98年1月完成商轉;四湖風力

(2,000瓩×14台)及林口風力(2,000瓩×3

台)預定99年中完成商轉;大潭風力(2,000瓩

×3台)預定100年初完成商轉。

風力發電第三期計畫、金門金沙及澎湖湖

西計畫(96年1月~100年7月)

本期計畫興建36台風力機組,總裝置容量

達6.9萬瓩,依其內容規劃於彰濱工業區(彰工

Ⅱ 2,000瓩×8台)、雲林麥寮 (雲麥Ⅱ 2,000瓩

×8台)、金門金沙(2,000瓩×2台) 、彰化王功

(2,300瓩×10台)、大潭II(2,300瓩×2台)

及澎湖湖西(900瓩×6台)等場址,預計於99

年至100年間商轉。

5. 太陽光電發電計畫第一期計畫

(97年1月~100年12月)

本計畫於96年5月奉政府核准,總裝置容量

為1萬瓩,設置地點包括台電自有房舍建物、土

地及外界提供合適之處所。至98年底已決標六

個太陽光電系統工程標案,決標容量合計9,345

瓩。其中,台中電廠1,500瓩、興達電廠950瓩

和金門文化園區500瓩,已於98年12月完成併

聯發電。 投資總金額為35億元,至98年底計畫

累計進度為36.91%。

4. Wind Power Project

This project is approved and implemented

in 3 phases. 162 wind power units, in total

288.76 MW, will be installed. Of which, 106

units have started commercial operation

and 56 units are under construction. 60 units

in the first phase of this project (January 2003

to December 2008) were completed on

schedule.

Second Phase (January 2005 ~ March 2010)

Taipower planned to install 58 units with

a total capacity of 116 MW at a number of

sites including Changgon, Yunlin Mailiao,

Sihu, Linkou and Tatan Wind Power Stations.

Among them, Changgon (2,000 KWx23)

started commercial operation in December

2006. Yunlin Mailiao (2,000 KWx15) started

commercial operation in January 2009. Shihu

(2,000 KWx14) and Linkou (2,000 KWx3) are

scheduled for commercial operation at the

end of 2010. Tatan (2,000 KWx3) is scheduled

for commercial operation in 2011.

Third Phase(January 2007~July 2011)

Taipower planned to install 36 units with

a total capacity of 69 MW in the following

sites: Changgong (2,000 KWx8), Yulin Mailiao

(2,000KWx8), Kinmen (2,000 KWx2), Changhwa

Wanggong (2,300 KWx10), Tatan(2,300 KWx2)

and Penghu (900 KWx6). They are scheduled

for commercial operation between 2010 and

2011.

5. Photovoltaic Project(January 2008 ~ December 2011)

The total amount of investment on this

project is about NT$3.5 billion, with a total

generating capacity of 10 MW. As of the end

of 2009, the project was 36.91% complete.

industry. The company should make timely

adjustments in i ts development direction

and management s t rategies and adopt

Due to soaring international energy prices,

fuel costs rose. This caused a great pressure in

Taipower's management. In order to upgrade

its overall management per formance, the

company strengthened and improved internal

management through the Management by

Objective (MBO) system as a measure to

enhance its operation efficiency and cut down

costs.

In order to provide customers with a high

qual ity power consumption environment,

pursuing higher quality and stable power supply

is always listed in the company's annual major

management performance indicators. There

are two important indexes for power supply

stability: SAIDI(System Average Interruption

Duration Index)and SAIFI (System Average

Interruption Frequency Index)to pursue excellent

power supply quality. In 2009, the SAIDI was

19.246 min./ customer.year and the SAIFI was

0.238 freq./ customer.year. To stabilize power

supply quality, the company specially set up

a committee to take the responsibility of ① promoting improvement methods for power

supply stabil ity and realiabil ity, ② making

decisions on adopting special facilities to protect

the system operation safety and ③ reviewing

and following-up measures for strengthening

power system stability.

The improvement in the quality of power

supply stability involves the company's units of

generation, transmission, distribution, supply,

and system operations. Currently, measures for

power supply stability include: ① undertaking

r e a s o n a b l e , e f f e c t i v e a n d s a f e p o w e r

dispatch, ② retrofitting the existing power

plants and upgrading their heat efficiency, ③ adding high efficiency combined-cycle units

to the power system, ④ balancing regional

power demand, ⑤ s impl i fy ing the scales

of power voltages, ⑥ installing transmission

facilities, ⑦ strengthening power theft control

and ⑧ conducting load management —

implementing time-of-use and seasonal rates,

interruptible power rates and promoting an

ice-storage central air conditioning system.

In addition to implementing the annual

plans of power supply and distribution system

expansion to increase power supply capacity

and s t rengthen load management , the

company has also been actively carrying out

feeder automation system projects. It is in an

effort to control system operation status to

effectively reduce outage time and range.

The major advantages of implementing the

distribution feeder automation system are to

reduce ① outage duration from 60 minutes (un-

automated per fault) to lower than 5 minutes

(automated per fault) and ② fault location time

and effort. The priority areas for implementing

the feeder automation system include science

parks, industrial parks, popular areas in cities

and counties, tourist scenic spots, and important

government faci l i t ies. In 2009, 1,159 new

automated feeders were installed. The total

amount of automated feeders reached 3,434.

It is planned to install over 53% of the overall

automatic feeders for the distribution system in

2011.

為提供用戶優質的用電環境,追求更高品質的穩定供

電一向列為本公司主要的經營指標。提高供電品質有兩項

指標,即全年平均停電時間(SAIDI)、及全年平均停電次

數(SAIFI),98年供電可靠度SAIDI為19.246分/戶.年,

SAIFI為0.238次/戶.年。為加強345kV和161kV供電系統

穩定運轉,以避免大區域停電,特設置「電力系統穩定度

與可靠度改善小組」,主要任務為:(1)電力系統穩定、可

靠供電改善措施之推動事項。(2)採用特殊設備以保護系統

運轉安全之決策事項。(3)強化電力系統穩定供電方式之檢

討事項。(4)加強供電系統穩定度改善工作之追蹤事項。

穩定供電品質的改善牽涉到本公司之發、輸、配及調

度部門,目前在穩定供電推動作上所採取的主要措施包括

:作合理有效而安全經濟之整體調度運轉、現有電廠改

善更新及提升機組熱效率、高效率複循環機組加入系統、

配合地區負載開發電源達到區域供需平衡以減少區域融通

電力、簡化電壓層級並提升配電電壓、建設輸電設備及加

強竊電稽查、實施負載管理(含時間與季節電價、可停電

力、儲冷式中央空調等需求面管理)。

目前除依年度計畫執行發電、供電、配電系統擴

充,以增加供電容量、強化負載轉供能力外,亦積極推行

饋線自動化工程;實施配電饋線自動化系統之優點,主要

為可使每件事故停電時間由未自動化之平均60分鐘大幅減

少至5分鐘以內,及減少巡查線路故障位置所耗費之時間及

人力。本自動化系統優先實施地區包括科學園區、主要工

業區、市鎮精華區、觀光旅遊景點地區及政府機關重要設

施線路等。98年新增自動化饋線1,159條,累計至98年底累

計已完成3,434條自動化饋線,達全系統饋線數達39%。並

預計於100年底前達成全配電系統饋線總數53﹪的目標,

以大幅減少事故發生所需之處理時間。

implementing management measures in every

aspect. The major ones were:

1. Quality Management

According to the quality management

system set by the International Organization

for Standardization (ISO), in 2009, 1 unit passed

ISO 9001, 1 unit ISO 14001 and 16 units TOSHMS

(Taiwan Occupational Safety and Health

Management System). Up to the end of 2009, in

total 87 units passed ISO 9001, 57 units ISO 14001

and 25 units TOSHMS.

2. Risk Management

To cope with the potential risks that may

be caused by drastic changes in internal

and external management environment

and the key issues of the company's

operation, and comply with

MOEA's regulations, the

unit(s), simulation drills were undertaken. In 2009,

48 drills were carried out with remarkable results

in the Dept. of Power Supply and nuclear power

plants.

3. ERP (Enterprise Resource Planning) Management

The company will set the excellent world-

class companies as benchmarks to introduce

EPR system to the company in phases. This is

to engage in business process reengineering

(BPR) task to establish an efficient e-power

company to upgrade overall management

performance. The first phase is to establish

basic framework of ERP system, including

financial accounting, financial management,

procurement and material management,

internal auditing, etc. In the future, it will

extend to other areas such as engineering

management , fac i l i t y ma in tenance ,

manpower resources, business intelligence,

corporate st rategy management, the

balance scorecard, etc.

The first phase was started

in August 2009 and is set

to be completed in 31

months. 9 units will serve

as the lead to be firstly

on line. Up to March

2012, the system will

expand to the whole

company.

security management,

in 2009, 9 units passed

ISO 27001. The information

security strategy is periodically

reviewed for the employees to follow.

The Internal Inspection Office arranges and

conducts annual spot check to ensure the

continuous improvement of information

security tasks. E-paper is issued every month

to re inforce employees ' awareness of

information security and practices.

本公司在電力供需及經營效率上,實施多方面

1. 品質管理

依據國際標準組織最新版的品質管理系

統需求,98年度共有1個單位通過 ISO 9001

(品質管理系統)驗證,1個單位通過 ISO

14001(環境管理系統)驗證,16個單位通過

TOSHMS(台灣職安衛管理系統)驗證,迄98

年底止,本公司共有87個單位通過ISO 9001、

57個單位通過 I SO 14001及25個單位通過

TOSHMS驗證。

2. 風險管理

為因應內、外在經營環境的快速變遷,以

及本公司營運關鍵課題可能產生的風險,並依

據經濟部規定,已於98年3月頒佈「台電公司風

險管理實施方案」, 98年度為風險管理試行期

間,選定「電力穩定供應與安全」、「人力結

構改善與技術傳承」、「利率或匯率變動」、

「工安事故」、「資通安全」等5項做為試行

項目。

依據相關單位試提的風險項目,進行模擬

狀況演練,98年度共完成調度處、各核能廠等

48次演練,實施成效良好。

3. 資源系統資訊化的建立與安全管理

本公司以卓越之世界級電力公司為標竿,

將分階段引進企業資源規劃系統(ERP系統),

進行企業流程再造,以期建構有效率之e化電力

公司,提升整體營運績效。第一階段建置範圍

包括財務會計、財務管理、採購與物料管理、

稽核內控等ERP系統之基礎架構,未來將延伸至

工程管理、設備維護、人力資源、商業智慧、

企業策略管理及平衡記分卡等。

第一階段自98年8月開始,預定建置期間為

31個月,99年11月由9個先導單位先行上線,

101年3月推廣至全公司。

另外在資安管理方面,至98年底為止,已

有10個單位通過ISO 27001(資訊安全管理系統)

驗證。檢核室每年定期安排單位實地查核,以

確保資安工作之持續改善。每月發行電子報以

強化同仁資安意識與實務。

4. 用電需求管理

為均衡系統負載,充份利用離峰電

力及轉移或抑低尖峰用電,本公司自68

年起先後推出時間電價、季節電價、尖

峰時間減少用電鼓勵措施,裝置儲冷式

5. 電價管理

(1) 電價訂定的目標

本公司電價費率須經由政府核定,

電價之決定主要為達成下列三個主

要目標:

◆ 經濟目標:反映供電成本,促進

電能使用效率。

◆ 財務目標:獲取合理的報酬率,保

持良好的財務狀況。

◆ 社會目標:配合政府政策,維持電

價穩定。

4. Load Management for Power Demand

To balance the system load, sufficiently utilize

off-peak power, and shift or reduce peak hour

consumption, Taipower has instituted the following

load management measures with satisfactory results:

implementing TOU (time of use) rates and seasonal

rates, reducing peak hour power use, promoting an

“Ice-Storage Central Air-Conditioning System”. In

2009, the peak load was decreased by 4,568 MW.

In order to further promote this accomplishment,

a“Demand Response Program”was started in

2008. The customers' contracted reduction load

could be dispatched for system contingencies.

This year, there were 4 customers participating in

this program and applying for 13 MW contracted

reduction load.

5. Power Price Management

(1)Principles of Setting Power Prices

◆ Economy: to reflect power supply cost and promote power consumption efficiency.

◆ Finance: to obtain reasonable profit rate and maintain sound financial status.

◆ Society: to comply with the government policy and maintain stable power prices.

(3) 外購電價管理

自84年政府開放民間設立發電廠(IPP)後,

本公司對收購各IPP發電之價格訂有外購電

價計價公式;IPP購電價格包含容量費率及

能量費率,容量費率僅於IPP保證發電時段

支付,IPP購電價格調整機制如下:

◆ 固定及變動運維費:按前一年躉售物價

指數相對於基期躉售物價指數之變動率

計算。

◆ 燃料成本:按前一年台電相同燃料機組

熱值成本相對於基期熱值成本之變動率

計算。

6. 廢料減量及最終處置管理

為減少低放射性廢棄物產量,本公司各核

能電廠均訂有「低放射性廢棄物減量執行計

畫」,並成立減廢小組,持續推動核能電廠的

低放射性廢棄物減量工作。98年3座核電廠共產

生固化廢棄物及非固化廢棄物共780桶,為72

年最高值12,724桶之6.1%,達歷年產量之最低

值,減量成效良好。

依95年5月政府頒布「低放射性廢棄物最

終處置設施場址選址條例」,責成由經濟部主

辦,本公司則奉經濟部指定為選址作業者,配

合辦理可能場址之調查評估與宣導溝通工作。

98年3月經濟部公告建議候選場址遴選報告徵

求各界意見,並於11月函復各項意見之參採情

形,惟至年底前尚未核定公告建議候選場址。

(3) Power Purchase Price Management

Since the government opened the power

generation to IPPs in 1995, Taipower has

set up formulas for purchasing power

from the IPPs. Power purchase payment

includes capacity rate and energy rate.

The capacity rate is a payment for the

energy (KWh) provided by an IPP during

guaranteed generation period. The

adjustment mechanism for purchasing

power from IPPs is as follows:

◆ O&M Cost : The fixed and variable

O&M cost rate will be adjusted by the

change of total wholesale price index

compared to the base year.

◆ Fuel Cost: It is calculated based on

the change rate of the average cost

of heating value of the same fuel-

fired generating units of Taipower

compared to the base year.

6. Radwaste Reduction and LLW Disposal

In order to min imize the radwaste

production, each nuclear power plant has

set up its own specific Low–Level Radwaste

Minimization Program and established a

special task force to reduce the production of

low-level radwaste, respectively. In 2009, the

production of solidification and non-solidified

radwaste was 780 drums in total. This was the

lowest number in history and approximately

6.1% of the highest total ever recorded –

12,724 drums in 1983.

On May 24, 2006, the“Act on Sites for

Establishment of Low-Level Radioactive

Waste Final Disposal Facility”was signed

into law and became effective. It stipulates

the disposal site selection procedure and

associated measures, and furthermore

designates the Ministry of Economic Affairs

(MOEA) as the implementing authority. In

2007, after being designated as the site

selection operator by the MOEA, Taipower

implemented the field investigation and

public acceptance activities.

The MOEA announced on March 2009 a

selection suggestion report on site candidates

to solicit opinions from the public. Replies

were made to those who offered opinions

regarding the handling of their opinions. Up to

the end of this year, the site selection has yet

to be approved.

The conclusion reached in the National

Energy Conference held in 2008 stipulated

the principles of energy use. In 2009, in

compliance with the national energy policy,

Taipower made every effort to undertake the

following environmental protection tasks:

1. Promoting Low-Carbon/Non-Carbon Power Generation Projects

◆ Best Available Techniques for Thermal Unit Replacement Project

The Shenao, Linkou, and Talin Thermal

Power P lan t s w i l l be in s ta l led w i th

supercritical coal-fired units, with each

unit efficiency reaching 44.5% (LHV-G) to

replace the existing ones.

◆ Increase of Renewable Energy

It is estimated that the installed capacity

will reach 2,650 MW in 2011.

◆ Proper Expansion of Gas-Fired Units

In the Tunghsiao Thermal Power Plant

retrofit project, Taipower plans to install four

LNG-fired combined-cycle units, 700 MW

each. Each unit's generation efficiency

will reach as high as 58% (LHV). When the

project is completed in 2018, the ratio of

gas-fired capacity will reach 34.2%.

◆ Evaluation on Reasonable Utilization of Nuclear Power Generation

In addition to accelerating the construction

of the Fourth Nuclear Power Plant for its

commercial operation, complying with the

nation's“Guidelines for Sustainable Energy

Policy”, Taipower has listed nuclear power

generation as an option for non-carbon

energy development.

2. Reducing Pollution Emissions from the Power System

Taipwer's construction projects and

operation must meet the nation's regulations

for environmental protection. Appropriate

planning and assessment beforehand and

monitoring and improvement afterwards

have cut down the impact of power facilities

on environment to the minimum. The current

concrete measures are:

◆ Improvement of Pollution Prevention for Existing Power Facilities

Presently, the largest project is the Hsinta

Thermal Power Plant Units 1 & 2 Pollution

Improvement Project. After completion of

this project, SOx and NOx emissions will be

reduced and the air quality of the control

regions in southern Taiwan will be improved.

As of the end of 2009, the project was

62.2% complete.

◆ Environmental Impact Assessment (EIA) for New Power Facilities

◆ Establishment of ment of a Sound Environment Monitoring and Investigation System

◆ Implementation of an Overall Iandscape Planning

地球只有一個,為善盡企業的社會責任及達成

電力建設和環境品質兼容並顧的目標,本公司已依

據經濟部97年6月頒布的「永續能源政策綱領」,

配合二高二低(高效率、高價值、低排放、低依

賴)基本原則執行電力供需業務;雖然政府針對能

源四法僅通過「能源管理法」及「再生能源發展條

例」,並於98年頒布實施,而「溫室氣體減量法」

及「能源稅條例」雖尚未通過,本公司仍予配合繼

續致力做好各項電力設施的環境保護工作及再生能

源發電計畫,並盡力做好在電力供需兩方面的提升

生產及節能效率與減碳工作。

環境保護工作的推動,將從電力的供給面、需

求面、環保面等三方面積極推動,98年度分別進行

的主要工作:

1. 推動低碳/無碳能源之發電計畫

◆ 採最佳可行技術之火力機組更新計畫

林口、大林、深澳等既有燃煤機組之更新計

畫將採用高效率的超臨界燃煤機組,發電效

率高達44.5%(LHV-G)。

◆ 持續提高再生能源發電比例

預計民國100年時將再生能源發電之裝置容

量提高到265萬瓩。

◆ 適度擴建天然氣發電機組

將現有的通霄電廠1~3號機組以先建後拆方

式更新擴建為4部單機容量70萬瓩級之燃氣

複循環機組,並將機組發電效率提升至約58

%(LHV);本計畫於107年完成時,系統中燃

氣機組的容量佔比將達到34.2%。

◆ 積極評估核能發電的合理使用

除積極趕工儘速完成核四廠建廠商轉外,並

依據「永續能源政策綱領」,將核能發電列

為發展無碳能源的選項。

2. 降低發電系統污染排放之推動

本公司各項電力設施的施工及營運都須符

合國家各項環保法規之要求,並藉由妥善的事

前規劃、評估,及事後的監測、改善,已使電

力設施的環境影響降至最低,現行的具體措施

包括:

◆ 加強改善既有電力設施污染防治工作。

目前,最大的工程是興達一、二空污改善工

程計畫,本計畫完成後可降低氮氧化物及硫

氧化物之排放,改善南部地區之環境空氣品

質。截至98年底,實際工程進度為62.2%。

◆ 審慎辦理新興電力設施計畫環境影響評估

◆ 建立完善的環境品質調查監測系統

◆ 積極進行整體景觀規劃等

3. Upgrading the Average Efficiency of the Existing Thermal Units

In 2009, a unit efficiency project has

been undertaken and has shown remarkable

achievements in thermal power plants such

as the Taichung Thermal Power Plant Unit 2,

upgraded by 0.104%, the Tailn Thermal Power

Plant Unit 2, 0.032%, and the Hsinta Thermal

Power Plant Unit 4, 0.066%.

4. Developing Clean-Coal and CO2 Capture Technology

Taipower continued the study on CO2

capture design and storage technology. It

is expected that the goal of CO2 emission

reduction of power plants can be reached

through the establishment of this technology.

In recent years, Taipower has devoted itself

to the study of environmentally-friendly CO2

-mitigating microalgal photobioreactors. In

2008, large microalgal photobioreactors and

open pond culturing system were constructed

in the Talin Thermal Power Plant. Meanwhile,

core technologies for diversified utilization of

biomass have also been developed. It is in

an attempt to make up the initial investment

in this project

5. Promoting Energy Conservation

(1)Starting from inside the company,

Taipower established a“Taipower

E n e r g y C on s e rv a t i on P rom ot i on

Ta s k F o r c e”a n d s t i p u l a t e d t h e

“Guidelines for Energy Conservation

Eva luat ion” to conduct month ly

fol low-up checks and reviews. An

“Energy Conservat ion B i l lboard”

was also established to praise and

encourage the units with outstanding

performance.

3. 提升既有火力發電機組效率

98年度績效顯著改善項目:

◆ 中二機、大二機燃煤機組,空氣預熱器元件

改善,降低燃氣出口溫度5℃以上,提升機

組效率分別為0.104%、0.032%。

◆ 興四機高壓噴嘴箱更新,改善後提升機組效

率為0.066%。

◆ 通複GT#5-3空壓機葉片升級,改善後提升

機組效率1.07%,增加出力12,556KW。

◆ 中八機藉由最佳化控制策略之改善提升鍋爐

效率,提升機組效率0.07%。林一機燃煤均

流調校,改善鍋爐燃燒效率,提升機組效率

0.09%。

4. 發展淨煤技術及碳捕捉封存

本公司已規劃先進型二氧化碳捕捉技術的

建立和離岸地質封存二氧化碳計畫的執行,並

期能藉由二氧化碳捕捉封存技術的建立,達成

電廠二氧化碳減量排放的目標。

近年來,本公司致力於微藻削減二氧化碳

大型化光合反應器之研究,以建立環境友善方

法固定二氧化碳之技術。97年於大林電廠完成

建立開放式養殖池及大型化光合反應器,同時

並開發藻體(Biomass)多元化應用相關核心

技術,以彌補前端固碳所投入的成本。

5. 節電管理及宣導

(1)由公司內部以身作則,成立「台電公司節

約能源推行小組」,訂定「節約能源考核

要點」,按月追蹤檢討,並製作「節能排

行榜」,表揚激勵年度績優單位。

(2)透過各種管道,如網路媒體、學校活動、

村里民大會、媽媽教室、節約能源觀摩會

等,加強對外節約用電宣導工作,並成立

節電服務隊及安排定期的高壓用戶訪問服

務,提供用戶正確節電技巧,以引導用戶

使用高效率節能產品及提升大用戶之用電

效率。

(3)每年定期舉辦一次大型節約能源觀摩會;

並在部分區營業處設置節約用電展示場

所,宣導合理用電與節約能源方法。

(4)持續97年夏季做法,自98年7月1日起擴大

實施「電費折扣獎勵節能措施」,適用範

圍除原來的住宅用戶及國中、小學校外,

並將社區公共設施納入,依持續節電情形

給予電費10%~30%之擴大折扣優惠。

seminar is hold annually. An energy

conservation exhibition hall is set up in

some branches to promote reasonable

energy consumption and conservation

methods.

(4)Taipower expanded the implementation

of an incentive measure starting on

July 1, 2009. In addition to residential

h o u s e h o l d s a n d p r i m a r y a n d

secondary schools, this measure was

also applicable to public facilities of

communities. The customers were

entit led to have a 10%-30% tar i f f

discount according to the amount

they had saved.

With reference to the approaches adopted

by developed countries and based on domestic

and foreign situations, this company formulated

a“Taipower GHG Control Strategy”. Through this

strategy and the aforementioned environmental

protection measures, it is estimated that some of

the major carbon reduction achievements will

be reached such as:

1. CO2 Emission Reduction in Power Generation ◆ Over many years of effort, the intensity of

pollution emitted from Taipower's thermal

power plants was greatly reduced as

compared with the levels of 1989: particles

from 745 Kg/106KWh to 25 Kg/106KWh, SOx

from 6,323 Kg/106KWh to 352 Kg/106KWh,

and NOx from 1,503 Kg/106KWh to 390

Kg/106KWh.

◆ In 2009, the three nuclear power plants

provided near 40 TWh of power to the

system. If calculated by the CO2 emissions

from supercritical coal-fired units at 0.839

kg/KWh, the total CO2 emission reduction

reached 3,400 tons.

本公司經參考國際間先進國家電力事業之做法,及考量

國內外情勢,已規劃完成「台電公司溫室氣體管制策略」,

98年度在降低發電系統二氧化碳(CO2)排放量,及上述第

(一)節其他環保措施下,預估重要的減量成果如下:

1. 降低發電系統CO2排放量

◆ 深澳、林口、彰工、大林發電廠新機組採用超臨界燃

煤機組,機組效率達42.3%(HHV-G),以彰工80

萬瓩新機組為例,其CO2排放強度較目前既有機組減

少約10%。

◆ 截至98年底止,本公司既有火力發電機組(通霄5~6

號機、協和2號機、興達GT及4號機,及大林1~2號

機之磨煤機)進行效率改善並且經國際查證機構依

ISO14064-2標準查證,通過的CO2減量額度已達16

萬公噸。

◆ 經過多年努力,各火力發電廠污染物排放強度與78年

比較粒狀污染物由745kg/百萬度降至25kg/百萬度、

硫氧化物由6,323kg/百萬度降至352kg/百萬度、氮

氧化物由1,503kg/百萬度降至390kg/百萬度。

◆ 98年,運轉中之3座核能電廠提供了近400億度電力,

若以燃煤超臨界機組二氧化碳排放量每度0.839公斤

估算,總核能電力的減碳效益高達3,400萬噸。

◆ 依據9806電源開發方案,於2009-2025年期間規劃燃氣

機組新增容量合計為472萬瓩,預估至2025年減碳效

益達1,660萬噸;2009-2025年期間規劃再生能源新增

發電容量合計為166.7萬瓩,預估至2025年減碳效益達

2. 推動節能減碳之成效

◆ 依公司內部訂定之「節約能源考核要點」,按

月追蹤檢討, 98年度共節約用電1.36億度,

減少CO2排放量約86,496公噸。

◆ 98年7月1日起擴大實施「電費折扣獎勵節能

措施」,依持續節電情形給予電費10%~30%

之擴大折扣優惠。98年實際節電度數合計約

37.6億度,節電而享受電費折扣金額61.1億

元,減少CO2排放量239萬公噸。

◆ 為減緩地球暖化,本公司自去(97)年分別

與連江縣、屏東縣恆春鎮及花蓮縣吉安鄉

公所及軍方合作辦理植栽計畫,由縣府等

協助提供土地、本公司提供經費,共同植

樹以發揮減碳效益,亦可綠美化環境,提

升環境品質。98年度已完成高雄縣鳳凰山

陸軍步兵學校內30公頃造林工程,共種植3

萬6千株樹苗。

reviews. In 2009, 136 GWh of power was

saved and 86,496 tons of CO2 emissions

were reduced.

◆ Taipwoer expanded the implementation

of“Power Tariff Discount Incentive

Measures”starting from July 1, 2009.

A 10%-30% d i scount was of fered

according to the amount saved. In

2009, the actual power being saved

reached 3.76 TWh. The discount amount

was NT$6.1 billion. The CO2 emission

reduction was 239 tons.

◆ To al leviate the impact of global

war ming on the Ear th , Ta ipower

initiated a tree-planting program in

2008. Taipower cooperated with local

governments of Lienchiang, Pingtung,

Hualien Counties and military to carry out

this program. The county governments

assisted in providing lands and Taipower

provided expenses to jointly fulfill this

effort. Tree planting not only reduces

CO2 emiss ions but also beautif ies

and greenifies the environment and

upgrades environmental quality. In

2009, a 30 hectares forestation project

in the Army Infantry School in Kaohsiung

was completed. There were in total

36,000 trees planted.

industrial safety and health of the employees

(including working partners-contractors) and

external caring is caring for the whole society

as a corporate citizen. In caring for the society,

our belief is that“Regardless of the financial

situation of the company, we should not let

the children suffer and should not leave them

uneducated, and we should not dispel social

charity”and“Electricity is like love and will go

wherever it is needed.”Taipower spread its

sincere caring and kindness to the society. The

caring for the life of employees and working

partners is one of the most important issues in

the company's management. The high ranking

officials of this company signed anew the Health

and Safety Policy on Novmber 24, 2008, for the

commitments to respecting life and caring for

health. According to the Taiwan Occupational

Safety and Health Management System (TOSHMS),

Taipower fulfilled its commitments to enhance

industrial safety performance to meet the principle

of“safety first”.

1. Engaging in Activities for Social Care

◆ Light of Love

On the eve of Chinese Lunar New Year,

Taipower and the“A Kernel of Wheat

Foundation”jointly held a series of activities for

elders who live alone, including inviting them

to dinner, and accompanying them to do

festival shopping. Vice President Han-Shen Lee

delivered new year greetings and presented

gifts to them. Taipower's love warmed the

hearts of the elders.

◆ Seeds of Hope Program

This program was started in 2005. In 2009,

Taipower provided 70 underprivi leged

aboriginal students part-time jobs in their

hometowns: the Hualien Mennonite Hospital,

the Taitung Christ ian Hospital and the

Pingtung Christian Hospital. This helped them

to alleviate tuition pressures and understand

the needs of their hometowns. It is expected

that the aboriginal tribes will not only be

places for the elderly and children, but will

become places of hope for working adults

as well.

◆ Firefly, Children Reading Plan

Taipower and the A Kernel of Wheat Foundation

jointly promoted“Firefly, Children Reading

Plan”starting from September 2007. Ten

after school classes were set up in the

Huatung area, providing mobile book carts,

character education class, summer time

growing reading camp, little angel heroes

gathering, etc. The brightness of this program

led the Huatung children to undergo a year

of knowledge and sensitivity.

本公司再度與一粒麥子基金會於農曆年前舉辦

「為愛發光」活動,邀請台東縣獨居老人圍爐用

餐,由李副總經理漢申率本公司關懷團隊向長者

拜早年,並贈送年節禮品,陪伴老人家逛賣場買

年貨,以實際行動溫暖台灣後山長輩的心。

◆ 希望種子計畫

本公司從94年起,每年舉辦「希望種子計畫」

, 98年提供約70位設籍於花蓮、台東及屏

東之清寒原住民大專生暑期返鄉工讀機會,

分別在台東基督教醫院、花蓮門諾醫院及恆

春基督教醫院服務,協助院內醫療、社區關

懷和行政庶務工作,藉此減輕學費壓力,並

了解原鄉需要,讓未來原住民部落不再只是

老小生活的地方,而是青壯年注入希望的地

方。

◆ 火金姑兒童閱讀計畫

本公司與一粒麥子基金會共同延續辦理從96

年開始推動的「火金姑兒童閱讀計畫」,在

花東地區成立10處課輔班,藉由行動書車、

品格教育課程、暑期閱讀成長營、小天使群

英會等活動,使火金姑的光芒帶領花東孩子

們度過知性與感性的一年。

◆ 二手電腦捐贈活動

為了使資源發揮更有效的運用、把關懷送給需要

的人,本公司98年首度辦理二手電腦捐贈活動,

在「綠色奇蹟3C資源回收網」的協助下,將公

司221套二手電腦再生,捐給八八水災受災小

學,為災區學童帶來新的希望,也讓珍惜地球資

源的觀念從小向下紮根。

◆ 參與世界展望會活動

陷困境,急需大家伸出援手。98年本公司特別與

「台灣世界展望會」合作,舉辦「用愛點亮台灣

,為急難家庭充電」系列活動,及時提供這些家

庭生活協助,解其燃眉之急。本項活動包括12小

時飢餓體驗,並發動員工捐款,鼓勵加入世展會

成為志工等。

◆ Secondhand Computer Donation

In order to effectively utilize resources and

render its caring to the needy, in 2009,

Taipower held a secondhand computer

donation activ ity for the f i rst t ime. 221

recycled computers were given to primary

school students who suffer the flood disaster

on August 8. This brought new hopes to the

students and educated them the concept of

treasuring the resources of the Earth.

◆ Participation in World Vision's Activities

In recent many years, many families were

seriously impacted by the global economic

crisis and have been desperately seeking help.

In 2009, Taipower cooperated with World Vision

Taiwan to hold a series of activities entitled

“Brightening Taiwan with Love, Recharging

Electricity for the Most Vulnerable Families”

to provide assistance to the families deeply

in need. The activities included experiencing

12-hour Hunger, launching money donation

among employees, and encouraging joining

the Vision to become a volunteer.◆ 獎助學金專案活動

之莘莘學子,本公司每學年度均辦理獎助學金頒

2. Caring for the Life of Employees and Working Partners◆ Industrial Safety

According to the government's instructions,

Taipower has establ ished the Taiwan

O c c u p a t i o n a l S a f e t y a n d H e a l t h

Management System (TOSHMS). As of the

end of 2009, all the units in the company

participated in this system and 29 units

passed the certification. The company's

per formance in industr ial safety was

actually enhanced. It has become a

natural habit for every employee to put

“safety first”in their life and work.

◆ Nuclear Safety Culture

In order to establ ish the contr ibution

spirit and the responsible attitude for the

personnel who engage in nuclear safety

related work, Taipower started to promote

nuclear safety in full force in 1993. After a

review meeting, based on implementation

experiences, a nuclear safety culture

reinforcement project was set up in 1998.

This was done to promote the concept of

safety as the first priority in the work place.

It was also done in an attempt to establish

among employees and contractors a good

work attitude and good work habits to

substantiate the concept of nuclear safety

in their daily life, resulting in good operation

performance.

◆ Annual Industrial safety Investigation Plan

• Safety and health investigation team

made 42 random checks in 132 units.

• Main transformer investigation team made

2 checks of 35 transformers in 14 units.

investigated in 68 units of the second-level

were made in 24 units.

• Excluding commuting:The frequency

index of injuries was 0.26 and the severity

index 118. The total injury index was 5.53.

• Including commuting:The frequency

index of injuries was 0.53 and the severity

index 123. The total injury index was 6.17.

(2) Contractors

• The frequency index of injuries was 0.24,

the lowest level in recent years.

◆ 工安的落實與執行

依據行政院勞委會之規定,落實辦理台灣職

業安全衛生管理系統(TOSHMS)之建置,迄

98年底,本公司各單位已依法建置完成,並

輔導29個單位取得驗證通過。確實提升工安

績效,每一同仁都能將生活與工作確實做到

「安全第一」為自然的習慣。

◆ 核安文化的宣導與落實

為建立所有從事有關核能電廠人員之奉獻精

神與負責態度,本公司於82年開始全力推動

核安文化, 並於87年根據推展經驗檢討後訂定

「核能安全文化強化方案」,以安全為最優

先考量,建立員工正確、良好的工作態度與

習性,進而使核安文化觀念落實至每一員工

及承包伙伴之日常工作中,以達成良好營運

績效。

gradually been redefined to include service

as its core business. Service is also one

element of our management philosophy. In

order to continuously enhance the quality

of thoughtful customer service and upgrade

the company's corporate image, in 2009,

the major promotional tasks of the company

were:

1. Call Center

In order to upgrade customer service

quality and strengthen interaction with

the customers, a call center system was

installed in northern and central Taiwan.

The telephone no. of the Call Center is

1911, offering 24-hour service. Through a

unified window, it can provide customers

rapid, accurate and efficient services,

including applications, bi l l payment,

consumption data, power outage and

restoration, complaints, etc.

2. Thoughtful Customer Service

◆ E-Service

In order to strengthen customer service,

efforts have been made in providing

more multiple and convenient choices

for customers. Customers can send their

applications, download forms, pay bills, and

inquire about the progress of application,

scheduled outages, etc. through the Taipower

Website.

◆ Convenient and Value-Added Service

In response to customer requirements, Taipower

shortened customers' waiting time for power

supply and the duration of power outages.

The service measures of“construction first,

payment later”and“fast, sound and safe

power outage repair”were promoted. In

addition, to understand customers' needs and

power consumption questions, special visits to

large customers were implemented to provide

customers with thoughtful and appropriate

value-added service.

3. 多管道電費付款方式

為方便用戶繳費,本公司提供信用卡轉帳、

自動櫃員機、存款帳戶轉帳、網路、多媒體隨選

視訊(MOD)系統轉帳、Hinet繳費平台、電話語

音、行動電話、代收電費單位櫃台等繳費方式,

供用戶選用。

4. 志工服務

配合業務需要,於各區營業處招募退休員工

擔任志工,協助用戶辦理用電申請、代填書表、

一般用電諮詢及其他服務性工作。

5. 設置公園化的洽公環境

於各區營業處服務中心(所)營業廳擺設盆

栽及藝文作品,另於營業廳外部設置「小型睦鄰

公園」,提供民眾優質的洽公環境,而且已成為

鄰近社區民眾休閒散步的好去處。

6. 路平措施

為提供用路人安全舒適的道路,以及減少配

電設備對於行人及行車視線的影響,全面進行本

公司道路人(手)孔蓋周邊與道路平整度工作,

及建設無障礙通行空間。

To enable customers to pay their bills

at any place and any time, Taipower offers

mult iple channels for customers to pay

electricity bills with, including credit cards,

bank accounts, telephones and cell phones

as well as the MOD (Multimedia on Demand)

system, the Hinet platform, ATMs, convenience

stores, financial institutions, and the Taipower

Website.

4. Volunteer Service

Each branch, according to its needs,

recruited volunteers from Taipower retirees to

provide customers assistance in applying for

electricity, filling out forms, and consultation

of general electricity-related matters.

5. Establishment of a Park-Like Office Environment

In addition to being decorated with

potted plants, scrolls and paintings in the hall

of the branches, a small“friendly neighbor

park”was established in the branch, providing

a comfortable service environment for

customers.

6. Road Improvement Measures

In order to provide pedestrians with safe

and comfortable roads and to diminish the

effect of the sight of pedestrians and vehicles

near the distr ibution facil it ies, Taipower

implemented comprehensive efforts to make

the areas around manhole covers level with

the roads and established obstacle-free

spaces.

In order to pass on techniques and experience,

adjust manpower structure, promote manpower

resource development and upgrade management

performance, Taipower engages in new employee

recruitment and training programs.

1. Manpower Recruitment

In October 2009, Taipower entrusted

the Min i s t ry of Economic Af fa i r s for a

public examination to recruit 409 highly-

educated and qualified specialists. They

underwent a 6-month probation period

before starting to work. They obtained a

preliminary understanding of the company

and its business, and developed a sense

of belonging and loyalty. Assistance and

guidance were provided to them while

learning in different sectors in an attempt to

convey to them the professional knowledge

and techniques required in their work.

2. On-the-Job Training

To strengthen employees' knowledge and

management techniques, the following study

and training programs were undertaken:

119 employees went for overseas research

on special topics; 12 studied for master's

and doctoral degrees; 241 participated

in supervisory training; 180 participated in

intermediate supervisory training and 154

participated in senior supervisory training.

To c o p e w i t h t h e i m p a c t o f t h e

future privatization of Taipower, retraining

programs were held to cultivate employee's

second professional specialties. There were

312 participants in 9 classes. In addition,

Taipower promoted a“certificate system”

in an effort to help employees to obtain

electricity-related certificates. There were

413 participants in 8 classes. The amount of

electricity-related certificates that Taipower

helped employees to obtain reached 1,909.

There were 53,307 participants in various

training programs.

Confronted with the challenges from

the age of knowledge-based economy and

life-long learning, Taipower will continue

to promote e- learning to re inforce i t s

competitiveness.

為利技術傳承及新陳代謝,以提高人員素

質、促進人力資源發展及提升經營績效,依據

人力羅致計畫及人才培訓體系,積極執行人員

晉用及培訓工作。

1. 人員招募

本公司於98年10月奉經濟部統籌對

外招考新進派用人員,預計在99年分發

進用大專學歷以上質優、專業人才409

人,並規劃在渠等到職後即施予半年之職

前及實習訓練。職前訓練為期二週,使新

進人員對本公司各項業務有初步的認識與

了解,產生向心力及歸屬感;實習期間將

派往有關部門輪流學習並指派導師予以長

期輔導,培養進入本公司職場所需專業知

識及技能。

2. 在職訓練及主管培訓

派赴國外考察及實習119人,進修碩士、博士學

位12人。參加基層主管培訓人員241人、中階主管培

訓人員180人、高階主管在職訓練154人次,以加強主

管人員管理知識與技能。

為因應公司民營化,特別加強員工第二專長訓

練,98年辦理9班,合計312人次參訓。配合政府政策

積極推動證照制度,以提昇技術能力,98年度開辦8

個證照專班培訓413人次,並協助員工取得從事相關

工作所需之專業證照計1,909人次。另配合人才培訓

體系,積極辦理各項在職訓練,總計98年度共計辦理

53,307人次。

面臨知識經濟與終身學習時代嚴峻的挑戰,除了

各項實體訓練外,本公司並持續發展與推廣網路學

1. 熱效率改善

發電機組熱效率提升方面的研究,包括燃煤品

級對機組運轉性能的衝擊、機組熱平衡的計算、熱

功設備性能劣化診斷、機組運轉最佳化分析。

◆ 持續進行新能源技術調查與計畫規劃。

◆ 完成高容量貯氫合金研製與貯能應用及固態

1. Improvement in Thermal Efficiency

The study on the improvement in thermal

efficiency included the impact of coal quality

on generators, the identification of abnormal

operation condit ions by heat balance

method, the diagnostic of per formance

deterioration of the components, and the

implementation of optimization techniques

for the boilers

2. Promotion of Renewable Energy

◆ Continued investigation and planning of

new energy projects.

◆ Completed study on fabrication and

energy storage of the novel alloys with

high hydrogen storage capacity, and filed

related patent applications.

10 KWp HCPV system and built a forecasting

model for wind turbine output.

1. 東亞暨西太平洋地區電力事業協會

(簡稱「亞太電協」)2009年高階主管會議

本屈會議主題為「在不確定時代下的電業

挑戰與機會」,由本公司主辦,於10月14∼16

日在高雄市漢來大飯店舉行,為期3天,共計有

127人參加。

本公司於1988年加入亞太電協,爭取到

2009-2010年會議主辦權,本屈亞太電協理事

長及秘書長分別由本公司陳董事長及企劃處莊

處長擔任,除於2009年召開高階主管會議外,

將於2010年10月25~28日在台北國際會議中心

及世貿一館A區舉行電力產業會議(CEPSI)

(含電力科技展覽會),為期4天,預計將有

1,200人與會。

International Conferences

1. The 2009 CEO Conference of AESIEAP

T a i p o w e r h o s t e d t h e 2 0 0 9 C E O

Conference of AESIEAP (the Association of the

Electricity Supply Industry of East Asia and the

Western Pacific) at the Grand Hi-Lai Hotel in

Kaohsiung from October 14 to 16. The theme

was“Challenges and Opportunities of the

Electric Power Industry in an Uncertain Era”.

There were 127 participants.

Taipower joined ASIEAP in 1988. As Taipower

is hosting AESIEAP activities for 2009 and 2010,

Mr. Edward K. M. Chen, chairman of Taiower

and Mr. Guang-Ming Chuang, director of the

Department of Corporate Planning, assumed

the post of president and secretary-general,

respectively. In addition to convening the

2009 CEO Conference, Taipower wil l host

the Conference of the Electric Power Supply

Industry (CEPSI), from October 25 to 28 in Taipei

International Convention Center and Taipei

World Trade Center. It is expected that there will

be 1,200 participants.

2. The 28th Sino-Japanese Modern Engineering and Technology Symposium

This symposium was held in November

2009, Taipei. Taipower hosted the nuclear

panel discussion on November 17. Mr. Jun

Matsumoto, general manager of the Tokyo

Electric Power Company, was invited to deliver

a speech concerning“the requirements of

the nuclear regulatory agency and local

government, and major content of inspections,

tests and improvements necessary to the

reimplementation of the Kashiwazaki-Kariwa

Nuclear Power Plant unit 7 (KK7) after Niigataken

Chuetsu-Oki Earthquake in Japan”. There

were more than 60 participants, including staff

members from nuclear-related departments and

power plants, and the Atomic Energy Council of

the Executive Yuan.

3. The 9th Annual Cross-Strait Academic Conference on Nuclear Energy

This conference was held in Taiwan, from

December 1 to 2 in the Institute of Nuclear

Energy. Taipower is the cosponsor. Promotion

of nuclear safety was the focal point of

the conference. There were more than 130

participants from Taipower's nclear-related units

and nuclear power plants, and nuclear-related

industries.

2. 中日工程技術研討會

第28屆中日工程技術研討會於98年11月在

台北召開,本公司主辦核能分組討論會,於11

月17日在台電大樓舉行,邀請日本東京電力公

司專家松本純先生發表「日本柏崎刈羽核電廠

七號機地震後再起動前管制單位與地方政府的

要求及相關的檢查、測試與後續改善內容」。

本公司各核能有關單位、核能電廠以及原子能

委員會共計約60餘位代表與會。

3. 兩岸核能學術交流研討會

第九屆兩岸核能學術交流研討會98年在台

灣舉行,於12月1、2日二天假核能研究所召

開,本公司為協辦單位,本屆以增進核能安全

為研討會的主軸,本公司各核能有關單位、核

能電廠以及社會各界核能相關產業共計約130

餘位代表與會。

3. 第21屆CRIEPI/TPC技術交流年會

本公司與日本電力中央研究所(CRIEPI)

第21屆技術交流年會於12月16-19日在本公司舉

行,年會主要討論內容除檢討過去一年來雙方

合作情形外,探討的議題均著重於電動車及二

氧化碳地質儲存選址等,日方代表團共計9人,

由執行副總經理 Mr. Michio Suzuki領隊參加,

本公司則由綜研所費所長主持會議。CRIEPI

代表團並於年會後參觀興達電廠卸煤碼頭。

韓國

1. 韓國電力公社

第27屆中韓電力技術暨能源合作委員會議

於4月27日至5月1日在台北舉行。韓國電力公

社代表團一行5人由配電營運處姜處長熙泰率

領。會議共分線路技術、電源開發、研究發展

三組進行研討。另外,雙方亦協議未來本項會

議將與另一項定期考察活動合併辦理。

2. 韓國南東發電(株)

韓國南東發電(株)依據雙方簽定之交流協

定,由嶺東火力發電廠廠長尹仁鎬先生率領11

人訪問團,於10月27日至10月30日來訪,與發

電處進行第3次發電技術交流會議,就環保、再

生能源、風力發電、營建、規劃、人力等各類

議題交換經驗。

南非

第22屆中斐電力技術合作會議原擬於10月在

約翰尼斯堡舉行,因H1N1肆虐,南非電力公司建

議會議延至99年舉辦。

國際交流活動

宏都拉斯

台電與宏電之電力合作已進入第32年,截至98

年底台電派赴駐宏電力團工作的專家累計已達146

人次。民國98年10月何智浩先生奉派接替王崇鈇先

生繼任駐宏電力團團長職務。

另外,本公司於3月17日至23日派遣水力規劃專

1. 中部電力株式會社

本公司與中部電力於2005年簽訂「交流備

忘錄」,有效期間截至2009年為止,自交流以

來雙方互動良好,均同意繼續維持交流關係,並

以追加備忘錄完成續約四年。本公司派赴日本中

部電力第二屆考察團由李副總經理漢申率團於9

月15日赴日訪問4天,分別就溫室氣體與電力通

信等議題交流意見。

2.中國電力株式會社

本公司派赴日本中國電力株式會社第14屆幹

部考察團,由李副總經理肖宗率團於4月13日前

往訪問10天,分別就智慧型電網等議題交流意

見。

日本中國電力株式會社第40屆觀摩團一行8

人於11月9日至18日來訪,由李副總經理錦田

接待,除討論相關議題外,本公司並安排參觀

活動。

International Cooperation Activities

Honduras

The Technical Cooperation Contract

between ENEE and Taipower entered its 32nd

year. Up to the end of 2009, Taipower has sent

146 specialists to Honduras. In October, Mr. Chih-

Hao Ho, succeeded Mr. Chung-Fu Wang, as the

chief of Taipower Mission in Honduras.

A expert team for hydro planning project

was dispatched to Honduras to survey the plant

site of the PATUCA 3 hydro power project from

March 17 to 23. In addition, Taipower dispatched

a technical cooperation negotiation team

to visit ENEE from June 16 to 20 to discuss the

assistance that Taipower could provide for the

PATUCA 3 hydro project.

Japan

1. Chubu Electric Power Co., Inc.

The memorandum between Taipower and

the Chubu Electric Power Co., Inc. was signed

in 2005 and expired in 2009. Based on the

remarkable interaction between the two sides,

both agreed to continue the good exchange

relationship. The memorandum was renewed

and extended for 4 years. Taipower sent a

5-member delegation led by Mr. Han-Shen Lee,

vice president of Taipower, to visit the Chubu

Electric Power Company from September 15 to

18. Discussion topics included greenhouse gases

and telecommunications.

2. Chugoku Electric Power Co., Inc.

The 14th high-ranking delegation led by Mr.

Stephen S. T. Lee, vice president of Taipower,

paid a 10-day visit to the Chugoku Electric

Power Company starting from April 13. An

exchange of opinions was made on smart grid

and other relevant topcs.

The 40th manager-level Chugoku Electric

Power Company's 8-member delegation visited

Taipower from November 9 to 18. Mr. J. T. Lee,

vice president of Taipower, received them in the

headquarters. Discussion topics were held and

field trips were arranged for them.

3. The 21st CRIEPI/TPC General Meeting

The 21st CRIEPI/TPC General Meeting

was held in Taiwan Power Company from

December 16 to 19. In addition to reviewing the

cooperation issues in the past year, discussion

topics were focused on the issues of electric

vehicles, geologic CO2 storage sites, etc. A tour

was arranged for the delegates to visit the Hsinta

Thermal Power Plant coal-unloading pier.

Korea

1. Korea Electric Power Corporation (KEPCO)

The 27th Conference of Technology and

Energy Resources Cooperation Committee

between KEPCO and Taipower was held in

Taipei from April 27 to May 1. Five delegates

led by Mr. Kang, Heui-Tai, vice president of

Distribution Operation Department, KEPCO,

attended the Conference. Three specific topics

were discussed in three parallel sessions: power

l ine technology, power development and

system planning, and R & D.

In addition, both sides agreed to combine

this conference with the personnel exchange

program.

2. Korea South-East Power Company (KOSEP)

According to the Cooperation Agreement for

Fuel Procurement and Power Generation signed

by Taipower and KOSEP. Mr. Yoon, In-Ho, general

manager of the Yeongdong Thermal Power Plant

of KOSEP, led a 11-member delegation to pay a

4-day visit to Taipower starting from October 27.

The topics discussed in the 3rd Technical Exchange

Meeting were focused on environmental protection,

renewable energy, wind power, construction,

planning, manpower and other relevant issues.

South Africa

Due to the epidemic of H1N1, both Eskom

and Taipower agreed to postpone the 22nd

Cooperation Conference between Eskom and

Taipower, which originally scheduled to be held in

Johannesburg in October 2009, to 2010.

為減緩地球暖化,台電自今年起主動與地方政府合作造林,分別與高雄縣、台中縣、苗

栗縣、連江縣、屏東縣恆春鎮及花蓮縣吉安鄉公所展開植栽造林計畫,預計三年後植栽

總面積可達150公頃。

為響應台灣世界展望會第二十屆飢餓三十活動,本公司在總管理處一樓大廳舉辦「飢餓

午會」,號召員工參加「飢餓體驗營」,並贊助新台幣150萬元,幫助國內急難家庭站

穩腳步,重新出發。

召開本公司98年股東常會。

為反映季節供電成本,本日宣佈:自6~9月夏季用電尖峰的4個月,啟動夏季電費計價

制。另為鼓勵節能,於今年7月1日起擴大優惠獎勵,對住宅用戶及國民中小學校另訂有

電費折扣辦法。

The Tatan Thermal Power Pant Combined-Cycle Unit 6, 471,000 KW, started

commercial operation. The Tunghsiao Thermal Power Plant Combined-Cycle Gas

Turbine Unit 6 was upgraded and its capacity was increased by 7,600 KW.

The Fourth Nuclear Power Plant was renamed the“Lungmen Nuclear Power

Plant”.

President C.Y.Tu and Professor F.C.Lin of the Dept. of Engineering and Applied

Sciences, National Science Council, co-hosted a seminar“New Generation of

Technology for the Power Transmission Grid”. Prof. Lin presented a medal“Great

Contribution to Electricity”to President Tu.

To alleviate global warming, Taipower took the initiative in cooperating with local

governments on a forestation campaign starting from this year. Taipower deployed

the tree planting project in Kaohsiung, Taichung, Miaoli, Lienchiang, Pingtung and

Hualien Counties. It is estimated that the tree planning areas will reach 150 hectares

in 3 years.

In response to the 20th“Hunger 30”campaign hosted by the World Vision Taiwan,

Taipower held“hunger lunch meeting”in the lobby of its headquarters, calling for

employees to join the“hunger camp”. Taipower sponsored NT$1.5 million to help the

most vulnerable families to stand firm and restart.

2009 Stockholders' Standing Meeting was held.

To reflect seasonal power supply cost, Taipower announced: During the summer

peak-hour power consumption from June to September, the summer tariff schedules

system will be activated. To encourage energy conservation, Taipower will expand

the practice of tariff schedule incentive measures starting from July 1. Discount

guidelines will be stipulated for residential customers and primary and secondary

schools.

中度颱風莫拉克侵台,全台累計最高停電戶數為1,595,419戶,主要集中在中南部及台

東、花蓮等區處,經公司動員員工及承攬商3,203人搶修,大部份地區在短期內已復電,

部份地區則因超大豪雨造成嚴重積水、山區道路中斷,致影響搶修進度,經公司搶修人

員突破重重困難,於9月12日已全部恢復供電。

9 月 30 日本公司2009年淨灘活動今日在全台各地及離島金門、馬祖等14處海灘展開,台電員工、

眷屬及地方人士約7千人共同參與。

10月15 日

兩年一度的東亞暨西太平洋地區電力產業協會(AESIEAP,簡稱亞太電協)2009年高階

主管會議,自今日起連續兩天假高雄漢來大飯店舉行。台電公司身為2009-2010年亞太

電協主辦單位,邀請中國、日本、韓國、泰國、馬來西亞、印尼等亞太地區18個國家或

地區共141位電力業高階主管(CEO)與會。

經濟部中央標準檢驗局ISO 14064-1溫室氣體排放查證頒證典禮,由陳局長介山主持及

頒證,本公司由涂總經理代表致辭,本次共有所屬各發電單位〈計有10座火力發電廠、

3座核能發電廠、9座水力發電廠〉及各供配電單位〈計有4個區營業處、6個供電區營運

處〉等32個單位接受授證。

T大潭燃氣複循環第4號及第5號機組,由低壓改為高壓天然氣運轉,裝置容量增加

507,400瓩。

The GHG emission reports presented by 32 units were verified by ISO 14064-1.

Director General Jay-san Chen of the Bureau of Standards, Metrology &

Inspection, MOEA, delivered the certificates. Taipower President C.Y. Tu gave a

speech in the ceremony.

December 31

The Tatan Thermal Power Plant Combined-Cycle Units 4 and 5 were converted

from low pressure to high pressure and started commercial operation. The total

installed capacity increased by 507,400 KW.

August 8

Typhoon Morakot hit Taiwan. In total, 1,595,419 households suffered a power

outage, majorly in central, southern and eastern Taiwan. After efficient rescue

efforts dedicated by 3,203 Taipower employees and contractors, the power

supply was restored in a short time in most areas. Owing to the high water

caused by the heavy rains and the roads unaccessible in the mountain, the

progress of rescue work was affected. Taipower rescue personnel conquered

numerous difficulties to completely restore power supply on September 12.

September 30

The“2009 Beach Clean-up Campaign”was carried out in 14 areas around

the island and off-shore islets, Kinmen and Matsu. There were in total 7,000

participants, including Taipower personnel and their family members and local

people.

October 15

The 2009 CEO Conference of AESIEAP (the Association of the Electricity Supply

Industry of East Asia and the Western Pacific) was held at the Grand Hi-Lai Hotel

in Kaohsiung. As the host of all AESIEAP activities from 2009 to 2010, Taipower

invited 141 CEOs of power industries from 18 countries and regions.

7 月 14 日本公司為提升海外購煤自運率以掌握貨源及穩定運煤成本,於本日與台船公司議妥委由

該公司建造93,300載重噸煤輪4艘,預計在民國100年可以按季分別交船投入營運。July 14

To upgrade the self-shipping rate of overseas coal procurements to control

supply sources and stabilize shipping cost, Taipower entrusted Taiwan

Shipbuilding Corp. to build 4 coal ships, each with a carrying capacity of 93,300

tons. They were scheduled for quarterly delivery and operation in 2011.
