Happy Winter!

“ I engaged Alison to list and sell my mountain ski cabin. I chose her because of all of her signs in Tahoe Donner, where my home is located. I expected a very productive operation, and I was not disappointed! She and her folks quickly follow up on all the myriad details, only burdening me when absolutely necessary, otherwise taking care of things themselves whenever possible. They have contacts in every imaginable area. And they are very responsive too. For example, one time Alison took my after-hours call while at the hairdresser under a dryer! (and of course at many other more convenient times too). All this and she is also very personable and easy to talk to, which is very important when the news is bad or the subject is difficult. I would wholeheartedly recommend Alison and her team!”

FROM THE GENERAL MANAGER’S DESK

Winter is Back! After consecutive storms this season, our winter season has returned and so have our members, guests, and public. Like many forecasted, if we just spend the money to install snowmaking at our Down-hill Ski Area, it is guaranteed to snow, and it has. We have plenty of snow and a wealth of activities to enjoy in your own, personal, resort community of Tahoe Donner. Of course, the three primary winter amenities - Down-hill, Cross Country, and Snowplay areas - are open and have already seen record visitation. Our new Alder Creek Adventure Center has been extremely well received by not only our Nordic Community, but countless others who cherish the ambiance and great new offerings of the Alder Creek Café. Aside from the Febru-ary highlight of activities noted in the monthly Tahoe Donner News, you can always locate updated information online at our TahoeDon-ner.com website, or sign up for weekly emails which highlight information about events, programs, and services in your community.

In December we recognized four great employees for their contributions to the association during 2015. Kyle Winthers was recognized as Team Member of the Year for his continued dedication and customer service at Trout Creek Recreation Center. Jody Sergison was recognized as our Most Valuable Player of the Year for his graphic art work in our Communications Department. Sean Connors, our maintenance manager, was recognized as Manager of the Year for his great team leadership skills, in-depth review of our maintenance standards programs, and

continued superior customer service engage-ment with our amenities. Our Member Service Office’s Linda Jafferian was also recognized for outstanding customer service. If you have the opportunity, please recognize these great team members who have set themselves apart in the work they do for our community.

In February we are scheduling an associa-tion town hall meeting to discuss the pros and cons of motorized boats utilizing the Beach Club Marina boat ramp for the 2016 operating season. This discussion and review will center on the risk associated with many different aquatic activities taking place in a limited beach front along with the associated parking impact of boat trailers. This town hall meet-ing will take place on Feb. 20 from 5-6 p.m., downstairs at The Lodge Restaurant & Pub.

As we enter a new year for the association, and we consider our membership’s $3.1 billion real estate asset value in this community, there are some basic organizational fundamentals you should be aware of in how our elected California Mutual Benefit Corporation/Com-mon Interest Development Boards of Directors operate. You might wonder what the differ-ence is between a board meeting and a special meeting, or an annual meeting and a town hall meeting. Here’s some clarification.

ANNUAL MEETINGSAnnual meetings (annual membership

meetings – fourth Sunday in June) are required by our governing documents, which specify when they’re to be conducted and how and when members are to be notified about the

meeting. This is the main meeting of the year when members elect a board of birectors, hear committee reports and discuss items of com-mon interest.

SPECIAL MEETINGSSpecial meetings are limited to a particular

topic. The board can call a special meeting at any time, and they must notify all members in advance. Notification is conducted on the association’s bulletin board in the Northwoods Clubhouse and on the company website. The notice will specify the topic so interested members can attend. Special meetings give the board an opportunity to explore sensitive or controversial matters in order to better inform their decision- making. Members are often requested to participate in the meeting during scheduled membership comment periods, and members always have a right to listen to board discussion.

TOWN HALL MEETINGS Town hall meetings are informal gather-

ings intended to promote two-way commu-

nication between the board and association members. The board may want to present a controversial issue or explore an important question like amending the bylaws. The board may want to get a sense of members’ priorities, garner support for a large project or clarify a misunderstood decision. However, given the size and part- time occupancy of our 6,500 property resort community’s ownership inter-est, information is often communicated and feedback solicited online and via the Tahoe Donner News Magazine, in addition to actual physical meetings.

BOARD MEETINGS Most of the business of the association is

conducted at regular monthly board meetings. Board members set policy, oversee manage-ment’s results, review operating and financial results, resolve disputes, hear appeals, talk to residents and plan for the future. Often the health and harmony of an entire community is directly linked to how constructive these meetings are. Tahoe Donner’s board of birec-

tors hold monthly meetings the fourth Friday of each month, typically starting at 9:00 am and located at either the Lodge Restaurant & Pub or the Northwoods Clubhouse. Meeting schedules and agendas are published online under the association’s Membership/Board of Directors page.

EXECUTIVE SESSION The governing documents and California

law require the association to notify home-owners in advance of all meetings, including Executive Meetings. However, the only time you may not listen is when the board goes into Executive Session. Topics that the board can discuss in Executive Session are limited by law to a narrow range of sensitive topics that include personnel matters, legal topics, contracts, or similarly related sensitive topics. Summarized results of these discussions and decisions are disclosed at the next regular board meeting.

2016 TAHOE DONNER BOARD OF DIRECTORS ELECTIONSEEK ING CANDIDATES FOR TWO DIRECTOR POS IT IONS

2016 is an important election year for the Tahoe Don-ner board of directors. Two (of five) director leadership positions are up for election. Application forms will be available April 1, 2016 in the Member Services office at the Northwoods Clubhouse. The deadline for submitting completed applications is May 2, 2016 at 4 p.m. If you are interested in contributing to the success and vitality of the Tahoe Donner Association, consider running for one of the open board seats.

The following questions and answers provide an over-view of the board’s role and responsibilities as well as specific requirements to serve as a director.

WHAT IS THE BOARD OF DIRECTORS?Tahoe Donner Association is governed by a five-member board of

directors. The directors are elected by property owners and govern the financial management and general operation of the association. The annual budget of the association, including revenue, expenses, required reserve funds, and annual assessments, is in excess of $18 million per year. Operations include the physical management and maintenance of the association’s common areas, operation of the resort amenities, and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.

FIDUCIARY RELATIONSHIP AND RESPONSIBILITY

Members of the board of directors have a fiduciary responsibility to the owners within the association. This fiduciary relationship imposes obligations of trust and confidence in favor of the association and its property owners. It requires members of the board to act in good faith and in the best interests of all owners. It means that board members must exercise due care and diligence when acting on behalf of the asso-ciation, and it requires them to act within the scope of their authority. The fact that the association is a not-for-profit corporation and that the members of the board are volunteers and unpaid does not relieve them from the high standards of trust and responsibility that the fiduciary relationship requires.

WHAT SORT OF ISSUES COME BEFORE THE BOARD?

Within applicable legal constraints, the board determines everything from the amount of the annual assessment to which major projects should be pursued by the association. It governs the general overall operation of the association in conjunction with the association’s general manager. It decides on appeals from association members who disagree with rules interpretation or enforcement. It gives guidance to the association’s committees on topics ranging from recruiting and retaining employees, to which auditor to hire, to defining any new rules that should be put in place. Important items for the board to review and decide upon over the next two years include: continued implemen-tation of the 2030 general plan, fiscal monitoring of the association’s amenities, establishing appropriate funding levels for the association’s reserve and development funds, and utilization of open spaces.

WHAT ARE THE QUALIFICATIONS FOR DIRECTORS?

Article VII, section two of the restated bylaws requires that candi-dates for election to the board satisfy the following qualifications:

• Be an owner of at least a 25-percent separate interest (residential property) within Tahoe Donner.

• Be in good standing with the association, meaning that all assess-ments with respect to all separate interests owned have been paid current, and the candidate is not subject to any suspension of mem-bership privileges.

No property owner is eligible as a candidate if:

• A co-owner (another holding an interest in a property of the candi-date) will be serving on the board at the same time as the candidate.

• He or she is an employee of the association.

• He or she has served two elected consecutive terms of office.

• Your fellow owners will be looking for and will vote for candidates with qualifications they feel will best support the association’s interests and welfare. Direct experience in leadership, management, finance, and resort operations are all experiences that would serve the needs of the association well. Those with other skills, experience

tahoedonner.com | 7

and knowledge relevant to association operations and governance would also be welcome candidates for the open directors’ positions on the board.

WHAT IS THE TIME COMMITMENT?Being an effective director does require time. Regular board meetings

are held once per month, normally on the third Friday. A briefing packet is prepared by the Tahoe Donner staff for each meeting, and a signifi-cant amount of time is required to review and research information, including occasional meetings with staff to clarify particular issues, in order to be well prepared for the board meetings. Monthly board meet-ings usually last most of the day, depending on the agenda items and number of member appeals of enforcement actions taken.

There are also occasional special meetings to review items that cannot wait until monthly meetings. Additionally, each board member serves as liaison to one or more of the committees serving the associa-tion; this involves additional regular meetings. The scheduling, time periods required and number of committee meetings are held at the convenience of the committee chair and depend on the particular task being addressed.

IS IT NECESSARY TO BE A PERMANENT RESIDENT IN TAHOE DONNER TO SERVE ON THE BOARD?

There is no requirement to be a permanent resident of Tahoe Donner. It is desirable to have representation from owners who are part-time residents. However, the time commitment may make that difficult for some owners. The association is equipped for teleconferencing for those times when it may be difficult to attend meetings.

WHAT IS INVOLVED IN RUNNING FOR THE BOARD?

First, you must submit an application by May 2, 2016, 4 p.m. Applica-tions will be available by April 1, 2016 in the Member Services office at Northwoods Clubhouse or can be mailed to you on request. Second, you must submit a candidate’s statement that will be reproduced and included in the board election packet sent to property owners in late May. Third, you may participate in a candidates’ night where you will have the opportunity to directly present your ideas about serving on the board to property owners and answer property owners’ questions.

THE BOTTOM LINE!Serving as a director for Tahoe Donner Association carries many of

the same duties and responsibilities as overseeing any other large busi-ness. Being a board member is a valuable and rewarding experience that should be undertaken by those who see it as an opportunity and have the time to serve their fellow neighbors while protecting and enhancing the assets of the community. It is serious business, but also a responsi-bility worth doing well in order to safeguard the investments of every owner.

WORLD’S LARGEST LESSON !

On January 8, the entire American ski indus-try joined gloved hands to set a Guinness World Record for the “World’s Largest Lesson.” From Maine to California, ski and snowboard instructors instructed, and by day’s end, the estimated total number of lessons taught was right around 6,000. Will it set a new Guinness record? We won’t know until the decision is announced later this spring. Thanks to all those who came out to try to break the record! Tahoe Donner Senior Alpine Ski ClubSince our last newsletter in December, the

club has been very active with several fun events. Our ski season kickoff party held at the new Emigrant Trail Museum was a great suc-cess. One of our board members put on a ter-rific picture show of the various club activities as background to 75 members who enjoyed wine and appetizers.

Early December saw the club taking over The Lodge Restaurant & Pub for our annual Christmas dinner party. One member played the piano accompanied by many club members singing Christmas carols with snow falling outside. It was a night to remember.

Ten days later, we held our first event at the new Alder Creek Adventure Center by show-ing the new Warren Miller ski movie, Chasing Shadows. Almost 120 members and guests attended. Popcorn was provided also!

The club is into the swing of two ski days per week at either Northstar, Alpine, Squaw, Sugarbowl and Homewood. On top of this, we

just concluded three days of ski clinics for club members, held at Tahoe Donner Downhill Ski Area and ran by our local instructors. It is a great way to improve one’s skills early in the season. They are very popular with close to 60 members attending.

Looking ahead, the club has some fun races to look forward to as well as an overnight trip to Heavenly and Kirkwood. All we need is some fresh snow from time to time.

Please visit our website at www.tdski.com for further details for all the ski dates and upcoming club events and activities.

TD 4 Wheelers Club The Tahoe Donner 4 Wheelers had a fan-

tastic 2015. It's a group of fun people who love to have fun in the backcountry and challenge their trail driving skills. Here is a summary of our 2015 activities:

• Completed 19 trail runs

The 4 Wheelers show all the wonderful presents they donated to Truckee children this year at their Christmas party.

• Held the first ever Sierra 4x4 Trails & Ales shine and show at Tahoe Donner

To see photo highlights of our year, look us up on Facebook at TD4Wheelers, and give us a like while you're there.

The club also had its Christmas party in

December. All of the members who came to the party contributed toys for the children of the Truckee Community, donating more than 30 toys in all. We held our party at the Northwoods Clubhouse and enjoyed home-made goodies made by the members and great food from Pizza on the Hill. Thank you, club members for your participation at the party and for a great year on the backroads.

If you've been looking for some fun and adventure in your life, join the club and go four-wheeling with other folks who love driv-ing the backroads. This is a wonderful group of very nice people who will welcome you and will help stretch your off-road skills. If you are interested in joining our club, send an email to [email protected]. To read more about the club and see more pictures, please visit our website at td4wheelers.com or look us up on Facebook.

Tahoe Donner 9-Holers Women’s Golf Club

We hope everyone had a wonderful holiday season and that you are enjoying all your winter activities. We would like to send you an early reminder that the 2016 golf season is really not far off. If you are considering golf as one of your warmer season activities, the TD 9-Holers Women’s Golf Club invites you to look at our program. You do not have to be a Tahoe Donner resident or property owner to join our club; however, space is limited in this category. You do not need a handicap but we do encourage a basic knowledge of the game as well as game etiquette and rules. We are a friendly group of women that love golf and social activities alike. You may obtain an appli-cation on the Tahoe Donner website at tahoe-

donner.com/golf/clubs/ or at the Tahoe Don-ner Northwoods Clubhouse Member Services office. Contact 9-Holers President Marianne Bowers with questions at [email protected] or by phone at 530-550-9079.

Tahoe Donner Quilt ClubThe Tahoe Donner Quilt Club meets the

first and third Wednesdays of each month. We hold our meetings at the Northwoods Clubhouse in the conference room from 1 - 3 p.m. during the winter until May. Our ongoing projects are baby blankets for the Truckee Healthy Babies program and placemats for Meals on Wheels. The TD Quilt Club meets to learn new techniques, to share our com-pleted projects, to get help with new ones if needed, and to enjoy great fellowship. All skill levels are welcome. Contact Linda Brush at [email protected] or Marilyn Dundas at [email protected] for more details.

Tahoe Donner Equestrian ClubThe Tahoe Donner Equestrian Club sends

heartfelt thanks to the Equestrian Center staff for their expertise and for all the good times on the summer trails.

SK I PATROL: NO LONGER A MALE-DOMINATED INDUSTRY AT TAHOE DONNER

It’s a little hill with a big heart. Tahoe Donner Downhill Ski Area is known as “the best place to begin,” catering to families and those new to snowsports, but this year Downhill is also known for having a nearly all-female patrol team, which is a rarity for the area. Consisting of seven full-time and part-time woman patrol-lers, including Jessie LaPonzina, Wendy Antibus, Christine “Chris” Kelly, Katie O’Neil, Whitney Welker, Bailey Black and Sarah Taylor, the only men on the team are two on-call patrollers, Skyler Fitzgerald and Shawn O’Neil, vol-unteers and, of course, patrol dogs Duke and Tucker, all of whom help as needed.

Having a patrol team consist-ing of nearly all women is unique

to Tahoe Donner, as far as most ski resorts are concerned. “I have never worked on a pro-patrol with the majority being women!” exclaimed patroller Kelly. “Com-munication is great between women and I have found that so far there isn’t a ‘hierarchy’ among the women I work with at Tahoe Donner as opposed to other mountains.”

Like Kelly, others on the team revealed they too have never worked on a team where it was all women, or even nearly all women. “Most of my experience patrol-ling has been as one of the few women on a mostly male patrol,” said Antibus, patroller and owner of patrol dog Duke. O’Neil also had similar experiences, noting she “patrolled at Mount Shasta

previously, and the paid staff there had far more men than women.” LaPonzina, who is patrol dog Tucker's handler, agreed. “They’ve always been predomi-nantly male with just a handful of women.”

In a male-dominated industry, the patrol team at Tahoe Donner Downhill Ski Area is proud to be nearly all-female, knowing that being a woman doesn’t limit their skills and expertise in the least, especially when it comes to guest safety. “I don’t believe it makes a significant difference that we are mostly women,” said O’Neil. “We have strong skiing/snowboarding abilities, medical skills and expe-rience; that is what matters.”

Being properly trained with

a strong ski and medical back-ground is essential to the success of any patrol team, regardless of gender, but Antibus has noticed differences working primarily with men over women. “I think there are certain aspects of ski patrol that women approach dif-ferently than men,” she explained, noting that it can be a very physi-cally demanding job, particularly when handling the toboggan, which is used to transport injured guests down the hill. "When I learned to pull the toboggan, I was taught by guys, and while the fundamentals are the same, there are definitely some tricks to make things easier as a woman. A lot of female patrollers will go to spe-cific women’s toboggan clinics to learn new skills, so we are pretty

lucky that our training basically is a women’s toboggan clinic.”

LaPonzina has observed clear variances working on a nearly all-woman patrol team as well, regarding toboggans. “Men and women run sleds differently so training for toboggans was a little easier,” she said. “For lifting and moving patients, as well as extrication, it’s nice that we’re all about the same height (except for Wendy, she’s the tall one!), it makes the job easier.”

In addition to handling tobog-gans at ease, the ladies also have extensive medical experience to treat injured skiers and snow-boarders when needed. “I really enjoy the medical side of it and it is great to be able to provide medical care and assistance to customers where they don’t have to worry about getting a bill, unlike working on the ambu-lance,” said O’Neil, who explained she is a paramedic and prior to joining Tahoe Donner, worked on an ambulance for four years. “I also grew up ski racing, and raced through college so I have strong skiing abilities as well,” she added. Likewise, Antibus also comes to Tahoe Donner as a registered nurse. “I have lots

of medical knowledge, and I’ve been fortunate to learn from some great people during my patrol career,” she said.

All seven ladies have extensive patrol and/or medical back-grounds that complement each other’s skills, some with even over ten years of patrol under their hats, and while they work exceptionally well together, they haven’t forgotten about their on-call male patrollers and male volunteers either. “I appreciate my male co-workers and respect that they are volunteering their time!” said Kelly. “Having male volunteer patrollers is very help-ful with the setting-up and heavy lifting that is required for daily mountain operations.” But Kelly notes just as thrilled as she is with her male colleagues, everyone in general at Tahoe Donner is will-ing to lend a helping hand. “Tahoe Donner is a small, family-friendly place to work and every depart-ment helps each other, making for a great work environment,” she explained.

Outside of patrolling on skis and snowboards where the team focuses on guest safety, spot-ting safety concerns and helping guests as needed, the woman

patrol team also has two addi-tional important members, the dog patrollers. Should any skier ever become trapped and buried in the snow, the dogs, Duke and Tucker, are the fastest patrollers to respond. As Duke’s owner Anti-bus explained, “Both Duke and Tucker are trained in avalanche rescue. They are able to use their sense of smell to locate someone buried in the snow. Having the dogs on patrol allows us to be much more effective in respond-ing to a rescue situation. The dogs are also great ambassadors for ski patrol and snow safety.”

In addition to being advanced at locating buried skiers, the dogs are also friendly and outgo-ing, often being one of the first to greet skiers on the slopes. It ultimately makes the ski patrol as a whole more approachable as more skiers and snowboard-ers have reached out to ski patrol with questions since they joined

the team. As LaPonzina put it, “They’re a great conversation starter, which allows us to help educate our guests. They’re also such a morale booster. If you’re having a rough day they always cheer you up.”

This is Tucker’s second year on the patrol team at Tahoe Don-ner as lead avalanche rescue dog, after nine seasons at Homewood Mountain Resort and Duke’s first season, after six years of previ-ous avalanche rescue experience. The patrollers often use the dogs for safety demonstrations, such as Downhill’s annual Ski and Snowboarding Safety Weekend that takes place every January, which the kids love. “The dogs certainly love all the attention and being at Tahoe Donner as well!” said O’Neil. “They help us to build relations with the public and it is fun to have guests come up to meet the dogs on the hill.” Along with meeting the dogs—don’t be

afraid to say hi—depending on when you visit Downhill, you might be lucky enough to see the dogs in action performing regular training exercises, such as finding secretly hidden items that were buried in the snow to simulate finding skiers who may need rescue.

Overall, the patrol team at Tahoe Donner is one big happy family who loves the outdoors, helping guests and, of course, hitting the slopes for skiing and snowboarding. They’re privileged to be on a nearly all-woman team where they work hard, play hard, and above all, keep our guests as safe as possible. “I’m really proud to be a part of this patrol and honored to call these ladies my coworkers and friends,” said LaPonzina. “This is by far the happiest patrol I’ve been on. We

have a lot of hill set up every morning and tear down after sweep. It’s a lot of grunt work but the in between is a lot of fun. I think everyone here enjoys what they do and it shows. It makes for a very enjoyable work environ-ment.”

And with this enjoyable work environment, the ladies hope they’ve showed other women out there not fear male-dominated industries. “I hope seeing us out there will be inspiring to other women and young girls to follow their love of skiing and the out-doors,” said Antibus. As they look at young female outdoor enthu-siasts, they hope they are setting the right example—any woman can succeed in a male-dominated industry and not only succeed, but love their job, too.

Forrest Huisman is in charge of all things new and improved at Tahoe Donner.

As director of capital projects, he plans, manages, and supervises the association’s infrastructure and recreation facility improve-ments in accordance with the strategic plan, general plan, and replacement reserve schedule. He coordinates not only with Tahoe Donner staff, committee mem-bers, and homeowners, but also with professional service provid-ers as well as local, state, and federal government agencies.

A native of the Pacific North-west, Huisman split his time between fertile Yakima orchards, vineyards, and acres of hops. Tak-ing advantage of the expansive biking and skiing opportunities among the foothills and volcanoes of the Washington and Oregon Cascades, he developed a love of the outdoors at an early age. It

was then that he also found an interest in architecture.

“I enjoyed drafting classes in high school, which led me to part time work at a local architecture office,” Huisman explained. “I soon realized that being a licensed architect was for me, as the field combines engineering with art, which captivated my atten-tion and ultimately became my strength,” he added.

With a background in resort planning and project architecture, Huisman has nearly 20 years of experience in management, mas-ter planning, and developing real estate in urban, rural, and resort communities alike.

“I am a firm believer in a strong team environment and clear communication, which ultimately leads to creative and sustainable development solutions,” Huisman said.

After receiving his master’s

degree in architecture from Mon-tana State University, Huisman worked on high-end residential projects and resort develop-ment throughout the Tahoe area. Implementing multi-ple resort expansions of varying scales and complexities, he takes pride in provid-ing maximum value to all involved stake-holders. In 2011, he began working at Tahoe Donner.

“2015 has been our most exciting year so far, where we worked on multiple construc-tion projects while also coordinat-ing planning efforts for future capital improve-ments,” Huisman

explained. While the team was completing the new Alder Creek Adventure Center, they were also actively installing snowmaking infrastructure at Tahoe Donner

LAND MANAGEMENT PLAN PROJECT UPDATE

Tahoe Donner management and work-ing group continue to work with Dudek, the environmental consulting firm who was awarded contract to develop the association’s land management plan. The initial steps of the project included a massive data transfer of background facts and documents includ-ing the Strategic Plan, General Plan, Forest Health Management Plan, and Trails Master Plan; maps, Geographic Information System (GIS) data files, and existing technical studies. This helped in building the foundation of the

management plan as well as identified any additional information needs and provided the appropriate planning context.

In late fall, Dudek staff, specialists in hydrology and restoration and management, and Tahoe Donner management performed field evaluations reviewing known issues and challenges of the association properties, which ranges from waterfront to meadows to high alpine environments. They also evalu-ated areas which have not necessarily been reviewed as closely by other guiding plans like the Trails Master Plan or Forest Health Management Plan in order to fully understand the scope of the land management.

The working group and Dudek met in Sep-tember, October and November to review and draft elements of the plan including manage-ment zone map, priority development within the management zones, and goals and objec-tives.

The next step in the plan’s development process is to begin membership input through workshops. The initial membership workshop was held January 8 with a total of 20 members attending. Management provided a presenta-tion on the project which included a summary similar to that presented in the Tahoe Donner

News November article. Management then provided a project update after which, attend-ees collaborated in identifying zone priorities as guided by examples developed during the working group meetings. As discussed at the workshop, the plan structure is aligned by management zones which are currently drafted as:
