Chair Burnett invited reports from the TAC and from staff and Executive Director Cullem notedthat later on the agenda the TAC would address decreasing the frequency of meetings.
PUBLIC COMMENTS
Tom Rowley spoke representing the Monterey Peninsula Taxpayers Association and indicatedrecently there was misinformation presented to the public about the implementation of the watersupply charge by the Monterey Peninsula Water Management District. He thanked the AuthorityMayors for listening to the citizens and requested that anyone wanting more information shouldcontact him directly. Having no additional requests to speak public comment was closed.
Chair Burnett noted that this is not an item under the purview of the TAC.

4. Receive Update, Discuss and Provide Direction from Cal Am on Status of the MontereyPeninsula Water Supply ProjectAction: Received Update, Discussed and Direction Provided
Rich Svinland Director of Engineering for Cal Am provided an update on the status of theMonterey Peninsula Water Supply Project including the proposed test well locations andpermitting status. Cal Am has decided to conduct geotechnical considerations and bore holes inaddition to the test wells, as recommended. The purpose would be to create a 3d model of theunderground aquatard They are currently seeking permission for the bore hole locations aswell.
Chair Burnett pointed out two critical path issues; the City of Marina permit and the CoastalCommission permit. He then questioned if the proposed bore hole locations satisfy the spirit ofthe conditions listed in the policy statement regarding development of contingency plans forsource water outside of the Salinas Basin. The item was agendized for discussion at a futuremeeting as well as agendizing a detailed presentation of the overall status of Cal Am’scompliance in achieving the conditions of the adopted policy position statement.
Chair Burnett opened the item to the public for comments and had no requests to speak.

RECCOMENDATION:
As an initial effort to expedite public outreach, the Executive Director contacted The MontereyCounty Herald to obtain permission to publish and reprint the article “The Path to Your Tap”originally published on June 2, 2013. The publisher has provided permission and a copy isincluded in the agenda packet. Staff will be reproducing this article in the future for distributionfor public use.
Additionally included in the Fiscal Year 2013-14 budget is funding for public outreach and staffhas been directed to seek other opportunities for collaboration and would like guidance onopportunities and outreach methods currently utilized or proposed.
Accordingly, the Executive Director attended the July 9, 2013 of the Monterey Peninsula WaterManagement District (MPWMD) Outreach Committee to discuss coordination possibilities. Itwas agreed that the Committee would be the best forum for the outreach staff/consultants forthe Authority, the Monterey Regional Water Pollution Control District and the MPWMD tocoordinate our public information efforts. Each agency would retain separate outreachcoordinators and consultants to retain better independence in our respective areas ofresponsibility.
Finally, as part of the public outreach budget, all Authority meetings are being televised,recorded and made available on the Authority’s website to make public participation easier.Currently, the Authority has provided direction to have detailed minutes, somewhat similar to averbatim format so that the public is well aware of the decisions and discussions occurring atthe meetings. By making videos of past meetings accessible on the website, such detailednotes is not as trivial and is very time consuming. Therefore, staff is requesting that the TACagree to modify the standard format for minutes from a Detailed format to either an Anecdotal oran Action Summary minutes format. The Anecdotal format provide summaries of thediscussions, excluding individual details, but still provide a summary and any actions taken.Action Summaries include any decisions made and all public comments.

It is recommended that the TAC approve the below meeting dates through December 31, 2013
DISCUSSION:
The MPRWA TAC has been meeting the First and Third Monday of every month for the lastyear. Staff suggests a reduction of the meeting frequency, consistent with the projected needsfollowing a CPUC decision on the settlement agreement. Below is a proposed list of meetingdates for the TAC through December 31, 2013, assuming two meetings per month through thesummer season, and suggesting one regularly scheduled meeting and one optional secondmeeting if necessary beginning in September. Authority Directors approved a similar schedulechange at their June 13, 2013 meeting.
The following dates are recommended for future TAC meetings through December 31, 2013:
