2015 Special Olympics Arkansas - Page 6

Thank you all!

There are never enough words or time to simply express the gratitude from myself and

all of the athletes for your determination in making this very grass roots effort survive for

40 years, unbelievable 40 years!

We have all fought, cried and ultimately witnessed a true global movement that not only

allows the athlete to compete in many sports, but addresses to the world the true need

for programs offered through Special Olympics competition and training.

A couple of years ago I attended a local competition in Southern Arkansas and was quickly

reminded how important this program is to the families and athletes ~ a parent sat in the

stands while their child competed in a Basketball competition and was amazed watching

her son play basketball. Her words to me were, “thank you, we never knew, thought, oh

well” and with tears in her eyes she just sat and watched the end of the game. The game

ended, and as we all do, she went to the court floor after the team had given their congrats

to the other team and hugged her son.

This story is everywhere, everyday, but I think we quickly forget how important the athlete

is to the world. Speak proudly about the program you love, wear your t-shirts with pride,

tell the world how much you admire the athlete, respect the oath, respect the brand, and

know that this athletic movement that was created from a backyard camp will remain a

principal player in the life of an athlete forever.

“Let me Win, but if I cannot win, Let me be brave in the attempt”, words to live by, words

to love.

Detailed instructions for Registration, Housing, Meals, Opening Ceremonies, Special Events and Medical Information arecontained in this program guide. Please read all sections carefully.

Please familiarize yourself with this handbook. Remember that with 2,000 athletes and coaches problems will arise. It isof particular concern that specific procedures be followed in handling problems that occur during the Games. Supportive,positive attitudes will certainly help during the weekend. As you know, literally hundreds of volunteers have pooled theirefforts to put together the 2015 Summer Special Olympics Arkansas Games. Please do not complain to the volunteers ifproblems arise. Voice your concerns to Irvin Humphrey, Director of Sports, Training & Competition or any Staff memberor Venue Director.

INFORMATION CENTER

An information center will be at the Volunteer Tent located at the West gate of Alumni Stadium. Maps of the campus,handbooks, competition schedules and much more will be available at this center.

WHAT YOU NEED TO BRING

1. All athletes and coaches who are staying in the residence halls will need to bring sheets, blanket, pillows and towels.

2. Toothbrush and toothpaste; toilet articles, i.e., shampoo, deodorant.

3. At least one nice outfit for the Victory Celebration.

4. Clean change of clothes for each day. (athletic attire)

5. Proper sport attire for competition. Tennis shoes, athletic shorts, shirts or jerseys, etc.

6. Sunscreen or Block.

It is very important that coaches are adequately prepared to deal with the athletes for the three day period of the Games.

COACHES’ RESPONSIBILITIES

1. The coach is responsible for the athletes 24 hours a day. It is up to the coach to ensure that the athletes physicaland emotional needs are met during the games.

a. Be sure athletes are properly warmed up prior to competition.

b. Take precautions to avoid sunburn and heat exhaustion by using sunscreen, drinking plenty of fluids and takingadvantage of shaded areas whenever possible.

c. Be sure athletes eat properly; avoid overeating or missing meals.

d. Be aware that the excitement of the Games may encourage strange or new behaviors. Close supervision while inthe halls and at all activities is required.

2. The coach is to be totally familiar with the medical condition, precautions, and medication requirements of the ath-lete. SOAR will have a qualified person available to administer medication if necessary.

3. The coach must be totally familiar with ALL schedules; sports, special events and meals. It is the coaches responsibilityto ensure the athlete is on time for all sports competition and also has the opportunity to participate in special ac-tivities.

4. The coach is expected to be familiar with Special Olympics sports rules. The Official Special Olympics Sports Ruleswill be enforced during all competitions.

5. The coach is expected to carry a copy of the valid application for participation for each athlete at all times. This formcontains their medical information which is important in case of medical emergency.

6. The coach is expected to supervise their athletes at all times. Athletes need to have plenty of rest. Athletes are ex-pected to be in bed no later than 11:00 p.m. Coaches who cannot control their athletes behavior will be asked toleave, and the athletes will be automatically eliminated from competition.

7. Coaches may have keys to the residence hall rooms - a Key deposit of $30.00 per key for all rooms is required.Athletes, will not have keys. Valuables, should be kept in the coaches' rooms. Key deposits made with checks areeasier and much more efficient in the return of your deposit. Doors to all Residence Halls will be locked andalarmed (loud noises will occur) between the hours of 12:00 am (midnight) and 5:30 am each morning.

8. NO alcoholic beverages are allowed on the campus of Harding University.

9. Harding University is a smoke-free campus. Do not smoke in the buildings, you must smoke outside the buildings,and dispose of your ashes and the remainders in the proper receptacles.

10. Coaches must see athletes are properly dressed for competition. Athletes will not be allowed to compete in medals,credentials, caps, etc. There will be a check-point at staging and competition for the removal of these items and toverify if athletes are dressed appropriately for their competition. SOAR is not responsible for the loss of these items.

LOCATION: Ganus Athletic Complex Gymnasium - South Entrance

TIME: 1:00 p.m. - 3:00 p.m.

DATE: Thursday, May 21, 2015

PROCEDURE: 1. Only the Certified Coach and one person to help carry materials should go to the registration area.

All other coaches and athletes should remain outside the registration area.

2. The certified coach will receive their credentials and the credentials for volunteer coaches andathletes.

3. You will receive credentials at your section marked with your Area number.

4. Pick up coaches packets, T-shirts and turn in any athlete scratches.

5. Pick up housing assignment. Fill out cards for housing, i.e. Hall name, room assignments andindicate coaches rooms.

6. Once the Certified Head Coach has completed registration their delegation may check into theirhall. (See HOUSING)

HOUSING

RESIDENCE HALL CHECK-IN

1. The Certified Head Coach must complete registration prior to hall check-in; You cannot check into residence halluntil cleared through registration.

2. Give the housing assignment card received at registration to the residence hall staff, located at the front desk.

3. Coaches may receive keys to their rooms for a $30.00 key deposit per key. Checks are preferred and will be returnedupon checkout. Athletes will not receive keys to their rooms.

4. If you have scratches for housing, please contact SOAR prior to registration, or housing director, Kathy Allen [email protected]. We have fewer beds in Residence Halls this year due to construction. Please bring extrasleeping bags/bed rolls.

5. Damage to the Residence Halls will be billed to your agency/school. Please make certain to remember we are guestson the campus.

RESIDENCE HALL LIVING:

1. Some Residence Halls have community bathrooms identified with picture signs as men or women.

2. Schools/Centers/Agencies will be held responsible for damage to rooms or halls.

3. The residence halls will be locked from 11:00 p.m. to 6:00 a.m. These hours have been designated as quiet hours.

4. Residential Housing security has been instructed to identify problem athletes, coaches and/or rooms. Incident re-ports will be filed.

5. No alcoholic beverages are allowed on the Harding University campus.

6. No smoking is allowed in the Harding University buildings.

RESIDENCE HALL CHECK-OUT:

1. Check-out time will be no later than 10:00 a.m. Saturday.

2. Double check all rooms before leaving to make sure no personal items are forgotten. SOAR is not responsible forthese items.

3. The Certified Coach must return all keys to the staff at the front desk. Key deposits will be returned to the Coaches.

RESIDENCE HALLS

Special Olympics will be using Residence Halls on the Harding University Campus. All of the Halls will be separate wingsdesignated for males and females. Coaches will be assigned rooms in the same area as the athletes, and 24-hour super-vision is required. Messages only.

ATHLETE REGISTRATION & DIVISIONING

Athletes must have been registered for competition prior to May 8, 2015.

• The substitution of athletes is strictly PROHIBITED.

• The addition of athletes is strictly PROHIBITED.

• YOU CANNOT have athletes staying in the residence halls unless they are registered in the Games.

• All volunteers, coaches, families must complete volunteer A form prior to registration.

1. Athletes are divisioned according to their age, sex and ability. Substituting athletes is prohibited.

2. Competition divisions are based on times or distances entered from their area meet. Competition divisions are es-tablished so that the heats will be “even.” The difference in times or performance scores between the best performingathlete and the worst shall not normally differ by more than 10%.

3. Combining Age Groups: In situations where there are not enough competitors to hold competition in a certain agegroup, the athletes will be moved into the next oldest age group.

CREDENTIALS

Credentials (provided for each registered athlete, each registered coach and each pre-registered family member) will becolor coded.

Certified coaches will have a colored credential, permitting them to enter competition sites. This credential does NOTenable coaches to enter the track area. Coaches are NOT allowed on infield of track area at any time.

The credentials will be used as identification and authorization at dining rooms, residence halls and venues.

CREDENTIALS MUST BE WORN AT ALL TIMES - EVEN TO VICTORY CELEBRATION.

In the past few years, we have had several lost athletes, without their credentials.

It is imperative athletes wear credentials at all times even to the Victory Celebration.

The credentials contain:

1. All information needed for sports competition.

2. Coach information/School/Area.

THESE CREDENTIALS MUST BE WORN BY COACHES AND ATHLETES AND WILL BE USED FOR MEAL TICKETS.

It is the responsibility of the Head Coach to ensure athletes have their credentials on at all times.

If a label is lost or becomes unreadable, the coach and the athlete should report to the Games Director for replacement.

Meals will be served in the Ganus Athletic Complex. Thursday evening (reservations only), Friday and Saturday Breakfastand Dinner in the Ganus Athletic Complex (GAC), Friday and Saturday lunches on the field.

MEDICAL

Procedures:

1. For any injury or medical problem, contact appropriate medical personnel (school personnel, SOAR medical personnel,hospital personnel) to ensure prompt, timely, and complete care.

2. Medical Stations will be set up:

• Harding - First Security Stadium Track

• Ganus Athletic Center - Pool

• Softball Field

• Ganus Athletic Complex - Healthy Athlete, Aquatics

• Harding Academy - Powerlifting, Golf

3. Nurses/trainers, and/or EMT’s in easily identified shirts will be available at all times during competition.

4. Ambulances will be stationed at the First Security Stadium during competition.

5. Special Olympics Arkansas has an accident insurance policy which provides secondary coverage for all athletes, coachesand volunteers involved with the Games. This is provided as backup coverage to your personal insurance. The accidentinsurance form will be placed within this handbook. This form must be completely filled out and faxed or sent to ad-dress at bottom of form.

6. All Area hospitals are aware Special Olympics Games are being held and are prepared to help should SOAR MedicalStaff determine an athlete or coach requires hospital care.

7. To facilitate medical care, all coaches, area directors are expected to carry copies of valid athlete registration and in-formation forms with them at all times.

OPENING CEREMONIES

Opening Ceremonies are scheduled for THURSDAY NIGHT at 7:30 p.m. March of the athletes line-up will begin at7:00 p.m. Athletes will line up on west side of campus (Harding Academy Parking Lot).

Opening Ceremonies will include the March of the Athletes, National Anthem, Welcome, Special Olympics Oath and light-ing of the Olympic Flame, and Entertainment.

1. Athletes and Coaches must wear Area Shirts. The colors represent your AREA, and will be distributed during registra-tion. No jeans are to be worn during opening ceremonies.

2. Areas should carry their banner so they can be identified and recognized as they march into the stadium. Schools willline up for the march according to their AREA. Area Signs will be held up for schools to see during the march line-up.

3. Volunteers will help areas line-up.

4. The MARCH OF THE ATHLETES will begin at 7:30 p.m.

5. Volunteers will direct delegations when turns are to be made and where delegations are to sit.

VICTORY CELEBRATION

2015 Special Olympics Arkansas - Page 14

The Victory Celebration will be held Friday night from 7:30 p.m. - 9:30 p.m. The Celebration will be located at Berry HillPark. Athletes must wear credentials.

The celebration will feature a Disc Jockey and concessions.

The Victory Celebration is solely sponsored by Walmart and Walmart Distribution Centers-Searcy. Walmart employeeswill decorate the facility and chaperone the celebration.

OLYMPIC VILLAGE

Olympic Village hosted by Knights of Columbus, with its' entertainments, displays and fun things to do will be open Fridayand Saturday. Times will be:

Friday: 8:30 a.m. - 4:30 p.m. Saturday 8:30 a.m. - 11:00 a.m.

Athletes may participate in Olympic Village whenever they have free time. Coaches make sure that your athletes do notmiss their event by being over in Olympic Village.

FAMILIES

Families of Special Olympians participating in the 2015 Games may stay in Housing. Families must register at Families Reg-istration in order to receive meal tickets and housing assignments. Please contact SOAR Program office or your Area Di-rector for applications. Families must complete Volunteer A prior to registration.

What is an accident/incident?

An “incident” is an event that has or may result in traumatically induced bodily injury. An incident includes those

ATHLETICS

At no time is a coach allowed to walk/run or push their athlete on the infield or the track.

Walks - athletes will be disqualified during competition for running or leaving track. Athletes receiving assistance fromtheir coaches is strictly prohibited.

High Jump - Cross bar begins at 90 cm. If athlete cannot jump 90 cm he/she will not be eligible for this competition. Ath-lete will be disqualified for two foot take-off and/or diving forward over the cross bar. Athlete will be allowed 3 non-con-secutive jumps.

Shot-Put - A Legal put must be initiated from the shoulder and crotch of the nech with one hand only so that during theattempt the shot does not drop below the shoulder or beyond the saggital plane through the shoulder joint. A shot willbe declared foul, and will not be measured if:

1. Uses any method contrary to the definition of a legal put.

2. Causes the foot to all on or outside the lines marking the putting sections.

3. Puts a shot which does not conform to the legal requirements.

4. Wears any illegal device or taping on the arm, wrist, hand or fingers.

Each competitor shall be allowed 3 non-consecutive throws. Measurement of all throws is required for the purpose ofbreaking ties.

Athletes shall enter circle from the back and depart from the back of the circle. If athlete enters/leaves circle from anyother point, this will be a scratch.

Running Long Jump – athlete will be allowed three non-consecutive jumps. Athletes’ attempt will be considered foul ifhis/her toes exceed the foul line during take-off. Distance will be measured from the closest impression on the landingare made by any body part to the take-off line.

Please refer to rule book for questions or confirmations regarding rules before you advance to Summer Games. This willeleviate much distress during competition. The policies listed above for the sports seem to be rules which have concernsduring the competition. Please call our office for questions regarding these or any other rules of competition.

Wheel-Chair Competition – Athletes are to compete without any assistance from their coaches. Athletes receiving as-sistance will be disqualified immediately.

Athletes must wear appropriate clothing for the sport in which they are competing. No jeans will be allowed in any spot,no caps, medals, jewelry, no boots, or rubber soled shoes, etc. shall be worn during any competition. Athletes competingin team sports shall wear numbered uniforms, appropriate shoes-tennis shoes. Athetes competing on the track, shallwear athletic shorts, t-shirts or singlets, athletic socks and tennis/running shoes only.

These are general rules found in the Special Olympics International Summer Games Rules Books. Please refer to theserules and others, before you leave for Harding University on May 21. If you do not have a rule book, please contact SOARor your Area Director.

Athletes not competing in athletic shorts may check-out apparel for a fee.

ATHLETE’S CODE OF CONDUCT

Special Olympics is committed to the highest ideals of sport and expects all athletes to honor sport and SpecialOlympics. All Special Olympics athletes and Unified Partners agree to the following code:

SPORTSMANSHIP

• Athletes will practice good sportsmanship.

• Athletes will act in ways that bring respect to the athlete, coaches, team and Special Olympics.

• Athletes will not use bad language.

• Athletes will not fight with other athletes, coaches, volunteers or staff.

TRAINING AND COMPETITION

• Athletes will train regularly.

• Athletes will always try their best during training, divisioning and competitions.

Special Olympics Arkansas (SOAR) is a 501(c)(3) nonprofit headquartered in North Little Rock (Pulaski County). The Mission of Special Olympics Arkansas is to provide year-round sports training and athletic competition in a variety of Olympic-type sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendships with their families, other Special Olympics athletes and the community.

Special Olympics Arkansas began in 1970, just two years after Special Olympics Incorporated founder Eunice Kennedy Shriver held the first Special Olympics games at Soldier Field in Chicago (1968). Arkansas’ games were held in Conway Arkansas at Hendrix College. There were approximately 260 athletes in attendance. The following year games were held in North Little Rock, Arkansas at Old Main. Eunice Kennedy Shriver was in attendance.

Since our first games in 1970 Special Olympics Arkansas has grown to 17 Areas encompassing all counties in the state. SOAR supports 15,000 adults and children with intellectual disabilities. There are 20 different Olympic-type sports offered and 240 competitions year-round. Some sports include Bocce, Bowling, Field Hockey, Basketball, Flag Football, Softball, Golf, Soccer, Athletics, Volleyball, and Gymnastics. Our largest competition event is summer games. The event, held in May each year, is host to 2000 athletes participating in 7 different sports. Arkansas athletes also compete in Special Olympics USA Games held in the summer every four years and Special Olympics World Games held every four years alternating between winter and summer competitions.

In addition to our competitions and training Special Olympics Arkansas has programming in health, education, and community building. Special Olympics Healthy Athlete, a Special Olympics program that provides free health screenings in a fun, welcoming environment that removes the anxiety and trepidation people with intellectual disabilities often experience when faced with a visit to a doctor or dentist. Young Athlete, a unique sport and play program for children with intellectual disabilities. The focus is on fun activities that are important to mental and physical growth. As Special Olympics athletes gain in confidence and feel empowered, they often seek new challenges. They want to build on their successes, including their social skills. Our Athlete Leadership Program is designed to meet this need. Special Olympics Arkansas launched Project Unify in the fall of 2013, an education-based project that uses sports and education programs to activate young people to develop school communities where all youth are agents of change – fostering respect, dignity and advocacy for people with intellectual disabilities. Special Olympics Arkansas currently has a volunteer base of 5,000+. Volunteers are a huge part of the Special Olympics movement, from games and competitions to fundraising and programs. 1 in 6 families is touched by Special Olympics through athletes, donors and volunteers. The Special Olympics Arkansas movement continues to evolve while always remaining focused on paving the way for social inclusion community-wide.

GUARDIANS OF THE FLAME

The Law Enforcement Torch Run® for Special Olympics isthe movement's largest grass-roots fundraiser and publicawareness vehicle, At its most basic level the Torch Run isan actual running event, in which officers and athletes runthe Flame of Hope™ to the Opening Ceremonies of localSpecial Olympics competitions and State and NationalGames. Annually, more than 85,000 dedicated, compassion-ate and volunteer law enforcement officers participate inthe torch run throughout 35 nations, 12 Canadian provincesand 50 US states, raising more than $46 Million USD for localSpecial Olympics programs and more than $461 Millionsince its inception in 1981.

The man behind the first Torch Run in 1981 was Wichita, Kansas Police Chief Richard LaMunyan. He conceivedthe Torch Run as a way to involve local law enforcement personnel in the community and to support SpecialOlympics. The Torch Run was quickly adopted by the International Association of Chiefs of Police (IACP) nowrecognized as the founding law enforcement organization for the Law Enforcement Torch Run® for SpecialOlympics.

Today, the Torch Run is more than just a run and encompasses a variety of fundraising vehicles such as T-shirtand merchandise sales, special events to include polar bear plunges, tip-a-cop and building sits and a host ofother events that have local, state and national appeal. The Problem (universal, not limited to intellectual

disabilities population)

Young students face many challenges today, from

achieving personal and academic success to feeling

emotionally and physically healthy and safe. These

challenges are compounded for some students

due to the presence of an intellectual disability.

Although progress has been made by many edu-

cational systems in promoting the physical and

instructional inclusion of students with intellectual

disabilities there are still staggering social challeng-

es for these students that compromise their social

and emotional well-being. Students with intellec-

tual disabilities experience negative attitudes from

their peers, social isolation and rejection, and even

victimization in the form of bullying. And, in many

cultures, youth with intellectual disabilities are not

included in educational programs at all or are edu-

cated separately and unnecessarily away from their

peers without intellectual disabilities.

The Intervention (evidence based)

premise that in order to have the greatest impact

the change needs to start with young people.

Project UNIFY brings youth with and without intel-

lectual disabilities together through education and

sports and related initiatives that provide them

with the knowledge, attitudes and skills necessary

to create and sustain school communities that pro-

mote the acceptance, respect and human dignity

for all students. Project UNIFY is made up of three

main components:

1) Inclusive Sports – provides opportunities for

students with and without intellectual disabili-

ties to participate in sports activities alongside

one another and which we have found to be

among the most conducive activity for breaking

physical education and intramurals, inclusive

2) Youth Leadership & Advocacy – provides

students with and without intellectual dis-

abilities opportunities to take on leadership

roles in promoting Project UNIFY activities in

the school and in the community (e.g. Partners

Clubs, Youth Activation Committees, Youth

Summits).

3) Whole-School Engagement – provides oppor-

tunities for all students in the school to par-

ticipate in Project UNIFY through school-wide

Students without disabilities hold more posi-

tive attitudes toward their peers with intellec-

tual disabilities. (Measure: attitude and behav-

ior change);

When school communities are based on ac-

ceptance, students with intellectual disabilities

feel welcome and are routinely included in, and

feel a part of, all school activities, opportunities

and functions; (Measure: perceptions of school

climate);

Perception of Special Olympics as a school and

tions of Special Olympics by general educators

and school administrators);

More students with and without intellectual

disabilities playing sports together (Measures:

more 2-7 year-olds participating in Young Ath-

letes, and more Young Athlete programs).

Impact

Two thirds, or 66%, of school liaisons observed

that Project UNIFY helps raise awareness

about students with intellectual disabilities

and increases opportunities for students with

and without intellectual disabilities to work

together;

More than half of school liaisons observed

that Project UNIFY increases opportunities for

students with intellectual disabilities to get

involved in school activities;

Three quarters, or 74%, of participating stu-

dents said Project UNIFY was a positive turning

point in their lives and that they became more

patient, learned to compromise, and in two

thirds of instances said they learned they have

things in common with their peers with intellec-

tual disabilities;

Nearly all school liaisons and students said they

would like to participate next year and that

Project UNIFY was successful at their school.

Reach

Current:

schools across 42 states.

As many as 500,000 young people are experi-

encing Project UNIFY activities and projects,

including 21,000 Special Olympics athletes and

11,000 youth leaders.

Future Goals:

Expand Project UNIFY in the U.S. by 2015 to

include 5,000 schools.

Expand opportunities for youth leadership in

participation among school aged youth.

Increase the engagement of general educators

and school and state administrators in Project

UNIFY principles and practices.
