Dear Standardbred Owner:

2018 was another amazing year for the Indiana Horse Racing Industry and our Standardbred program. Indiana Sired horses continued to make national headlines, with Indiana Sired Hannelore Hanover being named Horse of the Year at USHWA's annual banquet. Indiana's Breed Development Program has produced the Horse of the Year for the past three years beginning with Wiggle It Jiggleit in 2015 and Always B Miki in 2016. Our program is well represented nationally with showings from Indiana sired horses in almost all major stakes events. Indiana Sired horses continue to be in high demand.

You will find the 2019 program outlined in detail in this booklet; however, I would like to highlight a few new items that you should be aware of:

• The structure of the Indiana Sires Stakes has been modified. The new structure will feature:• Six legs for 2-Year-Olds leading up to a $250,000 Super Final• Eight legs for 3-Year-Olds leading up to a $250,000 Super Final• Super Final participants finishing 6th through 10th will recieve a $4,000 purse payout each forearning their way into the Super Finals

• The eligibility requirements for Series 2 of the Indiana Sired Fair Circuit are as follows:• Two & Three Year Olds – NW $12,000 in 2019 up to and including 8/10/19.Please note that this date falls before the ISA Elite races, therefore the earnings from the Elite will not count toward the second series.

• You will find a W-9 form on the last page of this booklet. Many of the fairs are requiring that these becompleted and submitted prior to receiving any purse money from that fair. We advise that you make multiple copies of this form to submit to each fair. Without this form, you cannot receive your purse money. Please note that if a fair requires this, they will not release the purse check until they receive the completed W-9 form.• All 6th through 8th place finishers in the Indiana Sired Fair Circuit Championship at the Indiana State Fairwill recieve $500 each.• Please note that some of the closing times for entries for the fairs have changed, so please pay close attentionto this in the schedule. • Please remember that all Indiana Sired Fair Circuit races are subject to drug testing, this includes testing ofthe winner, random horses and blood gas testing.

Additional information you will find detailed in this booklet includes race conditions, nomination deadlines and payment addresses for various races. Please pay close attention to all those items when nominating your horses. I would also like to remind you that all nominations must be postmarked by the required deadline or they will not be accepted. Please be aware of this when dropping your payment into a mailbox on the day of the deadline.

Mini-Series RulesHarrah’s Hoosier Park will have a variety of Mini-Series during the 2019 race meet for Indiana Sired horses. These series will appear on the over-night sheet and do not require a nomination or starting fee. For more information, please contact Jessica Barnes at (317) 233-3119 or the Race Secretary at Harrah’s Hoosier Park.

1. Nominations: There are no nomination or starting fees required.2. Race Conditions:

1. All horses must meet host track qualifying standards in order to be eligible tocompete in Mini-Series.

2. Toberacedasanelimination(s)andafinal.3. No trainer or owner may race more than two (2) horses per division in a Mini-

Series,eliminationorfinal.4. If there are thirteen (13) or fewer entries, twelve (12) starters will be determined

by preference date, and also eligibles will be drawn. If there are fourteen (14) ormore eligible entries the race will be split into divisions.

5. Eliminationsorfinalswillonlytakeplaceifthereareeight(8)ormorebettinginterests, and may take place with seven (7) at the track’s discretion.

6. Horses with the highest point earnings from the elimination(s) who declare intotheboxwillcompeteinthefinal.Tobeeligibleforthefinal,ahorsemusthavestartedinanelimination.Thefinalwillbelimitedtoten(10)horses.Ifthereisatie for tenth (10th) place, entry will be drawn by lot. Two (2) also eligibles for thefinalmaybeselectedfromthenexttwo(2)highestpointearners.Ifthereareeight (8) or more additional eligible entries, a consolation for the next group of toppoint earners may be held at the discretion of the race secretary at eliminationpurse levels.

7. No owner and/or trainer will be permitted to race two (2) horses in a Mini-Seriesto the exclusion of a single entry.

3. Claiming Mini-Series:1. Horsesmaybeclaimedoutoftheeliminationracesorthefinaloftheseseries.2. Claiming Allowances: 2 yr olds – 100%, 3 yr olds – 50%, 4 yr olds – 25%,

Mares – 20%

4. Conditioned Mini-Series: Horses which are eligible prior to the elimination of a serieswillremaineligibleforfinal,regardlessoftheirwinningsaftertheeliminationrace.

2019 Standardbred Breed Development Policy on Breeder’s Award Payments

Indiana Sired & Bred Breeder Awards

Indiana Sired & Bred (ISB): *For Foals of 2010 & beyond: A foal sired by a registered Indiana Stallion and from a mare which wasregistered & resided in the State of Indiana continuously from June 1st for foals of 2010 and 2011, and August 1st for foals of 2012 and beyond of the breeding year through the time of foaling and (30) thirty days after and is properly registered with the IHRC.*For Foals of 2009 & prior: A foal sired by a stallion standing in Indiana and registered with the IHRCthe year the foal was conceived.

Breeder Award: An award paid to the registered breeder of the Indiana Sired & Bred horse (excluding any races in which a horse has raced for a claiming price tag) through using the following formula:

Breeder’s Awd Amt = % of win earnings in eligible races * Amt of available ($700,000)

Breeder Defined: The breeder is the individual listed on the horse’s registration papers as the breeder by the USTA. If the award is to be paid to a stable name/business then the registered owner must be listed as that stable name/business. If there are multiple breeders listed, the award will be paid to the individual listed first. It is the individual who receives the awards responsibility to distribute the award to the remaining listed breeders.

Who is Eligible for a Breeder’s Award?: The horse must win an eligible race (claiming races and races in which a horse is entered for a claiming price tag are not eligible) to be eligible to the Breeder’s Award Pool. The criteria is as follows:

• Two Year Olds & Three Year Olds - Indiana Sired & Bred (ISB) Horses only that win any race at thePari-Mutual Tracks in Indiana or ISFC Championship Races.

• Aged Horses - Four through Nine Years Old Indiana Sired & Bred (ISB) and Ten Years Old & OlderIndiana Sired (IS) that win:

*Final of any Breed Development Indiana Sired Late Closer Event

*Elimination or Final of the Indiana Sires Stakes

*Track’s Open or Invitational Race

Please Note: Breeder’s Awards will be paid on an annual basis, at the completion of the race meet in Indiana. Breeder’s Awards are paid by the Standardbred Breed Development Program, not the racetrack, and the award is not added to the horse’s earnings. In order to receive an award, you must have a completed W-9 & Direct Deposit Form on file with the State of Indiana.

Once a horse is drawn into a leg, the entry fee is due, even if the horse is scratched prior to the race. Please Note: There will not be an entry fee required for the Super Final.

Declaration: Starters are to declare in at the regular time practiced at Harrah’s Hoosier Park. All declarations are subject to Indiana Horse Racing Commission Rules. The following time requirements must have been met at the time of declaration:

An allowance of two (2) seconds will be allowed for pari-mutuel tracks that are less than 7/8th of a mile. An allowance of three (3) seconds will be allowed for any fair half-mile track. Additionally, any fair track rated sloppy will receive two (2) second allowance. Any Pari-mutuel track rated less than fast will receive one (1) second for good and two (2) for sloppy unless otherwise notated. All horses must have a clean line within qualifying times without a break within the last thirty (30) days from race date to race date. Any horse eligible to the Super Final must have a clean line in qualifying time, without a break within the last thirty (30) days from race date to race date.

Entry Fee: To be paid at the Office of the Director of Racing at the host track at least one (1) hour prior to post time. Money Division: Purses for races will be divided 50-25-12-8-5 percent. Race Conditions: Each event is to be raced one (1) heat at one (1) mile each.

If twelve (12) or more horses declare to start, the leg will be split into divisions according to the attached chart. All finals will be raced. All legs will be contested, regardless of the number of entries. All drug testing samples taken from horses competing in the Indiana Sire Stakes, may be frozen for future testing. The top ten (10) horses from the legs who declare into the box will compete in that super final. If two or more horses are tied entry will will be drawn by lot. Also-eligibles will also be drawn. All post positions will be drawn Points will be awarded in each leg final as follows: 1st- 50 points

2nd- 25 points3nd- 12 points4th- 8 points5th- 5 points

All starters will receive one (1) point for each leg raced. The top ten (10) point earning horses from the legs who declare in the box will compete in the super final. If there is a tie for tenth (10th) place, entry will be drawn by lot. Two (2) also eligibles will be drawn. A horse must have started in at least one (1) leg in order to be eligible for the super final.

Purses: Legs with eight (8) or more betting interests may be raced as non-pari-mutuel event at the discretion of the race secretary. If there are fewer than eight (8) betting interests, the race may be raced as a pari-mutuel race for the full advertised purse at the discretion of the race secretary. Each 6th – 10th place finisher in the Super Final shall receive $4,000.Legs with eleven (11) starters, an additional 6% of the total purse will be paid; 3% will be paid to the 6th place finisher, 2% will be paid to the 7th place finisher, and 1% to the eight place finisher.

Emergency: If for any reason, including but not limited to, weather, it becomes impossible to race any of the events at the Host Track, it is at the discretion of the Indiana Standardbred Advisory Board (Board) to contest any of these races at a different time and place so designated by the Board. The Board reserves the right to call off the event, and return to the entrants their pro-rated share of the accumulated horsemen portion of the purse, after deducting the clerical and administrative expenses allowed in these conditions.All entrants must abide by this change or forfeit their right to participate in these races or race for any part of the purse. In all circumstances, the Board will make the final decision.

Gait: Horses changing gait may be transferred to their adopted gait, but payments made prior to that time will not be transferred. Rules: Rules of the Indiana Horse Racing Commission shall govern unless otherwise specified in these conditions. Any issue not

covered by these conditions or Indiana Horse Racing Commission Rules will be subject to interpretation at the discretion of the host track.

Horse Racing Commission Rules. The following time requirements must have been met at the time of declaration:

Pace………………….1:56 Trot…………………..2:01An allowance of two (2) seconds will be allowed for pari-mutuel tracks that are less than 7/8th of a mile. An allowance of three (3) seconds will be allowed for any fair half-mile track. Additionally, any Pari-mutuel rack rated less than fast will receive one (1) second for good and two (2) for sloppy unless otherwise notated. All horses must have a clean line within qualifying times without a break within the last thirty (30) days from race date to race date.

Entry Fee: NoneMoney Division: Purses for races will be divided 50-25-12-8-5 percent. Race Conditions: Each event is to be raced one (1) heat at one (1) mile each.

Eliminations will only be raced in the event more than ten (10) horses enter to race.The eliminations will be raced in divisions if more than twelve (12) horses enter to race. If more than twelve (12) but twenty-four (24) or fewer horses are declared to start, two (2) divisions of eliminations will be held. Eliminations, if necessary, will be held at least one week prior to the final. All horses entered into the elimination will be eligible to enter for the final. Of those that have entered to race in the Final, the top ten (10) finishers in the official order of finish in the elimination races will be selected as starters. When two (2) or more horses are tied for tenth (10th) place, horses from those tied will be drawn by lot to fill the race.Please note that all horses eligible for the final must enter for the final according to the draw schedule at the Host track. Having entered in the elimination race(s) does not automatically enter the horse for the final.All finals will be raced, regardless of the number of horses entered.If after scratch time, a horse drawn into race at an Indiana Pari-mutuel track participates in any other race, that horse shall be scratched. Indiana Horse Racing Commission; 71 IAC 7-1-36 (d)Post positions for all races, including the final, will be determined by an open draw.In addition, two (2) horses will be selected from those in the eliminations that entered for the final but were not selected for the final to be designated “Also Eligible” (“AE”) for each final. These “Also Eligibles” will replace any other horse(s) scratched prior to scratch time from the final for any reason. The preference to determine which is the first (1st) “Also Eligible” shall be determined by taking the horse that placed highest in the official order of finish of all elimination divisions, but was not selected for the final; in the event horses are equal in the finish position, final preference will be drawn by lot. The other horse will be the second (2nd) “Also Eligible” (“AE2”).

Purses: The purse for the elimination will be paid from the Host Track purse account. Eliminations, if raced, will race for the advertised purse regardless of the number of divisions. If there are ten (10) or fewer horses entered to race in the elimination, the elimination will not be raced and all horses will be eligible to enter to race in the final. In the event the elimination is not raced, the host track will add the purse money allocated for the elimination to the final.Purses for eliminations with eleven (11) or more starters will be increased by twenty percent (20%). (To be paid by the Standardbred Breed Development Fund). In eliminations with a field Legs with eleven (11) starters, an additional 6% of the total purse will be paid; 3% will be paid to the 6th place finisher, 2% will be paid to the 7th place finisher, and 1% to the eight place finisher.

Emergency: If for any reason, including but not limited to, weather, it becomes impossible to race any of the events at the Host Track, it is at the discretion of the Indiana Standardbred Advisory Board (Board) to contest any of these races at a different time and place so designated by the Board. The Board reserves the right to call off the event, and return to the entrants their pro-rate share of the accumulated horsemen portion of the purse, after deducting the clerical and administrative expenses allowed in these conditions. All entrants must abide by this change or forfeit their right to participate in these races or race for any part of the purse. In all circumstances, the Board will make the final decision.

Gait: Horses changing gait may be transferred to their adopted gait, but payments made prior to that time will not be transferred.

Rules: Rules of the Indiana Horse Racing Commission shall govern unless otherwise specified in these conditions. Any issue not covered by these conditions or Indiana Horse Racing Commission Rules will be subject to interpretation at the discretion of the host track.

BREED DEVELOPMENT LATE CLOSERS2019 General Conditions for Events to be raced at Harrah’s Hoosier Park

1. These events will be conducted under the rules and regulations of the Indiana Horse RacingCommission, Indiana Standardbred Breed Development, Harrah’s Hoosier Park, and the UnitedStates Trotting Association.

2. All of these events are to be raced as a late closer, contested at Harrah’s Hoosier Park, Anderson,IN.

3. Purses for all races will be divided 50-25-12-8-5%.

4. Nominations close on the dates posted in the nomination book and must be postmarked on thedates posted on the condition book. Payment for nomination fees must be in U.S. Fundsand made payable to Indiana Horse Racing Commission.

5. Declarations close at the time and date posted on the condition sheet.

6. Horses must have raced in one leg in order to qualify for the final.

7. Ten (10) horses with the highest money earnings in the series will compete in the finals. If horsesfrom the top ten (10) fail to declare in the finals, the next highest money earners who declare inwill be eligible. All ties will be drawn by lot. Two (2) also eligibles for the finals may be selectedfrom the next two (2) highest money earners.

8. Divisions will be split according to the Sire Stakes guidelines.

9. All events will be contested at one mile. Horses must meet qualifying standards at Harrah’sHoosier Park.

10. Post positions for preliminary legs for all events to be drawn by lot. The horse with the high- est earnings in each respective series shall pick their post position for the final. In the event of a

tie, the order in which horses pick their post will be determined by lot, between thosehorses involved in the tie.

11. The winner of the Cardinal final shall receive an automatic nomination to the Expresson withno obligation to pay the nomination fee. If the horse already nominated to the Expresson, then arefund shall be given.

12. The winner of the Mya Tri final shall receive an automatic nomination to the Msnaughtybynaturewith no obligation to pay the nomination fee. If the horse already nominated to the Msnaughtybynature, then a refund shall be given.

13. The winner of the Jerry Landess final shall receive an automatic nomination to the Hal Dale withno obligation to pay the nomination fee. If the horse already nominated to the Hal Dale, then arefund shall be given.

14. The winner of the Miss Windfall final shall receive an automatic nomination to the Go On BBwith no obligation to pay the nomination fee. If the horse already nominated to the Go On BB,then a refund shall be given.

15. Harrah’s Hoosier Park requires six (6) separate betting interests to start in a leg or it may becancelled.

16. Should any unforeseeable conditions prevent the racing of any or all events, monies paid will berefunded.

17. All Finals will be held regardless of the number of entries.

18. If for any unforeseeable reason races are cancelled, the Host Track reserves the right to carryrace(s) to future race dates at their discretion.

19. The Host Track reserves the right to reject any nomination or declaration and return entry fee,and declare event off if conditions warrant. All starters are subject to the detention policiesof Harrah’s Hoosier Park. In the case of any dispute as to the interpretation of these conditions,the decision of Harrah’s Hoosier Park and the Indiana Standardbred Breed DevelopmentCommittee shall be final.

Championship races at the Indiana State Fair to be held for foals of 2016 and foals of 2017.To Be Raced As: One level for 2 and 3 Year Old Trotters and Pacers in 2019. Also to be raced as a Championship and

Consolation race at the Indiana State Fair for 2 and 3 year old Trotters and Pacers in 2019 based on points earned in the Fair Circuit. A second series of races following the Indiana State Fair with a Championship based on points earned in this series. In order to be eligible for Series 2, the following eligibility requirements must be met: Two Year Olds - NW $12,000 in 2019 up to and including 8/10/19 Three Year Olds - NW $12,000 in 2019 up to and including 8/10/19

To Be Raced At: Locations to be designated annually by the Sponsor.Nominations: Two Year Olds: April 15, 2019 - $300 Three Year Olds: March 15, 2019 - $300Future Payments: No sustaining fees due.Entry Fees: (Payable to Host Track)

Once a horse is drawn into a ISFC event, the entry fee is due, even if the horse is scratched. If entry fee is not paid, the horse will be ineligible to start in all subsequent fairs.

Race Conditions: Each two-year-old event is to be raced one heat at one mile each. Each three year old event will be raced

either one or two heats at the option of the host track. There are no eliminations. The event may be raced in divisions, according to USTA rules with the following exceptions:

· Ifthereisaminimumoffive(5)filliesandfive(5)coltsinthespecifiedlevel,theracewillbesplitinto divisions based on sex. Iftheminimumoffive(5)entriesisnotmet,theracewillnotbecontested.

· Iftheminimumoffive(5)filliesand/orfive(5)coltsisnotmet,allentriesforthatlevelwillbein division(s)tobedrawnatlot,withfilliesdrawingtheinsidepostpositions.

· No horse may compete in any ISFC event who has raced in any other race on the day of, or on any two(2)dayspriortotheevent(qualifiersandrained-outISFCeventsexcluded).

· No horse may compete in any ISFC event who has raced in a Pari-Mutuel event on thedayoforfive(5)dayspriortotheevent.ForExample(seecharttotheleft):

Emergency: If for any reason, including but not limited to, weather, it becomes impossible to race any of the events at the host site, it is at the discretion of the Indiana Standardbred Advisory Board (Board) to contest any of these races at a different time and place so designated by the Board. The Board reserves the right to call off the event, and return to the entrants their pro-rated share of the accumulated horsemen portion of the purse, after deducting the clerical and administrative expenses allowed in these conditions. All entrants must abide by this change or forfeit their right to participate in these races or race for any part of the purse. In all circumstances, the Board willmakethefinaldecision.

Gait: Horses changing gait may be transferred to their adopted gait but payments made prior to that time will not be transferred.

Rules: RulesoftheUnitedStatesTrottingAssociationshallgovernunlessotherwisespecifiedintheseconditionsorunder the rules and regulations of the Board.

Championship Races: There will be Championship and Consolation races held for Series1. The purse for the Championship race will be$20,000andtheConsolationwillbe$8,000.The6th-8thplacefinisherintheSeries1Championshipracewill receive $500 each. Of those that have declared to race at the Indiana State Fair (Series 1), the top eight (8) point earners that have participated in (or credited with) at least six (6) Indiana Sired Fair Circuit races will be selected as starters for the Championship race and the next eight (8) point earners that have participated in (or credited with) at least six (6) Indiana Sired Fair Circuit races will be selected as starters for the Consolation race. The Championship will be limited to eight (8) horses. When two (2) or more horses are tied for eighth (8th)place,thenonehorsefromthosetiedwillbedrawnatlottofillaChampionshiprace.TheConsolationwill also be limited to eight (8) horses. When two or more horses are tied for eighth (8th) place, then one horse fromthosetiedwillbedrawnbylottofilltheConsolation.The Consolation will take place regardless the number of entries. There will be no combining of sexes in Consolation races. There will be a Championship race held for Series 2. The Championship for Series 2 will be contested at $10,000. Horses competing in the Championship race held for Series 2 must have participated in (or credited with) at least three (3) starts in Series2andstarterswillbeselectedinthesamemannerasdefinedforSeries1Championship.

Please Note: Horses racing at the ISFC Races shall be subject to Blood Gas Testing and random specialing. All starters will receive one (1) point for each heat raced. Points for the Championship and Consolation shall be calculated according to the placing of the judges and shall determine what horses shall qualify for the ChampionshipandConsolation,notwithstandinganyappealfromthejudge’sdecisionthatisfinal.Ifforany reason, including but not limited to, weather, it becomes impossible to race one (1) or two (2) heat race at a host track, all horses entered will be awarded one (1) point and credited with a start.
