VI. Financial Services, Scholarships, Bursaries, Awards and Prizes

The office of Student Financial Services is responsible for:

The administration of all aspects of students financial accounts withthe University.

Serving as the principal point of contact for students applying forOSAP loans.

The administration of scholarship and awards programs forundergraduate and graduate students.

The administration of the Work/Study program. Providing assistance to students who are experiencing financial

difficulties. Providing tax receipts (T2202A and T4A) for students on the Web.

Academic Fees

Academic fees for undergraduate students are assessed on a per creditbasis (see Academic Tuition Fee Categories below). Student FinancialServices publishes fees and refund tables for each academic session onthe Web. It is the responsibility of students to make themselves aware ofchanges in fees and financial penalties associated with dropping courses.

Supplementary Fees

The Ontario Ministry of Training, Colleges and Universities permitsuniversities to charge supplementary fees in addition to regular tuitionfees. At York, there are three types of supplementary fees: a) those whichare centrally collected and are part of the tuition fee; b) those approved bystudent referenda; and c) associated course fees.

a) Centrally collected: supplementary fees covering athletics/recreation, counselling, and cultural and special services are permittedand are included in the per credit fee for tuition.

b) Approved by student referenda: supplementary fees approved bystudent referenda are included in the per credit fee for tuition.

c) Associated course fees: fees for work-term placement, learningmaterial/clothing retained by the student, and production material for itemswhich become student property, may be listed on your student accountstatement, or may be charged locally. If you have any questions aboutwhether a particular supplementary fee falls into one of the abovecategories and can be charged in addition to your tuition, first contact theChair of the department or unit charging the fee. If, after having done so,you wish to pursue the matter further, please address your concerns toStudent Financial Services. See the Web for their current address athttp://www.yorku.ca/osfs/contact/.

(In accordance with Canada Revenue Agency regulations, thesupplementary fee component of a tuition fee payment and any coursematerial fees cannot be included in the tuition tax credit, and therefore arenot captured on the Tuition and Education Credit Certificate (see Tuitionand Education Credit Certificate).

Note: The procedures and policies which govern associated course feesdiffer from those which govern tuition and supplementary fees.

Academic Tuition Fee Categories

There are two academic tuition fee categories at York University: (a) thedomestic tuition rate, which is charged to students who are specificallyexempted by the government of Ontario regulations from the internationalstudent charge; and (b) the international tuition rate charged to studentswho are not so exempted, or who are unwilling or unable to providedocumentary proof of exempted status to the Registrars Office. Fees mayalso vary depending on the Faculty, program or course selections.

Information on the interpretation of eligibility for exemption, tuition ratereassessment, deadlines for submitting documents, or changes of statusin Canada, must be confirmed by the Registrars Office.

A) Domestic Tuition Rate

You are eligible for the domestic tuition rate if you fall into one of theexempt categories listed below and are able to give satisfactory proof ofyour status to the Registrars Office by the following deadline dates:

Note: All changes or corrections to your tuition rate on your York recordmust be done before the deadline dates below. Any changes or correctionsmade after these dates will only be applicable to the next term or sessionand will not be retroactive to any previous term or session.

Fall/Winter session

October 31 - deadline for reassessment at the domestic tuition ratefor the complete fall/winter session.

January 31 - deadline for reassessment at the domestic tuition ratefor the winter term only of the fall/winter session.

Summer session

June 30 - deadline for reassessment at the domestic tuition rate forthe complete summer session.

July 16 - deadline for reassessment at the domestic tuition rate forcertain summer session courses which begin later in the session,e.g. July 2. Questions regarding specific courses should be directedto the Registrars Office.

If you wish to be considered for exemption under one of the approvedcategories, you must contact the Registrars Office regarding the officialdocumentation necessary to support such a request. Original documentsmust be presented. Photocopies of documents are not accepted. Alldocuments presented in support of consideration for exemption, or ifrequested as proof of status, must be submitted to the Registrars Office,before payment of academic tuition.

If you are unable to provide the required documentation before paying youracademic tuition, you are required to pay at the international tuition rate.

In order to retain an exemption for a subsequent term or session, you may,at a later date, be required to submit supplementary or new documents toprove that your status has been maintained.

If you present acceptable documentation for exemption from theinternational tuition rate, and this documentation contains an expiry date,it is your responsibility to bring updated documentation to the RegistrarsOffice no later than 10 working days after the expiry date on the originaldocumentation. This must be done to maintain your exemption.

Certain exemption categories specify that both the person who has thestatus, and his/her dependants, are eligible for exemption from theinternational tuition rates. The definition of a dependant of a personincludes his/her:

a) spouse

b) unmarried child, or

c) spouse's unmarried child.

The dependent status must be fully documented, the dependant statusmust have been established a minimum of three years prior to thestudent's application for exemption, and this status continuouslymaintained to the date of application for exemption.

Note: The exemption categories are subject to change at any time on thedecision of the government of Ontario and on the approval of the Board ofGovernors of York University.

International tuition fee exemption categories:

(i) a citizen of Canada within the meaning of the Citizenship Act or aperson registered as an Indian within the meaning of the Indian Act;

(ii) a student who is the legal dependant of a Canadian citizen may beexempted from the international tuition rates. Documentation must beprovided which verifies that the dependant status, e.g. by marriage oradoption, was instituted a minimum of three years prior to the deadlinedates and that this status was continuously maintained to the date ofapplication for exemption;

(iii) a person officially recognized by Citizenship and ImmigrationCanada as a permanent resident in Canada;

(iv) a student who is the legal dependant of a permanent resident may beeligible for exemption from the international tuition rates. Documentationmust be provided which verifies that the dependant status, e.g. by

marriage or adoption, was instituted a minimum of three years prior to thedeadlines and that this status was continuously maintained to the date ofapplication for exemption;

(v) an applicant for permanent resident status, provided the applicanthas met all the preliminary requirements for the granting of that status, andprovided the applicant obtains an official statement from Citizenship andImmigration Canada which confirms this;

(vi) a student who is the legal dependant of an applicant for permanentresident status (as outlined in category (v)) may be exempted from theinternational tuition rates. Documentation must be provided which verifiesthat the dependant status, e.g. by marriage or adoption, was establisheda minimum of three years prior to the deadline dates and was continuouslymaintained to the date of application for exemption;

(vii) a person who is admitted to and remaining in Canada, with officialaccreditation from the Canadian government, to carry out official duties asa diplomatic or consular officer; or as a Canadian government-accreditedrepresentative or official of a country other than Canada, of the UnitedNations or any of its agencies, of any intergovernmental organizations ofwhich Canada is a member; or as a dependant or a member of the staff ofany such diplomat, consular officer, representative or official accredited toCanada by the Canadian government; or a member of a foreign militaryforce or of a civilian component thereof admitted to Canada under theVisiting Forces Act or any dependants of such personnel.

Note: a student who has been exempt under this category, but whoseexemption status changes during the course of his/her program due tocircumstances beyond the students control, continues to be exempt fromthe payment of international student tuition for the duration of the programof study in which the student is registered at the time of the change instatus. Contact the Registrars Office regarding official documentationrequired;

(viii) a person and his/her dependants, who is officially recognized byCitizenship and Immigration Canada as admitted to and remaining inCanada for the purpose of employment. This category excludes graduateteaching and research assistants;

(ix) a person and his/her dependants, who is officially recognized byCitizenship and Immigration Canada as a Convention Refugee;

(x) a person and his/her dependants, who is a refugee claimant inCanada, only if the claim for refugee status was made to Citizenship andImmigration Canada before January 1, 1989;

(xi) a person who is a participant in an Ontario government sponsoredexchange agreement.

B) International Tuition Rate

As the result of a policy decision made by the government of Ontario, allnon-exempt international students in an undergraduate program of studyare subject to the international tuition rate.

International Students and the University Health Insurance Plan (UHIP)

International students who register in courses and attend York Universityare automatically enrolled in the mandatory University Health InsurancePlan (UHIP). Students can opt out only if they have comparable coverageunder a limited number of pre-approved plans and should contact YorkInternational directly before purchasing alternate coverage. UHIP providescomprehensive medical coverage for students and eligible dependentswho accompany them to Ontario.

The cost of the plan is based on the length of coverage and number ofdependents. The premium charged is in addition to academic fees and isposted to the students account. To receive proof of coverage, studentsmust apply to York International, 108 Vanier College, at the beginningof each academic year. Outstanding Academic Debts

York University Senate policy stipulates that graduation privileges,enrolment, transcript requests etc. be withheld from any student until alloutstanding financial liabilities to the University are settled.

Undergraduate students with an outstanding balance of $75 or more willbe blocked from enrolling in courses at the University. In addition,academic sanctions are in place throughout the year, such that academicand administrative services are withheld until the liabilities to the Universityare settled satisfactorily. Tuition and Education Credit Certificate

In accordance with Canada Revenue Agency regulations, the Universityprovides Web copies of the Tuition and Education Credit Certificates foreligible students in late February. Forms are posted to the Web wherestudents can print copies as needed. These forms are not mailed tostudents. Entitlements are based on the calendar year rather than theacademic year. Eligible Tuition Fees

Only direct tuition fees are eligible for the tuition tax credit. Both thesupplementary fees and any course material fees you pay are not eligibleand will not be included in the receipt.

Education Benefit: Months in Attendance

In order to be eligible for the education benefit in any month, a studentmust be registered for at least part of the month.

For information concerning eligibility and entitlement, as well as otheraspects of income tax requirements, please consult the Canada RevenueAgency's Web site, or contact your local Canada Revenue Agency office.

Residents of Quebec: York does not routinely distribute the CertificateRespecting the Exemption for Full-time Post-Secondary Studies (TP-697V) required by Revenu Qubec. Quebec residents attending York whorequire this form in order to complete an income tax return should contactGlendon Student Financial Services at 416-487-6701 for assistance.

Scholarships, Bursaries, Awards and Prizes

General Information

A variety of f inancial aid and award programs are available toundergraduate students at York University. These include governmentassistance programs based on financial need, as well as entrance and in-course scholarships given by York University in recognition of scholasticachievement. A number of additional awards, bursaries, prizes andmedals are also offered; these are funded by the University or donated bycorporations, associations and private individuals. Graduate Students

Graduate students can obtain information regarding scholarships,bursaries, prizes, government assistance and assistantships by contactingthe Faculty of Graduate Studies.

International Students

International students in Canada are subject to the Canadian ImmigrationAct. Regulation 15 of this Act stipulates that students must have sufficientresources to maintain themselves and any dependants during the periodof their student authorization. However, there are some scholarship andbursary funds available to international students. Entrance Scholarships and Awards (For First-Year Students)

York University Entrance Scholarships

Donor: York University

a) York University offers President's Scholarships to those secondaryschool applicants to a first-year daytime undergraduate program with thehighest entrance averages. These awards are renewable for up to fouryears of undergraduate study, provided the student maintains the requiredacademic standing. The required academic standing for renewability is agrade point average of 7.8 in all Faculties. Scholarships are renewed

based on the sessional grade point average and once lost cannot beregained.

b) The York University Entrance Scholarships are awarded to thoseapplicants to a first-year undergraduate program who complete theOntario Secondary School Diploma and six OACs (or its equivalent) withhigh academic standing (current curriculum), and to those who completethe Ontario Secondary School Diploma and a minimum of six Grade 12 Uor U/C courses (or its equivalent) with high academic standing (newcurriculum), and to those admitted under the mature student regulationswho present the best qualifications.

c) York University offers Faculty of Fine Arts Talent Awards to thoseapplicants to a first-year daytime undergraduate program in the Faculty ofFine Arts who demonstrate exceptional talent in their chosen field of study.

d) Science and Engineering Scholarships are offered to outstandingstudents entering the first-year of study in the Faculty of Science andEngineering.

e) A Bachelor in Environmental Studies Award is given to a first-yearundergraduate student entering the Faculty of Environmental Studies whohas a combination of high academic achievement and an outstandingsupplementary application. Eligible candidates will automatically beconsidered at the time of their admission and the admission average willbe used to determine academic standing. Applicants must be enteringpostsecondary studies for the first time and may not be assessed for morethan 12 university transfer credits.

f) Provost's Awards are offered to community college applicants whopresent high academic standing.

g) Glendon offers five Quebec Entrance Scholarships to thoseapplicants who have completed two years of CEGEP, have graduated witha diploma, have high academic standing and are entering a second-yearprogram of study at Glendon.

York University Alumni Endowment

To honour outstanding academic achievement, the York University Alumnihave, through their generous donations, established a scholarshipendowment to provide funds for new and continuing undergraduatestudents.

York Business and Professional Alliance Community Fund

The Community Scholarship Fund was established by the York Businessand Professional Alliance (YBPA) to provide organizations with theopportunity to pool their annual contributions into one endowment maximizing the benefit to our students. This fund has grown to over$248,651, providing multiple yearly entrance scholarships. Listed beloware the companies and organizations who have contributed to the fundfrom May 1, 2003 April 30, 2004, as well as donors who have establishednamed endowed awards as members of the YBPA.

The Awards of Distinction

The Awards of Distinction are York Universitys most prestigiousundergraduate entrance scholarships. These awards were established torecognize except ional academic achievement and indiv idualaccomplishment among entering undergraduates. Candidates must bestudents in their final year of study in a secondary school who will beseeking admission into first-year undergraduate study at York University inany discipline. They must possess an outstanding scholastic record andwill have other accomplishmentssuch as community service,achievement in arts or sports, or excellence in other areas of individualendeavourwhich demonstrates the wholeness of the person and graceof character. Award of Distinction: Alumni Awards of Distinction

Award of Distinction: The Betty Jean and John M. Bankes Entrance Scholarship

Donor: John Bankes and Family

This award has been made possible through the generosity of JohnBankes, a member of the Universitys Board of Governors, and that of hisfamily. The award honours their parents for their long-standingencouragement to family and others to pursue higher education. The BettyJean and John M. Bankes Entrance Scholarship will be granted onceevery four years.

Award of Distinction: Bruce Bryden Entrance Scholarship

Donor: Board of Governors Colleagues, Family and Friends of the lateBruce Bryden

Bruce Bryden (1942-1992) was a member of York Universitys first classof students in 1960, later graduating in the Glendon class of 1964. Brucewas a tireless volunteer leader whose legacy and personal qualities willalways be celebrated. In 1965, he was elected as founding president of theYork University Alumni Association. Subsequently, he became the firstYork graduate to be appointed to the University Senate, and then in 1971to the Board of Governors, where he served for 20 years. Ultimately he sethigh standards as the Chair of the Board from 1982 until his untimelypassing. Bruce Bryden was devoted to the entire University, modestly butgenuinely proud of its many exceptional achievements. Typical of Glendongraduates, he cherished not only his student memories at Glendon butalso the history, warmth, beauty and feelings of this campus as a specialplace. The Bruce Bryden Entrance Scholarship will be granted once everyfour years.

Award of Distinction: John S. Proctor Entrance Scholarship

Donor: Friends and Colleagues of John S. Proctor

This award honours John S. Proctor, former chancellor and Chair of theUniversitys Board of Governors, and also commemorates the Universitys25th anniversary. It has been made possible by the generosity of past andpresent members of the board. John Proctor was a banker, tennischampion and philanthropist who served on Yorks Board of Governors formany years and eventually became chancellor in 1982. Mr. Proctorrendered untold hours of service to York University. He became a modelof excellence and was recognized for his personal integrity, gracefulcounsel and wise leadership. The John S. Proctor Entrance Scholarshipwill be awarded annually.

Award of Distinction: Murray Ross Entrance Scholarship

Donor: Murray Ross

Murray G. Ross, a native of Nova Scotia, received his university educationat Acadia University, the University of Toronto, the University of Chicagoand Columbia University. He has been a member of the academic staff ofthe University of Toronto and served as its vice-president from 1957-1960.In 1960, Dr. Murray Ross became the president of York University. It washis insight, commitment and leadership which helped to build theUniversity. This award honours York students who share these qualities.The Murray Ross Entrance Scholarship will be granted once every twoyears.

Awards of Distinction Merit Scholarships

These scholarships are awarded to applicants short-listed for the Awardsof Distinction. Refer to the criteria listed above.

Ray and Joe Abramson Award

Donor: Blanca Abramson and Professor Morton Z. Abramson

The award will be given annually to a student entering first year in a majorprogram within the Department of Mathematics and Statistics, who is aCanadian citizen/permanent resident, a resident of Ontario, and whodemonstrates financial need. Candidates must have a demonstratedrecord of extracurricular involvement in a math-related club and/or activity.Should there not be a suitable first-year candidate, the award will be givento an upper year mathematics and statistics student who hasdemonstrated a record of extracurricular involvement in a math-relatedclub and/or activity, is a Canadian citizen/permanent resident, an Ontarioresident and demonstrates financial need. Entering students applying forthis award will be asked to prepare three to four paragraphs outlining theirrecord of extracurricular involvement.

This award commemorates the parents of Professor Morton Abramson,who retired in 2004 after 37 years at York University. It is created as atribute to Professor Abramson's wide-ranging contributions to student andfaculty life in the Department of Mathematics and Statistics, at YorkUniversity, and within the wider community.

Affinity Group Inc. Award

Affinity Group Inc. is a leading direct supplier of mutual funds to membersof professional and alumni associations across Canada. The AffinityGroup Inc. Award has been established to provide an annual award to adeserving secondary school student entering a first-year program at YorkUniversity. The successful applicant must have a minimum 85 per centaverage at the time of admission to York, demonstrate financial need, bea Canadian citizen or permanent resident and be a resident of Ontario asdefined by the Ontario Student Assistance Program (OSAP).

Alexander Lithographers Award

Donor: Alexander Lithographers

As a friend and supporter of York University since its inception, AlexanderLithographers has witnessed the evolution of the University from itsmodest beginnings at the Glendon campus in 1959 to its current status asa renowned Canadian university. The Alexander Lithographers Award hasbeen established to provide an annual award to a deserving secondaryschool student entering a first-year program at York University. Thesuccessful applicant must have a minimum 85 per cent average at the timeof admission to York, demonstrate financial need, be a Canadian citizen orpermanent resident and be a resident of Ontario as defined by the OntarioStudent Assistance Program (OSAP).

Harry W. Arthurs Alumni Entrance Scholarship

The York University Alumni Association has established the Harry W.Arthurs Alumni Entrance Scholarship in commemoration of theachievements of Harry W. Arthurs, president of York University from 1985to 1992, and in celebration of the 30th anniversary of York University.President Arthurs unfailing commitment to building excellence into theUniversitys academic, social, cultural and physical development wasfundamental in shaping its identity and direction.
