SUMMARY OF LICENSES TO BE AUCTIONED

The following table lists the 493 Basic Trading Areas (“BTAs”) and BTA-like areasfor which the FCC will issue LMDS licenses. This auction offers a total of 986 licenses, twoin each BTA: 1,150 megahertz of spectrum in frequency block A and 150 megahertz infrequency block B.

For each BTA, the table lists the market number, the market name, the license number,the population, and the upfront payment (which corresponds to the number of bidding unitsrequired to bid on a license in that BTA and frequency block).

A complete license number is the form LD plus the BTA designation plus theletter designation of the frequency block. For example, the license number forthe B-block license in the Abilene BTA will be LDB003B.

All population figures are from the 1990 U.S. Census, U.S. Department ofCommerce, Bureau of the Census. The New York A block BTA population isbased on an encumbered population of 9,503,769 (the unencumbered BTA lessthe population in the encumbered New York Primary Metropolitan StatisticalArea). The New York B block BTA is based on an encumbered population of18,050,615.

The two right columns of the table shows the upfront payments (and number ofbidding units) required to bid on a license in that BTA. Please note thatbidding units are used in the auction to determine bidding eligibility andactivity. They are completely unrelated to the dollar amount of actual bidsplaced.

Following this table is a cross-reference list of all 493 BTAs, arranged in BTA-number order and showing BTA name and associated Major Trading Area (MTA).

LIST OF EXISTING GOVERNMENTAL AND PRIVATE BUSINESS31 GHZ LICENSEES

The Commission has decided to simultaneously auction two licenses in each BTA,one license for 1,150 megahertz consisting of 1,000 megahertz located in the 28 GHz bandand 150 megahertz located in the center of the 300 megahertz segment of the 31 GHz band(31,075 - 31,225 MHz), and a smaller license for 150 megahertz located entirely in the 31GHz band. This second 150 megahertz consists of two 75 megahertz segments located ateach end of the 300 megahertz block (31,000 - 31,075 MHz and 31,225 - 31,300 MHz). LMDS service providers will be entitled to interference protection from any other presently-authorized primary users in the entire band. Although LMDS operations are permitted inthe 31,000 - 31,075 MHz and 31,225 - 31,300 MHz bands, incumbent governmentallicensees and private business users operating in these two segments are entitled toprotection against harmful interference from any LMDS operation in these blocks. Therefore, bidders should be aware that some BTAs have incumbent operations in thesmaller 150 megahertz block that must be protected from harmful interference under theCommission's Rules.

Prospective bidder should not rely solely on this list, but should carefullyreview the Commission's databases and records before formulating bidding strategies.
