    Travel Expense Reimbursement Policy

    General Membership

Please do not request a reimbursement if you can afford to travel without the use of this subsidy.

    Amount:

50%, up to $50/person for travel by air

50%, up to $30/person for travel by rail (train)

Up to 50% of total cost for group travel that involves rental vehicles, capped at $50/person.

For example, if 5 people rent a vehicle, the maximum reimbursement will be $250. See table

    below for additional examples:

    Travelers Total Cost Reimbursement

    4 $100 $50

    2 $100 $50

    10 $2,000 $500

    10 $1,000 $500

5 $1,000 $250 In addition to the above amount, if a Majlis has collected 100% of its Ijtema Fund by the

end of the Ijtema (July 15), each member of that Majlis will get an additional $5 towards travel expense reimbursement.

Due to their proximity to the site, members from the following Majalis are not eligible for a

    subsidy:

Albany, Boston, Brooklyn, Buffalo, Connecticut, Long Island, Rochester, Syracuse,

Queens, Philadelphia, North Jersey, Central Jersey, Willingboro, York, Baltimore, Silver

    Spring and Laurel.

If a Qaid from the above list feels that they need some assistance, he should make a

request for a subsidy. The National Office will decide on a fair amount to be

    subsidized.

    Process:

All subsidy requests must come through from the local Qaid. The Qaid will use the

accompanied spreadsheet to request a single reimbursement. All requests must be submitted

to Muhtamim Ma’al (National Director of Finance) by no later than August 14, 2008.

    Note:

Shura delegates representing the local Majlis should use local funds.

Each Majlis should use local funds to assist members in attending the National Ijtema.

This subsidy policy should not be seen as a way to fund the entire cost of travel.

taken off and the next team will pick a question. At the end of each round, the point total will be read

for everyone’s information. After two rounds are over, the game will ask the “Final Question”. The

teams will wager whatever they wish from the points they have earned in the first two rounds. If a team

gets the Final Question right, they will be awarded the points they wagered. However, if a team gets the

Final Question wrong, the wagered points will be taken off. The team with the most points at the end of

the three rounds will be considered the Champions of Trivia.

    • The Rounds: There will be a total of three rounds. The first two rounds will feature 5 categories in

each round. Each category will have 5 questions in it, ranging from 100 to 1,000 points. Obviously,

as the points get higher, the questions will get harder. At the end of each round, the score keeper

will announce to everyone, the scores of each team. After the first two rounds, the teams will be

shown the category for the Final Question. They will then asses how much they know about the

category and will wager a portion or all of their fortune as they please. Once everyone has written

down their wager, the score keeper will collect the wagers so that there is no cheating. The question

will be revealed, and the teams will have 30 seconds to write down their response. The host will ask

each team for their answer and the score keeper will announce how much did the particular team

wager. The points will either be added or subtracted, depending on the answer being correct or

incorrect. The team with the most points at the end of this round will be considered the winner.

    • The Teams: There will be 8 teams. Each region will be represented by one team. Each team will,

ahead of time, pick a “captain” who will answer the team’s questions. Only the Captain of a

particular team is allowed to speak.

The members of the Trivia Team

    1. Reader: Will read the questions and say whether or not the team answered correctly. If the team gave

an incorrect answer, he will read the correct answer.

    2. Time Keeper.

    3. Score Keeper.

We will also need some help from others just to setup the teams as well as to get the stage setup. Most of

this will be done on Saturday night just before the Competition.

    Atfal Sports Competitions Rules

and Guidelines for National Ijtema 2008

    Overall Rules and Guidelines

    • Games will begin on time. It is the responsibility of team members to be at the right location for their game or they will be disqualified.

    • No swearing, cheating, fighting or lying is allowed. It will be the referees’ responsibility to eject players for violating these rules as needed. Please note that if a Tifl is ejected, there will be no replacement allowed for that person to the team.

    • Regional Qaideen will be selecting a “Regional Sport Coach” to help coach and manage the two teams from his region. This coach will have the responsibility of deciding who will be

playing on the team. This coach must be present during the entire sports session. Regional Sports Coaches are strongly encouraged to submit the names of their team players prior to Ijtema to [email protected] so that brackets can be organized.

    • All Atfal playing for a team must be from the same region UNLESS they do not have enough players from their region to form a team. In that case, permission will be given to recruit players from other regions.

    • Only two teams from each region are able to participate from a region. • All referees and players must follow guidelines. If you see a referee not following these

guidelines, please report to Nazim Sports prior to end of game.

    Track

    • Qualifying races will be run with only seven participants/teams at a time. • If a competitor starts prior to whistle, he will receive one warning. After 2nd warning, he will

be disqualified. • For relay competition, team members must touch hands prior to switching.

    Basketball

    • Each team will consist of 5 players • Each game will consist of two four-minute halves. The final will consist of two six-minute

halves. • Half time will last 1 minute.

    • The referee upon whistle will grant side out when applicable. Time will be stopped until play resumes.

    • There are no timeouts.

    • Normal basketball rules will apply. All fouls will result in side out. • In case of tie at end of game, two halves of 1 minute each will be played. There will be no

rest at half time. If a tie remains after the 2 minutes of extra time, then free throws will be

used to determine winner (first time to miss loses).

    Soccer

    • Each team will consist of 8 players with max of 2 subs.

    • Each game will consist of two four-minute halves. The final will consist of two six-minute halves.

    • Half time will last 1 minute.

    • There are no timeouts. • Penalty kicks will be granted for a handball or foul within 10 feet of the goal. • Penalty kicks will be taken from 11 feet from the goal. • Since we do not have physical goals, the goal height will be lined up to the same height as

the referee’s shoulders. Two lines man will be appointed to help the referee determine if a

controversial shot was a goal. The final decision belongs to the referee. • There is no offside. • The referee upon whistle will grant free kicks, corner kick and side out when applicable.

    • Substitutions can only happen when the ball is out of play and must be requested from referee prior to switching players. You can substitute as many times as a team wishes.

    • In case of tie at end of game, each team will be given 4 penalty kicks in which you cannot change goalie. A change of goalie must be made 1 minute before end of game and must be approved by referee. If game is still tied after 3 penalty kicks, then whichever team first scores in golden goal round will win. Every player must take a penalty (except substitutes) before a player takes a second penalty.

Safety Guidelines for Atfal Activities Published by Majlis Atfal-ul-Ahmadiyya USA

    • Prior to the event, collect Parents’ names and contact #’s (including cell phone #’s) in case of

emergency or disciplinary action. Ask Parents to fill out Parents Consent Form (Local Qaid or Nazim

Atfal should have a copy or email at [email protected]).

    • Ensure that there is adult supervision for both outdoor and indoor activities at all times.

    • Consider atfal of the same age range grouped together e.g., Mayar-e-Saghir (7-12) and Mayar-e-

    Kabir (13-15).

    • Try to have a First Aid Kit/Mosquito Repellent and Doctor on site for larger gatherings. If Doctor is

not physically available, have his pager or cell #.

    • The playground surface should be free of standing water and debris that could cause a child to trip

and fall, such as rocks, tree stumps, and tree roots.

    • Teach kids general rules on how to be safe and act responsibly. For example, never push or

roughhouse with other Atfal. If you feel someone could get hurt, tell an adult immediately.

    • Explain to Atfal that while in a mosque, hall, or marquee, they should not run or play games.

    • Try to keep Atfal engaged in activities as much as is reasonable.

    • Explain at the beginning of large gatherings that there will be no tolerance for roughhousing or foul

play. Their parents will be contacted and those Atfal will not be able to participate in activities or

receive prizes. Perhaps reward the well behaved Atfal.

    • Running Atfal Educational or Sports Events at larger gatherings generally takes a 4 man team. For

each age group (there are 2: Mayar-e-Saghir and Mayar-e-Kabir), 2 adults are needed. One to

conduct the competition and the other to discipline the kids. This does not include Judges or

    Referees.

    • Parents on site of larger Atfal activities should help Atfal organizers.

Taleem Competition Guide National Ijtema 2008

    Majlis Khuddam ul Ahmadiyya, USA

Memorization of the Holy Qur’an: Goal: To encourage the Khuddam to memorize large portions of the Holy Qur’an and even engender the

need for Khuddam in the USA to become Hafiz-e-Qur’an.

    Tilawat Max Marks

    Criteria Description

    Criteria-1

30 Overall memorization of the Arabic and translation.

    Criteria-2 10 Confidence and Continuity

Criteria-3 10 Appropriate Delivery Volume and Speed

One of the judges or an individual appointed by the Taleem Department (The designation “Taleem

Department” will always refer to the National MKA USA Taleem Department in this document.) will recite a

portion of the Holy Qur’an, usually one or two verses, depending on the length of the verses. A short verse

would necessitate recitation of an additional verse to enable to the Khadim to discern the portion of the Holy

Qur’an that is being read. The Khadim is to continue the recitation once he has ascertained the portion

being read. After the judge or appointee has completed the verse being tested, the Khadim will have ten

seconds to continue the recitation or would receive a score of zero for the verse being tested. In this

manner, three to five verses will be selected from the Ijtema syllabus provided to the Khuddam. The

number of selections would decrease to three if there is a plethora of competitors and increase to five with

    fewer competitors as time permits.

The translation of a single verse will be asked of a Khadim. The verses will usually be based on the Arabic

selections recited by the Khadim which will encourage memorization with translation and enhance

understanding. Between four and ten selections may be asked, again the number of selections is inversely

proportional to the number of competitors.

One’s score will be based on both memorization of the Arabic and the translation which may be done in

English or Urdu. If done in Urdu, the best translation will be asked and it will be imperative that the

translation be relevant to the context of the verse as Arabic and Urdu vocabulary is often similar. The Arabic

and translation will each receive equal weight as far as scoring is concerned.

    Recitation of the Holy Qur’an:

Goal: To encourage Khuddam to recite the Holy Qur’an in the most correct and most beautiful way.

    Tilawat Max Marks Criteria Description

    Criteria-1

    punctuation

    Criteria-2 10 Confidence and Continuity

Criteria-3 10 Appropriate Delivery Volume and Speed

    Criteria-4 10 Overall Sweetness of Delivery (Soza/Qirat)

A portion of the Holy Qur’an will be assigned prior to the Ijtema. Khuddam will then be asked to

recite a portion of that at the Ijtema. The length of the portion selected will also be dependent on the

number of participants and the time allotted. Khuddam should be familiar with the entire passage as the

portion to be recited will be selected randomly. In the event that the judges choose verses in sequence, the

list of competitors may be randomized so that Khuddam will not be aware of the portion to be recited until

they reach the podium. Translation will not be asked in this competition. A Khadim may bring his own Holy

Qur’an or a photocopy of the selection. In any event, a copy of the Holy Qur’an will be provided for all

    competitors.

Impromptu Speech: Goal: To encourage the Khuddam to improve their knowledge base to help us excel in Tabligh, an area in

    which we are greatly lacking.

The reason for the impromptu speech is that Khuddam are quite good at well-rehearsed speeches, especially

if they have received assistance from the Muballigh or a family member.

The impromptu speech competition will require that the Khadim be familiar with all of the possible topics. A

list of topics will be provided in advance of the Ijtema. Khuddam should prepare the topics well in advance

graded according to the designated criteria provided well in advance of the Ijtema. When the speaker is

called forward, the judge or Taleem Department representative will pull a slip of paper from a number of

slips. Each slip will represent one of the designated topics. A slip will be given to the Khadim when he

comes forward and the Khadim will be encouraged to keep the slip so that it does not reenter the pool.

Two people will speak in the time allotted for the next Khadim to prepare. At the beginning of any given

speech (except for the first two speeches), the format will be as follows:

Khadim A: has already spoken about five minutes ago.

Khadim B: has just finished his speech.

Khadim C: will now begin his speech. He was called forward at the same time

A began his speech and prepared the entire time A and B spoke.

Khadim D: was called at the time B began his speech and is already at the

designated area hurriedly preparing his speech. He would probably benefit from

anxiolytics at this time and is likely tachycardic. He will

    speak once C has finished.

Khadim E: is being called forward and being given a slip of paper indicating his

topic so that the may join D in the designated area and will prepare while

C and D speak, thereafter taking his turn at the podium.

Thus, one speaker will be prepare in the amount of time that the two prior speakers have delivered their

presentations. This would amount to roughly ten minutes, if five minutes are allotted to each speaker. If

however, only three minutes are allotted, then a speaker may have as little as three minutes to prepare his

    speech.

The first two speeches are different only in that there will be no prior speakers to give time for preparation.

During this time, the judge and / or Taleem department will describe this or prior competitions while the

speakers prepare. After the second speaker has finished his speech, and the wheels have been set in

motion, there will always be four speakers near the podium at the conclusion of any speech. One will be

finishing his delivery, another starting his speech, a third halfway through his preparation time and a final

Khadim just beginning to prepare his speech.

The judges and/or Taleem Department may choose to speak as “filler time” when one speech has been

extremely short so that the other speakers will have adequate time to prepare. Thus, the preparation time

for any given speaker would be roughly equivalent.

    Nazm:

Goal: To encourage Khuddam to recite Nazms or Urdu Poems in the most correct and most beautiful way.

    Nazm Max Marks

    Criteria Description

    Criteria-1

10 Correctness & Clarity of Pronunciation. Stops at appropriate punctuation

    Criteria-2 10 Confidence and Continuity

Criteria-3 10 Appropriate Delivery Volume and Speed

    Criteria-4 20 Overall Sweetness of Delivery (Soza/Qirat)

A portion of a Nazm, usually about two verses depending on the number of competitors and the

allotted time, will be assigned when one reaches the podium. The Nazm(s) will be selected prior to the

Ijtema. The Khuddam will then be asked to recite a portion of the assigned Nazm at the Ijtema. In the

event that many Nazms are selected, the Khadim will be given a choice as to which Nazm he would prefer to

recite. As for the exact verses, the length of the portion selected will be dependent on the number of

participants and the time allotted. Khuddam should be familiar with the entire selection as the portion to be

recited will be selected randomly. In the event that the judges choose verses in sequence, the list of

competitors may be randomized so that Khuddam will not be aware of the portion to be recited until they

reach the podium. Translation will not be required in this competition. A Khadim may bring his own copy of

the Nazm. In any event, a copy of the Nazm will be provided for all competitors at the podium. Though the

competition is Urdu Nazm, the selections may come from the Qasidah and / or Farsi (Persian) poetry of the

    Promised Messiahas.

    Overall Rules and Guidelines

    Basketball

Each team will consist of a max of 8 players; 4 on 4 play except during Semi-final and Final when it will be 5

    on 5

Rounds of games will consist 4 on 4 half court (15 minute games)

There will be no 2’s or 3’s in half court games

Semi-final and Final will be full court games (with halves; 1 timeout per half; 30 minutes total)

This will be a single elimination tournament

    Referees will call all fouls

Any technical will result in two foul shots, which will count as one point each, and the player will be removed

from THAT game. The second technical by the same player will result in disqualification from the remaining

    events.

    Beach Volleyball

Each team will consist of a max of 10 players and a min of 6 to play

All games will be 21 points long. We will follow the “rally point” rule.

Every game will be started by a coin toss; the winner will have the option of choosing side or first serve.

You can strike the ball with any part of your body

Team rotation is NOT optional – full team must rotate. The server must change after every change of serve.

Everyone on the team has to serve before you can serve again. If you do not follow proper server rotation

    you will loose your serve.

You cannot carry or throw the ball. (Open hand hit under your chest level would be considered a carry

unless it’s the first hit off a hard spike, two hand open hit will still be considered a carry off the spike.)

The server must wait for the referee’s approval before serving the ball. So both teams are ready. If you

serve before the referee’s approval your serve will be lost.

Boundary line ball is counted ‘IN’ even on a serve.

There is no centerline in beach volleyball; you can penetrate under the net provided you do not interfere

with your opponent. (You are permitted to reach over the net when blocking or spiking provided no net

touch and that you do not interfere with your opponent play. If the ball is not on your side then you must

wait till the opponent touches the ball first, if you touch it first then you will loose a point or possession of

    the ball)

The head referee will call net touches and mishandled balls. The call will be against who touched the net

first. If both teams touch the net simultaneously then the call will be against the team the ball lands on.

Any ball, except a serve, that strikes the net and crosses over is still in play.

You cannot block or spike a serve. (In which case a point will be awarded to the serving team)

    MAJLIS KHUDDAMMAJLIS KHUDDAM--ULUL--AHMADIYYA, USAAHMADIYYA, USA

A player may only have one toss per serve attempt. (If you miss judge your toss and do not hit it or catch it

when serving you will loose your serve)

You have 3 hits to cross the ball over the net. (A block does not counts as a hit in 6 man beach volleyball).

A player cannot hit the ball twice consecutively, but can hit the ball after a teammate touches the ball. If it

hits your chest and then your arms it is a double hit and you will loose possession of the ball or a point.

There will always be one ‘Head’ referee and one assistant referees may assist in each game.

Technical foul will result in other team receiving one point and taking possession. The player who commits

the technical will be removed from THAT game. If a second technical foul occurs the player will be

    disqualified from the remaining events.

    Track

100 Meters means 328 feet (open to all)

400 Meters relay; 4 man team that will run 100 Meters each (open to all)

1.6 Mile Run (open to all)

    Flag Football

Max of 12 players on team; a minimum of 8 will play at one time

Possession will be decided based on coin toss

    4 downs per possession

    2 completions equals first down

No completion within 4 downs equals turnover

Team can punt on the 4rth down

Defensive team will have one opportunity of a free blitz per possession, but if offensive team completes the

2 completion rule then defensive team will have another opportunity of a free blitz

Normal blitz will be after a 7 count “Mississippi” OUTLOAD

There will NO half-time – games will run straight

Substitutions will occur only during change of possession or turnover

Games will go to 28 (by 7’s) or max of 25 minutes whichever comes first

This will likely be a single elimination tournament, but that could change

    Cricket

Each team will consist of 11 players (min of 8 players are required).

Final match will be 6 over and one over per person in the final.

There will be no LBW. (This is when the ball strikes your leg while standing in front of the wickets)

Each Wideball and No-ball will count as one run.

Any unsportsmanlike conduct will be -4 runs (if not disqualified from the event)

Any disputes or talking that delays the game after the referee’s decision will be considered a delay of game

which will automatically deduct runs for each min delay.

You may make extra runs on over throw

There will be 10 teams and 3 Rounds and a FINAL (both rounds are knock out round; loosing team will be

    out)

First Round: Five matches will be played in this round; 5 teams will proceed to 2nd round. Team that has

scored the maximum RUNS (say Team B) in the first round will get by to the 3rd round

Second Round: Two matches will be played among the remaining four teams and the two winning teams will

proceed to the 3rd round. Team that scored maximum RUNS in the second round (say Team F) will get by to

    the FINAL.

Third Round: The other team from the second round will play against the team that got a by after the first

round (Team B). Winner of this match will play the FINAL against (Team F)

In case of a tie, the team that has the maximum number of RUNS (score will be added from all the matches

they have played so far) will proceed to the next round. If the score is the same then winner will be decided

on the number of wickets fallen. Team will lower number of wickets fallen will proceed to the next round.
