INTRODUCTION

This report for the Hassenfeld Institute for Public Leadership is based on a telephone

survey of a random sample of 400 Rhode Island registered voters.

Interviewing was conducted by telephone between June 18 and June 22, 2020. Each completed

interview lasted approximately seven minutes and forty-five seconds.

Interviews were completed only with registered voters in Rhode Island who passed a screen

designed to establish their registration status

The following category of respondents were screened out of the survey, and thus not included in

the final sample of 400 Rhode Island voters:

• Residents who indicated they were not registered to vote or not sure of their registration status in Rhode Island.

SAMPLING

The sample is an area random probability sample of Rhode Island residents; respondents'

telephone numbers were selected using a computer generated random sample of Rhode Island

registered voters. Twenty-eight percent of the calls were made to cell phones and 72% to

landlines.

(A sampling note: Several symbols are used in the tables of this report to designate groups

whose sample size is too small to ensure meaningful results.)

A single + will be found next to all groups whose sample size is less than 70 respondents but

at least 50.

Two +'s (++) will be found next to all groups whose sample size is less than 50.

Efforts were made to avoid underrepresenting young voters, a fairly common problem in

telephone polls. Interviewers were instructed to ask for the youngest person of voting age

presently at home to ensure an adequate sampling of young voters.

Totals may not add up to 100% due to rounding off.

In reading the data in this report and the computer's printouts provided to the Hassenfeld

Institute for Public Leadership, one should bear in mind that the results are subject to sampling

error; that is, the difference between the results obtained from our sample and the results, which

would be obtained by surveying the entire adult voting population.

The size of a possible sampling error varies with the percentage of any group given a particular

answer, and with the size of each group analyzed; i.e., ALL VOTERS, men, women, income, ages

18-39, etc.

The following table outlines the range of error in samples of different sizes and at different

percentages of response.

For the overall sample of 400 the sampling margin of error 95 times out of 100 is

approximately 4.9%, though slightly lower (4.0%) for responses selected by very high or low

percentages of the total sample.

Rhode Island economy at the right pace, too fast or two slow. Sixty-six percent of voters said the right pace, 8% too fast and 25% too slow (Q.3).

• Voters were asked a series of questions on how comfortable they are with going out while dealing with the coronavirus o Returning to work outside the home: Sixty-five percent of voters said they

are very or somewhat comfortable (37% very, 28% somewhat) while 27% said they are somewhat or very uncomfortable (14% somewhat, 13% very) (Q.4a).

§ Sixty-six percent of males said they are comfortable while 64% of females share this opinion.

§ Seventy-five percent of voters between the ages of 40 and 59 said they are comfortable.

§ Seventy-nine percent of Republicans said they are comfortable, 67% of Independent voters and 55% of Democrats. Forty percent of Democrats said they are uncomfortable.

§ Voters who earn between $100K and $200K are divided with 51% being comfortable and 44% uncomfortable

o Dining in a restaurant: Forty-seven percent of voters said they are very or somewhat comfortable (23% very, 24% somewhat) while 52% said they are somewhat or very uncomfortable (24% somewhat, 29% very) (Q.4b). More voters are very uncomfortable than very comfortable on this question.

§ Fifty-one percent of males said they are comfortable and 47% are uncomfortable.

§ Forty-three percent of females are comfortable and 57% are uncomfortable with dining in a restaurant.

§ Fifty-eight percent of voters over the age of 60 are uncomfortable. § Fifty-four percent of voters between the ages of 40 and 59 are

comfortable with dining in a restaurant. § Seventy-three percent of Republicans said they are comfortable, 48%

of Independent voters and 36% of Democrats. Sixty-four percent of Democrats said they are uncomfortable.

o Retail Shopping: Sixty-seven percent of voters said they are very or somewhat comfortable (34% very, 33% somewhat) while 32% said they are somewhat or very uncomfortable (23% somewhat, 9% very) (Q.4c).

§ Seventy percent of males said they are comfortable and 65% of females are comfortable.

§ Seventy-three percent of voters between the ages of 40 and 59 feel comfortable with retail shopping.

§ Ninety-two percent of Republican voters feel comfortable while Democrats are divided with 54% feeling comfortable and 46% uncomfortable.

§ At least 66% of all income groups feel comfortable with retail shopping.

o Going to a barber or hair salon: Sixty-five percent of voters said they are very or somewhat comfortable (37% very, 28% somewhat) while 32% said they are somewhat or very uncomfortable (18% somewhat, 14% very) (Q.4e).

§ There is little difference between males and females. § Seventy-one percent of voters between the ages of 40 and 59 are

comfortable. § Eighty-three percent of Republicans are comfortable going to a barber

or hair salon and 67% of Independent voters are comfortable.

o Sending students in K thru 12 back to school in the fall: Voters of Rhode Island are divided on this question. Forty-six percent of voters said they are very or somewhat comfortable (20% very, 26% somewhat) while 40% said they are somewhat or very uncomfortable (23% somewhat, 17% very) (Q.4f).

§ Fifty-one percent of males are comfortable with this while 35% are uncomfortable.

§ Forty-two percent of females are comfortable and 44% are uncomfortable.

§ Forty-six percent of voters under the age of 40 are uncomfortable with returning to school while 42% are comfortable.

§ Fifty-five percent of voters between the ages of 40 and 59 are comfortable with returning to school in the fall.

§ Forty-eight percent of Democrats are uncomfortable with returning to school in the fall while 34% are comfortable.

§ Sixty-five percent of Republicans are comfortable with returning to school.

• Voters were asked a series of questions about issues facing the State of Rhode Island and asked how big of a problem each one is.

o Distance Learning for Education: Fifty-six percent of voters said it is a big or moderate problem (23% big, 33% moderate) while 38% said it is a small problem or no problem at all (20% small, 18% no problem) (Q.5a).

§ Fifty-eight percent of females said it is a big or moderate problem while 54% of males felt the same way.

§ Sixty-three percent of voters under the age of 40 said it is a big or moderate problem.

§ Sixty-seven percent of union members said it is a big or moderate problem.

§ Fifty-eight percent of Independent voters said it is a big or moderate problem while 53% of Democrats and 56% of Republicans feel the same way.

o Process of Handling Police Misconduct Cases: Fifty-seven percent of

voters said it is a big or moderate problem (26% big, 31% moderate) while 38% said it is a small problem or no problem at all (19% small, 19% no problem) (Q.5b).

§ Sixty percent of females said it is a big or moderate problem while 53% of males felt the same way.

§ Sixty-five percent of voters over the age of 60 said it is a big or moderate problem.

§ Among voters between the ages of 40 and 59, 52% think it is a big or moderate problem while 43% think it is a small or no problem at all.

§ Sixty percent of union members said it is a big or moderate problem. § Sixty-five percent of Democrats said it is a big or moderate problem. § Republicans and Independent voters are more divided. Fifty-two

§ Seventy percent of male voters said it is a big or moderate problem and 68% of females felt the same way.

§ Over 70% of voters under the age of 60 said this issue is a big or moderate problem.

§ Seventy percent of union members said it is a big or moderate problem.

§ Seventy-five percent of Independent voters said it is a big or moderate problem while 71% of Republicans felt the same way.

§ Seventy-five percent of voters who earn between $100K and $200K said it is a big or moderate problem for Rhode Island.

o Health Care Cost: Rhode Island voters see this issue as a major problem. Eighty-two percent of voters said it is a big or moderate problem (60% big, 22% moderate) while 16% said it is a small problem or no problem at all (9% small, 7% no problem) (Q.5f). The 60% saying it is a big problem is the greatest of all of the issues tested.

§ There is no difference among the sexes on this question. § Eighty-three percent of voters under the age of 40 said it is a big or

moderate problem. § Sixty-four percent of voters between the ages of 40 and 59 see this as a

o The State’s Budget Deficit: Eighty-two percent of voters said the budget deficit is a big or moderate problem (54% big, 28% moderate) while 12% said it is a small problem or no problem at all (9% small, 3% no problem) (Q.5g).

§ Eighty-two percent of male voters said it is a big or moderate problem and 81% of females felt the same way.

§ Eighty-six percent of voters over the age of 60 said it is a big or moderate problem with 63% saying it is a big problem.

§ Seventy-five percent of female voters said it is a big or moderate problem compared to 67% of male voters. Twenty-seven percent of male voters said it is a small or no problem at all.

§ Seventy-nine percent of voters over the age of 60 said it is a big or moderate problem.

§ Eighty percent of union members said it is a big or moderate problem. § Republicans are divided on the question with 44% saying it is a big or

moderate problem and 42% saying a small or no problem. § Eighty-four percent of Democrats said it is a big or moderate problem

and 68% of Independent voters felt the same way. § Seventy-nine percent of voters who earn between $25K and $75K said

it is a big or moderate problem. § Forty-two percent of voters who earn over $200K said it is a big or

moderate problem while 46% said it is a small problem or no problem.

o Race Relations: Seventy-one percent of voters said race relations is a big or moderate problem (33% big, 38% moderate) while 24% said it is a small problem or no problem at all (15% small, 9% no problem) (Q.5i).

§ Seventy-three percent of female voters said it is a big or moderate problem and 68% of males felt the same way.

§ Fifty-six percent of voters over the age of 60 support it while 15% oppose it and 29% are not sure.
