Today we take another important step forward in achieving our long-term goal of an Asia free of air pollution. I am pleased to announce that Sarawak will host the 10th Better Air Quality Conference – Asia’s largest and most prestigious air quality gathering. The theme for this year is Regional Action, Global Impact.
With the strong support from the Ministry of Natural Resources and Environment, and the Natural Resources and Environment Board of Sarawak, Clean Air Asia (CAA) and the Clean Air Forum Society of Malaysia (MyCAS) will co-organize the biennial BAQ conference in Sarawak, Malaysia, from November 12-16, 2018, at the Borneo Convention Centre Kuching. During this event, at least 600 policymakers, practitioners and industry leaders will gather to develop solutions for cleaner air and livable cities.
With air quality in the region continuing to worsen, it is with a sense of great urgency that we announce the convening of BAQ 2018. Collectively, we stand at a critical juncture. Our continued reliance on fossil fuels has spawned a catastrophic rise in pollutant emissions and greenhouse gases, accelerating the pace of global climate change. Air pollution is now recognized as a public health crisis, linked to 7 million premature deaths per year, with Asia bearing the brunt of the mortalities. Immediate transformative action and technological innovation is needed to hold global average temperature rise to below 2°C on pre-industrial levels, as stipulated in the Paris Agreement, and to achieve the United Nations’ Sustainable Development Goals.
Malaysia plays an important role in this and is taking concrete steps to improve air quality and reduce its greenhouse gas emissions. It requires industries to implement

best available techniques and technologies to achieve stringent emission standards and implement continuous emission monitoring under the new Clean Air Regulations 2014. Its new ambient air quality standards now include PM2.5 as an air pollutant indicator to public health. Its fuel roadmap will limit the sulfur content to 10ppm in diesel by September 2020 making transport emissions significantly cleaner. Malaysia has ambitious plans to decarbonize the transport sector with 100,000 electric cars, 100 electric motorcycles, 2,000 electric buses and 125,000 charger stations to be in place by 2030 as part of the National Green Technology Master Plan and the Electric Mobility Blueprint. Malaysia aims to achieve 2,080MW of renewable energy by 2020 which will result in avoiding 7 million tons of CO2 annually.
We are in a race against time. We need to heed the call to decarbonize our economies and our lifestyles. The pressing nature of the challenges we face underscores the importance of BAQ 2018. This year is a milestone for Clean Air Asia as we celebrate our 10th Better Air Quality Conference. We’ve come a long way since our first BAQ gathering in 2002, and together we have made significant air quality gains throughout the region and helped elevate air pollution to the forefront of public discourse and government policy action with its growing recognition as a critical environmental, public health and economic issue.
But this year’s BAQ is also held against a background of continuing change in the factors that influence air quality in Asia’s cities - and in our capacity to manage it. The challenges that have preoccupied previous BAQs have evolved - and in some cases increased in their severity - but remain fundamentally similar: the health and climate effects of air pollution; the contribution of household, industrial, stationary and transport sources to air pollution and the need for effective mitigation policies. What has come sharper into focus is the fact that air pollution is an existential threat to us all - a threat that can only be countered by a concerted and focused effort by all stakeholders.
So, there is still a lot for us to do. Despite the considerable progress that has been made in some cities and parts of Asia, we are also seeing regressive policies and plans being put in place elsewhere, and air quality in the region continues to worsen overall - not least because of our continued collective reliance on fossil fuels.

Themed “Regional Action, Global Impact”, we believe that with a shared sense of purpose and commitment, this BAQ will mark a turning point in our efforts to reduce emissions and will help usher in a new era for Asia, and indeed the world.

On behalf of the BAQ 2018 organizing committee, I am honored and delighted to welcome you to the 10th Better Air Quality Conference in Kuching, Sarawak, Malaysia. I am grateful to the see many experts who will come to share their knowledge in this conference. A conference such as this provide a valuable opportunity for research scientists, industry specialists, decision-makers, and students to engage, discuss, and share experiences in contributing towards cleaner air in our cities and our region. BAQ 2018 is packed with over 45 breakout sessions and 140 scientific papers presented throughout the conference. It also highlights new findings, technologies and innovations, and solutions to air pollution. It is my hope that BAQ 2018 also serves as the platform for Malaysia to tap into opportunities that will assist the country in contributing to the Sustainable Development Goals, Paris Climate Agreement, and the New Urban Agenda.
I would like to thank every organization and individual that contributed to staging the BAQ 2018 in Kuching. This includes our main supporters, the State of Sarawak, the Prime Minister’s Department, the Ministry of Energy, Science, Technology, Environment, and Climate Change, the Ministry of Health, and the Natural Resources and Environment Board of Sarawak, and other conference partners and sponsors. The Asian Development Bank (ADB) is proud to be a partner with Clean Air Asia (CAA) in the 2018 Better Air Quality (BAQ) Conference in Kuching, Malaysia. ADB and CAA have been collaborating since 2001 – working together to improve knowledge, stimulate policy actions and investment in air quality management. Most recently, we completed a joint regional study on mainstreaming air quality in urban development, to help inform policy dialogue and development.
In July 2018, ADB adopted its Strategy 2030. Our operational priorities include making cities more livable and tackling climate change, building climate and disaster resilience and enhancing environmental sustainability. Addressing regional air quality issues is a key part of this agenda. Our approach has three key pillars: (i) supporting ADB’s developing member countries to develop and implement the right policies, regulatory frameworks and planning instruments; (ii) tailoring financial mechanisms to implement priority actions; and (iii) enabling technology leapfrogging in key sectors.
ADB has been supporting air quality improvement in the Beijing-Tianjin-Hebei region of the People’s Republic of China since 2015 – promoting green policies, green investment finance, and use of high-level technologies. ADB is also helping Mongolia with policy reforms to address acute air pollution, through effective regulations, integrated urban and energy systems and preventive healthcare. In partnership with the Central Asia Regional Economic Cooperation program, we are supporting greenhouse gas inventories and investment road maps for low-carbon growth in selected cities. In addition, we recently launched a new region-wide technical assistance to develop city-level clean air action plans and stimulate further air

quality investments in Bangladesh, Mongolia, Pakistan, Philippines, and Viet Nam.
These initiatives are part of ADB’s broader commitment to support climate financing, with $25 billion already committed between 2011 and 2017. Building on this, ADB has further committed to provide $80 billion in climate finance from 2019 to 2030. This will generate multiple benefits, including improved health, aligned with the Sustainable Development Goals, while helping meet the ambitions of the Paris Climate Agreement.
As part of the BAQ Conference, ADB looks forward to sharing our experiences and knowledge on designs and approaches to address air pollution and greenhouse gas emissions. Together, we can achieve a prosperous, inclusive, resilient, and sustainable Asia and the Pacific.

Due to rapid urbanisation and demographic transition, presently around 50% of the global population live in cities, with a rapidly accelerating tendency, and over 60% of them live in Asia and the Pacific. Current trends in the region are unsustainable and have led to ever-increasing traffic congestion, fuel use, and severe air pollution. Greenhouse gas emissions contributing to climate change follow the same trends in a region that is highly vulnerable due to long coast lines and meteorological conditions.
The Better Air Quality Conferences have taken up these issues since 2002, when it was first held in Hong Kong, China. Although, climate change mitigation has not much been the centre of consideration by then, it caught up rapidly. Meanwhile, both, air quality management and climate change mitigation are widely seen as two sides of the same coin, creating mostly co-benefits from each other.
The New Urban Agenda which was launched by the UN conference “Habitat III” in 2016 and is a building block for the “2030 UN Agenda for Sustainable Development”, in particular for the Sustainable Development Goal 11 focusing on inclusive and resilient cities. The agenda calls for integrated urban development, which includes urban mobility for passengers and goods as well as balanced urban land-use planning in order to avoid unnecessary trips.
GIZ - German International Cooperation, acting on behalf of the German Government, has not only participated in all BAQ conferences but has taken this year’s motto “Regional Action, Global Impact” already serious over the years. GIZ has implemented bilateral projects with Asian countries as well as regional projects with the ASEAN

Secretariat in the fields of air quality management and climate change mitigation with strong focus on the transport sector. These joint efforts contributed to regional action and consequently to global impact.
Germany will continue to do so with a new project on sustainable mobility for metropolitan regions in ASEAN Member States. It will address the fact that cities cannot solve their challenges individually, but need cooperation among major municipalities within the regions. GIZ executes, on behalf of German Government, also a number of global climate change related projects in Asia, in particular with a focus on implementing Nationally Determined Contributions (NDC) in various countries.
The Better Air Quality Conference 2018 offers again a great platform to bring together actors from all over Asia to exchange and learn from each other and share best practices to reduce air pollution in Asian cities and greenhouse gas emissions. GIZ, as a partner organization of the BAQ, has been actively supporting the conference and related activities and we are happy to enable again the participation of representatives from national government agencies, municipalities, and civil society to this year’s BAQ.
We are looking forward to yet another great BAQ Conference in 2018 and to fruitfulexchange and discussions.

ROBERT O’KEEFE is President of HEI Energy and Vice President of the Health Effects Institute (HEI). In these roles he leads the Institute’s international and energy programs to assess the health effects of air pollution in developing countries and its work to apply the Global Burden of Disease Estimates to air pollution and source specific impacts in developing Asia and to understand the health impacts of key energy sources, respectively. He served earlier in his career as Assistant Deputy Commissioner for Policy and Program Development and Director of Planning and Budget for all environmental programs at the Department of Environmental Protection, U.S. state of Massachusetts. He is a member of the USEPA’s National Clean Air Act Advisory Committee and Chairs the Board of Directors of Clean Air Asia.

Dr. Bambang Susantono is Vice-President for Knowledge Management and Sustainable Development of the Asian Development Bank (ADB). He is responsible for ADB’s knowledge management and supervises the development of ADB’s flagship publications and reports. This includes macro, micro and regional economic research, and country diagnostic studies, among others.
He coordinates ADB's multi-sector operations research supporting its investments across energy, transport, urban, water, finance, education, and health sectors. He provides strategic leadership on ADB’s commitment to the global sustainability and climate change agenda through mainstreaming environment, climate change and disaster risk management, governance, regional cooperation and financial integration, social development and gender equity, rural development and food security, across ADB’s respective business lines.
Prior to this, Dr. Susantono was Acting Minister, and Vice-Minister of Transportation of Indonesia, and Deputy Minister for Infrastructure and Regional Development at the Office of Coordinating Ministry for Economic Affairs. He chaired several research institutes and taught in universities. He was also Member of the Board for airline, port, telecommunications and mediacompanies.

HE Kebin, Dean and Professor, Member of the Chinese Academy of Engineering, School of Environment, Tsinghua University, China. He has over 20 years of research experience in air pollution control.
HE has devoted to the research field of complex air pollution especially PM2.5 over years. He promoted the development and application of new dynamic regulation technologies for regional air quality management by focusing on technology of high-resolution emission inventories, multi-dimensional source apportionment technology for complex pollution, and multi-pollutant collaborative control technology.
HE presided over the establishment of online technology platform for Chinese multi-scale emission inventory. He has established an international leading research team in the field of dynamic emission inventories, made important contributions to the advancement of elaborate source apportionment and quantitative assessment of air quality management.
Up to now, HE Kebin has been honored with one Second-class Prize of National Natural Science Award and three Second-class Prizes of National Sci. & Tech. Progress Award. He has published 6 monographs including Atmospheric Particulate Matter and Regional Complex Pollution and Technology and Application of On-road Vehicles Emission Model.

Bert Fabian leads the work of UN Environment’s Air Quality and Mobility Unit in Asia-Pacific and coordinates the activities of the Global Fuel Economy Initiative, which aims to double the efficiency of the global light-duty vehicle fleet by 2050. Prior to joining UNEP in March 2013, he was the Transport Program Manager of Clean Air Asia, a non-stock non-profit regional organization. He developed and implemented various programs, projects, and studies related to transportation, environment, and urban planning in Asia. Bert holds a Master’s degree on Urban and Regional Planning major in Transportation, and a B.S. Biology degree from the University of the Philippines.

Prof Mohd Talib is a professor of Atmospheric Chemistry and Air Pollution at the School of Environmental and Natural Resource Science, and Deputy Dean (Postgraduate) at Faculty of Science and Technology, Universiti Kebangsaan Malaysia. His main research work includes the composition of atmospheric aerosols from various backgrounds including indoor environment. He has also worked on the composition of gases particularly surface ozone in the atmosphere. Most recently, he has extended his research on aerosols from sea surface microlayer (SML) and the composition of volatile organic compounds (VOCs) from urban and natural sources. He has published more than 100 publications including refereed journals, book, chapter in book and proceedings. He is also one of the 24 recipients of Top Research Scientists Malaysia 2018, a special recognition by Academy of Sciences Malaysia.

Prof. Peter Brimblecombe is a Chair Professor of Environmental Chemistry at the School of Energy and Environment, City University, Hong Kong. He was until recently a Professor in Atmospheric Chemistry at the School of Environmental Sciences, University of East Anglia, U.K. and was appointed senior editor of Atmospheric Environment in 1990. He is also on the boards of several journals such as Heritage Science and Environmental Chemistry. He is active as a subject chair in Environmental Sciences for SCOPUS and currently the acting chair of the SCOPUS Contents Selection Advisory Board. He was born in Australia but did his PhD on the aqueous chemistry of sulphur dioxide in the atmosphere at a university in Auckland, New Zealand. He is convinced that environmental pollution is not merely a matter of environmental chemistry, instead the smells have to be smelt. He remains interested in atmospheric sulphur chemistry that formed the subject of his PhD in the early 1970s and have just completed a major review of the biogeochemical cycling of organosulphides. His current research interests are mainly on the long-term changes in urban air pollution and its effects on health and material damage, the statistical structure of air pollution monitoring data and its implications to policy, the impact of climate change on historic sites and their use, also the sea surface microlayer, binding to particulate material and the environmental chemistry of pharmaceuticals. Working with contemporary artists and writers give a new depth to his research when trying to understand the complexities of environmental problems. The title of his book “The Big Smoke” was meant to remind us of Philip Marlowe in The Big Sleep, so he was pleased when this academic book was reviewed as "reading like a thriller".

Prof. Dato’ Dr. Nor Aieni Haji Mokhtar, graduated with adegree in physics from SUNY (Binghamton) an HonoraryAward Sigma Pi Sigma from a Physics Honor Society of USA, Master’s degree at University College of Swansea, UK and her PhD in physics at Universiti Teknologi Malaysia, UTM. In 1980, she joined UTM, as a lecturer and served as an academic for over 30 years. Her research interest among others include ocean dynamics,climate change, coastal erosion protection, renewable energy, ocean policy and governance and sustainable marine resources management.
In 2008, she was appointed as the Director and Undersecretary of the National Oceanography Directorate, Ministry of Science Technology and Innovation (MOSTI) Malaysia until 2014, coordinating and designing R&D Framework and Policy for Oceanography and Marine Science. She is also responsible for the set-up of National Oceanographic Data Centre (NODC). She was the national focal point, elected in the Executive Council of UNESCO Intergovernmental Oceanography Commission, Group IV, for Malaysia, served as Vice Chair of Western Pacific (WESTPAC). At present, she is now panel member of the International Advisory Group. She served in the IOC/WESTPAC towards National and Regional Capacity Building in Oceanography and Marine Science, building Bi-lateral and Multi-lateral programs. She also leads on Marine Renewable Energy Technology Development Working Group and supports the Ocean Forecasting and Upwelling working group research. She was also appointed as the Ambassador to the Coral Triangle Initiative Fisheries and Food Security this year.

Prof. Dato’ Dr. Nor Aieni Haji Mokhtar is currently the Vice Chancellor of Universiti Malaysia Terengganu (UMT). As an authority herself in the context of SDG 13 and SDG 14 towards studies of impacts of climate change, her research interest is on the interfacing of atmospheric and ocean parameters and indicators. Nor Aieni is perfectly positioned to contribute even more with UMT team of researchers for coastal communities, environment, social innovation and economy and to society as a whole.

Hon. Fuziah Salleh is the Deputy Minister (Religious Affairs) at the Prime Minister’s Department since July 2018, and has been a Member of Parliament since 2008. She holds a Degree of Master of Business Administration (MBA) from the University of Wales and has Professional Certification in Counseling Psychology from University of Reading, United Kingdom. She is happily married to a food engineer, Professor Dr. Russly Abdul Rahman.
Prior to serving the Government of Malaysia, she has been actively involved in leadership positions of community works and NGOs in the UK and Malaysia. She is a trained consultant for corporate, multinational and NGOs in the area of human resource development and women empowerment. She is also a consultant for United Nations Development Programme (UNDP).
In the political arena, she started her career as the Deputy Women Chief of Parti Keadilan Malaysia (PKR) when it was formed in 1999, and served as PKR Women Chief (2000-2007). She was appointed as the Kuantan Division Chief since 2002 and Kuantan Member of Parliament, and led the “Stop LYNAS Rare Earth Refinery Campaign” and “Red 2Green Campaign” against unregulated bauxite mining. She has vast experience in community empowerment and environmental activism, appointed by PKR to chair the shadow committee on environmental issues in the Malaysian Parliament and trained MPs from other Parliaments on Best Practice of World Class Parliament. Keadilan – a PKR leadership academy in 2009 and has been the Director of Training for the academy since 2013. She is also Member of ASEAN Women Parliamentarian Caucus, Founder and Chairperson of Parliamentary Global Tuberculosis (TB) Caucus, Founder Member of the Malaysian Parliamentary Gender Caucus in 2008 and Co-Chair of the Caucus in the session 2013- 2018.
In her current portfolio as the Deputy Minister, Hon. Fuziah is leading the reformed agenda of integrating religious values with the sustainable development goals (SDG) under the Blueprint Index of the Maqasid Shariah which looks at the domains of the environment, law, healthcare, education, culture, infrastructure, economy, social and politic. This blueprint aims to mainstream religion as the most important ethical values driving socio-economic development towards sustainability.

Institute for Global Health
Jamal Hisham Hashim is a visiting professor of environmental health at the United Nations University-International Institute for Global Health (UNU-IIGH). He is also a director of an environmental consultancy firm specializing in health risk and impact assessment. He was formerly a research fellow at UNU-IIGH and a professor at the National University of Malaysia (UKM). Prof. Jamal obtained his PhD in environmental health from the University of Michigan. He has been teaching, conducting research and consultancy in environmental and occupational health at UKM and UNU for the past 36 years. His research interests are mainly on the health effects of heavy metals, pesticides, solvents, air pollution, risk assessment, and recently, climate change. He has been the principal and co-investigator of 19 research projects, and has over 360 publications and presentations to date, including 87 full articles in refereed and indexed journals. He has been engaged as an environmental health consultant in over 60 local and overseas projects, primarily in the area of environmental health impact and risk assessment. He has also been consulted by the World Health Organization, International Atomic Energy Agency, Risk Science Institute and the Institute of Medicine in the U.S., the governments of Malaysia, Cambodia, Indonesia and Saudi Arabia on various environmental health issues. He is a registered environmental impact assessment consultant with the Department of Environment, Malaysia, a member of the Chartered Institute of Environmental Health in the U.K., an honorary fellow of the Academy of Occupational and Environmental Medicine Malaysia, a council member of the Asia Chapter of the International Society for Environmental Epidemiology. He also sits on the Scientific Expert Panel of the National Disaster Management Agency (NADMA), and chairs the Thematic Working Group of Environmental Health Experts under the National Environmental Health Action Plan (NEHAP).

The Beijing Municipal Environmental Protection Bureau and its staff win the 2018 Kong Ha AwardIn recognition of the efforts and impact of two decades of progressive air pollution control measures in China’s capital, the Beijing Municipal Environmental Protection Bureau and its staff are the recipients of the 2018 Kong Ha Award for Excellence in Air Quality Management.
The Kong Ha Award for Excellence in Air Quality Management was launched in 2008 by the Clean Air Asia Partnership to honor the memory of the late Kong Ha, Clean Air Asia Chairperson from December 2004 to April 2007.
The award, conferred during Better Air Quality conferences, serves as a tribute to people who are responsible for the formulation of air quality management-related policies and their day-to-day implementation, celebrating their outstanding contributions to improved air quality in Asia.
Faced with extremely high levels of air pollution, from 1998 the Beijing Municipal Environmental Protection Bureau embarked on a series of ambitious and far-reaching multi-sector air pollution mitigation strategies, including improvements to energy and industrial infrastructure, vehicle pollution control, the upgrading of city management, ecological restoration, and the raising of public environmental awareness. Their commitment and dedication have resulted in continuous air quality improvements.
In the past five years alone, there have been a growing number of good air quality days, a drop in heavy pollution episodes, and drastic reductions in major pollutant concentrations. From 2013 to 2017, ambient concentrations of SO2, CO, NO2, PM2.5 and PM10 fell by 70.4%, 38.2%, 17.9%, 35.6% and 22.2% respectively. The ambient concentration of O3 is now following a similar downward trend. Their pollution control efforts also saw the average life expectancy of Beijing’s population rise from 76 years to 82 years in the past two decades, and achieved multiple other environmental, economic and social gains.
Beijing’s leadership on air pollution and the success of the Beijing Municipal Environmental Protection Bureau’s initiatives are now internationally recognized and are serving as an example for other emerging economies and rapidly growing urban areas in Asia that are also grappling with poor air quality.

With this award, we pay tribute to the diligence and dedication of the more than 1100 staff at the Beijing Municipal Environmental Protection Bureau, who remain committed to ensuring blue skies are once again a familiar sight in the city.
“The Beijing Municipal Environmental Protection Bureau has been working on a day-to-day basis on the formulation and implementation of a range of air quality management policies and strategies, and have made clear and tangible differences through their efforts,” said Clean Air Asia Executive Director Bjarne Pedersen.
