MINUTES OF SPECIAL MEETING OF THE BOARD OF

DIRECTORS OF WALNUT VALLEY WATER DISTRICT

June 16, 2016 At the Offices of the District

DIRECTORS PRESENT:

Scarlett Kwong, President Theodore L. Ebenkamp Edwin Hilden Theresa Lee Allen Wu (departed at 5:39 p.m.) DIRECTORS ABSENT: None

STAFF PRESENT: Michael Holmes, General Manager Brian Teuber, Director of Finance Sandra Olson, Director of Administrative Services Gabriela Sanchez, Administrative Services Manager Jim Ciampa, Legal Counsel

The meeting was called to order at 5:12 p.m. with President Kwong presiding. There were no guests in attendance. Item 3: Public Comment – President Kwong ♦ There were no requests for public comment.

Item 4: Consider Adoption of Resolution no. 06-16-627, A Resolution Adopting the 2015 Urban Water Management Plan ♦ The Board was asked to adopt Resolution No. 06-16-627, a resolution adopting the 2015 Urban Water

Management Plan. (Item 4)

Motion No. 16-06-940: Upon consideration thereof, it was moved by Director Ebenkamp, seconded by Director Hilden and unanimously carried (5-0), by the roll call vote noted below, to adopt Resolution No. 06-16-627 adopting the 2015 Urban Water Management Plan. (Item 4)

Aye: Ebenkamp, Hilden, Kwong, Lee, Wu No: None Absent: None

President Kwong indicated Motion No. 16-06-940, approving Resolution No. 06-16-627, was approved by a (5-0) roll call vote

Item 5: Approval of the FY 2016-17 Budget ♦ The Board was asked to consider approval of the District’s FY 2016-17 proposed Budget consisting of

an estimated: $33,766,423 in Revenues, $30,612,552 in Expenses, $3,153,871 in Reserve Funding, $16,572,700 in the Capital Investment Program, the District Chart of Positions, District Organizational Chart, and Employee Salary Ranges. (Item 5)

Motion No. 16-06-941: Upon consideration thereof, it was moved by Director Hilden, seconded by

Director Ebenkamp and unanimously carried (5-0) to approve the District’s FY 2016-17 Budget, as presented, consisting of $33,766,423 in Revenues, $30,612,552 in Expenses, $3,153,871 in Reserve Funding, $16,572,700 in the Capital Investment Program, the District Chart of Positions, District Organizational Chart, and Employee Salary Ranges. (Item 5)

The meeting was called to order at 7:00 a.m. with President Kwong presiding. There were no guests in attendance. Item 3: Public Comment – President Kwong ♦ There were no requests for public comment.

Item 4: Discussion and Possible Approval of Purchase of a Minimum of 5,200 acre feet of Main San Gabriel Basin Replenishment Water by December 31, 2016 ♦ After discussion, the Board was asked to authorize the General Manager to enter into an Agreement with

Three Valleys MWD to secure the purchase of 5,500 acre-feet of MWD imported water and to transfer that water into TVMWD’s Main San Gabriel Basin Cyclic Storage account at the cost of $594/AF, with funding from the Reserve for Replacement fund. A staff report providing background information in support of this request was presented and discussed. (Item 4)

Motion No. 16-07-943: Upon consideration thereof, it was moved by Director Hilden, seconded by

Director Wu and unanimously carried (5-0) to authorize the General Manager to enter into an Agreement with Three Valleys MWD for the total purchase of 5,500 acre-feet of water at the cost of $594/AF, to be funded from the Reserve for Replacement fund; and to authorize the General Manager to enter into an agreement with Three Valleys MWD for the transfer and storage of that water in Three Valleys MWD’s Main San Gabriel Basin Cyclic Storage account. (Item 4)
