Item 5: Approval of the FY 2016-17 Budget ♦ The Board was asked to consider approval of the District’s FY 2016-17 proposed Budget consisting of
an estimated: $33,766,423 in Revenues, $30,612,552 in Expenses, $3,153,871 in Reserve Funding, $16,572,700 in the Capital Investment Program, the District Chart of Positions, District Organizational Chart, and Employee Salary Ranges. (Item 5)
Motion No. 16-06-941: Upon consideration thereof, it was moved by Director Hilden, seconded by
Director Ebenkamp and unanimously carried (5-0) to approve the District’s FY 2016-17 Budget, as presented, consisting of $33,766,423 in Revenues, $30,612,552 in Expenses, $3,153,871 in Reserve Funding, $16,572,700 in the Capital Investment Program, the District Chart of Positions, District Organizational Chart, and Employee Salary Ranges. Item 6: Local Self-Certification of Water Supply: Adopt Resolution No. 06-16-628, A Resolution of the Board of Directors of the Walnut Valley Water District Regarding Compliance with State Water Resources Control Board Emergency Regulation Article 22.5: Drought Emergency Water Conservation ♦ The Board was asked to adopt Resolution No. 06-16-628, a resolution regarding compliance with State
Water Resources Control Board emergency regulation Article 22.5: Drought Emergency Water Conservation.
♦ Mr. Holmes noted that staff will, in light to the District’s ability to self-certify its projected conservation factor in accordance with Section 864.5 of Emergency Regulation Article 22.5, submit a consent form and all supporting documentation to the State Water Resources Control Board indicating the District’s self-certified conservation standard of “zero” by June 22, 2016. (Item 6)

Shortage Contingency Plan. The Board was advised that updates to the established water use efficiency requirements will be presented for Board consideration and discussion at an upcoming meeting. No action was taken on this matter. (Item 7)

Item 4: Discussion and Possible Approval of Purchase of a Minimum of 5,200 acre feet of Main San Gabriel Basin Replenishment Water by December 31, 2016 ♦ After discussion, the Board was asked to authorize the General Manager to enter into an Agreement with
Three Valleys MWD to secure the purchase of 5,500 acre-feet of MWD imported water and to transfer that water into TVMWD’s Main San Gabriel Basin Cyclic Storage account at the cost of $594/AF, with funding from the Reserve for Replacement fund. A staff report providing background information in support of this request was presented and discussed. (Item 4)
Motion No. 16-07-943: Upon consideration thereof, it was moved by Director Hilden, seconded by
Director Wu and unanimously carried (5-0) to authorize the General Manager to enter into an Agreement with Three Valleys MWD for the total purchase of 5,500 acre-feet of water at the cost of $594/AF, to be funded from the Reserve for Replacement fund; and to authorize the General Manager to enter into an agreement with Three Valleys MWD for the transfer and storage of that water in Three Valleys MWD’s Main San Gabriel Basin Cyclic Storage account. (Item 4)

Approved the annual lump sum prepayment option of the CalPERS Annual Employer Unfunded Accrued Liability in the amount of $490,977, and to direct staff to remit the payment to CalPERS by July 31, 2016.
