TheSportsFederationofQueensland,tradingas QSport, is the representative body fororganised, affiliated sport in Queensland andbydintof itsextensivemembershipofmainlyState sporting organisations representative oftheirsportingactivitythroughoutQueensland,isacceptedbygovernmentastheindustrypeakbodyforsportintheState.

Establishedformallyin1992,theFederationisincorporatedasanindependentindustrybasedcollective.

Itsmission is toenhance thedevelopmentofsport in Queensland by working to promoteand sustain interest in the development oforganisedsportintheStateby:

•providing members with forums for theexchange of information, advice andassistance,whereappropriate

•formulatingpoliciesonanysubjectpertainingto sport by the collection and collationof the views of members and presentingboth the majority and minority view toany other organisation, institution or bodygovernmental, semi-governmental orotherwiseasappropriate

hasfarreachingimplicationsforsportdeliveryperformance.TheremodellingofassistancetoStatesportingorganisationsandindustrypeakbodieslikeQSportalsoissignificantandwhilsttherecentnaturaldisastersmeantsuspensionof some assistance to QSport, the overridingoutcomeof2010wasafurtherengagedStateGovernment / industry relationship and aresultantfurtherenhancedroleforQSportonbehalfofitsmembersandsportingeneral.

Forthat,IthanktheMinisterandhisstaffandby extension, the Premier and her Cabinetformaintainingsupportforsport inthemoredifficult timesforQueenslandposttheglobalfinancial crisis and now the challenging timesaheadastheGovernmentworkstorestorethoseparts of Queensland impacted on, includingmanysportingbodies,by the recent spateofnaturaldisasters.Inthesecircumstances,sporthasanimportantroletoplayanditsabilitytodosoisenhancedbyanengagedgovernment.

Inlookingbackovertheyear,theAnnualGeneralMeetinginMarchsawthedepartureofformerGymnastics Queensland Executive DirectorWayneHillandhisreplacementbyTableTennisQueensland Executive Officer Derek Scottwhose interest in things constitutional ledto further minor refinement of the QSportConstitutionlaterintheyear.

The Board continued to have a useful blendof several longstanding members and otherrelativelynewfacesandassuch,hasseennogreatneedtochangethewayinwhichDirectorscome and go from the Board, a Board thatwaspleased to receivea verypositive “reportcard” from State Government auditors whoreviewedandassessedtheperformanceoftheBoardandstaffagainstfundedoutcomesanddeliverables.

ThisprocesslaidasolidplatformfortheBoard’s

Iampleasedagaintopresentthe2010annualreporttomembersandassociatedstakeholders.

2010wasmyfifthyearasChairmanofQSport,arolethatcontinuedtoprovideagreatdealofactivity,interestandsatisfaction.

Muchofthatwasduetothevariednatureofsport and the continued good work of theQSport Office but it would be remiss of menot to acknowledge the contribution of theStateMinisterforSportintheHon.PhilReevesMPwhoseeffortstoenhancesportandassistQSportinthatroleinhisfirstfullyearinofficeweresignificantfactors.

After the high point of December 2009’sSportAwardsPresentationattendedby1,200celebrating sport’s contribution to the Q150celebrations and the new Queensland SportHallofFame,thecalendaryear2010offeredQSportasomewhatdifferentagenda,withtheoutcomes of the Minister’s Review of StateGovernment Programsof Assistance to Sportand Recreation and, to a lesser extent, theCrawfordledReviewofAustralianSport likelyimpactorsontheworkprogramoftheState’sindustrybasedcollectiveforsport.

Notsurprisingly,thefirstofthetwoprovidedthe more relevant and engaging scenario forQSport members, particularly the Board andour Chief Executive Officer Peter Cummiskeywho,despitesomeunexpectedturnoverintheQSportOffice, assistedmeand theBoard tomaintainbothourengagementandfocuswithMinisterReevesandhisstaffontherolloutoftherevisedsuiteofprogramsarisingfromhisreviewin2009.

reviewofitsstrategicplanwheninvitedbytheStateGovernmentmidyeartomakesubmissionfor 2011-2013 funding as the industry peakbodyforsport inQueenslandandlater intheyear, for the proposed new Sport AdvisoryService.

That both submissions were successful istestament to the past work and perceivedfurtherpotentialofourorganisation.

Itwouldberemissofmenottoacknowledgethepivotal roleourCEOplays in the schemeof things alluded to above and on behalf ofthe Board and the other QSport members,commendhimfortheQSportOffice’sabilitytokeepdelivering,acknowledgingthelossofhisexperiencedoffsiderofsomeyearsinearly2010in Operations Manager Belinda Stark placedadditional pressure on the QSport secretariatatatimewhenStateandFederalGovernmentengagementincreasedsubstantially.

That he was able to maintain core support,including increased sponsorship, andproduceabetterthanbudgetedsurplus isnoteworthybut sets the Board an increasingly importanttasktoensureourleansecretariatisadequatelysupportedasworkloadexpands.

Aswithallplansandprograms,noteverythingwent according to plan. The CommunitySportProtocolwithClubsQueenslandandtheLocal Government Association of Queenslandisanareathatsufferedtosomedegreefromstaff turnover and increased demands whileinformationdistributionandtheSportAwardswill consume some further consideration in2011.

Again,theQSportBoardsignedoffontheplanandprogramandanoperatingsurplusthatwassignificantly surpassed, for reasons coveredmore extensively in the Treasurer’s Report,along with maintenance of membership andsponsorshipsupport.

The program required continuation of theopportunitiesbywayof forums formembersfor the exchange of information, advice andassistance,whereappropriate.

Three rounds of Sport Group meetings, aDirectors and Officers Information Session,a State Administrators Workshop and threeGeneral Meetings were held along with theannual OAMPS Ministerial Breakfast and theSport Awards Presentation, the latter twoproviding for informal as opposed to formalnetworkingopportunity.

TheformulationofpolicybyQSportcontinuedintotheoutcomesofboththeReviewofStateGovernment Programs of Assistance for SportandRecreationbyMinisterReevesannouncedinFebruaryandtheFederalGovernmentresponsetotheCrawfordledReviewofAustralianSportinMay.

Additional involvement on the assessmentpanel for submissions under the Local SportandRecreationJobsPlanbecamerealityformein the second half of 2010, as did increaseddialoguewiththeAustralianSportsCommissioninmyroleascoordinatoroftheAustralianStateSportsFederationsAlliance(ASSFA).

Involvementinthecoordinationoflongertermplanning for sport is an expected outcomeof both the above interfaces, as with localgovernmentviatheCommunitySportProtocol.

MinisterReeves’midtermupdateonprogressbytheGovernmentinpursuitofaspectsofthe2009 State Election QSport Policy Platform

Onceagain,itisapleasuretoprovidemembersandsupporterswithmyperspectiveonanotheryearfortheState’ssportscollective.

2010 proved to be both significant andchallengingformeintheroleIhaveoccupiednowsince the late1990’s. Itwas significantbecause QSport built upon the expandedinterfacewiththeStateGovernmentcreatedbytheMinisterforSporttheHon.PhilReevesMPand challenging because increased demandsassociated with more interface with Stateand Federal Governments coincided withsome unexpected turnover in the small, leansecretariatthatistheQSportOffice.

The departure of longstanding OperationsManager Belinda Stark in February saw firstSamanthaDunnand then inSeptember,KylieThomson take up in the pivotal coordinatorrole,withthepositionunoccupiedforatotalofclose to threemonthsbetweenFebruaryandSeptember.

Whilst the Sport Awards attendance of 760inDecember, including tennewHallofFameinductees/representatives,didn’tcausequitethe same demands as the previous year’s1,200strongQ150celebration,theworkloadsinjustabouteveryotheraspectoftheoverall2010programdid,withanunderdoneattimesstaffingcomplementhavingitshandswellandtrulyfull.

Thatsaid,allthekeyactivitiesrequiredbythe2010programoccurredwithpositivefeedbackalbeitasmallnumberofpursuitswerecurtailed,mostnotablyworkinthesecondhalfoftheyearon advancing the Community Sport ProtocolwithpartnersClubsQueenslandandtheLocalGovernmentAssociationofQueensland.

Inlastyear’scorrespondingreport,Icommentedon activities related toQSport objectives andwilldosoagainhereinrelationto2010.

QSport’s ability to identify and secure newfunding sources was demonstrated again inDecember with Minister Reeves’ decision toaward funding additional to QSport’s 2011-13 Industry Peak Body funding allocation forthe establishment of the new Sport AdvisoryService,notingsubsequentsuspensionofsuchadditional funding in the wake of the recentnaturaldisasterimpacts.

Finally, the promotion of sport continuedapace, with continued major level supportfromTheCourier-Mail,Channel7andtheStateGovernment for the annual Sport Awards,incorporating the Queensland Sport Hall ofFame.

As a follow on from the above, the QSportChiefExecutiveOfficermetwith theMinister,hisPolicyAdvisorsandseniorDepartmentStaffonprogressionoftheabove.

The Board considered progress on actionsagreedatits2009Review&Planningmeetingand agreed on further minor changes tothe Federation Constitution, agreed at theDecemberGeneralMeeting.

The QSport Executive met on one occasionwhiletheBoard’sJunemeetingconsideredtheQSportStrategicPlanfor2011-2013.

TheBoardalsodeterminedfinalistsandwinnersin several of the Queensland Sport Awardcategoriesfor2010.

Summaries of outcomes of Board meetingswere prepared and distributed to QSportmembers.

At year’s end, the Board remained satisfiedthatcoreobjectsofQSportwerebeingmet,tothe extent that resources available reasonablyallowed, by QSport’s plan and program andwouldcontinuetointotheforeseeablefuture.

The QSport Board is responsible for thegovernance and overall performance of theorganisationandin2010wascomprisedoftwo(2)representativeselectedfromFullmembersin each Sport Group (Aquatic, Field Team,IndoorandOutdoor)andtwo(2)Independentmembers, one elected by Full Members andtheotherfillingacasualvacancyandappointedbytheBoard.

Mick has volunteered withinthesportoftabletennisforover40years.Hehas served as an administrator, involved withtheBoardofManagementofQueenslandTableTennis Association for 16 years and his localBrisbaneTableTennisAssociationfor18years.For eight years, hewas also thePresidentofQueenslandTableTennisAssociation.

The fifth and final Service to Sport Awardrecipient was from Maryborough in Softball’sBarbara Morris who became involved in theadministrationofSoftballwhensheestablishedtheIncasSoftballClub43yearsago,wheresheremainsPresidenttothisday.

In 1969 Barbara was the first girl fromMaryborough to be selected in aQueenslandTeamandhasheldarangeofpositionsontheBoardofMaryboroughSoftballAssociationforover30yearsandhasbeeninvolvedindistancewalkingforabout18years.

ItismypleasuretoprovidethisreportonthefinancialaffairsofQSportforthecalendaryear2010.

AsinpreviousyearsthatIhavebeenTreasurer,IcommendtheeffortsoftheQSportOfficestaffwhoareresponsibledaytodayforraising,recordingandreportingfinancesforme,mycolleaguesontheBoardandultimatelytheQSportmembership.

Early intheyear, theorganisation losttheservicesof itsOperationsManagerBelindaStark,whosecuredemploymentclosetoherhomeontheGoldCoastafteranumberofyearsexcellentserviceinherrolewithQSport.HerworkinpresentingmonthlystatementsandreportsandmonitoringouraccountsandfinancialtransactionswasmostappreciatedbymeandalsoourChiefExecutiveOfficerPeterCummiskeyandAdministrationOfficerKarissaPetersenonwhomthebulkoffinancialissuesfellintheinterveningmonthsbeforethearrivalofKylieThomsonasOperationsCoordinatorlateintheyear.

Insayingthat, Ialsoacknowledgetheshort,fourmonths’contributionofSamanthaDunn intheinterveningperiodinaspectsofthatrole,arolethatisvitalinthepropermaintenanceofQSport’sfinancialaffairs.

Theoverallresultwasabetterthanexpectedsurplusof$46,381whichwasdue largelytoStateGovernmentsupportandothersponsorshipbeingincreasedover2009levels(thelatterallowingforaone-offcontraadvertisingcontributionfromTheCourier-MailtowardstheQueenslandSportHallofFame’sestablishment)andallmajorexpenditurecategoriescominginnotonlyunderbudgetbutalsothepreviousyear’sfigures.

Whilst Sport Awards expenditure was down due to lower than anticipated attendance (as wasassociatedrevenue),lowercostsinAdministration,FunctionsOtherThanAwardsandStaffingwerethebig contributors to thebetter thanbudgeted result,particularly as therewasnodiscernabledecreaseintheperformanceoftheorganisation.

Atyear’send,QSportremainedinasoundfinancialpositionwithallrequiredprovisionsaddressed,over $300,000 in retained member funds and a commitment from the State Government forextensionofourcontractforservicesinto2011-2013for$275,000perannum.

1. INTRODUCTION

SportsFederationofQueenslandisanassociationincorporatedasanindustrybasedcollective.ThefinancialstatementsofSportsFederationofQueenslandarefortheperiod1Januaryto31December2010.

Principal Activities The principal activity of the association during the year was the operation as the primary

Basis of Accounting TheAssociationisnotareportingentitybecauseintheopinionofthemanagementcommitteeit

isunlikelythatusersexistwhoareunabletocommandthepreparationofreportstailoredsoastosatisfyalloftheirinformationneeds.Thesefinancialstatementsaretherefore“SpecialPurposeFinancialReports”thathavebeenpreparedsolelytomeettheaccountabilityrequirementsundertheAssociation’sconstitutionandtherequirementsundertheAssociationsIncorporationActofQueensland1981.

Accounting standards do not have mandatory applicability and consequently have not beenapplied.

(a) Revenue Recognition

Sponsorshipincomeisrecogniseduponinvoicingofthesponsorinaccordancewiththetermsandconditionsofsponsorship.Adjustmentsaremadetothisrevenueitemwhenthesponsor’sinvoiceisreceived.
