Time Line for Pupil Cumulative Folder Update The following actions are completed no later than the last teacher working day on June 1, 2007.

Use of Pen and Pencil Entries on the cumulative folder are to be made in either blue or black ink, except where it is designated on the cumulative folder to use pencil only (e.g., the parent’s place of employment, with whom the child is living).

Guidelines to Complete Specific Sections of the Cumulative Record Identification and Enrollment: Update information as appropriate. Health Observations and Comments: Note: Required immunizations are recorded on the blue card insert provided by the State Department and entitled “California School Immunization Record.” Enter significant health information (e.g., wears glasses, uses a wheelchair) not placed on the blue card insert on the cumulative record in the section entitled “Health Observations and Comments.” Do not write or place confidential health information (e.g., has Hepatitis B, has HIV) in the cumulative folder. Confidential medical records should be removed from the cumulative folder and given to the school nurse to be stored in a confidential file. For applicable law, see Health and Safety Code Section 120980 entitled “unauthorized disclosures.” Attendance: Days absent excused, days absent unexcused, partial days absent excused, and/or partial days absent unexcused. This is to be completed the last day of school. Day Left: Include the promotion date or the date the pupil left the school. Promoted to: Write the grade to which the pupil was promoted or write, “retained.”

California English Language Development Test (CELDT) results: Place the “Student Proficiency Level Report” in the green ELL insert folder. Place the CELDT label in the “Language Identification Test” area provided on the cumulative folder. If this area is insufficient, place the label wherever there is room. Please complete/update the information on the outside cover of the green ELL insert folder. Standardized Testing and Reporting (STAR) Program results: Upon receipt of test results from (a) the STAR program, which includes the (1) California Standards Test (CST), (2) California Achievement Test (CAT/6, grades 3 & 7 only) and (3) California Alternative Performance Assessment (CAPA) and/or (b) the Spanish Assessment of Basic Education (SABE/2), place labels in the designated area of the CUM folder (grades 2-7). If designated area is insufficient, place label wherever there is room. Forwarding Cumulative Folders: The cumulative folders of sixth graders will be forwarded directly to the appropriate junior high or middle school. Fifth-grade cumulative folders for pupils who will be attending a middle school serving grade 6 are sent in the same fashion as sixth-grade folders. Please wrap these folders in butcher paper, place the appropriate school name on the butcher paper and send the folders by school mail. Although the cumulative folders of pupils receiving Special Education services are also forwarded in the manner indicated above, Special Education confidential working folders are processed according to the end-of-the-year instructions released by the Special Education Department.

Reporting Student Achievement: Letter Grades If the Superintendent or designee has identified letter grades as the basis to report a student’s achievement in a class or program, the reporting procedure for each marking or grading period is as follows: (90-100%) Outstanding Achievement 4.0 grade points Letter Grade “A” (80-89%) Above Average Achievement 3.0 grade points Letter Grade “B” (70-79%) Average Achievement 2.0 grade points Letter Grade “C” (60-69%) Below Average Achievement 1.0 grade points Letter Grade “D” (0-59%) Little or No Achievement 0 grade points Letter Grade “F” Incomplete 0 grade points Content Standards If the Superintendent or designee has identified a content standards procedure to report a student’s achievement in a class or program, the following marks will be used:

Page 5 Material Inappropriate for Cumulative Files: The following materials should be removed from the cumulative folder and destroyed in a way so there can be no public inspection of such records. A. Notations from a suspension and/or expulsion three (3) years following school year in which

incident or action occurred. B. Drawings. C. Samples of schoolwork. D. Previous report cards (may be given to parent or pupil). E. Loose school pictures (may be given to parent or pupil). F. Outdated notes excusing child from classes and/or activities. G. Any test sheets and/or test booklets. H. Previous school district loose enrollment and registration papers, unless the papers are the

only documentation of the pupil’s school history. I. Previous year's parent signature statement from the Bakersfield City School District Guide for

Parents and Students.

School Intervention Team (S.I.T.) forms are classified as “permitted records” and may be destroyed when the usefulness ceases. However, S.I.T. forms are useful for several years (e.g., 3-4 years) after their creation date. S.I.T. forms may be concurrently stored in permanent pupil records so long as: (a) the information contained on the forms is an objective account of the reporter’s direct observation, and (b) the principal/designee provides a method to make sure “a” has been completed. CSUB UNITS PROCESS FOR CFASST WORK IN BTSA

The process for buying California State University, Bakersfield Extended University units for your California Formative Assessment and Support System for Teachers (CFASST) work through BTSA is as follows: • Anyone who has completed a year of CFASST work (whether clearing your credential

through BTSA or not) can purchase 4 quarter units through California State University, Bakersfield. You may purchase 4 units at the end of Year One, and another 4 at the end of Year Two, or you may purchase all 8 at the end of Year Two. Support Providers are eligible for 4 units per year with a maximum of 2 years. The fee is $45 per unit, making one year of CFASST $180 and two years $360. Purchasing of units is offered to participants as an option, if you are not interested, please disregard this notice.

• If you would like to purchase units, fill out the attached registration form and return to

Dee Dee Harrison, Program Specialist, New Teacher Support. DO NOT send anything directly to CSUB. Include payment with your registration form. You may pay by credit card or with a check made payable to CSUB Extended University. You may choose to hand carry your registration to Dee Dee Harrison, New Teacher Support at the Education Center, or you may send through District mail. If you are sending through District mail, you will receive an e-mail confirmation that your registration has been received.

• After you have registered, there will be a CFASST materials check. These materials checks

will take place on eight different dates (registration information in TAB), so you will have plenty of opportunity to have your materials checked for completion. If your CFASST work is done for the year(s) that you are purchasing units for, CSUB will be notified and you will receive the units on your transcript. Support providers who are buying units need to contact Valerie Saylor for requirements as you do not have a CFASST materials check.

• Units post in June. It is the responsibility of the BTSA Participant/Support Provider to

order a transcript and submit to BCSD Personnel. • A registration form is attached. Please contact Dee Dee Harrison at [email protected] or 631-4651 if you have any further questions. The deadline for submitting registration with payment to Dee Dee Harrison is April 30th . Forms received after this date will be returned to sender.

Subject: Kern County Fair Student Art Exhibition; September 19-30, 2007

KERN COUNTY FAIR ART EXHIBITION This annual exhibit is produced in conjunction with the Kern County Superintendent of Schools Office. Teachers submit student productions that are most deserving of artistic recognition. The result is a very popular exhibit with several hundred children’s artworks displayed in Harvest Hall at the Kern County Fair. GUIDELINES Number of Entries: Submit up to three entries per teacher/class. Entries should be varied media. One entry per student will be accepted. Entry Deadline: Deliver entries on or before 4:30 P.M. on Friday, May 4, 2007. Deliver entries to the Visual & Performing Arts office located on the second floor of the Education Center. Types of Work: Two-dimensional drawings and paintings. Preparation of Entries: All entries must be matted – no frames. You may make your own mats from poster or railroad board, or order paper mats from Store Stock.

Labels are to be printed or typed and firmly attached in the front lower right-hand corner of the mat and on the back of the art. Participants Art Entry List and Entry Form: Please print or type each name clearly and include the Participants List when submitting the student art. A separate School Art Entry Form must be completed for each child that is submitting artwork. All forms are attached. Fair Dates: The Kern County Fair opens on September 19, 2007 and runs through September 30, 2007. Awards will be presented on Children’s Day at the Fair, September 26th at 10:30 A.M.

SCHOLARLY INVESTIGATION PROJECT FORMS

If you have GATE students who are planning to participate in the GATE Scholarly Investigation Project, please use the attached forms.

Please send your completed Intent to Participate form to Michele Morgan-Brown in New Teacher Support by April 27, 2007. Completed student projects need to be delivered to Owens Intermediate, 815 Eureka Street, on Tuesday, May 23, 2007, or Wednesday, May 24, 2007, at 3:30 p.m. Project reports and displays received by the deadline will be displayed at the GATE Fair. An invitation to the GATE Fair will be sent to parents and students. Students will be asked to be available for questions regarding their projects.

Please use the attached SIP Identification Form for all projects submitted for the GATE Fair. Identifying your student projects will greatly assist in returning the projects to the correct student.

Mathematics and Algebra One

Readiness Tests During the week of May 21-25 each student in grades 5, 6, and 7 will take a secure mathematics readiness test. The mathematics readiness tests are new instruments that will be used to assist in the initial placement of students in middle/junior high school fall classes. Each teacher in grades 5-8 will receive a guide describing the readiness test program and the contents of each readiness test. Included in the guide will be sample items for use with students in the classroom. In addition to assisting in the scheduling process, the readiness tests will provide valuable data for the classroom teacher to use in the remediation process at all school sites. Each readiness test is divided into two sections to facilitate the testing process. Middle/junior high school grade 6 and grade 7 students will require two settings to take the readiness test. Please follow the testing schedule below.

STAR (Grades 2-8)

Basis for AYP and API Percent Tested Calculations

On the night of April 23, 2007, the first day of STAR testing, a report of your school’s active enrollment (grades 2-8) will be generated. The totals reflected on this report will be used as documentation of enrolled students to be tested and to compute your school’s AYP and API percent tested requirements. The totals will include students enrolled in Independent Study programs. Please alert your clerical staff so they can make sure all enrollment information is up to date by the end of the day on April 23, 2007. Students who have not been updated as of the end of the day will not be reflected on your school’s totals. NOTE: YOU CANNOT BACKDATE THESE STUDENTS OUT! ALL STUDENTS WHO SHOW UP ON THE RAE20/21 MUST BE TESTED! Remember: You are required to test ALL students enrolled on April 23, 2007, the first day of testing in the District, EXCEPT students with parental waivers. You are encouraged to test students who enroll after the first day of testing. A class list type report (RAE21) will be sent to your network printer on the morning of April 24, 2007. This list will include all students included in your enrollment counts. The report will be sorted by teacher/advisory, then student name. This list should be used as a check-off list to make certain that all students counted as enrolled are tested and that all enrolled students have an answer document submitted for scoring. A summary report of totals will also be included (RAE20).

AB 2913 ELD/SDAIE

The Kern County Superintendent of Schools will be offering AB 2913 training this summer. The training is scheduled for June

11th through June 21st, 2007. This training consists of 45 hours of instruction with an essay exam on the last meeting date.

See attached flyer for more information. Please note that this may be one of the last opportunities you will

have to receive this training (AB 2913 will be sun setting in January 2008).

BCSD is offering 10 registration scholarships to teachers who are

interested in participating and who meet the eligibility requirements. To apply for the scholarship, teachers must meet the following requirements:

• Single subject – be a permanent employee of a public school district in California as of January 1st, 1999.

• Multiple Subject – have completed nine or more years of full time or equivalent teaching in a public school in California and be a permanent employee of a public school district in California as of January 1st, 1999.

to ELL Services no later than May 11th, 2007.

Substitute teachers are not provided for Glee Club teachers when they attend the final rehearsal. Please make arrangements to cover those classes affected. Letters to parents and a rehearsal CD of the flutophone songs will be distributed through the instrumental music teachers. Flutophone students do not attend the rehearsal on May 14.
