The responses toyour questions were developed through log entries, interviews with staff and recentinquiries by our staff.

    1. On what date and at what precise time did OrlandoInternational Airport reopen after the September 11, 2001terrorist attacks? If the date and time differ for generalaviation versus commercial, please provide both.MCO Response: At approximately 0100 hours local time onSeptember 13, 2001, the Airport in conjunction with the FAA,certified that we were in compliance with the required SecurityDirective and we were available to receive flights. The firstflight to land was a United Parcel Service Boeing 757, whichlanded shortly after the airport was certified. At 0940, DeltaFlight 9960, Boeing 737 landed in Orlando, this was arepositioning flight and had crew only. At 1100, OrlandoInternational Airport resumed operations as normal, followingthe lifting of the "ground stop", by the FAA.

    2. Did any flights land at Orlando after September 11, 2001,and before the airport reopened? If so, please list theflights with the dates and times of arrival.MCO Response: There was one flight that operated prior toSeptember 13, 2001. A military Learjet which we were advisedthrough the FAA Air Traffic Control (Jacksonville Center to

    Orlando Approach Control) that it was a legal flight landing atMCO at 2330 hours to pick up a scientist.

    3. On what date and at what precise time do your recordsindicate that the following flight landed at Orlando? If youdo not have any records regarding this flight, please statethat in your response.

    Ryan International Flight 441, a Boeing 727with 26 passengers, most of them relativesof Usama Bin Laden, landing at OrlandoInternational Airport (Signature Aviation) onor about September 19, 2001.MCO Response: Our records indicated that Ryan Flight 441did operate from MCO. The flight was handled by SignatureFlight Support on the West Side of the airport. We queriedSignature, who in turn called Ryan International and that flightlanded at 1622 hours on September 19, 2001.

    4. On what date and at what precise time do your recordsindicate that the following flight departed from Orlando? Ifyou do not have any records regarding this flight, pleasestate that in your response.Ryan International Flight 441, a Boeing 727with 26 passeng ers, mos t of them relativesof Usama Bin Laden, departing fromOrlando, Florida on or about September 19,2001.

    MCO Response: In reviewing our logs, there were two entriesabout Ryan Flight 441. At 1940 hours, it was reported that theFlight Crew would not fly Usama Bin Laden's relatives. At1955, the Flight Crew changed their minds and would fly therelatives, the flight departed shortly their after at 1955 hours.The exact arrival and departure times were provided by RyanInternational (Director - Safety andSecurity - Mr. Terry Cox -316-293-1530).

    5. What information, if any, do you have about the screeningby law enforcement personnel-including law enforcementpersonnel affiliated with the airport facility-of individualson these flights?MC O Response: We are not aware of how the screeningprocess was accomplished for this flight. Our staff recalls, thetravelers were escorted by a motorcade led by the OrangeCounty Sheriff's Department and there was little to no interfacewith the Orlando Police Department, who are our lawenforcement personnel on the airport.

    1. LAX reopened for both comm ercial and general aviation at 12 noon, September 13, 2001.2. A single f light landed during the time LAX was closed from Septemb er 11 until Sep tember 13, and that wasAm erican Airl ines f light 9016, a 757 that was transporting a special Am erican Airlines' em ployee-onlybereave men t group to assist the families of the Los An geles based victims. This flight arrives at 1755 on9/11.3. We have no record of a Ryan International flight arriving or departing at this airport during the dates of you rinquiry, September 18 and 19, 2001, nor do we have an y information on any relatives of Usama Bin Ladenarriving or departing from LAX on any day.4.
