Afler a bitter Maine TownshipRepublican primaiy was settledbyjust a handful ofvotes, incum-bent supervisor Bob Dudycz isnow itching to square off againstrival Democrats.

The Democratic slate is led byattorney Karen Dimond for super-visor. She has practiced law for 25years working for Cook Countyand the IllinoisAttomey General'soffice. Dimond also served on theDist. 63 School Board.

"I want to make MaineTownship more open, accessibleand fiscally sound," she said.

She said the township meetingsare not open enough to the publïc.The agendas of the meetings arevague, audience participationrequires advanced notice and fewpeople attend, she said.

Dimond also said three admin-istration officials hired relatives.She said the current assessor hiredhis daughter, the supervisor hiredhis sister and the highway com-missioner hired his brother.

Jim Wozny is the Democraticeandidate for highway commis-sioner. Wozny, who organized theDes Plaines New Year's Eve party,said he would make sure roadswere in good condition in unin-corporated areas as highway corn-missioner.

Dudyez responded to thecharges leveled by Democrats.Several Democratic candidatesserve on the Dist. 63 board andDudyez compared the meetingpolicies and practices of theSchool Board to the Town Board.

"They have many of the sameprocedures for meetings," he said."And have you ever seen theiragendas? Talk about vague"

He also said that Democratshave no right to criticize lowattendance at Town board meet-ings since 'they just showèd up afew times before the electiòn.'

are probably familiar with the new flagpole at Oasis Park. Whatyou may not know is that it is actually a cell tower that is expectedto earn the Park District around S 100,000 a year. That's innovation.

innovation is very rare in govern-mot. Bureaucrats hate change andfear error. That is why they are sobureaucratic. Paperwork is theirfriend. lt protects them. They hovepolicy manuals, double-talk andcaich-22s. When we see any inno-vation at the govemment we shouldbe grateful.

Innovation is doing the samething for less money or doing morefor the same amount of money. Taxincreases are not inevitable. Theyare a function of spending. Becausespending goes up, taxes go up.

As a Nues Library trustee, I amgrateful for the example set by theNiles Park District. Actually, I wishit were we that set the example ofinnovation. In that vein, it is myhope that we start a focused pro-gram of innovation. Hunting outwaste is an important task One thatis often ignored, at the expense ofyour pocketbook.

For more than five years thelibrary knew it was playing withfinancial fire. We were graduallywooing into deficit and would haveto raise taxes. Sadly, the administra-tien only suggested drastic servicecuts like closing the library a day órtwo a week and reducing the hoursof service.

This is the typical bureaucraticresponse. To admit that there isroom for improvement in efficiencyor that there aye budget cuts that canbe made that will not adverselyeffect'the library is to admit to pastfailures to find them. This, obvious-ly, points straight at the bureaucratsheart -' guilty as charged. Insteadthey say the problem is environ-

mental and beyond their control.This is a blame game and the tax-payer geta tapped again.

Innovation does occur, despitethe reticence st the top. IreneCostello, the longest serving trusteeand scheduled to retire this year, isthe liaison to the Friends of theLibrary. They hold a semi-annualused book sale with the profitsaccruing to the library. On the mi-tiative of the library staff this hasbeen changed to a continuous booksale. Profits quadrupled. That is trueinnovation.

Those profits directly offset theneed to raise future taxes. In myopinion, the recent tax increasecould have been avoided, if thelibrary committed to a regular cam-paign of innovation and cost say-ings. Tax increases go hand in handwith spending increases.

The library has a terrific staff oftalented people who want to dotheir best. They are an untappedresource, a gold mine of cost-cut-tees. For instance, the library spendsabout 7 hours a day calling peopleregarding their holds.

Imagine if we went entirelytoemail, accounting for those who donot have it, and were able to savejust 3.5 hours a day in time, Thatcornes to over 1200 man hours insavings. That is nearly a full timeposition in savings.

Innovation is an attitude. lt startsat the top. innovation saves jobs,lowers taxes and improves services.That is the goal. My hope is wenever need to raise taxes again. Youhave to live within your means. Thelibrary can do it, too.
