ABOUT GHAZIABAD

From the historical, cultural, mythological and archeological point of view, Ghaziabad is a prosperous city. This has been proved from the research work and excavations done in the district. The excavation carried out at the mound of Kaseri suitated on the bank of river Hindon, 2 km north from Mohan Nagar shows that civilization was developed here in 2500 B.C.

Garhmukteshwar, which provides salavation to the people and the Pooth village situated on the banks of river Ganaga are associated with the Mahabharat period. Nearby is the Ahar region which was supposed to be the capital of Pandava's and Janamejay's Nag Yagya site. The Loni fort is associated with Lavanasura of the Ramayana period. As per the Gazetteer, the fort was named after Lavanasura (from Lavana it changed to Loni).

On the eastern border of the district is situated the village "KOT" which is associated with the famous emperor Samundra Gupta, who performed the Aswamedha Yagya here after destroying the fort and "Kot Kuljam" (princes of the Kot dynasty), which was an incident of great historical importance at that time.

During the region of Sultan Muhammad-bin -Tuglak in 1313, this entire region had become a huge battle field. Sultan Nasiruddin who was famous for his simplicity and honesty spent his childhood in the Loni fort here. The attack of Taimur came on this fort and the human massacre by him are well known references of history. The importance of Loni increased during the Mughal period as the Mughal King used to come here for hunting and pleasure trips. A Baage Ranap is a memorial of that period.

It is clear from the recent re-searches that seven wars were fought in this region. The Kot war in the fourth century was fought at Loni and the war between Taimur and the Indian warriors was fought at Surajpur. The Maratha-Mughal war, the war between the ruler of Bharatpur King Surajmal and Najib on the banks of the Hindon river, and the war in 1803 between Sir General Lake and the Royal Maratha army were fought here but the most important war was fought at the banks of river Hindon on 30-31 May,1857 with the British. This was the First war of Independence and it brought Ghaziabad much of its glory. Infact during the 1857 war, the entire district witnessed scenes of this public war. The hero of Dadri, Martyr King Umrao Singh ,the great sacrificer of Mukimpur (Pilkhuwa), King Gulab Singh, fourteen Martyr of Dhaulana, Sahib Singh, Sumer Singh, Kitna Singh, Chandan Singh, Makhan Singh, Jiya Singh, Daulat Singh, Jiraj Singh, Durga Singh, Masahab Singh, Dalel Singh, Maharaj Singh, Wazir Singh and Lala

Jhanku Mal Singhal were hanged by the British. Many villages of the district jumped into this war under the leadership of the immortal Martyr of Malagarh Walidad Khan and sacrificed themselves and their belongings at the altar of motherland and made the entire region a holy one. People living here can be proud of the role played by the martyrs of this district for the independence of the country.

This land has given birth to many freedom fighters who played a leading role in the 1949 August revolution and also fought under the guidance of the father of the nation Mahatama Gandhi. This district has also provided its sons, who have sacrificed their life on differents frontiers for the defence of the country. Apart from this many villages and sub-urban areas of this district name in store a number of places of fame and glory since the ancient colony of money lenders at Dasna who lent money to the Kings, Muradnagar which was established by Murad Begamabad (presently Modinagar) the famous Maratha General Mahadjin's daughter Balabai's Jagir Jalalabad, centre of the 1857 revolution Hapur, Royal elephant farm and latar Horse farm during the British period at Babugarh etc. are famous historical places of this area which occupy a dignified place in the history of this district.

About National Institute of Communication Finance (NICF)

National Institute of Communication Finance (NICF) caters to

the training needs of Indian P&T Accounts & Finance Service

Officers (IP&TAFS) Group ‘A’ and Group ‘B’.

NICF conducts induction training of IP&TAFS probationers.

After recruitment through Civil Service Examination, the officer

trainees undergo Foundation course (4 months) at DOP&T

allotted Training Academy, followed by a year of Professional

training at NIFM, Faridabad. At NICF, they are trained in Telecom

& Postal Accounts & Finance functions and procedures various

facets of Administrative, IT, Rules & Regulation. In between the

classroom training schedules, the officers are deputed for on the

job field training in the field offices of the Department of Posts and

Department of Telecom.

Induction training and in-service courses are conducted for

Group ‘B’ officers.

NICF also serves as a nodal Training and Research centre

for Telecom Policies, planning & licensing, USO regulation, Postal

Accounts, Postal Finance.

OBJECTIVES , MISSION & STRATEGY

1. To organize and coordinate Induction Training Courses for

Indian P&T Accounts and Finance Service probationers, for IP&TAFS Group ‘B’ officers being promoted to Group ‘A’ and for the new entrants to gazetted group ‘B’ of IP&TAFS.

2. To identify the training needs of the P&T Accounts & Finance Officers/officials in the present liberalized scenario in the communication sector.

2. To design, develop and manage in-service training courses.

3. To conduct Seminars for officers in the contemporary issues in the communication field.

4. To conduct workshops on current issues relating to communications policies, their implementations and regulations for cutting edge level officials/officers.

5. To act as a think tank for the growth of CCA units and DAP offices regarding training needs, review and updation of prescribed procedure etc..

6. To design develop and conduct field-training courses in peripatetic mode.

7. To sensitize the officers at the managerial level about the constantly changing role of Accounts and Finance in the areas of collection of communication revenue, disbursement of subsidy and their accounting, and new business initiatives in this sector.

8. To foster a positive attitude & strengthening the value system through training & development plans.

9. Organize MDP and EDP programmes for the officers.

• On the basis of training need assessment, the institute regularly designs new courses and develops course material.

(national/international) for sharing of resources and avail

synergy.

Ø Workshop for licenses on their obligations.

Ø Pursue with training finance for developing physical

infrastructure for NICF at Ghitorni.

Ø Conduct monthly lecture series.

Ø Sectoral Programmes-National and international

seminars/workshop, conferences, training for developing

countries on Telecom Policy/Planning/Regulation/ Licensing/

Digital device/ Rural telecom/USO/ Emerging technology etc.

coordinators and tie up with other Institutes at Zonal/Regional

level.

material/licenses .

Ø Setting up of a portal for NICF to facilitate e-learning.

Ø Setting up of training council and holding of quarterly meetings

to review the training activities in previous quarter and provide

guidance for further improvement.

Ø Obtain institutional membership of professional bodies like ISTD,

IIMA, Institute of Internal Auditors, British council etc.

Ø Development and implementation of a structured training follow

up mechanism.

Ø Bench mark our activities against the best training centers in

similar fields in India & abroad.

Ø Conduct training courses for SAARC, English speaking Asian,

African and other developing countries and for ITU, APT and

other international bodies.

• We aim to develop NICF capabilities to a level where it fully

establishes itself as an international centre of excellence in

training related to policy planning, finance and regulations in the

communications sector.

• We aspire to be part of ITU’s centre of excellence scheme.

Brief History of P&TAFS Training

1972 to 1993

• Upto 1977 – No Training establishment for P&TAFS • July 1977 to 1993- Probationary training attached with

Postal Staff College of India. • Telecom JAOs induction training attached with TTC,

Jabalpur but only few batches got trained. • No induction training for Postal JAOs. • No Institutionalized in-service training for P&TAFS Grp. A,B

& C either in Telecom/Postal.

1993 to 2000

• Training of IP&TAFS Probationers transferred to ALTTC July 1993.

• Seminars, workshops & short terms courses for middle and senior level IP&TAFS officers started at ALTTC (1995).

• Refresher in-service courses for P&TAFS group B from 1996 at ALTTC by Finance faculty.

• Finance & Accounts related Training course for non finance officers & for P&T Audit officers w.e.f. 1996.

• 2 to 3 National level seminars per year on regulation /interconnect issues, tariff & costing etc. with international experts (since 1995).

• International seminars with internal experts and delegates from Asia Pacific Region (w.e.f. 1996).

• 1996-97 – Expansion of finance training of Gr. B & C in BRBRAITT Jabalpur and in 11 RTTCs of DOT. (Now retained in BSNL) and training courses developed by ALTTC Finance faculty/BRBRAITT finance faculty started getting organized in these centres.

Post 2000

• Setting up of NATFM Hyderabad in 2000-01 (Now in BSNL) with full Administrative & Financial Powers and functional/nodal control of all finance & accounts training except group ‘A’ probationer training.

• 2000 -2005 – Transition phase – BSNL focussed training. • Oct. 2006 to Feb. 07 – DOT Training-Finance unit started as

separate entity.

2007

• Feb. 2007 – DOT Training Finance renamed as NICF. DDG(PAF) got plan approval for setting up five zonal training centers in DAP offices and basic training infrastructure in every DAP office.

2008 onwards

Started imparting need based training on foundation training courses for JTS & STS officers, issues in AGR and Licensing, New Pension Scheme & Induction Training to AAOs.

officers promoted from Group ‘B’ to ‘A’ were designed and run

• PAC Paras follow up and ATN

• Making internal audit effective & Relationship with audit &

audit coordination.

In Foundation training for JTS and STS Officers, it was

stressed upon to enable the officers to act as value drivers and

encourage continuous professional growth, develop General

Management Skills & make them aware about contemporary

issues.

Outbound training and Nature trail etc. were introduced to

facilitate effective transfer of learning.

Modernization of infrastructure of NICF

The class room was redesigned with new furniture & new

screen projector. Eco-friendly folders/bags were introduced for in-

service courses.

We have conducted field courses outside Ghaziabad at

Ranchi & Ahmedabad on Revenue Management. It enable us to

reach out to a wider number of participants. The officials specially

in CCA offices located in the Western & Central area i.e.

Maharashtra, Gujarat, Rajasthan, M.P. and Chhatisgarh attended

course at Ahmedabad and Eastern area officers/officials from

West Bengal, Kolkata, Assam, Bihar, Orissa, North East and also

from Punjab, Haryana, Maharashtra and Ranchi attended the

course.

It is our endeavour to reach out to all categories of

participants and conduct training in the concerned regions so

NATIONAL TRAINING POLICY

Preamble Governments have very significant role to play in the development process and promotion of appropriate conditions, which would lend dynamism to the national effort. In a developing country like India both the Central Government and the State Governments would need to ensure that the, administrative machinery is sensitive to the dynamics of development and responsive to the socioeconomic aspirations of its citizens. A conscious policy for the development of human resource available to the Governments would require to be fostered for meeting the challenges of development - social, economic and political. Training is one of the effective and tested tools for performance enhancement, as well as up gradation of knowledge and skills of the personnel. Organizational motivation and morale, as reflected in the attitudes and administrative culture, are rendered relevant and sharply focused through effective training programmes. Sensitivity to emerging political and social concerns, modernity in thinking and re-orientation of administrative systems would require specifically focused training programmes to enable their diffusion throughout the administrative structure.

Training Objective Training in Government shall strive to achieve the following objectives: Keeping up-to-date and enhancing professional knowledge and skills needed for better performance of individuals and organizations; Promoting better understanding of professional requirements as well as sensitization to professional, socioeconomic and political environment in which work is done; and Bringing about right attitudinal orientation.

Training Concerns Social and political ambience is subject to constant change. The Government machinery would have to be continuously attuned to the changing needs. Training programmes for the Civil Services would, therefore, focus on:

(a) Responsiveness:

To the challenging democratic needs and expectations of the citizens and organizational and technological developments.

(b) Commitment:

To democratic values and concept of partnership and participative decision making.

(c) Awareness: Of technological, economic and social developments.

(d) Accountability:

To ensure high performance in every professional field and cost effective methods of delivery

TRAINING FOR ALL Training would be imparted to all rungs of the Civil Services starting from the lowest and cutting-edge to the highest in policy making. For the purpose of appropriate training design, the Civil Services shall be divided into the following three levels: The lowest level functionaries, that is operative at the cutting edge, who are mostly members of the Group 'D' services and the lower stages of Group 'C' services :

The supervisory levels and the middle management/ administrative level; (they are mostly members of the Group 'B' services, but also shade off into higher stages of Group 'C' at one end and the lower stages of Group 'A' at the other); and Group 'A' services and All India Services comprising the administration/ management level. Training programmes of functionaries at the cutting edge shall address themselves to functional skill and attitudinal orientation. For the middle level, training shall contribute to enhancement of professional knowledge, understanding and skill as also to widening professional outlook. For the higher Civil Services, besides offering stimuli for expansion of the mental horizon and attainment of professional excellence, training shall also endeavor to sharpen perception of interrelatedness of issues. For the top levels of the higher Civil Services, training shall also be aimed at intellectually and professionally equipping the members for holding positions that involve policy analysis, strategic planning and policy formulation. Framework for Training All categories of Civil Servants shall receive:

(a) induction training at time of entry into service; and

(b) in-service training at suitable intervals in their career. Attendance in training programmes shall be prescribed as a mandatory exercise with possible linkages with career progression. For organised higher Civil Services, career span-specific training programmes in each progressive decade of service shall be imparted to provide scope for competence building. In order to improve the effectiveness of personnel at different levels and different sectors, area specific short-term skill upgradation/sensitisation programmes shall invariably be

formulated by Ministries and Departments and specifically targeted to personnel holding specific jobs. In order to improve the effectiveness of personnel at different levels and different sectors, area specific short-term skill upgradation/sensitisation programmes shall invariably be formulated by Ministries and Departments and specifically targeted to personnel holding specific jobs. Personnel recruited to isolated posts and specialists shall receive training to improve their capabilities of general management outside their chosen area of specialisation. The in-service training programme for Group 'C' & 'D' expected at the time of movement to a higher Group may be provided in situ or through distance learning methods. Training programmes will be specifically designed to meet the requirements of the target group by the Organisation in consultation with the institutions/consultants/experts. Every Organisation shall conduct preparatory exercises like analysis of its goals and objectives, training needs analysis, job analysis, etc. with a view to determining whether the training intervention needs to be preceded, accompanied by or succeeded by one or more non-training interventions. Such an exercise will also enable development of appropriate criteria for measuring individual and organisational performance, an essential pre-requisite for the launching of an effective training programme. As possession of the right attitude plays a pivotal role in improving the performance levels of individuals, by contributing to formation of commitment in them, training programmes aimed at creating self awareness as well as team building within the Organisation shall be given utmost importance by every Organisation

Policy Formulation and Coordination A National Training Council, headed by the Minister-in-Charge of Personnel shall be set up for advising the Government on India of matters related to training policy, training design and programmes as well as issues concerning their implementation. The National Training Council shall be assisted by a high powered committee of Directions, headed by Secretary (Personnel) in the Ministry of Personnel, Public Grievances and Pensions. This Committee shall generally oversee operationalisation of the Training Policy. It shall also ensure that Training Plans are actually drawn up by Cadre Controlling authorities, syllabi are prepared and proper planning of training activity takes place through preparation of Perspective Plans, Annual Plans and Triennial Reviews. Nodal Authority All organisations will designate training managers at appropriate level to develop and coordinate training programmes and monitor them. The Training Manager shall ensure an integrated approach to training with a view to improve overall performance of the Organisation. Training Infrastructure All Cadre Controlling Authorities shall endeavor to develop suitable infrastructure for induction and in-service training at the cutting edge and middle levels. Use of distance learning methods and in situ training shall be encouraged. Increasing use shall be made of Non-Government Organisations of training of Civil Servants at lower levels. Training institutions, experts and resource persons shall be increasingly formed into a network for flexibility in the use of human and material resources. Training institutions under the Government shall be permitted to diversify their training-related activities to cater to the increasing requirements of organisations and

functional groups in and outside the Government so as to enable them attain a large measure of self-reliance. Utmost care shall be exercised in selecting trainers. Efforts shall be made for evolving systems for identifying trainer- potential. Department of Personnel and Training shall set up a workable system for evaluation of training institutions, without impinging adversely upon their professional autonomy. Periodic opportunities for development of knowledge -and skills in relevant areas shall be provided to trainers through training programmes in institutions of excellence. A Trainer Staffing Scheme shall be operationalised, whereby Department of Personnel & Training shall maintain panels of trainers and potential trainers identified on the basis of scientific system . The concept of "once a trainer always a trainer" shall be developed under which expertise developed as a trainer shall be used even after he returns to his line department, either within the Organisation or by allowing him to go as resource person to outside institutions. With a view to promote harmony between participants, training events and trainers, a system for concurrent monitoring shall be operationalised. Similarly, with a view to avoid mismatch between organisational objectives and training objectives, comprehensive evaluatory exercises shall be undertaken after a time lag. Overseas Training Overseas training shall be entirely need-based and shall predominately aim at drawing lessons from successful cross-country experiences. Only institutions which are reservoirs of knowledge and database on relevant experiences shall be used.

The practice of funding most of the overseas training programmes through multilateral aid schemes shall be continued. With a view to maximise gains from overseas training, adequate pre-training preparation and post-training follow-up shall be arranged. Only institutions which are reservoirs of knowledge and database on relevant experiences shall be used. With a view to provide assured funding for training, each

Department shall set apart 1.5% of its salary budget which

shall be used solely for the purpose of training and shall

not be diverted for use elsewhere. This will be within the

overall ceiling of the salary budget. Further, earmarking of

funds to the extent of 1.5% of the salary budget may not

lead to any increase in the salary budget of

ministry/department.

TRAINING POLICY FOR IP&TAFS OFFICERS

INTRODUCTION

IP&TAFS Officers have a very significant role to play in the development and promotion of appropriate conditions, which would lend dynamism to the Communication Sector. A conscious policy for the development of human resource available is required to meet the challenges of development in Posts and Telecommunications Department. Training is one of the most effective and time tested tool for performance enhancement, as well as up gradation of knowledge and skills of personnel. Organisational motivation and morale, as reflected in the attitude and administrative culture, are rendered relevant and sharply focused through effective training programs. Effective training programmes also bring in a sensitivity to emerging finance concerns of the organisation. Modernity in thinking and re-orientation of administrative and financial systems also require specifically focused training programs to enable their diffusion throughout the system.

Purpose and Importance of Training Training is important from the point of view of both the Department and the Officer. The organisational performance is directly dependant on the quality of their employees' performance. Further, by bringing up the employees competence through training to a level by which organisational aims and objectives could be achieved, the employees motivational need for development, recognition, status etc through job satisfaction is nurtured. Hence training should necessarily lead to effective performance by the employee. Since the basic aim of training is to bring about effective performance of work, training has to be recognised as an integral and essential part of the whole work system.

Effective training should do the following • Ensure that trainees have learnt • Develop feeling amongst trainees that what they have

being captured and retained so that it is available for accessing at any time.

• A base on which Strategic Planning can be developed. § Capability to achieve pre-determined standards of

Quality of service. • Satisfaction of identified training needs - both

organisational and individual. • Identification and control of training costs. • Value for money. • Identification of the 'must know', 'should know' and

'could know' in a real life situation. • Emphasis on "Context'' learning - the what? and why?

rather than only the how? When? Where? Who? etc. • Learning relevant to organisational needs. • Learning available on demand. • Increased accountability and responsibility of officers. • Enhanced employee motivation and commitment

Commitment: to democratic values and concept of participative decision making. Awareness: of technological, economic and social developments Accountability: to ensure high performance in concerned professional field and cost effective methods of delivery. Thus for the IP&TAFS Officers, besides offering stimuli for expansion of the mental horizon and attainment of professional excellence, training shall also endeavor to sharpen perception of interrelatedness of issues. Broadly, Training can he categorized under the following four types: • Initial training (For the purpose of orientation of new

entrants in the organization) • Refresher training (For the purpose of refreshing) • Promotional training (For the purpose of preparing

officers fur higher responsibilities) • Special training (For the purpose of providing

specialized knowledge)

Framework for Training Officers have already received induction/initial training at time of entry into service; and the Department now needs to impart in-service training at suitable intervals in their career. Training programs will also be specifically designed to meet the requirements of the Cadre in consultation with other institutions/ consultants/ experts.

The training Section of Department Of Telecommunication will act as the nodal agency for identifying and coordinating training programs. li will also monitor their usefulness through a system of feedbacks from officers attending the Program. The Training Section shall also ensure an integrated approach to training with a view to improve overall performance of the Organisation through its finance officers. Departmental Training Institution and Its Administrative Control

The DOT Finance wing in ALTTC will arrange to the extent possible departmental in-service training programs for IP&TAFS Officers.

Overseas training shall be entirely need- based .Only institutions which are reservoirs of knowledge and database on relevant experiences shall be used.

The practice of funding most of the overseas training programmes through multilateral aid schemes shall be continued. With a view to maximise gains from overseas training, adequate pre-training preparation and post-training follow-up shall be arranged.

In House Expertise It will be attempted wherever possible to use in house expertise to impart graining to fellow officers. Funding As per DOP&T guideline to ensure and provide assured funding for training, the Department may set apart up to 1.5% of its salary budget which shall be used solely for the purpose of training and shall not be diverted for use elsewhere within the overall ceiling of the salary budget. This however may not lead to any increase in the salary budget of department.

In-service trainings Operational Guidelines

Every IP&TAFS Officer should compulsorily undergo a 1-week or 2-week training programme in parts or fully in a block of two years as, the case may be. The first block will cover the period from 1.4.2006 to 31.3.2008. • Officers of 3-9 years of seniority are required to attend a

least 2 weeks(14 days) training program in a block of two year. Officers between 10-20 years of seniority may attend preferably at least 2 (14 days) weeks training program in a block of two year if they are willing and slotted but in no case less than J week training program in a block of two years. The officers with more than twenty years of service may attend 1 week (7 days) training program in a block of two year.

• All the eligible officers are expected to attend training programs in accordance with the slots given to them unless they are specifically exempted.

• In the event of non-attendance of training , the officers may be:

o Debarred from attending foreign programmes for a

minimum period of 5 years; and o An entry in their confidential dossier may be made.

• There is no objection to inter-changing the training

slots of two officers slotted for different programs, provided both of them belong to the same seniority group and have not attended the same training earlier.

• As far as possible officers eligible for training will be slotted by the Training Section. Department of Telecommunication, Government of India to programs in accordance with their options (if any). Subsequent changes can however, he made by the controlling officers for the officers working in the Postal Department in accordance with the following guidelines:

In case of any program, if for some valid reason an officer

cannot attend the program, it should he ensured that a substitute officer in the same seniority group is deputed from the list of eligible officers given for that seniority group program. The officer who could not go, should then be put at the top of the reserve list so that he may be re- slotted in the next vacancy (if any). It must be ensured that all officers who are slotted for training, they are invariably released for training. The Controlling Officers are empowered to permit mutual changes (inter -changes) between any two officers. In case of NICF program, there is no need for the controlling officer to write to the training section regarding the nomination of an officer. This is a matter which is to be taken up by the controlling officer with the Institute. No correspondence need therefore be made with training section. However where the head of office has to attend the training programme at NICF he may only do so with the prior approval of DoT Headquarter.

Optional Trainings For IP&TAFS Officers

In addition to the in-service training required to be undergone above an optional system of training is also being introduced from 01/04/2006. The purpose of this option is to meet the varied and diverse needs of officers, whose work at different levels encompasses a wide range of sectors and functions. The officers would continue to be required to attend their regular in-service training. They would, in addition, be eligible to attend one more training programme in a financial year, at their choice, in accordance with the optional system of training outlined below:- This optional scheme of training would be applicable to all IP&TAFS officers who have completed three years of service i.e. for the year 2006-2007, officers of the 2003 batch or earlier would be eligible. In any financial year, an officer would be eligible to avail of this scheme to attend one training programme in any of the

Training Programs enlisted from time to time in the scheme. (Details of eligibility criteria may kindly be seen in the Annexure I. The officer can in consultation with his immediate superior, identify a suitable training program from the list of scheduled short-term Management Development Program /other issue based program circulated by the Training section. The controlling authority would formally nominate the officer for the program to the Training Section, Department Of Telecommunication. The controlling authority would, while nominating the officer, provide the following information/certificate in its letter to the Training wing.

(i) Full name, designation and official address of the officer.

(ii) The cadre and Batch of the officer.

(iii) Certify that the officer has not availed of a similar training within the same financial year.

(iv) Enclose the application for the course, duly completed and forwarded by the controlling authority.

(v) The training wing would consider the application and decide on nomination of the officer to the program.

(vi) For each training a maximum number of two officers will be nominated subject to availability of funds.

(vii) The fees for the course would be paid by the Department directly to the institute. The nominating Office will bear the T.A./D.A.

For the training program under this scheme of training unless duly approved and communicated to concerned officer, he should not be relieved.

Further for the purposes of training courses where level of management is specified, officers shall also be divided into the following seniority groups.

Officers should have completed a minimum of 9 years of service on the date of commencement of particular programme. However, in case a foreign Government of university prescribes a different minimum service that would be accepted.

C. Upper Age Limit

Generally for Long Term course the upper age limit followed is 50 years and for Short Term course, 55 years at the time of commencement of programme. However, in case where foreign Government /institution prescribes a different upper age limit for a training prograrnme, the same will prevail. D. Only one Long Term Programme

An officer can attend only one long term training programme in his/her service career. E. Cooling —Off condition

1. An officer having attended a foreign training programme of a duration of upto 15 days will be required to completed a cooling off period of two years before such an officer can be considered again for any foreign training.

2. Officers deputed for training abroad of a duration of more than 15 days and upto six months are required to completed a cooling all period of three years for any foreign training.

3. Officers deputed for training programmes abroad of a duration of more than six months are required to complete a cooling off per kid of five years before being considered for any programme.

4. An officer can attend a maximum of three foreign training programmes of a duration of more than 15 days in his/her career.

5. For seminars /Workshops abroad of up to 2 days, no cooling off would be required. Beyond that the principle applied for training will apply.

6. Project related training/official visits abroad are exempted from the provisions of cooling off.

RIGHT TO INFORMATION

The RTI Act 2005 is one of the most significant Acts in the times for the Government offices. The Act seeks to make mandatory provision of information from Govt. offices on payment by all applicants. The obligations and requirements under the Act are quite clear and it is incumbent upon all the officers/officials to understand the provisions of the Act and to take necessary action. The penal provisions are also quite clear.

In order to comply with the provisions of the Act in mind, the

following procedure has been decided to be followed in this office. The Dak clerk receiving the inward Dak/letters in this office

will open a separate register exclusively for the requests for information under the RTI Act. After entering the requests details and the date of receipt, the request letter will be immediately handed over to the CPIO under acquaintance.

In case any request under the RTI has been received directly by

any officer/official in this office, the same is to immediately hand over to the CPIO.

The CPIO will examine the information requests and the

accompanying requisite fees and enter the same in the separate register. The information maintained in this register will include the final disposal of the case and also serve as the basic document for the purpose of reporting to DOT Headquarter, if required.

The CPIO will in turn ask the concerned Communication

Accounts Officer for information, who will sign the Register when accepting the request (may maintain a similar control register at his end.) In case the information pertains to more than one section, copies of the request will be sending to all concerned Communication AOs who will accept under their signature.

The written reply, to be signed by the Communication AO

concerned, has to be sent to the CPIO within a maximum of seven working days from the date of the receipt of the request. The veracity, relevance and the completeness of the information supplied will be the responsibilities of the C.A.Os concerned. Receipt of the reply will be acknowledged by the CPIO.
