The National Training Commission
A body created by the Adult Resources Development Committee approved by the NEB on 20 August 2005.
The Functions of the Commission
– Monitor the conduct of training courses and ensure that training standards are met in accordance with training policies.
– Recommend candidates for appointment to the Training Team. – Assess performance of Training Team members for possible renewal of
appointments. – Review Course Leaders’ Report and submit recommendations, whenever
necessary.
The Composition of the Training Commission
• The incumbent National Training Commissioner as the Chairman. • One member of the Training Team from Northern Luzon Regions. • One member from the National Capital Regions • One member from the Southern Luzon Regions • One member from the Visayas Regions • One member from the Mindanao Regions • Not more than three (3) additional members recommended by the above members • Former National Training Commissioners as Advisers/ Consultants • The Regional Training Commissioner serves as an ex-officio member if he has not attended the Seminar-Workshop for the National Training Commission, without voting privileges.

• Must be a Leader Trainer • Must have conducted at least 2 Advanced Training Course, Course for Managers of Learning, Course for Managers of Training or a combination. • Must have attended the invitational Training Seminar for Commission Members. • Not more than 67 years of age.

Implementation Status
• The World Adult Resource Policy (WARP) since its adoption in 1993 WSC in Bangkok has not been fully implemented in at all levels of SSA.
• The National Training Team piloted the WARP since 1995 – appointment of ALTs and LTs are made based on needs; team members are developed periodically through developmental workshops and appraised before end of their tenure.
• Topic on WARP was included on all Wood badge, CALT & CLT Courses.
• In 1999 SSA hosted the AIS techniques workshop
• In 2003 and 2004 AIS seminars were conducted at National level
• In 2006, AR Commissioner was appointed to oversee the to the management of all Volunteer Commissioners and leaders

Challenges Faced
• To classify Adult Leaders - to define adult leaders based on the broad categories as follows:- - Generalist - Specialist - Certified professionally
• To expand the base of adult leaders - to include parent volunteers & former scouts and top scout award holders.
• To jointly design training road map by adult leaders and their DCs & ACCs.
• To design training, retraining and refresher courses that pegged the appropriate knowledge, skills and attitude for different categories of adult leaders. Learner-centric, emphasizing on understanding learning by design i.e. learn best through self discovery.
• To train adult leaders based on specific appointments and needs for scouting skills.
• To align with Ministry of Education’s emphasis on “Teach less and learn more” which is in ongruence with our Scout Method.
• To realign certain criteria of SSA’s award scheme with those of Ministry of Education for teachers who are Unit Leaders so as to link their rewards to the schools they served.
