Indian family, as a social institution, is well known for the emotional and physical support that it provides to its extended members. Many a time, it fails to respond to the needs of women in difficult circumstance like widows, destitute and deserted women, women ex-prisoners, victims of sexual abuse and crimes, including those trafficked and rescued from brothels, migrant or refugee women who have been rendered homeless due to natural calamities, mentally challenged women, women victims of terrorist violence etc. Often the support of immediate or extended family are not available due to reasons ranging from economic instability of the family to provide such support to the breakdown of joint family system to the social bias against the marginalized women as also the attitude and value attached to such women.

Sometimes society itself drives such women out of the system to lead lives of sub human existence. More often vulnerable women in distress end up as beggars or prostitutes for their own survival and at times for survivals and maintenance of their dependent children.

The SWADHAR Scheme of Government of India, purports to address the specific vulnerability of each of group of women in difficult circumstances through a Home-based holistic and integrated Approach.

OBJECTIVES:

• To provide primary need of shelter, food, clothing and care to the marginalized women/ girls living in difficult circumstances who are without any social and economic support;

• To provide emotional support and counseling to such women;

• To rehabilitate them socially and economically through education, awareness, skill up gradation and personality development through behavioral training etc.;

• To arrange for specific clinical, legal and other support for women/ girls in need of those intervention by linking and networking with other organizations in both Government & Non- Government sector on case to case basis;

• To provide such other services as will be required for the support and rehabilitation to such women in distress.

Target Group / Beneficiaries• Widows deserted by their families and relatives and left uncared near

religious places where they are victims of exploitation;• Women survivors of natural disaster who have been rendered homeless

and are without any social and economic support;• Trafficked women/girls rescued or runaway from brothels or other

places or women/girl victims of sexual crimes who are disowned by family or who do not want to go back to respective family for various reasons;

• Women victims of terrorist/extremist violence who are without any family support and without any economic means for survival;

• Mentally challenged women (except for the psychotic categories who require care in specialized environment in mental hospitals) who are without any support of family or relatives.

• Women with HIV/AIDS deserted by their family or women who have lost their husband due to HIV/AIDS and are without social/economic support; or similarly placed women in difficult circumstances. D

GOVERNMENT GRANT FOR UPTO 50 INMATESONE TIME GRANT:

Assistance for furniture, beds etc. - Recreation & Development activities.

RECURRING GRANT:Rent for BuildingOffice Contingencies Medical expenses Food of Residents Pocket Money

• Upper ceiling for annual non-rental recurring expenditure 13,000/- for a center of 50 inmates out of which not less than Rs.6,000/- should be spent on food alone.

• For children, grant @ 2/3 of the expenditure of women

Swadhar Pune was established in March 2009 at New Sanghvi with 07 inmates.

The strength rose to a maximum of 37 inmates.

It shifted to Vardayini Society ,Sus Road ,Pashan,Pune 411021 and later since August 11, located at 158, Lane 19, Ganesh Nagar, Bhopkhel, Pune -31 with 16 inmates (20 Nov 11).

Schizophrenic woman from UP finds herself in Pune *Twenty-seven-year-old Santoshi Devi alias Anita Patel’s seven-year-long journey to find her missing parents ended when she recollected her own name and the address of her parents in a remote village in Jaunpur districtof Uttar Pradesh and their stay in Mumbai for employment. The overjoyed family is looking forward to meeting their daughter on November 18.Anita, suffering from schizophrenia, was heading to Mumbai to visit her parents in Parel, but got lost at Kurla station when the milling crowd separated her from her father. Failing to get the whereabouts of her parents, she lost her senses. Her ailment made it worse. In this condition, she was shuttled from beggar home to remand home to orphanage to police stations for five years until she got solace and treatment in the Women and Child Welfare Committee’s Swadhar Kendra in Bopkhel two years ago. This is where she eventually found her true self.Following treatment, she revealed her identity after which a letter was sent by the organisation to her parent’s residences in UP, where they got to know that her father works as a taxi driver in Parel. Anita has been told that her mother is suffering from cancer and husband, Shyamdas Patel, remarried a year after she went missing. He is now a fatherof two children. She has now decided to work for orphan schizophrenic children so that they don’t suffer like she did.Anita has passed Class VIII and is computer literate. She is also good at embroidery. She told Mirror, “I was married at the age of 18 to Shyamdas Patel, who worked as a milkman at Bagnari village in UP. Six months after marriage, I told him I wanted to visit my parents who had recently shifted to Mumbai for work. My father came to pick me up at Kurla station, but while I was alighting from the train, I lost hold of his hand and he disappeared in front of my eyes. Suddenly, everything got erased from my memory. I forgot my name and address. Since that day, I was being shuttled from one organisation to another. I spent five years in different ashrams.”“Kasturba Mahila Hostel gave me shelter where I learnt many skills. Some three years ago, I was sent to Ahmednagar Ashram and then to Moshi. For the last two years, I was with Swadhar Kendra,” she added. Shubhangi Thakur, superintendent, Lokmanya Shikshan Prasarak Mandal’s Swadhar Kendra in Bopkhel, said, “Anita’s story is an example of how people are unaware about a mental decease. She could have avoided her traumatic life had she been treated in time. We are happy that she is not dependent now.”
