4. Transformative Approach to Source Segregation
After a certain point of time, a trend analysis of the historical data revealed that the
segregation touched a stagnant level of 53%. For further improvement, NMMC adopted
the top management driven approach where daily ward wise source segregation is
monitored at Hon’ble Commissioner level.
NMMC initiated the mass campaign for Source Segregation in July 2016
Guidelines were given to all societies and all commercial areas to do segregation
Separate vehicles were deployed for wet and dry waste collection
Separate Bins (Blue and Green) were distributed
RFID/GPS based system was implemented in Oct 2015. Using the System, NMMC identified Gaothan and slum areas with low segregation
Analyzed the number of bins emptied from each societies. Bulk Waste generating societies were asked to set up on site composting
Instructions were given to the vehicle operators to not empty unsegregated bins. Night staff were deployed to monitor community bins.
Summary on the uncollected bins in the system enabled Sanitary Officers and Inspectors to inspect the area/ society/bin.
Focused Daily Monitoring by Hon’ble Commissioner.

6. SMS Based Toilet Feedback Mechanism
Ensuring the cleanliness standards in all the commercial and public toilets in the city, especially for maintaining user satisfaction, was a cumbersome task for the corporation. The following were the challenges faced
1 No real time data about the status of the toilets was available. Only when a citizen makes a complaint through Swachhata App or NMMC eConnect, the corporation can know about the condition of toilets.
2 Reactive Measures generally builds up dissatisfaction among toilet users. Therefore the corporation wanted to explore proactive measures.
Based on the directives from Ministry of Urban and Housing Administration, NMMC installed ICT based wall mounted devices in 12 of its toilets on pilot basis. The response received from these devices encouraged NMMC to install more such devices. However, the non- availability of these devices and lead time in procurement of these devices became a new challenge.
Navi Mumbai Municipal Corporation implemented the SMS based Toilet Feedback Mechanism
NMMC used the CDAC Pull SMS package which is freely available for CDAC Bulk SMS facility users. The CDAC provides a gateway through toll free numbers 166. The SMS was defined for three types of feedback - Clean, OK and Dirty. NMMC only had to prepare a dashboard were ward wise toilet wise feedback is analyzed.
For the implementation, the following activities were conducted 1. Every Toilet were given a unique ID – an alpha numeric number. C/P/F to define
the type of toilet and a 3 digit unique number.2. Stickers mentioning toilet ID and how to provide feedback were placed in all toilets
under the jurisdiction of NMMC
Citizens only need to type Toilet Id and send 01 – Clean, 02 – Ok or 03 – Dirty and send to the toll free number.

Swachhta Park is an immaculate idea for creating awareness melded with promoting Swachh Bharat Abhiyan amongst all citizens with a special emphasis on students. This omnipotent idea is to be designed as a tourist spot and a training cum learning centre for children for environmental science. The centre will also have games related to Swachhata for children. An illustration of the envisioned Swachhata Park is given below. The construction work of this centre has already been started.
