Social Value Easy Guides

35 Social Value for SMEs June 2020
Overview: Why is Social Value Important in the Context of SMEs
Many councils across the UK are now including standalone Social Value weightings within their procurements
Weightings are increasing: often at least 10% and in some cases over 20%.
Suppliers bidding for work with the public sector must now have a proper Social Value offering, or risk losing out.
However, this can present a real challenge to SMEs
SVP & National Social Value Taskforce has produced 2 guides
36 Social Value for SMEs June 2020
Online Survey - How easy are councils making it?
During spring 2020 Social Value Portal carried out an on-line review of whether councils are making it easy to find relevant social value policies. #
The results are revealing:-
• Only 23% of councils in England have a policy available online
• Over 44% make no mention of any policies.

Easy Guide for Buyers: Overview
Buyers refers to both public sector buyers such as local authorities AND private sector that may be buying for public sector or are looking to maximise local spend in light of C-19
39 Social Value for SMEs June 2020
Key points for Buyers
Having a Social Value Policy
Top down is important - Portfolio holder and Principal Officer
Identifying the SMEs in your area are that might be able to work with Prime Contractors or provide services directly
Breaking down contracts into SME-friendly sized packages - use DPSs
Consider using TOMS Lite
Make processes simple – do you need a 50 page contract for a £50K requirement? Single/3 quotes for low value requirements and must include local SME here available
Simplify publication of opportunities – myriad of methods, many quite difficult to navigate
Ensure SMEs are being paid promptly
Reporting on outcomes

Easy Guide for SMEs and VCSEs: Overview
Guide also includes a draft Social Value Policy
41 Social Value for SMEs June 2020
Key points for SMEs
SMEs should prepare themselves ahead of any submission by understanding what they already do and to assess their social value footprint.
Use the National TOMs Framework as a guide to assessing what you do/might do to provide SV.
The public sector is bound by the Social Value Act, but there is still inconsistency in application across the sector it is worth doing your homework to understand their position with respect to social value
Make sure you receive alerts to tender opportunities
For larger procurements, get in touch with the prime contractor Social Value lead and make sure that you are on any lists that are being developed
Think about how you can add social value using the National TOMs as your checklist
Read the question carefully and understand how social value is to be assessed. Don’t include irrelevant information
Collect data and evidence as you deliver against your commitments
