About Chittagong Hill Tract

Chittagong Hill Tracts comprise of 3 Hill Districts namely Bandarban,

Rangamati and Khagrachari with 11 Ethnic Minority which are mostly hilly,

mountainous remote and inaccessible, and the villages are scattered.

After liberation of Bangladesh in 1971 due to miss understanding among

Government and the peoples of CHT created political conflict. Especially

for the last 2 decades situation reached at a critical stage. Due to political

and social instability and discriminatory, kaptai dam, and resettlement of

thousands of peoples from plain land, life of the hilly peoples, land

property, culture, art ideas, legal right even their identity was at stake. But

it was ended up through Peace Agreement in between with the present

government and Indigenous group in 1997. And through the peace signing

the development works has been launched in the area.

Although there are still remaining unrest, conflicts politically, communal

and in needs on basic rights at all.

This peak is about 3200 meters above from sea level in Bandarban called Chinbuk Pahar. Now a day it is becoming as desert due to unplanned cultivation, deforestation, burn, slash cropping and land grabbing.

The bottle neck in accelerating, overcoming and responding towards achieving a good life (SDGs and so on )-------!!!!!!!!! :

- Discrimination and domination

- Insecurity in free movement

- Low literacy, transportation, communication and IT,

- Lack of knowledge and skills on climate changes amongst Indigenous Peoples,

- No sufficient supports available on climates and eco system development program,

- No sufficient information accessibilities in remote villagers,

- Unemployment, worst water crisis, land insufficient

- Deforestation

- No micro credit access

- Power and economic interest and conflict/political conflicts

- Land grabbing/insufficient land for shifting cultivation

- Kidnapping/Smuggling

- Arm groups/ subscriptions/insecurity in mobility

- Bureaucracy/corruption/ bribes

- Tourism/proliferation in sexual harassment

- Early child marriage/dowry/low quality educations system

- Questioned of Self and cultural identity, determination and recognition

- Constitutionally non recognition on IP rights

- Non full peace agreement implementation

- Deforestation, no market access, no fair prices

- Rohingya intrusion/settlers/Military interfering

- Young people exploitation/unskilled

- Worse health and sanitation condition, No hospital available

The organization establishment:

KOTHOWAIN a Tripura word meaning ‘Hope for Survival’ established as a non-government and non-political voluntarydevelopment organization.

The organization aims to develop the socio-economic conditions of the most vulnerable and underprivileged people inthe Hill Tracts covering 11 Ethnic Groups including marginalized mainstream community.

KOTHOWAIN prioritized for focusing on the following areas:

• Human Rights

• Livelihood,

• Climate Change

• Primary Education and Higher Education

• Health and Sanitation,

• Adolescent and Youth Development, empowerment and Employment

• Advocacy, Linkage and Networking

The way of responses/strategy towards its advancements :

Felt good (achievements): - About 270 Community coverage and institutionalized both Male and

Women, 36 SMC, Mother groups and Young groups, IPT- 06 community natural forest preserved and managed by communities,- Target Communities understand on eco system,- Nos. of women and men elected in the national pool directly- Women become traditional leader (village and area chiefs)- Nos. of students graduated- Young people (female and male) gets involve in community

development locally ,- Local educated persons back to the village in service their own family

and villages,- Good enough built linkage, network and relationship in between

communities and local stakeholders,- Women can raise their - 88 community schools nationalized

Challenges in responding the communities needs:- Fund Flow,- High cost to monitor and frequent visits inaccessible areas- Too much pressure with multi administrative system- Natural disaster ,- Political turmoil and insecurity

Lessons learnt and encouragement:- High acceptance by the communities, local stakeholders - Scope of works- Achievement on delivered works

About experiences of GABRIEL TRIPURA in development works

I have been involving, working, experiencing and implementing the various significance community development programsindividually and through organizational and local NGOs partners around more than 16 years. Throughout the years I have beenserving successfully all the community development programs directly with entire indigenous groups and mainstreamcommunities specially on communities livelihood development, Human and Indigenous rights, Good governance, Education,Health, Child and women development and empowerment, Youth and Adolescent development, Climate change, communityempowerment, Social Awareness raising, motivation and mobilization, Advocacy and networking, establishment of communityvoice, sports for development, communication for development, rights of information and so on.

As staff has been working through out the years with different positions and institutions as well as consultancy at lollcay likeCARITAS, Catholic Missionary, TOYMU, MSF-Holland, HOPE 87, Sonne International, JICA, ADB, UNDP, Bandarban Hill DistrictCouncil, BDPOD and so on.

As development partner in collaboration with UNDP, UNICEF, Save the children, SIL, CARE, GTZ, ICIMOD, CVM-Italy, Manitese-Italy,European Commission, HOPE’87 Austria, Sonne International-Austria, Hellen Keller, DANIDA, UNDP, German Embassy, BRAC,Prince Claus Fund-The Netherlands, HOPE’87 Austria, UNESCO, DFID, Manusher Jonno Foundation, WFP, ADB, IPDS, NGO Forum,ministry of women and children affairs, CHT ministry, youth ministry, Traditional institutions, elected bodies, BHDC and RegionalCouncil etc. And I also worked with many national and international expertises and learnt many things to promote myprofessionalism in development fields.

Had been in abroad for workshop, training and seminar like INDIA, Nepal, Thailand, Malaysia, Indonesia, Morocco, Netherlands,Italy, Sri Lanka
