After over 25 years of delivering Sutton Courtenay News to Drayton Road, Claire Soper and her husband have decided to retire in 2017. We would like to take this opportunity to thank them both. If you would like to volunteer to deliver Sutton Courtenay News to Drayton Road please contact anyone of us on the Editorial Team (see details below).

Just before our summer break we mentioned that Pam Carter, who had delivered to Tyrells Way (odd numbers) for many years, was retiring. Thankyou again Pam. We still do not have a volunteer to deliver to the Tyrells Way (odd numbers). If anyone could spare the time to do these deliveries we would love to hear from you. We were able to arrange the September deliveries and hope to do so in October. However, if no one is able to volunteer we will not be able to continue these deliveries. We will leave sufficient copies in Costcutters so that they can be collected by householders.

We will always be pleased to hear from you wherever you live in the village even if you are only able to volunteer on an occasional basis. There are times when we need extra help delivering when people are on holidays or off sick.

PARISH COUNCIL NEWS

September Parish Council meeting

The Council heard a presentation from Virgin Media at its last meeting. A completely new fibre network enabling internet speeds of up to 200mg per second is being planned for Sutton Courtenay. The work will take approximately 3 months. It is appreciated that there would be short term disruption, but we were told that this would be for longer term benefit. The Clerk will be notified by Virgin Media of any start dates in due course.

New Councillor

The Council has co-opted Lesley Tyler from Bradstocks Way to fill the vacancy that had occurred. Lesley has very long standing connections with the parish, having been involved in various groups and fund raising activities. The Council wishes her success in her new role.

Mobile Library

This service has ceased to exist, and the nearest public library is in Abingdon. For those who cannot get to the Abingdon library, such as the elderly and infirm, there is a Home Library Service run by Oxfordshire Libraries, but operated by volunteers.

If you need books and other library materials to be brought to you, or if you are interested in becoming a library volunteer, then the County Council’s website at https://www.oxfordshire.gov.uk/cms/content/become-home-library-service-volunteer has more information.

Grants

We are now into Autumn and the Parish Council soon will be considering any requests for grants in time for its budget for the next financial year. Therefore, if there is any worthy and needy organisation where Sutton Courtenay residents benefit, which is considering applying to the Parish Council for a grant, then please write to the Clerk, stating the purpose of the grant and supplying a copy of your organisation’s accounts. The Council can then consider all applications when setting its budget later in the year.

Ginge Brook

Ginge Brook is usually an attractive stream in the village yet the Council has received comments regarding its overgrown state and concerns have been expressed regarding possible flooding in the near future. The Council would ask the relevant riparian owners to ensure that there is a free flow of water, and that any debris, obstructions and overgrowth is cleared. We all need to avoid raised water levels and a repeat of flooding that has happened in past Winters.

Defibrillator

A public access defibrillator is sited at Sutton Courtenay Tyres, 144 High Street. This is fully operational and has been recorded with the South Central Ambulance service.

Anyone telephoning 999 who requires it, will be given the key pad number to access the equipment in the cabinet. It is designed to be used by non professionals and those without specific knowledge. The Community Heartbeat Trust, who supplied the defibrillator however is organising a community awareness session, to create confidence in the community, and to explain the processes and how it works. If you would be interested in attending the session, then please let the Clerk know.

Planning Applications

The Parish Council has considered the following planning applications:

P16/V1805/HH Brick garage to replace lean-to at 36 Barretts Way. The Council had no objections.

P16/V2034/HH porch area to side elevation at 1 Courtenay Close. The Council had no objections.

P16/V1760/RM consent sought for landscaping as a reserved matter at the warehouse site Sutton Courtenay Lane. Council required the bund to be retained in the northern side, that information as to its construction be provided, and no effect from water run off on to the public path created. Landscaping should not be altered to accommodate the 4 smaller units which were at one time considered.

P16/V1601/FUL Erection of 3 bed dwelling and single storey extension and alterations (amended plans) at 77 Bradstocks Way. No significant changes had been made and the Council considered its earlier objection was still valid.

SUTTON COURTENAY PRIMARY SCHOOL

A Rich, Creative Curriculum As I sit here in my office, the delicious smell of freshly baked scones is making me feel very hungry indeed. They are being made by some of our youngest children in Robins Class, who are putting their maths skills to practical use. You may have also seen Barn Owls Class out and about in the village this week, naming the different shapes they can find. I am very proud of the rich and creative curriculum at Sutton Courtenay C of E Primary School, where teachers spend so much energy planning exciting opportunities to make the children’s learning come alive. In Key Stage 1, children’s work has been themed around a topic called Superhero Me! One of the highlights has been watching the children making flying super hero models, and using them to investigate the principles of fair testing in science. Meanwhile, in Key Stage 2, dragon eggs have been hatching… The topic on fairy tales has brought some surprising additions to the school environment, in the form of nearly ninety dragon’s eggs, some of which seem to have hatched! If you see any mysterious creatures roaming the village, please let us know. The children have been writing detailed instructions on how to care for dragons, so we may be able to help. A Week Away I spent the day with our oldest pupils, who are staying for the week at the PGL Residential Centre at Liddington. They were very excited about the wonderful opportunities on offer there, and I left them getting an early(ish) night ready for an exciting day of canoeing and zip wires. Whilst they are having fun, they are also learning so much about how to push themselves beyond their comfort zone in new and challenging surroundings.

Positive Mindsets One of the things we are working very hard at in school is encouraging the children to have positive mindsets. After 25 years of teaching, I have seen a great number of children grow up, and it really is true that they all do this in their own unique way. A child who is slow to start with their learning can often really take off later, and quick starters can sometimes slow dramatically in their progress. What makes the biggest difference is their attitude to learning. Children who have the stamina and resilience to keep going in the face of challenge will always do better in the long run – so developing those character traits is at the heart of what we do. A Growing School Our small school is nearly full, but if you would like to come and look around, please do come and make an appointment. Even if we cannot accommodate you now, we do have a Continued Interest list, and can let you know when a space becomes available. The plans are well underway for the addition of two lovely new classrooms to our site, which should be fully ready by this time next year. Are You Creative? One of our grandparents has just presented us with the gift of some lovely hand-made aprons for cooking activities. If you have any skills you would like to share with us, please let us know.

From the Ministry Team

Changes are afoot. Recently all five parishes in the DAMASCUS Group (Drayton, Appleford, Milton, Sutton Courtenay and Steventon) all voted to move from being five parishes to becoming one. This is a big change for all our churches and parishes and it has taken a lot of prayer, planning and preparation to reach this point – and there is still a long way to go. A scheme is being drawn up and this has to approved by all the Parochial Church Councils and the Church Commissioners. Part of the process is consultation with all parishioners.

As we see it, there are five critical mission priorities facing our churches:-

1. Reaching out to the new residents arriving in our communities;

2. Building a new community of faith within the Milton Heights development;

3. Re-invigorating our existing traditional churches to support mission and outreach;

4. Enabling outreach within our Schools to flourish and grow;

5. Developing a spirit of generosity and giving, where all the parishes support mission where it is most needed.

Clergy numbers have been reduced to one fulltime stipendiary priest in Sutton Courtenay and two part-time (Sundays plus two days a week) House for Duty Priests in Steventon and Drayton. We feel that that becoming a single parish will allow us to use the gift and skills of clergy and lay people more effectively for the growing mission and ministry. It will simplify administration and structures and enable us to share resources and costs more effectively as well as encourage mutual support.

The task that lies ahead is daunting but I take courage from the example of Nehemiah. Nehemiah was a man who

prioritized prayer, planning and preparation. He was cupbearer to Artaxerxes, the Persian king when he was called by God to rebuild the broken walls of the city of Jerusalem – a big challenge!

Firstly, he prayed: for guidance, that God would make the king help him. It was a capital offense to be sad in the king’s presence, yet he was able to raise the matter with him, when the king asked ‘Why does your face look so sad when you are not ill?’ (Nehemiah 2:1-2).

Secondly, Nehemiah was someone who planned. He didn’t embark on this project without thinking about materials he needed and the tasks of the workers. ‘The king said to me, ‘What is it you want?’ and Nehemiah was able to tell him (Nehemiah 2:4-9).

Finally, he was thoroughly prepared. Before telling the people what God wanted him to do, Nehemiah went out on his own at night and toured the broken walls and burnt gates of the city, to fully understood the size of the task before them (Nehemiah 2:11-16).

In coming together as a single parish God is calling us to take on a challenging task. He is leading us to step out in faith in to a new way of being church for the 21st century. Like Nehemiah, we need to prepare well, taking time to pray about the people and places where God is calling us to serve. And like him, we can ask for the guidance and strength that comes from the ‘Lord, God of heaven, the great and awesome God’ (1:5).

HARVEST GIFTS

The Porch charity runs the Steppin' Stone Centre in Oxford, providing day long support for homeless and vulnerably housed people wanting to move forward in their lives, away from street-life and addiction. Each year, at our Harvest Festival, we collect harvest goods and money to help support their work. This year they need either cash donations, to buy fresh produce through the year, or any of the following:

coffee, tea, squash, sugar, honey, jam

tins of: tomatoes, beans, vegetables, soup, fruit, meat, corned beef, ham, fish

stock cubes, herbs, pasta, rice, pasta sauce, cooking oil, biscuits

washing powder, shaving foam, deodorants, disposable razors

REST IN PEACE

We send our condolences and the assurance of our prayers to the family and friends of the following people who have died recently:

Michael Knipe Newell (Mike), formerly of Buckridges Barn, who died on 19th August 2016 aged 78, was born on 14th December 1937 in Oxford and his early life was spent in Oxford and Northern Ireland.

His time at school at Edgeborough and Rugby was spent doing a minimal amount of studying whilst enjoying sports and the company of others. As he progressed through national service and University so his network of friends grew. On leaving University he joined the family business, Wolsey Hall, an educational correspondence college. A few years later, a certain incarcerate at Robben Island (Nelson Mandela) signed up to do a Law Degree at Wolsey Hall. Mike was passionate about making a difference both at Wolsey Hall and later at St Helen’s School, Northwood. He returned to this area to live in Orchard House, Appleford with his wife Caroline before they moved to Buckridges in Sutton Courtenay where they lived for many years, bringing up their children Rupert and Susannah and holding legendary parties for their wide circle of friends. Both Mike and Caroline were very generous and many parish events and functions were held, at their invitation, in Buckridges Barn. He was also passionate about golf – at

Huntercombe Golf Club; shooting at Fawsley; wine and opera. In later years he moved to Milton Village but still kept in touch with this church and with his many friends in the village. He will be remembered as a kind, warm hearted and generous man who was also a great organiser who got things sorted out. He was not short of an opinion or two and most of them were strong ones and he was very competitive. He was a true gentleman. His mobility was severely impaired following an accident but his courage and strength in adversity was incredible. Such was his character that everyone who looked after him in most recent times ended up loving him. He was that type of person. He was a man of faith who cared deeply about All Saints’ Church and did much to support it over the years – including dedicating a radiator, in memory of Caroline, when we installed our central heating system a few years ago. And he was most supportive of our plans to provide modern facilities for today’s worshippers and the wider community. When he saw a need he responded to it – quietly and generously, without fuss. He will be greatly missed. His funeral took place on Friday 2nd September in All Saints’ Church. His son, Rupert, gave the tribute and the service was conducted by the Reverend Helen Kendrick. This is an edited extract from the tribute and the address given at the service.

'HOLIDAY AT HOME'

ON 6 SEPTEMBER AT THE ABBEY, SUTTON COURTENAY

Some of you may have wondered what this was all about……..

You may remember the Vicar's Fun Day? Well, this was just one of the ways in which All Saints' Church spends money that is raised on that day – all of which goes to benefit our community here in Sutton Courtenay.

Over 60s from all corners of the village were invited, and about 30 of us came – and we had a great day. The staff at the Abbey were very welcoming and helpful, and they made the kitchen and all the public rooms available for us to use – including the Great Hall. As if we were 'on holiday' we could choose whether to take part in the activities on offer, or just while away the time with friends. Claire very generously gave her time for massage sessions throughout the day, and we could do water-colour painting with Dee and card-making with Shirley. Then there was music to sing along to, and some advice about health and exercise. We had delicious lunch and cake, and endless cups of tea and coffee. It was interesting to hear a bit about the 'Abbey' too – it's never actually been an abbey, though the earliest part of it did belong to Abingdon Abbey at one time.

A very big thank you to all those who organised such a happy day, and to their helpers.

The annual produce show was a great success with many new entrants this year and a high standard of exhibits. The cup winners for each class, the overall winner of the show with the most points, and the winner of the cup for the judge’s choice of best exhibit, given in memory of Daphne Sinclair who worked tirelessly to keep the show going, are shown below. Next year we hope for even more new entrants – the date planned for 2017 is Saturday, 2nd September and the schedule will be in the Sutton Courtenay News next May.

Our junior teams returned to The Recreation Ground on September the 4th to take part in Fun Day and Kwik Cricket Tournament that the club organised. Up against team from Aston Rowant, Moreton and two from Abingdon Vale, our two teams performed well against strong opposition. We were blessed with dry weather and fantastic support from parents as well our sponsors. CIRCLE DANCE RETURNS TO THE ABBEY AT SUTTON COURTENAY

Join us at the Abbey for some summer evenings of gentle circle dancing to beautiful music from around the world. Dancing in a ring is a long-held tradition in many cultures, for marking special occasions and encouraging a sense of community. Many of us will have seen folk dance on holidays in far-flung places. Modern Circle Dance draws on that tradition with dances from many countries, including the Balkans and Israel, and a growing repertoire of new dances to classical music, and modern songs.

Recent research from Oxford University has revealed that dancing in synchrony benefits health, boosts the body’s ‘feel good’ endorphins, and increases feelings

of social bonding. So it’s official: dancing together is good for you and good for our community. Then do come and join us for some healthy, relaxing, sociable, gentle and fun exercise, to wonderful music. No partner is needed - just bring yourself and a comfortable pair of shoes. Absolute beginners are welcome too, because the dances are simple, and are taught and walked through first.

We will be dancing in the Great Hall of the Abbey, a unique Grade one listed medieval building, set in four acres of beautiful grounds, that includes extensive gardens, woodlands, and a labyrinth. This peaceful and reflective setting never ceases to inspire all who visit. The Great Hall has a timber vaulted ceiling, wooden floor, magnificent fireplace, and french windows opening on to the gardens. If the weather is fine, we will dance outside in the gardens and labyrinth too.

Classes are held on the second Monday of the month, from 7.30 - 9.30 pm. The suggested donation is £4.00 - £8.00

COUNTY COUNCILLOR’S REPORT

Is there any future for Local Government in Oxfordshire? The Press Releases are positively flying and becoming more and more heated. Is this a measure of progress? Or is it a sign of panic? The undeniable facts are these: 1. Both independent reports (commissioned at some

public expense by County and District Councils) conclude that the status quo of 3 tier local government (Parish, District and County) is not in the interests of Oxfordshire residents and that Unitary government is the obvious way forward.

2. Both independent reports conclude that a stand alone full-blown Oxford City Unitary Council is not likely to be financially viable.

3. Bickering between councils, with one side claiming that the other is poorly run or incompetent, does not go down well with the public. All involved need to remain dignified.

4. If we wish to maintain services as they are – let alone restore any services lost as the result of recent austerity cuts – we need to capture the savings from going Unitary as quickly as possible.

If residents are to come first in all this, it is essential that Council Leaders return to the table, stay at the table and do not leave the room until a solution has been worked out. It behoves us all to cajole, press and even demand this of our Council Leaders via Oxfordshire’s Parish Councils, its Business Community, its Educational establishments, its Science Community and all other stakeholders. Residents can let their feelings be known directly to their councils and council leaders.

I suspect we have all had enough of referenda, but the future of Local Government in Oxfordshire is too important a matter to be left to Council Leaders and certainly too urgent for the status quo to persist much longer.

And so to Planning matters: Planning (where houses are to go) is principally a matter for

District Councils although transport , highways and education planning matters are the concern of the County Council. This current split responsibility is itself a powerful argument for Unitary government. Because so much of my casework is the result of planning issues and grievances, I think it is reasonable to update everyone on the major issues. Appleford. – concerned about the encroachment of Didcot – affected by the landfill site, the recycling works and trains – very concerned to keep its Rail Station and get a few more trains running so that working people can actually use it. Milton - very concerned about possible development in arguably unsuitable areas. – impacted by decisions and effects of the very successful MEPC.

Drayton – with its Neighbourhood Plan, better protected from speculative development than others – but even so, waiting to hear from the Planning Inspectorate just how well protected.

Marcham – having taken hundreds of new houses and more to come – struggling with the impact on its main roads and its air quality – fighting to get enough infrastructure to cope with its rapid growth.

Sutton Courtenay. - last, but certainly not least Due to more than double in size over a five year period – largely as a result of speculative planning – affected by a thriving MEPC, an expanding Didcot – large new warehousing – a potential gravel pit – a recycling works and Didcot Power Station. I am quite sure that everyone in the area sympathises and is in support of a move to make Sutton Courtenay a “special case” by permitting an argument of “cumulative impact”. If we cannot get this status for Sutton Courtenay, it is difficult to see anywhere in the County where we could.

ED VAIZEY MP

Parliament has returned from the summer recess, and an interesting Parliamentary term lies ahead. The Government will begin to produce its proposals on what Brexit will mean

and what form our future relationship with the EU will take. As you know, I campaigned for remain during the referendum campaign, and I will be watching developments carefully to ensure that jobs and the economy in our constituency and the country as a whole are protected.

Being a backbench MP now gives me more freedom to raise constituency issues in Parliament. As a Minister, I could not ask parliamentary questions or participate in debates outside my own department. I have hit the ground running since Parliaments return, and details of the questions I have asked and debates I have hosted can be read on my website.

The last few weeks have seen two tragic accidents along the A34, and this has led to renewed calls to make improvements to the road. I have had a meeting to discuss this situation with local MPs Richard Benyon and Nicola Blackwood, and I am arranging a roundtable meeting with the Minister responsible for roads, having raised the issue in Parliament. I am looking forward to discussing what proposals the Government has to improve the safety of the A34.

First, the RBS Skills & Opportunities Fund is a £2.5million fund, with a maximum grant of £35,000. It is designed to help people get work or set up a business, or improve the financial skills of people from disadvantaged backgrounds. Councils binning black and coloured sacks

in recycling bins From November, South Oxfordshire and Vale of White Horse District Councils will only empty green wheelie bins if the recycling in them is loose or in clear sacks.

Despite a recent campaign to raise awareness of the issue, some people are still putting in things like food waste and dirty nappies, contaminating whole truckloads of recycling - when these things are put into recycling bins in black or coloured sacks they’re not spotted until it’s too late.

If there’s a sack in a recycling bin and the waste crews can’t see what’s in it, they’ll have to assume it contains contamination and won’t empty it.

Councillor Tony Harbour, cabinet member for waste at South Oxfordshire District Council, said: “Contaminated recycling has become a real issue that we have to tackle. Insisting on loose recycling or clear sacks is a simple change that will make a big difference – and most people won’t be affected. If you do want to use bin-bags in your green bin, you can use clear ones, which are available from most large supermarkets and hardware stores. In most cases, clear sacks work out cheaper than black ones.”

Councillor Charlotte Dickson, cabinet member for waste at Vale of White Horse District Council, said: “Throughout October we’ll leave a note on any bins with the wrong colour sack in it to explain the problem – we’ll empty the bin on that occasion, but from November we’ll then have to start leaving them unemptied to help us protect everybody else’s recycling from getting contaminated.”

A fabulous time was had by all at our summer garden party. Big thanks to Doreen for letting us use her beautiful garden and to everyone who helped out and came along.
