GEF-UNDP-WB assisted Sustainable Urban Transport Project (SUTP)

Introduction� Naya Raipur is being developed in green-field area of
80.13 Sq. Km. for a projected population of 5.60 Lakhs, as
a Capital City for the State of Chhattisgarh.
� It shall decongest Raipur and shall also be the engine of
growth for the region
� The State Secretariat has been shifted to Naya Raipur and
is functioning since November 2012

� Around 3000 dwelling units of different categories have
been handed over to the owners
� Another 4000 dwelling units are under construction
� Head of the Departments’ Building at the Capitol Complex
is nearing completion
� Other government office buildings are under construction
� Multiple social, residential, recreational, institutional, and
commercial projects are being developed

connectivity
� BRTS, being developed
under SUTP, shall
facilitate connectivity
between Raipur and
Naya Raipur and within

� In absence of public transport system from the beginning,
informal para-transit services shall fill the space and it will
be very difficult to replace those at later stage.
� A bus based efficient, reliable, affordable public transport
service from the beginning would curtail use of personal
vehicles and other modes of para-transit;
� BRTS will reduce congestion, decrease emission of green-
house gases and will provide equitable accessibility

The Interim Bus Service connecting Naya Raipur
� NRDA signed an MOU with the Raipur Nagar Nigam for the Interim Bus
Service
� The SPV, Raipur Nagar Nigam Transport Limited is providing the interim
bus service
� Presently 40 buses are plying dedicatedly between Raipur and Naya
Raipur in the peak hours. Bus service at off-peak is at frequency of 30
minutes
� The operator is equipping buses with Camera, GPS and GPRS enabled
ticketing with RFID and card reader
� The operator would increase fleet size as per the actual demand

� An approach paper and draft legislation for constitution of UMTA for
Greater Raipur Area has been prepared with the assistance of the
World Bank
� Legislation for UMTA is being vetted by the Law Department
� Executive Orders are expected soon
� Dedicated Urban Transport Fund:
� NRDA has constituted and maintained Dedicated Urban Transport Fund
with effect from April 01, 2010
� More than Rs. 2 Crores have been accumulated in the UTF till 31.03.13

� Study on Transit Oriented Development (TOD) for Naya Raipur

� Ridership Estimation:
� Naya Raipur is a green-field development, there is no
established traffic demand, hence there is no traffic data
available
� Ridership estimation was done by identifying potential traffic
nodes and in-depth analysis of development under
implementation and in pipe-line for a horizon of 5 years;
� It is to be reviewed and updated time to time
Lessons learnt
� Dynamic nature of urban transport project:
� Urban transport projects are dynamic in nature, growth patterns
and modal share are organic;
� It is necessary to collect and analyse the data frequently and
revise service and operation plan accordingly
� The ToR and selection of consultant having experience
in the required domain is very important for timely
preparation and implementation of a project.
