Sustainable urban development vision and projects in Strasbourg
13th October 2011 – Indian official Delegation
I.Local context
andmains development objectives
Strasbourg, the european metropolis
European capitalA transboundary district2d most important Frenchriver-harbour 1st French UniversityA recognized tradition ofinnovation
Key-figures
Area: 316 sq. kmMunicipalities: 28 (= CUS)Inhabitants: 475 000 (CUS)276 000 for Strasbourg -centre city
A metropolitan area, in the middle of the dynamic Upper-Rhine Region
Few keywords
Territory structuring specifities 3 structuring networks : assets for a development project
Nature heritageQuality for urban life.Building landscape identity. Support for biodiversitySupport for local agriculture Organize ecological continuities
Water heritageDensity of water resources and its constraints is a structuring element for conception of the city
Public transport networkConstituting an efficient alternative to the individual car up to the outer limits of the inner-rings suburbs
Strasbourg = dynamic situation, in comparison with others big cities from the North-East of France.
Expected demographic growth within 2030: 50 000 inhab.
This demographic trend has been accompanied by a socio-demographic specialisation : the city concentrates younger populations, as well as the most deprived and the richest ones.
Stakes : diversification and balance of the housing offer
A city focused on creativity and innovation Generalist economy relatively protected due to its diversity, but at the same time ,exposed to its dependent relationships to neighbouring economies. A strong tertiary sector, centred on financial activities.
Stake : comfort economic balance
Historical centre belongs to UNESCO world heritage (1988 - 111ha)
« Frozen » area justifying necessity to enlarge actual city centre.
Socio-economic and other heritages context
3 axes of strategy
Strengthen the metropolitan heartland open to the Rhine : with development of a “metropolitan belt” including all major international and regional amenities and functions (using opportunities offered by the historical military open landscape around historical centre).
Structure secondary district’s poles and centres to promote social and functional mix.
In fixing intense development here: ensure preservation nature and a high quality of public spaces.
Build a city across the Rhine, not only back to the River
II.Implementation of mains
sustainable urban development principles in Strasbourg
Public information, people involvment
Working to build a common cultureExhibitions, publication of guides, conferences cycles, European symposium of ecological districts.
Involve future project’s inhabitantsFrom simple public meetings to regular workshops
Develop specific tools and partnerships
Focusing traditional professional stakeholdersDefine / promote a sustainable urban strategy using a Charta engaging property developer (real estate promoter) to respect more ambitious specifications
Experimentation with projects Develop urban projects according to sustainable,
development.Like ecological district (i.e: Danube)
3 « actions strategies »
• Regarding to energetic and climatic stakes, we need to redefine the way of “building the city”
• Strasbourg = a strong political will to develop ecological districts which aims to become real “experimentation laboratories” of the sustainable city
• These experimentations mustn't be reserved for ecological districts but has vocation to be spread to the scale of all the city.
• Ecological districts could thus be seen as “bricks” to build a sustainable city.
Exemplar experimentation All urban projects
- urban development- urban renewal
“Transposability” to short / medium term
+
Ecological districts = experimentation laboratories
Spaceconciliate density and life quality Limit urban sprawl
Biodiversity Preserve green « living heritage »
Topics experimented in ecological districts
Mix and diversityPromote a new “living together” model social and intergenerational diversity Prefer district composed of a functional mix instead of “mono-functionnal” district.
Topics experimented in ecological districts
Sustainable mobilityReduce dependence to the car Offer a better and peaceful public spaces quality promote “soft transports” dense urbanisation around public transportation network
Energetic efficiencyReact to the energetic challenge Support inhabitants to the energetic burden (30 % renewable energy)
Resources and wastesLimit ecological footprint Compose with “grey energy concept”
Building methodsPrefer ecological and healthy materials Beyond the price, think to the health
Topics experimented in ecological districts
Participative approachesDo and live together « .... because ecological districts don’t make eco-citizen »

IV.Innovation fields on which
Strasbourg know-how is particularly recognized
1. Local public transport policies2. Ecological districts
3. Co-housing projects
Public transportation development plan
4 major stakes
• being coherent with the metropolis development project• upgrade quality of the urban public transport network• find answers to peri-urban and second outer-ring stakes• take up the financing challenge
Implemented in 3 key-dimensions
• check close coherence between urban territorial development and mobility needs and evolution • enhance “level of performance” of public transport services (competitiveness)• Financing of infrastructure and of the supply
Public transportation policies
Implemented in 19946 tramway lines (54 km)58,2 millions (passenger travels) in 2008
Tramway (trolley)
Public transportation policies
Reducing the place of the carPedestrian area (1st French city) Connecting car parks topublic transport network 60 sharing-cars service(23 stations)
Bicycle development plan520 km of cycle tracks1 200 places to park bicycles installed per year8% of urban movements (CUS) - 20% in the city centreCreation of a shared bicycles services in 2010

3. Co-housing projects
6 Ecological districts in Strasbourg / CUS
TanneriesLingolsheim
4/6 of ecological districts will be develop on industrial fallow lands
“Rebuild the city on the city”
650 housings (50 % social, 10 % co-housing) on 7 ha Specificities: exemplary transversal approaches on a specific and efficient part.
Danube: « pilot and flagship » ecological district
La Brasserie / Strasbourg450 housings on 3,8 haSpecifities: industrial fallow lands, no car traffic,
Pilot : Schiltigheim City240 housings on 4.5 haSpecificities : former industrial fallow, rainwater storage system using former industrial bier tanks, and heated by solar installation system
Adelshoffen / Schiltigheim ecological district
« Tanneries » Lingolsheim
Pilot : Lingolsheim City1100 housings on 13 haSpecificities: reconversion of an industrial fallow land.
Pilot : CUS - 1000 housings on 55 ha (25 urbanized)Specificities: nature dimension and place for water deeply included as main component in the projectLocal farming / agriculture also planned
Rives du Borie / Ostwald Ecological district
Kochersberg « Doors » - VendenheimPilot : Vendenheim City350 housings on 8.5 haSpecificities: adaptation of an ecological district model to the 2nd
outer-urban ring : evolution from a residential suburb model to a more dense housing model.
IV.Innovation fields on which
Strasbourg know-how is particularly recognized
1. Local public transport policies2. Ecological districts
3. Co-housing projects
Objectives :
Support emergence and local citizen involvementin the building of them living environment.
Support high quality contemporary architecturein densification of existing urban areas.
Diversify standard models of housing production
Create local reference of performed social and ecological housing
Co-housing pilot project
Definition of co-housing : collective building, bottom-up dynamics
Context in France / Europe
Pioneer policy in Strasbourg: 1st to support directly and actively this approach
Specific actions / projects: dedicating 10 grounds for such projects

Co-housing project: selected projects
Assessment
- Good success of the 1st consultation: 17 groups- Quality and innovations in projects presented- But necessity to support technically some groups
which don’t have specialists in their staff
Stakes- Develop and “democratize” more projects
- Strengthen methodology to support groups
Perspectives- A 2nd consultation will be initiated (fall 2011)- Grounds for such projects will also be reserved in ecological districts.- Other French cities following this experience (Paris, Lille,...)- Creation of a national network of cooperation piloted by Strasbourg
