To build a closer link to countries, the five UN Regional Economic Commissions will join Global Tracking Framework 2017 to publish regional reports that:

• Provide important context and interpretation of GTF results at regional and national level – what does the data really mean?

• Give countries an opportunity to showcase complimentary information – to explain GTF results, update data, or provide alternative points of view

• Understand the capabilities and challenges for collecting energy data in regions and countries – and set the agenda for capacity-building

• Disseminate GTF at a regional level and increase resulting dialogue with national policymakers

Plans for 2017: Regional Reports

Global Tracking Framework 2017 will include 5 stand-alone regional reports

Group of experts can offer important contributions

Readiness for Investment in Sustainable Energy (RISE) measures policies that support SE4AAll Goals

7

• RISE is a suite of indicators to assess government support for sustainable energy investments

• Examines policies, regulations, and support mechanisms for private investments

• Information is collected by local experts and verified by World Bank staff

• Results will be published in a summary report in late 2016/early 2017 and all source data will be available online

All RISE indicators are designed to be:

Actionable focusing on what is under policymakers’ control

Objective yes/no or quantitative answers that don’t depend on subjective perspectives

Comparable allow comparability across countries and over time

Context neutral reflecting best practices applicable in all countries

RISE covers the vast majority of the world

111 countries including:• 96% of global population• 91% of global energy consumption• 97% of global access deficit• Top 50 SE4All “high impact” countries for each pillar

RISE score: 12 indicator and 32 sub-indicators

Page 11: Sustainable Energy for All Knowledge Hub...Sustainable Energy for All Knowledge Hub Readiness for Investment in Sustainable Energy; Global Tracking Framework 17 October 2016 Baku,

Every country scored separately on each indicator and pillar

Scores from 0-100, with indicators and sub-indicators equally weightedPerformance is grouped by “traffic light” color

Green: scores between 67 and 100. Most elements of a strong policy framework to support sustainable energy are in place.

Yellow: scores between 34 and 66: Significant opportunities exist to strengthen the policy framework

Red: scores 33 or lower. Few or no elements of a supportive policy framework in place.
