SMART SUSTAINABLE TRINITY MATION of Wellbeing, Quality of Life and Sustainable Growth

The Smart Cyprus Strategy revolves around 6 pillars—single nation, innovation and technological growth, intelligent governance, economics, the environment and infrastructure, hard and soft, —all with the smart citizens at the centre.

Smart is a fundamentally innovative concept that helps the state and its citizens by enhancing the overall sustainability and livability of the country, its regions, cities and communities.

In the critical times for our nation, my presidential program reveals optimal ways to improve lives of our people with different incomes, making basic services of the government accessible and affordable.

The national wealth will be created by the combination of materials, labour, and land, with the critical role innovations and smart technology.

In all, Smart Cyprus is to integrate 21st century fundamental innovations and disruptive technologies to meet territorial, political, economic, environmental, infrastructure, social, cultural and demographic challenges.

Smart Cyprus meets the triple goals of fundamental innovations, sustainable, smart and secure future and improvement in the quality of life.

Sustainable and Smart Cyprus has a two-pronged approach: top-down (government-led) to build foundations to promote and stimulate bottom-up (community-driven) innovation to conduct local sector-specific initiatives, such as delivering innovative services by citizens and local Small and Medium Size Enterprises.

The Smart Cyprus Development Strategy is to determine the key strategic objectives and policy priorities of the Government for the next 5 years.

Sustainable Cyprus Political Manifesto Azamat Abdoullaev 2018-2028

It is to enrich the current development strategy framework of the strategic plans of all Ministries, activity-based budgets, and public investments, as consisting of:

• the “Government Strategy Statement” (provide the policy direction for the preparation of the sectoral Strategic Plans by the Ministries)

• the “Fiscal Strategy Statement” (set out the maximum expenditure ceilings for each Independent Authority / Ministry)

• the "Human Resources Policy Statement" (set out the government’s policy in relation to personnel and employment issues).

The Smart Cyprus Development Strategy is also to cover the Smart Specialization Strategy for Cyprus (S3Cy) with its priority areas: Energy, Tourism, the Structured Environment/Construction Industry, Transport/Marine, Agriculture/Food Industry and Health; centralizing Information and Communications Technology, Environment and Human Resources.

This will enable the most optimal exploitation of resources from the European Structural and Investment Funds forming the advanced National Research and Innovation System and enhancing Research and Innovation (R & I) during the programming period 2014-2020 and BEYOND.

Optical Transpor t, Mobile, Green Energy, Eco Road, Intell igent Transpor t, and Natural Gas Networks

Fiber-Optic, Mobile, Sustainable Energy Infrastructure and Intell igent Transpor tation Systems Deployment Act of 2018-2023

The key motivation is to build the national base for Sustainable Intelligent Communities, smart economy and innovative enterprises, ecotourism and smart development property projects and intelligent utilities, solar farms and wind parks, web farms and smart cloud computing industries, knowledge parks and innovation clusters, intelligent government and smart public services.

To create a nationwide integrated sustainable infrastructure of fiber optic networks, green energy and natural gas infrastructure, and intelligent transportation systems, the Ministry of Communications and Works shall install Fiber Optic and Green Energy conduit infrastructures as part of new public roads construction projects.

Further on the government, in cooperation with private sector, has to build the fiber-optic and green energy cable conduit systems into the sides of all new public road projects.

To provide the nationwide fiber-optic and green energy and natural gas infrastructure and cutting-edge broadband connectivity, the Government of Cyprus and Ministry of Communications and Works introduced the following bill; which was referred to the House President and the Committee on Communications and Works by EIS Encyclopedic Intelligent Systems Ltd (Cyprus) as a “Smart Cyprus” Infrastructure Project.

Addressing major concerns in the EU as climate change and urbanization, developing eco communities, smart economy, knowledge industry, sustainable infrastructure, developing sustainable transport and smart mobility, and making renewable energy more affordable, the Bill is enforcing the EU 2020 Strategy for smart, sustainable and inclusive growth.

Regulatory Framework: “Regulation strategies on the development of new generation broadband infrastructure (NGA) in Cyprus”; “The regulatory framework for the installation and operation of FTTH network”; “the Radio Spectrum Policy Programme”; National ITS Strategy, National Energy Strategy, the 2nd National Energy Efficiency Action Plan

From its inception, the Great Silk Road had introduced global economics in the 2nd century BC, the days of the Han, Persian and Roman Empires.

Since 200 BC to 1500 AD, it had provided the world's oldest trading system, ferrying goods to and fro between ancient civilizations from China, India and Persia to Phoenicia to Rome or Byzantium via Cyprus.

The Silk Road links east Asia and western Europe with the most sophisticated commercial networks of the caravan routes of the Central Asia (Transoxania) and the Middle East (the Levant) and the maritime routes of the East and South China Seas, the Indian Ocean, the Arabian Sea, the Red Sea and the Mediterranean.

Cyprus is much interested in restoring its historical place in the China’s New Maritime Silk Road, contributing to reach “a five-way progress in policy communication, infrastructure connectivity, trade link, capital flow and understanding among peoples”.

The European Med States, as Cyprus, Greece and Italy, could be the reliable Maritime Silk Route links to the mainland Europe and the Trans-European Transportation Networks.

In today's world, every country/city must compete with every other country/city for the world's investors, talent, cultural exchange, tourists, businesses, media profile and international events, cultural, political, economic, and scientific.

In today’s world, every nation, intentionally or unintentionally, has its brand, brand name, trade name, marque, national branding, core message, logo, claim, the way the nation is perceived (brand perception) and imaged globally and locally, by the world (global image formation) as well as its subjects and nationals.

Intelligent National Branding is instrumental in attracting foreign direct investment, tourism, enhancing geo political influence, global national image, facilitating trade and private-sector competitiveness, supporting for exports, and creating internal pride.

Up to now, countries and states are building the national brand and global image, employing the standard approaches and old public diplomacy, antique public relations and aggressive advertising and propaganda, including the United States, Canada, France, United Kingdom, Japan, China, South Korea, and some Western European countries

Sustainable development involving intel l igent eco vision/planning and latest technological innovations for new or retro-f it projects at various phases is emerging global investment priorit ies.

As a founding member of the European Innovation Par tnership (EIP) on Smart Cit ies and Eco Communities, our consultancy f irm presents unique “one-stop shopping” services: creating large eco-smart development projects, eligible for innovative investment from the EU’s funding agencies and credit institutions as European Investment Bank (EIB).

Currently, the f irm is promoting the EIB-EIP 10bn smart development f inancing scheme involving the Member States committed to sustainable development of land, infrastructure, building, community, or city, see the link below.

As par t of the scheme, the Bank of Cyprus, the Group’s Investor Relations Depar tment, was proposed to consider the Investment Program, BOC-EIB "Smart Cit ies & Sustainable Communities & Proper ty Developments".

In brief, the Program involves the f inancing through a Framework Loan of large smart economic investments in Cyprus for a total amount in excess of EUR 1 bn.

The Program is to suppor t an innovative approach by a number of Cyprus municipalit ies and advanced proper ty developers of the concept of "smart cit ies & sustainable proper ty development", with the common purpose of improving land use and environmental sustainability, urban regeneration, infrastructure and buildings, mobility, energy ef f iciency and local eco economy, involving the ECB’s QE Program, see the link below.

The Program is to transform key collateral assets as high projects, rendering urban or rural areas as environmentally, economically and social ly sustainable, thus maximizing both the financial IRR (assets por tfolio, capital ef f iciency, and mortgage repayment), and the ERR for socio-economic benefits.

Sustainable Cyprus Political Manifesto Azamat Abdoullaev 2018-2028

Bureaucracy , Incompetency and Corruption make three “deadly sins” of any government or publ ic administration, making the root causes of Unemployment, Pover ty , and Decay, al l to be technological ly combated by disruptive innovations and intel l igent governance systems.

The benefits of smar t technology , digital platforms and mobile Internet connectiv ity are ranging from economic development, to infrastructure upgrades to smar t open governance to civ ic empowerment, thus creating ef f ic ient, ef fect ive and equitable socio-poli t ical environments.

Basing on intel l igent government solut ions and smar t technologies, the 4i-Government Digital Platform is innovated as enabl ing a Digital ly Direct Democracy (DDD) to replace the least ef fective representational polit ical systems.

The i -Government Smar t Digital Systems are to resolve a top socio-pol it ical r isk: “unresponsive, unaccountable, inef f ic ient, and inef fect ive bureaucracies seem impossible to change with the current tools in place, requiring a new approach, called cit izen-centered reform model”. The World Bank.

The Republics of Cyprus is selected as a future model of intell igent community government system of direct digital democracy.

Currently, it has a competit ive disadvantage of one of the most “unresponsive, unaccountable, inef f ic ient, and inef fective bureaucracies” at al l levels, central , urban and local, set by the former presidencies and their teams.

“Restructuring Cyprus” is aimed to per form the institutional, pol it ical and societal reforms to stop corruption, increase transparency and competency, enhance the accountabil ity of the polit ical system to the cit izenry infusing “intel l igence” in al l sides of the body polit ic.

The Smart Eco Island Program looks the only strategic solution for a sustainable national recovery and overcoming the social evils and threats grouped as below:

Exposure to massive bankruptcy, state, institutional, individual, corporate and national, with the ensuing social disaster.

Harmful business environment with small business going down, unsustainable construction industry and housing market close to col lapsing, key f inancial institutions at the stage of bankruptcy, ever low sovereign credit ratings, the largest overall and youth unemployment and long-term underemployment, heavy public debt, poor social protection systems, poor productivity and competit iveness.

Crisis of values, pol it ical corruption and incompetency, aged urban infrastructures, decaying cit ies, degrading communities, old industry, inef fective public administration and local governments, poor healthcare and human services, poor R&TD&I, lack of social cohesion, rule of law, democracy, strategic vision and future prospects.

Increasing social exclusion and pover ty, poor polit ical systems, institutions, poor state governance, weak public administration on central and local level and no involvement of civil society and social par tners, inef ficient administrators, legislators and arbitrators.

No access to f inance for SMEs, an economic environment hostile to innovation, with massive land speculation, land scamming, proper ty fraud, and environment destruction.

Social irresponsible projects, the island's f irst casino bringing a f inancial disaster to many families promoted by the government as most impor tant future investment projects for the national economy.

Poor public administration capacity, want of public trust and the large business insolvency, the loans of the 20 largest borrowers, needing full restructuring, amount to bil l ions with insuf f icient collateral security.

The society ‘s rul ing by large corporations and banks and corrupted polit icians, aggravated by narrow political interest and favoritism, large corporations and polit ical par ties considering credit institutions as the pocket banks.

Proper ty foreclosures and mass repossessions at half prices leading to country -wide pover ty and an unprecedented redistribution of the country's real estate.

Non-Per forming Loans making around 50% of all outstanding loans of about 60 bi l l ion euro, with all negative impact on the whole society, the economy, the stock market, the real estate market, and the f inancial system stability.

Have you thought about intelligent global branding? Nowadays, not only companies compete to stand out, but also countries have to struggle for businesses, tourists or international events.

These days, there are 195 independent sovereign states, 60 independent areas and 5 disputed territories and the world is looking for a radical transformation in all ways.

In this context, every nation has its own brand which represents its international image, the way in which it is globally perceived. Intel l igent global branding results in attracting investment, faci l i tating trade and creating internal pride.

The Smart Nations Global Initiative is concerned with the inequality of modern states. For this reason, its main objective is to foster the transit ion to smar t, resi l ient and inclusive nations.

This initiative aims to become the key driver of an instrumented, interconnected, intelligent, inclusive and innovative world of the future.

If you are committed to contribute to the sustainable development of your nation, country or state, you can submit your applications via e-mail to Dr. Azamat Abdoullaev, Director of EIS Smart Nation Global Initiative, at [email protected].
