PROJECT BACKGROUND

1. What are the reasons for the project?

To create access for all community members to healthy food and food-based education. This NFP co-operative will consist of a full service grocery store with procurement priority given to all foods produced regionally and in the North and a food-based community center offering food and nutrition education, wellness classes, training, networking and agri-food small business incubation and support.

2. State the link to the Unity plan goals, strategic directions, and actions: This project will unify our town and community through food and co-operation. This organization strives to partner and collaborate with many organizations in our community who have like minded values and goals. Unity Plan Goal #9: Healthy Active Community Huntsville will continue to support and encourage healthy, active lifestyles through supporting the availability of fresh, nutritious and local food, and recognition of recreation as a right and the continued provision, maintenance and expansion of opportunities for recreation for all residents of all ages, cultures and abilities. 9.4: Promote healthy, nutritious and local food opportunities

• Undertake a community food system assessment to identify gaps and opportunities to connect local good growers and producers, processors, distributors, retailers and consumers throughout the municipality

OVERVIEW OF PROJECT

4. Describe the project in general. This could include an outline of phases, timelines, scope, etc. The MNGFC is in its start-up phase. The advisory committee has been working on this development for 10 months and the 12 member Board of Directors have been working for 3 months. Currently, our goal is to complete a comprehensive business plan. A feasibility study on Food Hubs in Muskoka is complete and will be used to develop the business model. The MNGFC hopes to see its doors open by late summer 2014; however, this is a best-case projection at this time. Once the business plan is complete, timelines will be clearly defined. The goal for the grocery store aspect of this initiative is to fill one of the largest needs in our community today: inclusive access to the best regionally and northern produced foods 12 months of the year. On the other side, this will serve as a venue for regional and northern agri-food producers to sell and market their products 12 months of the year. The interest in purchasing reliable food and the desire for producers to build production capacity will result in the steady rise of our local food economy/production and directly effect the health and well being of a broad spectrum of residents.

keep prices realistic to our regions demographic and the education aspect of the center will build and enhance the food literacy of our community.

Many community partners are stepping up: District of Muskoka-Community Services-verbal and financial support (not yet solidified), Huntsville/Lake of Bays Chamber of Commerce (time, space,financial and in-kind), Huntsville Public School and VK Greer (support MNGFC school garden projects), Remax Huntsville (time, space, financial), Starshine Productions (in-kind, time), Barff Productions (in-kind, time), Klas Web Design and graphics (in-kind, time).

For information only, Report presented at Public Infrastructure and Protective Services (PIPS) Committee on January 14, 2014 Rebecca Francis gave an overview of the staff report. Ms. Francis also provided an

overview of the main points in consultant Robert Voigt’s presentation from the Public Infrastructure and Protective Services (PIPS) committee meeting held on January 14, 2014. Ms. Francis noted that the PIPS committee defeated the motion.

A discussion took place about:

• Researching costs for only the projects Council is interested in completing; • Completing small pieces of long-term projects when the opportunities arise, such

as the passage under the main street bridge; • Well-being as part of Active Transportation, not always about direct routes; • Active Transportation as an issue driven by the public; • Signage.

b) Report prepared by Rebecca Francis – Ref. No. ORG-2014-02 Re: 2013-14 Health and Environmental Research Bursary: Project Report from P. Moldowan Rebecca Francis gave an overview of the report. Ms. Francis noted that a report from the

other 2013-2014 grant recipient will be forthcoming. She also noted that the call for submissions for the 2014-2015 grants will be made by the end of this month.

A discussion took place regarding the promotion of this years’ bursary program using the

reports from previous recipients. 7. NEW BUSINESS

a) Pan Am and Para Pan Am Games Legacy: Trans Canada Trail

Rebecca Francis gave an overview of her correspondence with the Minister of Tourism, Culture and Sport and Minister Responsible for the 2015 Pan Am/Parapan Am Games. Ms. Francis gave an update of her conversation with Jim Paterson, Pan Am Legacy Trails Coordinator at Trans Canada Trail (TCT) Ontario. Highlights include:

• TCT Ontario funds up to 50% of trail costs, TCT National funds up to 50% costs • TCT Ontario is waiting for an agreement to be finalized by Ministry of Tourism,

Culture and Sport • Must co-ordinate with Ministry of Transportation (MTO)

Ms. Francis also noted that similar correspondence has been sent to the Minister of Transportation and MPP Norm Miller. Responses have not yet been received. A discussion took place regarding:

• MTO involvement • Gathering records from previous attempts to complete this section of the trail • Support from TCT Ontario

b) Slideshow: update on “6Solar” project

Rebecca Francis gave a verbal update on the installation of solar panels on 6 town

Buildings and presented photos taken during the installations (Schedule ‘A’). Ms. Francis noted that the first installation will go online today at Madill Yard. 8

A discussion took place regarding:

• Announcing the project at the Earth Day event with smaller announcements as each site goes live.
