SURREY – Wet and cold weather has delayed con-struction of the city’s flagship library in Whalley.

Construction on the $30-million library designed byinternationally renown architect Bing Thom started inthe first week of March 2010.

But despite the best efforts by the project team tomeet the original March 31, 2011 deadline for “sub-stantial completion of the project, the project schedulehas slipped slightly,” says a city staff report.

Funding for the project is split between the three lev-els of government with the $10-million grant from thefeds, part of the Infrastructure Stimulus Fund, subjectto the project completion date of March 31, 2011.

As a result, the city will be applying for a one-timeextension of the deadline. The federal government hasannounced a one-time extension from March 31, 2011to Oct. 31, 2011 to the construction deadline for pro-jects under the economic stimulus program.

DELTA – EdgarDunning wasn’tthere in person buthe was certainly there in spirit as alarge crowd gathered Friday to cele-brate the grand opening of the DeltaArchives and Edgar Dunning ReadingRoom.

Located on the ground floorof the former courthouse next tomunicipal hall in Ladner, the newfacility provides state-of-the-art stor-age of Delta’s historic documentsand photos. The climate-controlledenvironment will house municipalmaterials as well as those belongingto the Delta Museum and ArchivesSociety.

The facility was named in part tohonour Dunning, one of the foundingmembers of the museum society andits first president. The former DeltaOptimist editor and publisher, regard-ed as Delta’s most trusted storyteller, passed away last fall so didn’t getthe chance to see the opening of thefacility that bears his name.

Family members as well as manydignitaries and civic and provincialofficials were on hand for the grandopening on what would have beenDunning’s 101st birthday.

Several council members, includ-ing Mayor Lois Jackson, got into thespirit by wearing costumes from yes-teryear.

Parks and recreation director KenKuntz, who doubled as master ofceremonies in a fancy suit with tophat, said a modern archives facilityhad long been talked about.

The public archives was made areality thanks to joint federal andprovincial funding for “shovel ready”projects last year. The $675,000 pro-ject saw $450,000 come from theProvincial/Federal InfrastructureStimulus Fund, while the remaining$225,000 was paid by Delta.

B.C. Sport and CulturalDevelopment Minister StephanieCadieux told the audience the projectwould serve the community for manyyears to come.

Jackson said the stimulus fundingenabled Delta to build a “first-classfacility that will house key documentsvital to the preservation of Delta’slong, rich history.”

Delta Museum and ArchivesSociety president Claudette Haywardsaid the archives is a “tremendouscollaboration” between Delta and hersociety.

Hayward, who knew Dunning for45 years, then presented an old book, recently donated by longtime residentTony Wideski, which has the min-utes of the very first meeting of Deltacouncil held on Jan. 12, 1880, as wellas meetings through to March 1887.Jackson read a few hand-writtenparagraphs on what transpired at thatfirst meeting so long ago.

Wideski told the Optimist he hadthe book in storage for over 40 years, having received it from someone whoworked for the Optimist long ago.

“It’s a long story,” he quippedwhen asked about the history of thebook.

LANGLEY – The shed was in arustic setting but the grow-op was asophisticated set up.

Surrey RCMP busted a marijuana grow operation inan outbuilding on rural property in the 23400-block of16th Avenue in Langley Thursday. Police seized about600 plants along with two shotguns and one rifle.

Surrey RCMP Cpl. Drew Grainger said the drugsquad also discovered a surprising level of sophistica-tion used in the grow-op.

“Extreme measures were taken to prevent the detec-tion of this operation,” Grainger said Monday.

A large natural gas-fed generator valued at between$80,000 and $100,000 and was allegedly fueled withstolen gas was used to run the operation.

“It was fed by natural gas, which is something that’sunseen typically in marijuana grow operations, and thenatural gas was bypassed... the operation was stealingnatural gas to power the generator.”

To absorb the noise of the generator and the pun-gent scent of marijuana, the suspects had installedseveral commercial-sized air conditioning units andspecialized insulating and venting equipment.

Police estimate the suspects invested about $300,000into the operation.

Four adult men have been arrested, ranging in agefrom mid-30s to 40s.

Police are recommending charges of productionof a controlled substance, possession for the purposeof trafficking along with weapons charges and othersrelating to the theft of natural gas. Anyone with furtherinformation is asked to call the Surrey RCMP at 604-599-0502 or Crime Stoppers at 1-800-TIPS.

SURREY – Surrey council plans toexpand its pesticide ban to include condosand townhouses. Council was slated todebate the issue at Monday night’s meet-ing, after the Now’s deadline.

City council enacted a pesticide ban inMay 2010 that prohibits the use of pesti-cides on outdoor trees, shrubs, flowers andother ornamental plants and turf on cityproperty and single-family homes.

Last October, the city’s environmental

advisory committee reviewed the pesticidebylaw and recommended that councilexpand the bylaw to include multiple-family dwellings. Since many condo andtownhouse strata councils contract themaintenance of their grounds to landscapecompanies, a staff report recommendsdelaying final adoption of the bylaw untilMarch, to give landscape contractors timeto adjust to the new rules.

DELTA – Deltaschool boar chairDale Saip is throw-ing his personalsupport behind Liberal leadershipcandidate Kevin Falcon.

Saip said he supports Falcon’sposition on the issues, includingthe candidate’s proposal to offerfinancial incentives for teachersrecognized for their excellence inthe classroom.

“We’re working really hard inour district of finding new waysof doing things and being innova-tive and I like the idea that some-

one is willing to step outside thetraditional restraints of educationand challenge it,” said Saip.

Falcon recently made a splashon his campaign trail by suggest-ing public school teachers be paidaccording to their teaching skillsand not length of service.

The Liberal leadership hopefulsaid he would push for a merit-based pay system if he becomespremier after his party’s Feb. 26leadership vote. His proposal iscalled a Master Teacher IncentiveProgram.

Noting the same model has

already been implemented inAustralia, Saip said, “Ultimately, you have to look at what is thedesire of parents and what’s goodfor kids. We have to continueto embrace new ideas and lookforward rather than just doingthings the way they have beendone because that’s always beendone that way.”

Susan Lambert, president ofthe B.C. Teachers’ Federation, said recently she was appalledby the Surrey-Cloverdale LiberalMLA’s proposal, noting theLiberal government has under-

mined the education system withinadequate funding for the pastdecade.

First elected in 2001, Falconwas a former health ministerand previously the transporta-tion minister in Premier GordonCampbell’s Liberal govern-ment. He was often the targetfor opponents of the GatewayProgram projects, including theSouth Fraser Perimeter Road.

When he was appointed min-ister of health two years ago, hewasn’t on the hot seat as DeltaHospital was a far less controver-

sial subject compared to earlier inthe decade.

He was on hand last Januaryfor the grand opening of theDelta Hospice Society’s 10-suitehospice residence and centre forsupportive care.

Saip said he believes Falconhas the ability to keep a coalitiontogether and govern the provinceeffectively.

A member of the B.C. Liberals,Saip ran for the party’s nomina-tion in the 1999 Delta South by-election, but was disqualified ona technicality.

The candi-dates for theleadership ofthe B.C. Liberalparty haveoffered a smor-gasbord of poli-cies, althoughnone of themqualifies as anew “big” idea.

But one of the promises putforth by one of the candidates hasthe potential of causing seriousproblems if it’s ever repeated.

I’m referring to George Abbott’spromise to use the upcoming HSTreferendum to also determine thefate of the carbon tax. Setting taxpolicy via a referendum is a bad,bad idea.

If you don’t believe me, checkout what’s going on in places likeCalifornia or Arizona. They arejust two of many states that haveused referendums to greatly ham-per (or even eliminate) the abili-ties of state governments to raisetaxes to meet rising demands forservices.

As a result, states are findingthemselves slashing services insuch areas as K-12 education,post-secondary education, munici-pal services and public sectorwages.

States are teetering on the edgeof bankruptcy, and many havesimply refused to pay creditors (i.e.individuals and companies con-tracted to do work on behalf ofgovernment).

The financial mess south of theborder has much to do with therecent recession, of course, butits roots extend back to the noto-rious Proposition 13 passed byCalifornia voters in the 1970s.

That referendum enshrined instate law a requirement that anynew tax had to have the supportof two-thirds of the electorate ina referendum. In other words, itmade it impossible for a state gov-ernment to raise taxes because thebar was set too high.

Other states have since passed

Abbott’stax policywould bebad for B.C.

similar laws and the result is thefinancial meltdown we are seeingtoday. The people most hurt bythis tax revolt are, naturally, themost vulnerable: the poor, the dis-abled and the young.

Tax revolts are tinged with pop-ulism, of course, but they are thephilosophical offspring of right-wing conservativism. Tax measuresshould be set by a governmentduly elected by the people.

Of course, Abbott is not pro-posing anything like Proposition13. But B.C. voters will now havetwo kicks at the anti-tax can, andthat may set a precedent that mayprove seductive to future politi-cians and governments.

As demands for health care, education, higher wages and infra-structure continue to climb, moreand more revenues have to befound – either through taxes oruser-pay models, or spending cutselsewhere.

Many people simply can’t con-nect the dots when it comes totaxes and services. They simplisti-cally think that cutting things likethe salaries of politicians will pro-vide the money to take care of therising demands of society.

So it’s easy for them to simplyand enthusiastically vote “no”in a referendum to any proposalto raise taxes, even while they

demand more and more thingsfrom government.

One of Abbott’s leadershiprivals, Christy Clark, has rightlycalled him on this idea. To hiscredit, Abbott appears to have themost extensive and thoughtful plat-form of any of the candidates.

But if he ultimately wins theleadership, I hope he confines thetax-by-referendum idea to a one-time-only occurrence.

• • •A lot of observers were quick

to write off NDP MLA Harry Lalias a serious leadership candidate, but I think he has the potential tohave a significant impact on therace and on the party’s future aswell.

While I don’t think he stands agood chance of actually winningthe contest, Lali has signaled he’sprepared to play rough and engagein some serious hand-to-handcombat with people.

As a veteran MLA and formercabinet minister, Lali cannot sim-ply be ignored by the party’s hier-archy. In fact, Lali says he wantsto take down what he considers tobe the “establishment” of the party.

Presumably, he’s referring topeople like party president MoeSihota, provincial secretary JanO’Brien, B.C. Federation of Labourpresident Jim Sinclair, and those

in the NDP caucus who have beencalling the shots for years.

Again, I don’t think he’s goingto necessarily be successful in hisquest, but if he pushes the themehard enough things could get very, very ugly indeed within the NDP.Rather than a so-called healingprocess, the leadership race mayend up being an all-out war pittingfaction against faction.

And perhaps that’s just what theparty needs. A lot of former alliesin the party are now bitter ene-mies, and until they deal with theirinternal demons, they stand littlechance of forming government.

When there’s risks, parents need to be armed with informationThe Editor,

Re: “Coptic churches onalert,” the Now, Jan. 7.

As the mother of a child whoattends the school downstairs atSt. Mary’s Coptic church, I wishthis information had come out alittle sooner, so that as parents,we could have made informeddecisions about our child’sattendance on Friday.

I first heard about the situa-tion while reading news onlineon Wednesday.

I was concerned and spokewith the school, which had heard

nothing at all of the scare or pre-cautions being taken.

I emailed them the articleI’d read. I also called the localRCMP non-emergency numberfor some information. The personI spoke with did not have any.

She put me on hold and cameback to say there is an “aware-ness” of a threat but no detailsand that was that.

I had explained that my childgoes to school at the church, and that the school (which isnot associated with the church)did not know anything about thesituation and I was simply toldthat as a parent, I would needto make my own decision aboutsending my child to school onFriday.

The school, having no otherinformation either, advised they

would “remain alert” and thatwas that.

Thankfully, nothing happened, and the immediate “awareness”can be put to rest.

I don’t believe in living infear, or fear mongering, but I dobelieve that if there is enough ofa threat for police participation, either with warnings or an actualpresence, that all the informationavailable, which does not put fur-ther risk to the situation, shouldbe given to those who might bein the vicinity.

I am surprised that given the

need for “static security” thatSaint Mary Coptic Church dea-con Tony Sourial did not givethe school the information so itcould advise parents.

I would like to think that ifthere was enough concern for apolice presence, then the schoolwould have been made awareso that parents of the studentswould be given enough informa-tion to make an informed deci-sion about whether to send theirchildren to school on that day.

❚LETTERS

The Editor,Re: “Get lost Bill, and

take that leaf blower withyou,” the Now, Dec. 31.

Ted Colley’s columnwas a truly hilarious pieceof good writing, whichobviously was completelylost on letter writers Arenand Mary van Dyke, whochose to see it as “a viciousslant” of sorts.

There was absolutely nilin that article to get evenremotely upset about.

In fact I thought Colley’suse of words was prettyelegant when referring to“recycled politicians” andVander Zalm was not evenworth recycling – as we allknow!

What is sad is this:people who become sooutrageously fanatic abouttheir religious beliefs thatthey cannot see the for-est for the trees anymoreand any kind of humourbecomes blasphemy ofsome sort. It is called reli-gious nitpicking.

To me and hopefullymany others who enjoyColley’s sense of humour,it would be a sin to stopa worthy column like hisbecause of some trulyintolerant people who havelost all sense of humour.

I suggest the Now’s NewYear’s resolution shouldbe to have more intelligentcolumnists like Ted Colleyproduce some much-need-ed smiles and grins in thisrather miserable world.

To the van Dykes, Isuggest a New Year’sresolution for themselves.Perhaps something like“we shall no longer beintolerant, tunnel-visionedand inappropriately criticalof others who are not fan-atical Christians.”

I have alwayssaid one of myfavourite thingsabout being achef is that Iget to play withknives. Althoughthis may soundvery adventur-ous in a JamesBond fashion, knife skills andproper/safe cutting practices are avery serious subject in the kitchen. With some basic knowledge, youcan start to overcome any cuttingintimidation you may have.

In this column I will focus onthe tools themselves — knives. Thisis the first of three installments oncutting. My next column will focuson cutting boards, and the thirdwill focus on cutting techniques.

There are many choices whentrying to decide on which knivesto adorn the collection of cuttingtools in your kitchen. The market-place is saturated with everythingfrom mail-order deals to high-endspecialties.

First and foremost, I have tostress that one usually gets whatthey pay for. Before you reach foryour credit card when you see thefull collection of ginsu knives foronly $19.99 on TV, think about itrealistically. How well are theseknives manufactured? Once the

$20 is divided among the TV air-time costs, the production of thecommercial and any middle-menthat may be in between (such asmarketers, etc.), how much is actu-ally going toward the manufactur-ing of these knives? Remember, from this amount, a profit must bemade as well.

If you are looking to start agood-quality knife collection, youshould purchase knives made fromhigh-carbon stainless steel. The

high-carbon content in stainlesssteel is what ensures it is strong. This is very important for keep-ing a sharp edge. Any knife canbe made from stainless steel, butunless it is has a high-carbon con-tent as well, it will lose its sharp-ness very quickly in comparison.

Start with a standard chef’sknife. Other than for bread cutting, this is the most versatile knife tohave in the kitchen, and can beused for almost any application. It

offers a rounded top edge on theblade to facilitate a rocking motionto ease most cutting/slicing prepa-rations.

The next knife one should pur-chase is a quality serrated knifefor bread cutting. The serratededge will not only produce perfectslices of bread without squashingthe loaf, it also helps in producingextremely thin cuts of fruits andvegetables. A paring knife shouldalso be purchased, because a chef’sknife might be overkill for thosesmall jobs.

These are the three main knivesthat should grace the startingfoundation of your knife collec-tion. From this point on, you canproceed to adding other knivessuch as a carving knife, filet knife, cleaver, vegetable knife, etc.

Most good-quality knives willoffer a full tang, meaning the steelblade will run through the fulllength of the handle as well. Thiswill offer more balance and con-trol. Most importantly, ask ques-tions and ask to handle the knivesto ensure they offer a comfortablecompanionship with your uniquehand. If a retail store is not infor-mative about their products, andwill not allow you to handle them, then take your business to one thatwill.

Dear Chef Dez,I am already assuming that

you will not recommend buy-ing those full sets of knives fora really low price from TV, butthey must be good if they offer alifetime guarantee that they willnever need sharpening. How canthey do this? Is there a catch?

— Doris B., Burnaby

Dear Doris,I am assuming the knives you

are referring to are the same thatI have seen. Although they arestainless steel, they offer a very lowcarbon content, which makes themvery soft steel in comparison, andthus less expensive to manufacture.

Since all of the edges on theseknives are serrated, they will keeptheir sharpness for a longer periodof time than a straight-edged knife, because the cutting is achieved bytearing at the food rather than slic-ing through it.

They can offer a “lifetime guar-antee” because they play on nor-mal human behaviour. Chancesare if they ever do need sharpen-ing/replacing, one is not goingto spend the money to ship themback to the manufacturer.

The HolyCross Crusadersare bridesmaidsno more after dispatching the LordTweedsmuir Panthers 79-42 in thechampionship game of the 10thannual Surrey Firefighters GoodwillClassic senior girls basketball tourneySaturday.

Holy Cross finally reached thepromised land after falling short inthe finals last year against Elgin Park,a loss preceded by several exits in thesemifinal rounds in the years beforethat.

“It was nice to finally win this tour-nament,” said Holy Cross coach SteveBeauchamp. “This is one of the tour-naments the girls have wanted to winfor a long time. The girls were lookingforward to a potential rematch withElgin but hats off to Lord Tweedsmuirfor playing an inspired game to knockElgin off in the semifinals.”

Ranked fourth among class AAteams in the province, Holy Crossopened the tournament with a 70-26win over Panorama Ridge in theiropener Wednesday. Michele Bos ledthe way with 18 points.

In Thursday’s semifinal round,Holy Cross punched their ticket to thechampionship game with an 83-27win over Fleetwood Park as JeanneineYngreso collected 15 points.

In the other semifinal, LordTweedsmuir knocked off defendingchampion Elgin Park 56-49 to naildown the second finals berth.

When the Panthers and Crusadershooked up in the title game forthe Axe Division Saturday at LordTweedsmuir, Holy Cross used hardwork to overcome the Cats’ noticeableheight advantage.

“Most teams who play us this yearare going to have a size advantageover us so we have to compensate in

other ways,” Beauchamp said. “Wehave to play up-tempo and work hardto have success. We may not be theprettiest team to watch but we workhard and the girls bring a lot of pas-sion to every game.”

Yngreso led the Crusaders with16 points in the title game, one morethan teammate and tournament MVPTessa Beauchamp. Holy Cross guardJessica Viiladiego was named thetourney’s top defensive player whileLord Tweedsmuir’s Cara Bagry washonoured as the most inspirational.

Vees bring Eagles back to earthThe Surrey

Eagles five-game winstreak ended with a thud as thePenticton Vees swept a home-and-home set from the Birds inB.C. Hockey League action lastweekend.

The Interior Division-leadingVees rallied to beat the Eagles4-3 in the Okanagan city Fridaynight before using special teamsto dump the Birds 5-1 at SouthSurrey Arena the following eve-ning.

“The shots were pretty evenboth nights but they found a wayto make the most of their chances,”said Eagles coach Matt Erhart.“Penticton is a very good team andof all the teams in the league, if youturn the puck over or give thema little bit of space, they’ll takeadvantage of it. On the power play

they’re running two NHL draftpicks (forwards Mark MacMillanand Brendan O’Donnell) off theone side and if you give them spaceor make the wrong read, it’s in theback of the net.”

Friday in Penticton the Eaglesled 3-2 after two periods beforethe Vees rallies with two unan-swered goals in the final frameto pull out the win. Tyler Morleybagged one unassisted goal andset up another to lead the Eagles.Riley Sweeney and Jeff Vanderlugtalso scored for Surrey.

The two teams hooked up for arematch in Surrey the next nightand this time around the Vees putthe game out of reach by the endof the second period. After kill-ing off a five-minute Eagles powerplay early in the middle frame,Penticton then connected forthree straight power-play goals of

their own to take a 3-1 lead. TheVees added two more goals in thethird period to salt the game away.

“It was just one of those gameswhere the final score wasn’t reallyindicative of the game,” Erhartsaid. “We played really well earlyand had the lead but the differ-ence was really in the secondperiod where we got a five-min-ute power play and they got themomentum. Our big guns didn’tstep up and they’re top guys did. They got the momentum from thatpenalty kill and the next thing weknew, we’re down 3-1.”

Michael Stenerson scored thelone goal for Surrey on a secondperiod power play.

The Eagles hit the road thisweekend for games in PowellRiver (Friday), Nanaimo(Saturday) and Cowichan Valley(Sunday).

Here's How It Works:Sudoku puzzles are formatted as a 9x9 grid, broken into nine 3x3boxes. To solve a Sudoku, the numbers 1 through 9 must fill eachrow, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numberswill appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

There are approximately fivepeople standing between creativeprofessionals and the job they want,a survey suggests.Six degrees of separation isn’t justa game to find connections to theactor Kevin Bacon; advertising andmarketing executives say they meetwith an average of six applicantsbefore filling an open position intheir departments, according to asurvey by The Creative Group, a

staffing firm that specializes in creative, advertising, marketing and webprofessionals.Approximately 250 marketing andadvertising executives were polled forthe study. While the field is expected to increaseits hiring in the next three months, itdoesn’t mean companies will relax theirstandards, says Lara Dodo, a vice-president with The Creative Group’sCanadian operations.

“Given the high calibre of talentcurrently available, employers arebeing prudent in their hiring and areweighing their options before extendingan offer.”Creative Group offers some tipsfor job-seekers hoping to stand outamong the crowd:* Do your due diligence - Knowmore than you have to about the joband company in order to define whatspecifically you can offer. Consult

various sources, go through articlesabout the company, ask people inyour network for insight.* Put your best foot forward -Be polite from the moment you stepthrough the company’s doors. “Resistthe urge to text a friend or send atweet while you wait in the lobby;you’ll make a better impression bysitting patiently and reading.”* Watch your body language -Do you touch your nose a lot when
