• Document the current Canadian DRI landscape in Advanced Research Computing (ARC), Research Data Management (RDM) and Research Software (RS)

Researcher Needs Assessment:

• Process to identify gaps between current state and desired state (as defined by users), either to answer gaps in capacity, to respond to emerging trends, to introduce new technology, etc.

• Basis to establish a roadmap (with priorities and critical path) to move from current state to future state that will serve as strategic plan foundation

Process:

NDRIO Director of Planning and Operations. Previously CIO at McGill University and Université de Montréal.

• Shahira Khair

Seconded from the University of Victoria, where she works as a Data Curation Librarian to support researchers with data management. Shahira holds an M.Sc and M.L.I.S. from the University of Ottawa.

• Felipe Pérez-Jvostov

Seconded from McGill University where he serves as the Senior Advisor for Research Data Management. Felipe holds a PhD in Parasitology from McGill.

• Seppo Sahrakorpi

Has a PhD in Computational Physics and has worked in the IT and ARC fields for over 20 years as an academic, systems administrator, ARC support engineer, lead IT architect, project manager and

entrepreneur.

• Qian Zhang

Seconded from the University of Waterloo where she was a CLIR Postdoctoral Fellow in Software Curation. Qian holds a PhD with a major in Physical Oceanography and a minor in Computer Science from the Louisiana State University in Baton Rouge.

• Two operational transition plans are being developed.

1. The transition of Research Data Canada (RDC) / Research Data Management (RDM) and Research Software (RS) with CANARIE – this plan will be prepared by CANARIE in collaboration with NDRIO, to be approved by both organizations before being presented to ISED. (Planning Deadline: January 2021)

2. NDRIO is planning the transition of ARC activities, in collaboration with Compute Canada Federation. (Planning Deadline: April 2021)

• NDRIO and Compute Canada recently formed a Joint Transition Committee.

▪ A coordinating committee of Board representatives from NDRIO and Compute Canada has been established to oversee transition activities leading up to April 1, 2022.

• In Fall 2019, NDRIO undertook governance consultation across Canada. Consultations provided initial feedback on the need to establish a Researcher Council. The concept of a Researcher Council was recognized as an important part of NDRIO’s governance structure and was included in NDRIO’s By-Laws.

• NDRIO’s inaugural Board of Directors was tasked with giving further consideration on how to best constitute the Researcher Council as a priority activity. The establishment of the Researcher Advisory Group is in keeping with NDRIO’s commitment to seek expert advice as it develops as an organization.

• The NDRIO Board of Directors announced the creation of the Researcher Advisory Group (RAG) in June 2020 to:

▪ Develop and propose the governance model for a permanent Researcher Council;

▪ Launch the Researcher Council recruitment process;

▪ Assess and recommend candidates for the inaugural Researcher Council to the Board for final approval, and;

▪ Initiate the Researcher Needs Assessment process.

• To deliver on its mandate, the RAG held national consultations on the proposed governance model for the Researcher Council and launched a national recruitment process for the Researcher Council.

What We Heard Final Changes to RC Governance Model

Clarify link between RC’s needs assessment role and DRI funding allocations.

• RC will make recommendations to the Board on the researcher needs assessment; funding decisions rest with the NDRIO Board. RC will not make operational funding decisions on allocation of DRI resources.

RC should represent all researchers’ DRI interests and make recommendations to the Board that reflect all researchers’ needs.

• RC will ensure diversity of researcher voices is represented to the NDRIO Board. RC is the Council for all researchers from all disciplines.

• RC will work with NDRIO staff on a researcher needs assessment that ensures researcher priority needs inform strategic plans/activities and work planning for current and future needs.

• RC will recommend DRI needs prioritization.

RC needs to build a strong researcher community network. Examples include:• form network of contacts at each institution;• hold virtual meetings to help research

community understand NDRIO offerings;• hold outreach webinars ;• collect information about community’s needs,

What We Heard Final Changes to Governance Model

Need for strong relationship between RC and NDRIO Board; RC Chair should sit on NDRIO Board meetings with full voting privileges.

NDRIO Board is committed to the success and effectiveness of RC and will work with the inaugural RC to provide it with the tools that it needs to succeed in achieving its mandate. Inaugural RC will report back to the Board on the appropriate RC Chair role at NDRIO Board meetings (observer, voting) for the Board’s consideration.

RC to publish an annual report that reflects RC work, recommendations and implementation of its work.

RC will publish an annual report for the research community on its activities to ensure transparency of its operations.

To succeed, RC needs dedicated staff and expert working groups.

To equip RC to deliver on its mandate, the RC will be well supported by dedicated resources, including a team of management/staff, subject matter experts as well as specialized sub-committees and working groups that will be established as required.

Mixed comments about two-tier RC member recruitment (open call vs. primary member nominations).

Retain current two-tier recruitment process which resulted in a successful RC selection process. This will ensure a diverse pool of candidates for RC vacancies on a go-forward basis. Primary Members were directly invited to make nominations which resulted in a diverse pool of candidates and strong Primary Member representation.

RC members should be bound by a Code of Conduct.

RC size of 15-20 members is adequate. • RC size will be between 15 to 25 members. The inaugural Researcher Council will be 22 members.

• Researcher Council members are faculty researchers from post-secondary institutions, research hospitals and/or affiliated institutes that are eligible for Tri-Council grants.

• Non-faculty professionals, including technical staff, may participate in expert working groups that will support the work of the Researcher Council.

Need for diversity of researcher representation including by region, institution, language, career stage and EDI considerations.

RC represents the diversity of the national research enterprise including research discipline; institution; geographic and linguistic diversity; and diversity between established and emerging researchers. NDRIO is committed to the principles of Equity, Diversity and Inclusion (EDI).

Council members should have DRI expertise in all advanced research computing (ARC), research software (RS) and data management (DM).

RC candidates to have DRI experience and can address and negotiate competing DRI interests, demonstrate strategic thinking and vision, and communicate effectively.

• Using the latest Tri-Council EDI questionnaire with up-to-date research and analysis of current approaches including EDI self-identification.

• Consulting federal Tri-Council officials to seek their advice and leverage their experience.

• Developing FAQs to guide applicants through the process and address their questions.

• Contracting a specialized executive recruiter to guide the selection process and undertake targeted outreach.

• The RAG received a strong response from researchers for the recruitment process, despite the summer and COVID-19.

Outreach efforts resulted in a strong pool candidates:

▪ 142 candidates applied (nomination and applications)

▪ 137 deemed eligible

▪ A final score for each candidate was determined following a gap assessment

• We met our selection criteria targets except for securing Researcher Council members from colleges and Indigenous communities.

• Only 7 applications were received despite engagement with the college sector through CiCAN to make the application college-friendly and CiCAN sending the application to their membership.

• We plan to work more closely with CiCAN on ways to improve college engagement on a go-forward basis.

• We welcome your input about ways to solicit collage membership in the future.

• The key deliverable for the Researcher Council is the researcher needs assessment which must be complete by December 2020. The needs assessment is a critical input into the development of NDRIO’s first strategic plan that will be completed by Fall 2021.

• The researcher needs assessment is a systematic process for determining and addressing researchers' needs, or "gaps" between the current state and the desired state or "wants.” The needs assessment determines "what" should be delivered to researchers; the "how" is defined by NDRIO’s Service Delivery Model.

• Building on the current state assessment, the main deliverables of the needs assessment phase are integrated position papers covering ARC, DM and RS.

• The Researcher Council will oversee the development of the needs assessment. The needs assessment will be based on significant outreach and consultations with the researcher community. The Researcher Council will also benefit from the work of subject matter experts.
