BackgroundCommunity Learning Center Development Project in Laos is a pilot project
that has launched since 2007 by cooperation between Department of Non-Formal Education and National Federation of UNESCO Associations in Japan. Due to the numbers of CLCs are not fully utilized and functioning as they should be. Many are left unused without maintenance thus the number of CLCs decrease from 341 (year 2006) to 299 (2007).
Goal- To develop the model of CLC: CLC Management, Literacy class,
Income-generation program.- Capacity Building: Central, District, Village level.
CLC are not Utilized and Functioning
Activities- To renovate and construct CLC be facilitation venue for village
activities such as; exchanging idea, knowledge among animal-raising group/learners… information center, training and meeting….
- To provide opportunity to illiterate people between 15-40 years old on learning
- To develop living’s condition through income-generation program- To strengthen capacity building for CLCMC (province, district and
village) on Non-Formal Education.- Networking: local organization, governmental sector and Non-
goverment

Output- Master trainer, Trainer and CLCMC acquired their
knowledge through Training workshop on CLC Management, CLC Planning, CLC monitoring and Study visit
- Learning-teaching has developed by combining conventional and Adult learning (Reflect concept)
- Poorest families have received revolving fund to improve living’s condition.
- CLC is the centers for all-around community development based on the needs of community and community people.

CLC Activities
Difficulties- Learning-Teaching is continuous organized base on
handbook and teacher (Conventional)- CLC Management is new concept for CLCMC. - Changing among the CLCMC affect to transfer
knowledge in each level.- Finding local resource person to provide skill and
ability to community- Recording village information- Report system (village-district-province-project).
Further planning- To acquire deeply knowledge to CLCMC in each level
on Non-Formal Education particularly practicing.- Capacity building for CLCMC on project
management/CLC management.- Provide CLC facilitating such as: blackboard, table,
chair, book, TV, radio…- Organize lesson learnt between village-village, district-
district on CLC- Improve monitoring , report (village-district-province)
