November 13, 2013 To: Suppliers/Contractors of Government Entities Subject: PhilGEPS Hands-on Training Dear Sir/Madam: The PhilGEPS is the single, centralized electronic portal that serves as the primary and definitive source of information on government procurement. As mandated by RA 9184 or the Government Procurement Reform Act, suppliers, manufacturers, distributors, contractors, and/or consultant must register with the PhilGEPS. Registered companies and individuals may participate in a procurement undertaken by any procuring agency, provided, that they maintain their registration current and updated. Beginning April 15, 2013, with the deployment of the Government of the Philippines, Official Merchants Registry (GOP-OMR) a new membership scheme and user charges and fees for suppliers utilizing the PhilGEPS is being implemented. For this, the PhilGEPS is currently conducting orientation seminars to educate interested contractors on the new feature. Suppliers are now transitioning to either using the PhilGEPS for free (Red Membership) or for a fee of either P3,000.00 for Blue Members and P5,000.00 for Platinum Members. There are likewise some suppliers who have opted to remain as Red Members who do not pay any fee but remain able to use the basic functionalities of PhilGEPS. In order to fully understand and appreciate the features and functionalities of the system, we are inviting you or your representative/s to attend the PhilGEPS Hands-on Training for suppliers. Our Training event organizer, eBlackboards Solutions, Inc. has been deputized to coordinate and follow-up with you for your attendance and compliance. Please find below the confirmation form with the schedules of training. Supplier training is conducted regularly at designated venues all over the country. Please check schedule below. Training Fee is Php1,120.00/participant (inclusive of VAT), inclusive of training kit, certificate of attendance and snack. Check payment should be for the account of eBlackboards Solutions Inc (eBBSi). Attached is a confirmation form which require a list of your participants and the corresponding dates of training. Reminders:

- Registration starts 30 minutes before the schedule. - Participants must be knowledgeable in basic computer operations. - Interested suppliers should reserve their slots for the training. Slots will be given on a first come,
