WHICH EVENT: The 2019 Masterpixel Media Manx National Rally will consist of two separate events: Manx National Rally 1 ½ days of National “A” Rallying covering approx... 130 special stage miles over 16 special stages. Chris Kelly Memorial Rally 1 ½ days of National “B” Rallying covering approx... 130 special stage miles over 16 special stages. ***These two rallies will run as one field over the 1 ½ days, with competitors seeded initially according to previous performances. If this concerns you, then you can be reassured that the entire field will be re-seeded in General Classification order after Leg 1 of the event. *** Format Shakedown Stage 1 ½ days, 16 stages, all on tarmac Leg 1 – 8 stages Leg 2 – 8 stages

Manx Auto Sport – supporting local charities

Throughout 2019, Manx Auto Sport will be supporting three local charities. We have decided to support Remember Me, Parkinson’s Disease Society Isle of Man and 440 (1st Manx) Squadron Air Training Corp. At all our events and training sessions we will have donation buckets, it would be much appreciated if you could donate any amount you wish. Any support you can give is much appreciated to these worthy charities.

Parkinson’s Disease Society Isle of Man: Parkinson’s Disease Society Isle of Man is a Manx registered charity established in 1989. We offer support, advice and care for all those who are affected in any way by Parkinson’s We rely entirely on fundraising, kind donations and legacies to provide our services. All funds raised stay on the Island to benefit Parkinson’s patients and their carers.

440 (1st Manx) Squadron: 440 (1st Manx) Squadron is an active Air Training Corps unit in the Isle of Man, open to all young people aged between 12 and 20. For further information on the Squadron visit http://www.iom-aircadets.org The Squadron places reliance on donations and fundraising to help support and fund the cadets trips to the UK and further afield.

MASTERPIXEL MEDIA MANX NATIONAL RALLY

10th – 11th MAY 2019

INTRODUCTION

Manx Auto Sport are pleased to announce a new sponsor for the 2019 Manx National Rally. Local marketing and media company Masterpixel Media will become headline sponsor for 2019. The event will form double points scoring rounds of the Protyre Motorsport UK Asphalt Rally Championship and Motor-Mall (IOM) Manx Rally Championship. The 2019 event retains the popular format of 1½ days rallying starting Friday evening and covering approx. 130 special stage miles of 100% sealed surface stages on some of the best roads the Isle of Man has to offer. Crews are once again given the opportunity to take part in a shakedown stage on the Friday for a cost of £60.00. Reconnaissance will consist of five days, Saturday 4th May, Sunday 5th May, Monday 6th May, Wednesday 8th May, Thursday 9th May and Friday 10th May. Competitors will be restricted to a total of ONLY TWO days of reconnaissance, which must be submitted to the organisers. Scrutineering and Documentation will take place at the TT Grandstand on Thursday 9th May 2019 and Friday 10th May 2019 for all competitors. Results and service will be located at the TT Grandstand. Management servicing will be available for the event. Our thanks also go to all the competitors, those who travel to the island and our local competitors, and to all the officials who assist in putting the event on. MASTERPIXEL MEDIA MANX NATIONAL RALLY SUPPLEMENTARY REGULATIONS Article 1 ANNOUNCEMENT 1.1 Manx Auto Sport Ltd will organise a National “A” Permit Special Stage Rally on Friday 10th and Saturday 11th

May 2019. The event will be sponsored by Masterpixel Media and will be known as the Masterpixel Media Manx National Rally.

1.2 The event is a qualifying round of the: (a) Protyre Motorsport UK Asphalt Rally Championship (b) Motor-Mall Manx Rally Championship (c) ANWCC Stage Rally Championship

(d) SD34 MSG Stage Rally Championship (e) Fuchs Lubricants Classic Mini Challenge

Points for the above championships will be awarded based on the combined results of the Masterpixel Media Manx National Rally and the Chris Kelly Memorial Rally

1.3 Type of road surface: All asphalt on closed public roads Proposed stage mileage: approx. 130 miles Proposed road section mileage: approx. 100 miles Article 2 JURISDICTION The event will be held under: 2.1 The 2019 General Regulations of Motorsport UK incorporating the provisions of the International Sporting

3.6 Fuchs Lubricants Classic Mini Challenge 29/2019 3.7 DoI Permit Number is not applicable for this event Article 4 ELIGIBILITY The event is open to competitors (whether Entrant, Driver or Co-Driver) holding a valid National “A” or higher grade licence issued by Motorsport UK, or a licence of equivalent grade issued by another ASN and bearing the EU Flag. Such competitors will be subject to Motorsport UK Regulations whilst taking part in the event. Note Motorsport UK GR H.26.2.1. Competitors must be either:

Class A: 2WD Up to and including 1400cc Class B: 2WD Over 1400cc, up to and including 1600cc Class C: 2WD Over 1600cc, up to and including 2000cc Class D: 2WD Over 2000cc, up to and including 3000cc Class E: 2WD over 3000cc and All 4WD Class F: Non-homologated current/former WRC or one derived from one, plus current/former S2000

cars and all FIA R5 cars Class H1: Motorsport UK Historic Category 1 (Excluding cars eligible for Class Mini 1)

Class H2: Motorsport UK Historic Category 2 (Excluding cars eligible for Class Mini 1) Class H3: Motorsport UK Historic Category 3 (Excluding cars eligible for Class Mini 1) Class H4: Motorsport UK Historic Category 4

Class Mini 1: Motorsport UK Historic Category 1, 2 & 3 Class Mini 2: Cars Not eligible for Mini 1 with an A series engine complete and original fitment gearbox

casing. No larger than 12” wheels. Only original fitment arch extensions are permissible. Class Mini 3: Cars Not eligible for Mini 2 with an A series engine block and original fitment gearbox casing.

Only original fitment arch extensions are permissible.

All competing vehicles must comply with the 2019 MOTORSPORT UK safety and technical regulations for special stage rallies. To be eligible as FIA category N or R, cars must be currently on the list of FIA homologated cars in Group N or Group R, or added to it during the year, or formerly listed and still in compliance with their homologated papers. Cars may only be modified in the manner as described in the 2019 FIA Yearbook. Modifications published in the official FIA Motor Sports Bulletin may be incorporated at the date given. Homologation papers for Homologated vehicles must be carried in the rally car and be readily available for inspection at all times. The engine capacity of all turbocharged and rotary engine cars is deemed to be increased by a factor of 1.7; forced induction rotary engines equivalence is 2.89 (1.7 x 1.7); rotary engines are allowed a maximum of 2 rotors and will be considered equivalent to 4 valves per cylinder petrol engines in respect of the maximum engine capacity including the above mentioned equivalency factors and the appropriate class must be entered.

The Historic classes are open to all historic category 1,2,3,4 rally cars that comply with the eligibility requirements set out in R49 of the 2019 MOTORSPORT UK Yearbook. All vehicles must have a historic rally vehicle identity form available for inspection. Category 3 & 4 cars must also present the appropriate homologation form, and any other documentation listed in the 2019 Motorsport UK yearbook. Only period modifications used in rallying on the particular make and model of vehicle are permitted.

Historic Rally Cars that comply with FIA Appendix K regulations may score points in Classes H1,H2, H3, Mini 1 in the corresponding category periods and engine size/configurations. These cars must have a valid FIA Historic Technical Passport.

6.2 Should any class have less than 5 entries the organisers reserve the right to amalgamate two or more classes or reduce the awards list as deemed appropriate.

6.3 Championships – where classes in various Championships differ from those for the event, the relevant Co-

Ordinator will be responsible for the allocation of points. Article 7 IDENTIFICATION

7.1 Competitors must make available to the Organisers of the event and Promoters of the Championships,

specific areas (H29) on the vehicle as shown on the diagram (below): 7.2 Competitors will be provided with all rally plates and numbers, which must not be cut or mutilated. This

includes rally plates to be affixed to the front and rear of the car and high visibility numbers, to be affixed on the inside of both rear side windows

7.3 Competitors may be requested, but will not be obliged to carry further advertisements in areas other than

those specified in Article 7.1 and 7.2 above. 7.4. Competitors who do not provide the space required in Article 7.1 and 7.2 above will be either REFUSED A

START or EXCLUDED from the results as appropriate to the case.

Article 8 ENTRIES 8.1 Entry fees for the event are as follows:

8.1.1 Standard rate before 12:00hrs on Sunday 28th April 2019

With travel package* £985.00 Without travel package £590.00

8.1.2 Late entries will be accepted up to 3rd May 2019 at the organiser’s discretion. 8.1.3 Your entry fee includes the following:

• Road book, competitor information pack, will be available to download as required. A hard copy of the road book will be issued at recce sign on.

• One service plate • All competing car numbers, panels and plates • Motorsport UK insurance cover and permit fees • Management service plate

*Travel package includes a van and trailer (up to 10m in length) and 2 Adults.

8.2 Should the number of entries, overall or in each class, not reach the minimum stated the Organisers have

the right either to cancel the Event or to amalgamate classes where necessary. 8.3 Entrants are required to indicate on their Entry Form their eligibility for the various Awards and

Championships. 8.4 The order of starting will be at the organisers’ discretion but, to assist seeding, entrants should provide

pervious results on the entry form. 8.5 Once the entry list has been published, no communication will be entered regarding it. 8.6 Competitors are advised that information they provide will be stored in a computer retrieval system and

may be used for organisation and publicity purposes.

8.7 N.B Failure to honour payment to the organisers will render the entry null and void and the Motorsport UK will be informed. Your entry is NOT FULLY ACCEPTED until FULL PAYMENT of your entry fee has been made to the organisers.

8.8 The maximum number of entries for the event (inc Chris Kelly Memorial Rally) is 130 plus 10 reserves. The

Organisers reserve the right to cancel the event if less than 80 entries are received by the closing date. In the event of the rally being oversubscribed, the organisers retain the right to accept entries at their discretion, from those that have fully paid, using the following criteria (in no particular order):

• Previous Manx National Rally winners; • 20 places will be reserved for the Protyre Motorsport UK Asphalt Rally Championship Competitors; • 10 places will be reserved for Motor-Mall Manx Rally Championship Competitors • 10 places will be reserved to be allocated by the event organisers.

8.9 Entries can be made by completing the on-line entry form via www.manxautosport.org and can be paid via Cheque (made payable to Manx Auto Sport) or online. 8.10 The entry list opens on publication of the regulations and closes at standard rate on 28th April 2019. Late entries will be taken at the organiser’s discretion. In the event of the rally being abandoned or postponed, entrants will have their entry refunded less and administration charge of £50.00 (H31.1.2 (a)).

8.11 Entry Fees will be refunded to withdrawn entries as follows provided written or email confirmation of such is

received by the Entries Secretary by the following dates:- Prior to closing at standard rate Full refund less £50 admin charge After standard rate closing, but before 8th May 2019 At organisers discretion Competitors who fail to start and who do not inform the organisers will forfeit the whole entry fee. If the event is cancelled, the organisers reserve the right to retain a proportion of the entry fee to cover any costs incurred.

The organisers may refund part of the entry fee to those competitors who, for reasons of “force majeure” duly certified by their ASN, were unable to start.

The above refunds only apply to the entry fee for the Event. Refunds in respect of the travel package will be subject to the travel operators’ terms and conditions. Entrants will need to address this directly with the travel package operator.

Withdrawn entries must be advised in writing by post or e-mail to the entries secretary at [email protected]. The date of withdrawal will be the date of receipt by the organisers. In the event of cancellation by the organisers entry fees will be refunded in full subject to any surcharge in the travel contract if used.

Article 10 RESULTS 10.1 Provisional results will be published within two hours of the finish of the event, on the Official Notice Board

in the Rally Office at the TT Grandstand. Protests must be made in accordance with C5 and Appeals in accordance with C6 & C7.

10.2 Competitors shall ensure that they and their cars are available for inspection, should a protest be submitted

in accordance with GCR’s of the Motorsport UK. If the protested vehicle is not available for inspection the competitor may be penalised as under the Motorsport UK GCR’s.

Article 11 ROUTE / ROADBOOK / DOCUMENTATION / SHAKEDOWN 11.1 The event will contain 16 special stages on private land or closed public roads, joined by public highway

sections. Cars will start at one-minute intervals, but with Motorsport UK approval will start certain stages at thirty-second intervals if required. The route will be defined by six-figure national grid references and by a tulip road book.

11.2 Full details of the Route and Special Stages will be given in the Road Book issued to Competitors. This

document will contain all the necessary information to enable Competitors to comply with R2.3.2 & 2.3.3 11.3 The route will be contained on Ordnance Survey 1:50,000 Landranger Series, map number 95. 11.4 The route will be consisting of approximately 130 special stage miles on closed public sealed surface roads.

11.5 Shakedown stage will take place on Friday 10th May 2019 between 11:00hrs and 14:00hrs.

Crews will be restricted to a maximum of three (3) runs over the stage.

Full rally clothing must be worn and all vehicles must be scrutineered before the shakedown stage is attempted. The cost of for the shakedown stage is £60.00.

Article 12 SCRUTINEER AND SIGNING ON 12.1 Venue and time schedule: Scrutineering and documentation will take place at TT Grandstand, Douglas on: Thursday 9th May 2019: 16:00hrs to 20:15hrs

(Crews must be through scrutineering and documentation by 20:30hrs) Friday 10th May 2019: 08:30hrs to 12:30hrs

(Crews must be through scrutineering and documentation by 12:45hrs) 12.2 At scrutineering cars will be examined for compliance with the 2019 Motorsport UK Tyre Technical and

Safety Regulations as well as for class eligibility. Each Entrant and driver will be assumed to have full knowledge of the car and it’s eligibility for the class entered.

12.3 Cars must be presented in the same condition as they intend to compete. 12.4 Validated Motorsport UK Rally Special Stage Vehicle Log Books must be made available at scrutineering, and

on demand throughout the event for each car. Failure to produce this document will lead to a Refused Start or Exclusion.

12.5 A valid MOT Test Certificate must be produced at scrutineering for any car required to have such a

certificate. Failure to produce this document will lead to a Refused Start. 12.6 At the discretion of the Eligibility Scrutineer and the Clerk of the Course certain competitors’ vehicles will be

selected for Post Event Scrutiny. Failure to present the vehicle at the nominated place and at the time designated will be a breach of Motorsport UK GCR's.

12.7 No studs or chains are permitted. 12.8 All cars must be taxed and insured for the Public Highway. 12.9 Competitors Tyres will conform to (L3.) and relevant sections of the Isle of Man Highway Act. 12.10 Noise: The Organisers will appoint Judges of Fact to adjudicate on any Instantaneous factual occurrence of

any other abnormal sound levels. They will report their findings to the Chief Scrutineer who will advise the Clerk of the Course who may then apply penalties if appropriate Competitors should also be aware of R24.7.-24.11.1.

12.11 Any crew requiring their turbo sealed must pre-arrange a time with the chief scrutineer as this cannot be

done during scrutineering. If turbo sealing is required then please notify the Entries Secretary with your entry. Please note a charge may be applicable at the discretion of the Chief Scrutineer.

12,12 Competitors are reminded that all competition vehicles and service vehicles must carry a medium spill kit as

per Motorsport UK GCR J5.20.13. Article 13 DAMAGE DECLARATION 13.1. Competitors will be required to complete and sign a report confirming that they have not been involved in

any incident resulting in damage to private property or injury to persons or animals or alternatively give details of any such incident where damage or injury has occurred (R40.1.3). Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R32.2 Appendix 1, chart 32.2 and may be reported to Motorsport UK for disciplinary action.

13.2. Competitors who do not report at the finish of the event are required to forward the report to the Rally Secretary within 72 hours of the finish of the event (R40.1.4). Competitors who fail to comply may be penalised by a fine of up to £100. If they have been involved in an accident details must be given to the Organisers the same day.

Article 14 DRIVING STANDARDS / OBSERVERS / JUDGES OF FACT 14.1 Named Judges of Fact, appointed by the Organisers, will be on duty throughout the event to observe and

report on any Competitor considered to be in contravention of R24.7. 14.2 The Chief Scrutineer appointed for the event is a Judge of Fact in respect of Vehicle Eligibility. 14.3 All start officials on all special stages are appointed judge of fact for false starts. 14.4 The Organisers will appoint Driving Standards Observers in accordance with G11 and R24.8-R24.9.1. 14.5 Any notified offence by a competitor or the service crew which involves speeding, reckless driving or failing

to observe road signed will automatically be considered as possible contravention (Any proceeding or act prejudicial to the interests of the Motor Sports Council or of Motorsport generally).

The competitor concerned is liable to be penalised in accordance with R32.2 (k), R32.2 (l) and C2 and be called before a Motorsport UK Disciplinary Tribunal. For an offence by the competitors’ service crew, the competitor will be penalised in accordance with R38.3.1

14.6 Sound Control: The Organisers will appoint Judges of Fact and / or Driving standard Observers, one of whom

will be the Motorsport UK Environmental Inspector,

14.7 to report on sound levels. Excessive sound will include instantaneous occurrences of noise such as that produced by back-firing caused by anti-lag systems. The penalty for excessive sound may go as far as exclusion.

14.8 Modified road junctions/chicanes

The officials at these junctions are appointed to be judges of fact for competitors take the correct route. Article 15 CONTROLS AND TIMING 15.1 Timing of the event will use Target Timing Regulations, using digital clocks operated by Officials under the

control of a Regional Approved Timekeeper. 15.2. All clocks will be set to British Summer Time. 15.3. All Controls will open 15 minutes before the Due Time of Car '0' and close 15 minutes after the Due Time of

the last Competitor still running (R30.1), having taken into account any delays. 15.4 Timing Controls. All controls other than Passage Controls (PC's) will be Timing Controls. 15.5 In the event of unforeseen circumstances arising affecting the “Road Closing Order the Organisers are

seeking approval from the Motor Sports Association Ltd to use 30 second starts. This will only be implemented in an emergency situation to prevent the cancellation of a “Special Stage.

15.6 Missing a control or stage. Competitors may only re-join the rally after missing a Control or Special Stage at a Service out control. Having missed a Control or Special Stage a competitor may only re-join the rally in their seeded position. Competitors not completing a leg may restart the next leg but must register their intention with the CLO before 08:00hrs on Saturday morning to be allotted a restart time and make arrangements with the chief scrutineer to re scrutineer the car. This can be arranged direct or via the CLO. R32.2 a crew not completing or missing a stage will incur a penalty of 15 minutes plus the stage maximum for every stage missed. Crews are reminded that it is there responsibility to ensure their car is SAFE to compete. This includes after an incident, continuing to compete in a vehicle unfit to drive on the public highway will be considered bringing the sport into disrepute. 15.7 The starting for special stages will be given by means of “start lights” which will work as follows:

30 seconds RED light will be displayed 15 seconds RED and AMBER lights will be displayed 10 seconds RED light will go out 5 seconds Amber countdown 5, 4,3,2,1. START TIME Green light goes ON 5 seconds after the time Green light goes OUT.

The system is electronically coupled to a start line detection device that records any situation where a car leaves the start line ahead of the correct signal. In the event of failure of the electronic system the timekeeper will count down aloud 30" - 15" - 10" and the last five seconds one by one and then raise a flag or hand.

Article 16 RECONNAISSANCE / PACE NOTES 16.1 Pace Notes / Subjective Route Notes are allowed on this event but these will not be supplied by the

Organisers, however, competitors are permitted to make and use their own.

In all instances, competitors are advised to carry out their own reconnaissance and are advised that the Organisers accept no liability or responsibility in the use of the Subjective Route Notes provided by any third party. PRACTICING IS STRICTLY FORBIDDEN

16.2 (a) Reconnaissance on Special Stages is ONLY allowed on TWO of following days:

Saturday 4th May 2019 09:00hrs to 17:00hrs Sunday 5th May 2019 09:00hrs to 17:00hrs Monday 6th May 2019 09:00hrs to 17:00hrs Wednesday 8th May 2019 09:00hrs to 17:00hrs Thursday 94h May 2019 09:00hrs to 17:00hrs Friday 10th May 2019 09:00hrs to 15:00hrs. Subject to the following Regulations and further Regulations and Instructions which will be issued with the Road Book.

(b) Any competitor found before 09.00hrs on Saturday 4th May 2019, on any Special Stage and in

possession of pace notes will not be allowed to start the Rally. Traffic on Special Stages before Saturday 4th May 2019 will be regularly checked by the Police and Organisers

(c) Competitors must register with the Organisers:

(i) Details of the car(s) which they will be using for recce. (i) A contact address and telephone number on the Isle of Man where competitors can be

contacted during the reconnaissance period must be supplied. Any communication delivered at or sent to a competitor at such address by the Organisers will be deemed to have been received by such competitor on the date of delivery or on the day after the date of posting, as appropriate.

(ii) Identification supplied by the Organisers must be displayed clearly on the side windows during reconnaissance.

(iii) Competitors must sign on with organisers on the first of their two recce days. If they wish to change their recce days they must inform the organisers as soon as possible. Signing on will take place at the Rally Office, TT Grandstand NB Competitors must inform the organisers of their chosen recce days prior to recce.

(d) Any Competitor found on a Special Stage without having registered as above, or in breach of these regulations, will not be permitted to start the rally. This will be strictly enforced.

(e) During the reconnaissance period there will be a 30mph speed limit on all Special Stages unless a

lower limit is indicated by a traffic sign or a written instruction issued by the Organisers. The Organisers will issue road books, a list of special stages, speed limits and supplementary instructions which will apply during the reconnaissance period and which will have the same force as these Regulations.

(f) During the reconnaissance period the Police and Organisers will arrange speed checks and general

patrols of the Special Stages and roads throughout the Island and: (i) Competitors, Entrants or others found in cars exceeding speed limits, driving or

being driven at an excessive speed or in any way which in the opinion of the Organisers causes or could cause danger or inconvenience to other road users or local residents or maybe considered as bringing the sport into disrepute will be penalised as follows: First Offence – up to £250.00 fine or start refused Second Offence – start refused

(ii) The Organisers will appoint Judges of Fact to adjudicate on these specific regulations

but the decision of the Clerk of the Course will be final. Such decisions will be made irrespective of whether or not Police action is taken and irrespective of the outcome of such an action. There is no right of protest or appeal and entry fees will not be refunded.

(g) Only standard road cars may be used for reconnaissance. Modified wheels are permitted. Roll cages

are not permitted. Advertising may not be carried on cars used for reconnaissance. If there is any dispute as to whether a car is a standard, it must be presented for scrutiny to the Organisers in advance. The decision of the Organisers will be final. Any Entrant, Competitor or others found using a car in breach of this regulation will not be permitted to start the rally. The Organisers reserve the right to not allow the use of any particular car.

(h) The use of intercoms and headsets during reconnaissance is not permitted.

(j) Any Entrant, Competitor, Competition Licence holder who practices, reconnoitres, or causes any

person to do so on their behalf will incur the following penalty against which there is no right of protest or appeal: First Offence - £250.00 fine (which will apply to both competition licence holders and be payable before the start of the event) or start refused. Second Offence - start refused.

Article 17 SERVICING 17.1 Competitors will be issued with one service plate. Servicing is defined as in R38. 17.2 Both the main Service vehicle and any Management vehicle must carry and display the appropriate Service

Plate and failure to do so will incur the exclusion of the associated competing vehicle. All competitors will be issued with one Service Plate per competing vehicle.

17.3 Servicing for the event will take place at the TT Grandstand, Douglas or the Management Service Areas as

identified by the organisers.

Servicing can only take place in these areas, where one main Service vehicle and one Management vehicle per competing car will be allowed in. This area will only be accessible to Competitors and Service Vehicles bearing Official Plates and Service Pass.

The Organisers may set up auxiliary Service Areas if deemed necessary, as well as other service areas along the route at their discretion. Service vehicles may not leave the main service area during the event except in the case of retirement by the competing car, or as provided within the Road Book. Organised assistance anywhere other than in Permitted in areas identified above is forbidden.

17.4 Competitors may work unassisted on their own cars using equipment carried in the car in 'No Service Areas' except:-

(i) Within 100 metres of any Control. (ii) Between the Special Stage Arrival and the Special Stage Start Controls (iii) In any Parc Fermé. The only work permitted in these areas is to carry out the following work

unassisted:- (a) Clean lamp glasses, windscreen, windows, identification markings and vehicle

registration numbers.

17.5. Service crews are subject to the same regulations as Competitors regarding noise, bad driving manners, etc. Officials and Marshals have been instructed to note any infringement of these rules.

17.6. Competitors are responsible for ensuring that their Service crews understand and comply with these

regulations and that their Service Vehicle bears an Official Plate showing the Competitor's Rally Number. This plate MUST BE AFFIXED by means of the self-adhesive backing to the front of the Service Vehicle and be clearly visible at all times.

17.7. In any area where Service is not permitted, the presence of a service vehicle, or any vehicle from which

equipment or parts are supplied or obtained, or the setting up, or the collection or the use of equipment previously deposited, will be considered servicing.

17.8. A Competitor receiving assistance contrary to these SR's will be penalised in accordance with R32.2 Appendix

1 Chart 32.2 (n).

17.9. When being worked upon in the Service Area, an oil and fuel resistant ground sheet MUST be placed under

the competition vehicle. Failure to comply may be penalised in accordance with R32.2 Appendix 1 Chart R32.2 (cc).

17.10. Refuelling should take place in accordance with R38.1.7. Competitors are reminded that Manx law prohibits the transport of more than 10 litres in loose storage containers without a licence to do so. Article 18 PENALTIES 18.1 Competitors will start with zero time penalties. The results will be established by adding together the times

taken during the Special Stages and the time penalties incurred on the road sections together with all other penalties expressed in time. The Competitor with the lowest total will be the winner and so on.

18.2 If there is a tie the Competitor who accomplished the best time for the first Special Stage will be proclaimed

the winner. If this is not sufficient to be able to decide between the tied Competitors, the times of the second, third, fourth, etc, Special Stages will be taken into consideration.

18.3 Penalty Free Lateness is 15 minutes. 18.4 The penalties in R32.2 apply unless specifically modified in these SR's. 18.5 (a) It is at the discretion of an Environmental Scrutineer, a Judge of

Fact, a Driving Standards Observer or the Organisers whether a car which causes excessive sound is REFUSED A START/REFUSED PERMISSION TO PROCEED/OR EXCLUDED at any time (R4.1 – R4.1.7).

(b) A Driving Standards Observer’s Report, which results in the imposition of a penalty for excessive speed or bringing the sport into disrepute, shall also be reported to the Stewards of the Meetings (R32.2 Penalties (l)).

18.6 Competitors are reminded of R24.5 for details of computation of penalties in the event that the normal

running of a stage being stopped. Should any Special Stage be cancelled during the event, or deleted from the results after the event, only the Stage penalties will be deleted. Unless an Official Bulletin has been issued to the contrary the cancelled stage must be traversed within the Stage Maximum Time and will in every other respect be treated as a Road Section.

18.7 Causing an obstruction on an access road to or from a Special Stage will be penalised by EXCLUSION from the

results. 18.8 Failure to attend Post Event Scrutiny within the time limit specified for those Competitors selected will result

in EXCLUSION from the results. 18.9 No open fires or barbecues will be permitted in the Service Area. 18.10 DRIVING STANDARDS: Competitors reported to the Clerk of the Course or driving in an erratic manner prior

to entering a Special Stage from open roads (e.g. tyre warming / scrubbing will be penalised in accordance with (R32.2 Penalties (l)) and may be reported to the Police for further action.

Should there be 3 entries or less in a class only 1st in class will be given an award or the organisers and amalgamate class. Overall award winners will not be eligible for Class awards. Article 20 FUEL 20.1. The organisers will provide a re-fuel zone. This will comprise of a commercial area and an area for “own fuel

supply”. Competitors may either use fuel supplied from an official supplier operating from the re-fuel zone or their own fuel from the re-fuel zone, or from filling stations on the rally route. The location of the re-fuel zone will be shown on the service area maps as RZ.

20.2. Fuel provision for refuel zone: Crews using their own fuel have access to the refuel area during the following times Friday 10th May 2019 12:00hrs to 00:30hrs

Saturday 11th May 2019 08:00hrs to 18:00hrs Crews are responsible for keeping track of their own fuel supply and should clearly label each individual drum with their competitive number – failure to clearly mark each drum will prevent the use of the storage facility and prevent you from refuelling.

20.3. Except as detailed for the changing of a fuel tank, crews may refuel only in the designated re-fuel zone or

at commercial filling stations on the rally route. Competitors are not permitted to refuel in the Service Area from cans, drums or other containers. The responsibility for refuelling is incumbent on the competitor alone. Only two team members in addition to the crew may enter the refuelling zone for the purposes for refuelling the car. The relevant personnel must be wearing clothing which will provide adequate protection against fire. NO PERSON SHOULD BE IN THE VEHICLE WHEN REFUELLING IS TAKING PLACE AND THE ENGINE SHOULD BE STOPPED. Fuel should not be poured straight from the can and a funnel or other appropriate pouring attachment should be used.

20.4. When necessary as part of service, changing of a fuel tank or any item of the fuel circuit, emptying and/or

refuelling is permitted in the designated service area provided that: - the work is carried out under the knowledge of the organiser; - no other work is carried out on the car while the fuel circuit is open and/or empty and/or refilling; - a suitable safety perimeter is established around the car; - only sufficient fuel is added to reach the next refuel zone

20.5. Refuelling will be allowed within the management service areas on the route however Competitors are reminded that Manx law prohibits the storage of more than 10 litres in loose storage containers without a licence to do so. When refuelling in the management areas a ground sheet must be placed under the vehicle. NO PERSON SHOULD BE IN THE VEHICLE WHEN REFUELLING IS TAKING PLACE AND THE ENGINE SHOULD BE STOPPED. Fuel should not be poured straight from the can and a funnel or other appropriate pouring attachment should be used. The service crew should ensure that a suitable fire extinguisher is carried and available while refuelling in management service.

20.6. Any competitor found storing fuel or refuelling within the service area will be penalised in accordance with R32.2(t) and will be disqualified and reported to Motorsport UK

20.7. Any competitor found to have anyone in the vehicle during refuelling will be penalised in accordance with R32.2(t) and will be disqualified and reported to Motorsport UK

Article 21 INSURANCE 21.1 The Entrant / Driver are required to supply the name of his insurers on the Entry Form. 21.2 The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme.

This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event.

The basic rate for the event before any loadings will be £30.00. All applicants wishing to use the scheme must be able to comply with all points of the Jelf Motorsport’s Declaration: -

• I do not have the Third Party Road Section extension on my current Motor Insurance. • I am aged 20 or over. • I have had no more than 1 fault claim in the last three years • I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence • I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my

license is provisional I will be supervised by an adult over 25. • I have no physical or mental disabilities • My vehicle is MOT’d, Taxed and Insured for the road • I have no other material facts to disclose • Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a

more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Motorsport) which should be forwarded either to the organisers or direct to Jelf Motorsport prior to the event to allow sufficient time for a letter of acceptance to be issued

21.3 Competitors with their own insurance must give name and address of their insurance company together

with their policy number on the entry form. 21.4 In the event of a claim having to be made for damage caused to third party property by a Competitor, the

Organisers and the Promoters of the event reserve the right to pass on the insurance excess under the Motorsport UK Master Policies (currently £450.00) to the competitor(s) involved.

Article 22 ADDITIONAL INFORMATION 22.1 Competitors are reminded that it is STRONGLY recommended to carry a first aid kit. 22.2 All vehicles must carry a small spill kit complying with Motorsport UK GR J.5.20.13.

22.3 Photography

(i) “In-car” video cameras may only be fitted with the permission of the Clerk of the Course J5.20.5. Any such cameras must be installed prior to scrutineering and mounted to the satisfaction of the Scrutineers, who may refuse to carry out scrutineering or order the removal of any such camera if the necessary approval cannot be produced upon request.

(ii) It is conditional that a copy of any video images or compilation video of which this event forms a

part is supplied free of charge to the Organisers within six months of the event by the Entrant / Competitor otherwise a fee of £250.00 maybe be imposed.

22.4 Some Special Stages will run in darkness and competitors may require auxiliary lights. 22.5 Hotel Accommodation and Ferries: Details of available ferry sailings and accommodation can be obtained

For competitors wishing to take advantage of the travel deal then please take the following steps:

1. Place your entry for the event the official form and select Entry Fee inclusive of Travel

2. Send entry fee inclusive of travel either via cheque or online to Manx Auto Sport.

3. Contact Isle of Man Event Services Limited on 01624 664460 or [email protected] , quoting "Manx National Rally" Please provide Drivers Name when making the booking

4. If you require any additional arrangements above what is included in the deal, then please inform Sally when booking. Any additional costs should be paid to Isle of Man Event Services direct.

In the event of having to withdraw from the event, it is the competitors’ responsibility to contact Isle of Man Event Services regarding any travel and accommodation booked.

22.6 Crews will be required to register the telephone numbers of any mobile phones they will have with them

during the event, at documentation. These must be switched on throughout the event in case the organisers need to contact them urgently.

Article 23 PROVISION OF A MARSHAL 23.1 Each local competing competitor (both driver / co-driver) , other than those who have been specifically

exempt with the permission of the Clerk of the Course, who submit an entry shall be required to provide at least one marshal each (hereinafter referred to as a “nominated official”) for the duration of the event. A marshal does not constitute as a radio operator, a timekeeper or a named official. Dispensation will be given to those who will be willing to assist in the many tasks pre and post event. 23.2 The same nominated official can be nominated for all legs of the event. It is the responsibility of each crew

member to ensure that their nominated marshal can get to and from their designated position on stage. Failure to do so will invalidate the nomination.

23.3 Entries from crews required to provide a nominated official will not be deemed to be accepted until such

time as the details required on the entry form are provided. Where a competing crew is unable to supply a nominated official before the collection of final documentation, the competitor’s entry in the event shall be withdrawn by the Event Secretary, unless exempt with the permission of the Chief Marshal.

23.4 Competing crews shall ensure their nominated official attends the designated Marshal and Official signing on

session as contained in these Regulations. Where a nominated official is unable to attend a signing on session, the competing crew shall inform the Chief Marshal and agree alternative signing on arrangements before the collection of final documentation.

23.5 Signing on sessions for nominated officials will take place on Sunday 5th May at the TT Grandstand. Times TBA.

23.6 Where the nominated official fails to attend a signing on session without prior notification to the Chief

Marshal and the competing crew are unable to supply an alternative nominated marshal, the competitor’s entry shall be held by the Event Secretary until a nominated official is given. Failure to provide a nominated official shall result in a refused start unless exempt with the permission of the Clerk of the Course.

23.7 The nominated official will be assigned a role and duties by the Chief Marshal, and their role will continue until the event is completed, or until their services are no longer required by the organisers, even if the crew nominating them should retire.

23.8 It should be noted that the nominated official is required to complete the Motorsport UK Online

Accreditation Module and Marshal Registration. If your nominated official needs to complete the training, please inform the organisers on your entry form and the organisers can arrange for this to completed.

Article 24 TIMING DEVICE 24.1 The organisers will install a timing device in each competing car prior to the start of the event. 24.2 A fully refundable deposit of £50.00 will be collected by the organisers from each competitor for the timing

device. This deposit is not included in the entry form and is to be handed over at Documentation. The deposit will be returned at the end of the rally when the competitors return the equipment in good condition.

24.3 The safety trackers and timing devices can only be installed, checked and removed by a person appointed by

the organisers.

24.4 Any competitor who tampers with or removes the safety tracker and/or timing device during the event will be disqualified from the event.

CHRIS KELLY MEMORIAL RALLY SUPPLEMENTARY REGULATIONS

These Regulations are to be read in conjunction with the MASTERPIXEL MEDIA MANX NATIONAL RALLY SUPPLEMENTARY REGULATIONS Only alterations to the regulations are detailed here.

Article 1 ANNOUNCEMENT 1.1 Manx Auto Sport Ltd will organise a National “B” Permit Special Stage Rally on Friday 10th and Saturday 11th

May 2019 which will be known as the Chris Kelly Memorial Rally. 1.2 The event is a qualifying round of the:

(a) Protyre Motorsport UK Asphalt Rally Championship (b) Motor-Mall Manx Rally Championship (c) ANWCC Stage Rally Championship

(d) SD34 MSG Stage Rally Championship (e) Fuchs Lubricants Classic Mini Challenge

Points for the above championships will be awarded based on the combined results of the Masterpixel Media Manx National Rally and the Chris Kelly Memorial Rally.

1.3 Type of road surface: All asphalt on closed public roads Proposed stage mileage: approx. 130 miles Proposed road section mileage: approx. 100 miles Article 2 JURISDICTION The event will be held under: 2.1 The 2019 General Regulations of Motorsport UK incorporating the provisions of the International Sporting

Code of the FIA. 2.2 Regulations issued by the various Championships, Series and Challenges of which this event forms part. 2.3 These Supplementary Regulations. 2.4 Any written instructions the promoters may issue for the event.

Article 4 ELIGIBILITY The event is open to competitors (whether Entrant, Driver or Co-Driver) holding a valid National “B” or higher grade licence issued by the Motor Sports Association Limited, or a licence of equivalent grade issued by another ASN and bearing the EU Flag. Such competitors will be subject to Motorsport UK Regulations whilst taking part in the event. Note Motorsport UK GR H.26.2.1.

Competitors must be either:

4.1 Fully elected members of the organising club; or 4.2 Fully elected members of any club of the ANWCC, BTRDA or ANCC. 4.3 Competitors are reminded of the Motorsport UK’s requirements for entrants’ licences as laid down on the

Licence Declaration Form and in the 2019 Motorsport UK Year Book. 4.4 Any local competitor is required to have completed the Motorsport UK online stage rally accreditation and

marshal registration to enter the event.
