The road throughGwadar to Central Asia is themost economical, with a dis-tance of only 1400 kilome-ters. Since the outflow ofgoods from western Chinaand Central Asia will reachGwadar and pass through thisoverland trade road, Pakistancould earn millions of dollarsa year in terms of port andcargo handling charges andalso as freight charges for theimport of cargoes and exportof material goods.

The Gwadar port isimportant not only for Pak-istan, but also for China, theCentral Asian Republics(CARs) and the entire regionas a whole. The port providesChina with a powerful strate-gic foothold in the ArabianSea and the Indian Oceanalso. It will also place thePakistan navy in a verystrong position and will helpto further strengthen its capa-bilities. The port will be acorridor for the billions worthof trade to and from its docks.It is expected to generate atleast two million jobs for thedeprived people of Balochis-tan.

Of the planned Chineseinvestment in Gwadar port,Balochistan has a share of 38percent: for infrastructuredevelopment, creating jobsfor the people of Balochistanand putting an end to ele-ments which exploit the cur-

rent jobs deficit among youthto promote anti-state activi-ties.

After Gwadar port washanded over to China and hugeinvestment was injected subse-

quently, Iran also unveiled itsown plans for setting up theworld’s largest oil refinerythere, with a production capac-ity of 400,000 barrels per dayat the cost of $8 billion. It alsoexpressed interest in establish-ing power plants at the port.This oil refinery project, if ini-tiated and set on track, couldnot only have met Pakistan’soil needs but could also haveprovided surplus for exports toChina.

Presently, China gets 50percent of its oil from theMiddle East. It makes for a10,000 kilometer long roadfor China, from Dubai toShanghai for oil refinery andthen Urumqi. Whereas, if anoil refinery is established atGwadar, it will provide itwith the shortest oil transportroad for from Dubai toGwadar and then Urumqi,

thus making a mere 3500kilometer road for transportto China. The logistical bene-fits China will receive aremany.

Gwadar will also cutdown the port congestion inthe Arabian Sea and Strait ofHormuz. At present, shipshave to wait for days to get aberth. Once completed, theGwadar port will rank amongthe world’s largest deep-seaports.

Gwadar Port will alsobring in a very healthy pro-fessional and commercialcompetition with the develop-ing Chahbahar port of Iranwhich is merely 72 kilome-tres away from the Gwadarport, where India has alsoinvested heavily in develop-ing infrastructure to counter

Gwadar and create their alter-nate land road and corridor toand from CARs’ naturalresources and businesses.Though factually-speaking,Gwadar port is a much biggerproject than Chahbahar andonce fully developed willbecome the world’s largestdeep sea-port.

Pakistan is fighting itsbiggest battle yet for survivalin the region, with a strug-gling, yet reviving economyand multiple enemies. It isexpected to emerge as victori-ous in the near future, hope-fully, and set its place as apowerful economical hubover the next 20 years or so.As soon as Gwadar port’sconstruction is completed andregular operations are initiat-ed, Pakistan will emerge onthe world map as a majoreconomy in the region.

world. It is estimated that about 3 bil-lion people from China, South Asia andCentral Asia, would be benefited fromthe economic corridor. It has the poten-tial to empower half of the world’spopulation living in Asia, by develop-ing special trade roads between Chinaand Pakistan. Economic Corridor is themost important agreement signedbetween Pakistan and China till now.

Pakistan’s prosperity is no more alonger journey as the current leadershipis working diligently on such projectswhose outcomes would be visible andbright in a shorter period of time.

China-Pakistan Economic Corri-dor is a development programme toconnect Gawadar Port in southern Pak-istan to China’s northwestern region ofXinjiang via highways, railways andpipelines to transport oil and gas. Chi-nese Premier li keqiang was amongthe first advocates of the project. Chi-nese President Xi Jinping, former Pak-istani President Asif Ali Zardari andPakistan Prime Minister nawaz Sharifhave become strong supporters of theproject.

The corridor, after completion, willserve as a primary gateway to tradeamong China, Middle East and Africathrough Pakistan. Particularly, the oilfrom the Middle East could beoffloaded at Gawadar, which is locatedjust outside the mouth of the Persian

Gulf. The oil would be transported toChina through the Baluchistanprovince in Pakistan. Such a linkwould vastly cut the 12,000-kilometresroad that Mideast oil supplies mustnow take to reach Chinese ports.

The government endeavors regard-ing Economic corridor should not betaken as Chauvinism. This is not thematter of any political party. It is thecase of Pakistan’s economic prosperity,which would get a double- triple boost ifthe Economic Corridor project is imple-mented in its true spirit. It is worth men-tioning that, this year Federal govern-ment had announced six developmentschemes costing Rs130 billion under thePakistan-China Economic Corridor,marking the beginning of a process thatwill transform the country into a transithub for the second largest economy of

the world. The reason behind this vitalimportance is that 60 per cent of oil isbeing imported from gulf countries thatreaches China after covering the dis-tance of 16,000 kMs, and after the com-pletion of Gawadar port project, the dis-tance will reduce to 2500 kMs onlywhich is, from all aspects, more safe andfeasible.

Analysts proclaim that, the propos-al, when implemented, ‘will re-openthe economic artery blocked for years,realize the interconnection in transport,trade, investment and finance and builda new Euro-Asian economic roadmapbenefitting countries along the SilkRoad and even more.” There is nodearth of energy and recourses in Cen-tral Asia which would be available toothers in the region, which is likely tobecome the biggest market in the world

and would contribute to regional stabil-ity and prosperity.

Recently China has commissioneda preliminary research study to con-struct an international rail link connect-ing its province Xingjian’s border toPakistan. According to Chinese offi-cials, this new rail link, which runsthrough the Pamir Plateau and karako-rum mountains, will be one of the hard-est to build.

Pakistan is considering to provideshortest access and transit corridor forkashghar goods. Apart from karachiand Port Qasim sea ports, Gawadardeveloped in cooperation with Chinawill provide an additional gateway andfor this, China is developing in its west“kashghar’s Special Economic Zone”,which would link China further on thewestern side with Central Asia and onits south with South Asia.

China has planned numerous megaprojects to be started at Gawadar thatwould be tremendously beneficial forboth countries. In this regard China isplanning to replicate the model ofShanghai free Trade Zone at the side-ways of Economic Corridor. The Islamic Republic of Pakistancame into being on 14th of August, 1947and the People’s Republic of China on1st of October; 1949. Pakistan recog-nized China in 1950. The diplomaticrelations between China and Pakistanwere established in May 1951. In 1961,the relations were further strengthenedwhen Pakistan voted for a bill concern-ing the restoration of China’s legitimaterights in the Un. In 1963, China-Pak-istan signed the agreement for settlingthe border issues and for the constructionlinking China’s Xinjian-Uygurautonomous region with the northernareas of

Pakistan. Chinese diplomatic assis-tance during the Indo-Pakistan War of1965, further solidified the China-Pak-istan relationships. Afterwards the statevisits by different leaders of both sideskept on cementing the mutual ties. Par-ticularly, in 1996, a state visit by ChinesePresident Jiang Zemin to Pakistanhelped in establishing a comprehensivefriendship. In 2005, China and Pakistansigned a landmark Treaty of Friendshipand Co-operation.

Close China-Pakistan ties have been

mainly of military and strategic impor-tance. Pakistan always stands up to Indiaagainst his hegemonies over the region,thus fulfilling the key objective ofChina’s South Asia policy. As long asPakistan and India are preoccupied withone another China would be at peace onthe Tibetan borders. China wants tofocus more and more upon economicprogress and prosperity by avoiding theconfrontations with India.

A strong Pakistan is in the interest ofChina as it ensures that Indian dreams ofregional lordship will not go unchal-lenged China-Pakistan political rela-tions are extremely deep but economicrelations are shallow. China-Pakistan“all-weather” friendship requires thestrengthening of the bilateral economicrelationship. In this regard China-Pak-

China-Pakistan Free Trade Agree-ment was signed on 24 november 2006and entered into force on 1 July 2007.The Agreement comprised of phased andgradual program of elimination of tariffon substantially all bilateral trade.Through bilateral efforts, the bilateraltrade of goods between China and Pak-istan is expected to reach 15 Billion USDollars in 2011. Pakistan’s trade deficitwith China is expanding. Pakistan’seconomy is seriously struggling at themoment. In this paper we would also dis-cuss that what Pakistan can learn fromthe economic development of Chinasince 1978.

After more than three decades ofopening up China has achieved remark-able economic

growth. From 1980-2005, the annu-al GDP growth rate of China averaged9.4%.World Bank projected ChineseGDP growth of 8.5 percent for 2011. In2009 The Exports of China were $1.204trillion. The exports commodities ofChina are electrical and other machinery,including data processing equipment,apparel, textiles, iron and steel, opticaland medical equipment. In 2009 theImports of China were $954.3 billion.The Imports commodities of China areelectrical and other machinery, oil andmineral fuels, optical and medical equip-ment, metal ores, plastics, organic chem-icals. The labor force of China is 813.5million (2009 Estimated). The laborforce by occupation for agriculture is39.5%, industry: 27.2% and services:33.2% (2008 Estimated).

China is the largest and third largestcountry in the world in terms of popula-tion and area respectively. Its populationis1.3 billion and its area is 9.6 millionsquare kilometers.

In 1978, the Chinese governmentdecided to move away from Soviet-styleeconomic policies and to graduallyreform the economy towards free marketprinciples. As the architecture of Chineseeconomic reforms Deng Xiaoping said“It doesn’t matter if the cat is black orwhite as long as it catches mice”. In2008, foreign direct investment (FDI) inChina totaled $108312 million, makingit the hottest destination for FDI. Chinaopened its borders for foreign firms in1979 with the creation of Special Eco-nomic Zones in Guangdong and FujianProvinces with an objective to attainhigh-tech technology from the advanced

countries for improving the domesticcapabilities. SEZs offered tremendousadvantages to foreign investors, includ-ing export and import duties exemptionsfor equipment and instruments (Chen,1997b). Chinese FDI is ever increasingand mushrooming at tremendous pace. Itis obvious from graph that FDI inflow in2005 was 74406 million and 108312 in2008. The reasons of high FDI in Chinaare mainly the availability of cheap laborand the domestic market of 1.3 billionpeople. Further the provision of excel-lent infrastructure by China is also a oneof the reason of high FDI, it can be saidthat growth in China is caused due toinflow of FDI.

Pakistan is the sixth-largest popula-tion with an estimated population of 180million. Despite a weak economic base

at the time of independence; Pakistan’sgrowth record is quite acceptable. Onaverage the growth rate of GDP hasexceeded 4 percent. In 2009, economygrew by a 4.1 percent. The agriculturecontributes for 21 percent of GDP and isthe second largest sector of Pakistan’seconomy. It also employs 45 percent ofthe country’s total labor force. Manufac-turing accounts for 18.5 percent of GDPand is the third largest sector of econo-my. Pakistan is 4th largest producer ofcotton. In terms of foreign currencyearnings and job creation, the textile andclothing industry has been the main driv-er of the economy.

It is important to note that Pakistan’sindustrial base at the time of independ-ence was almost non-existent. The man-ufacturing sector contributed only 1.83percent of GDP.

keeping this thing in context, it ispraiseworthy that Pakistan has mademajor strides in the industrializationprocess since its creation. For the periodJuly to April 2010, Pakistan receivedUS$ 1.8 billion as a FDI as compared toUS$ 3.2 billion in the same period of2009.This represents a decline of 45 per-cent. The low FDI in Pakistan is attrib-uted to two main factors. Firstly, poorlaw and order situation in the countryespecially in the form of terrorism eventsover last 10 years. Secondly, the lack ofbetter infrastructure is also a hurdle inattracting the foreign investors. Compar-atively China is the success example ofFDI attraction because it provided betterinfrastructure and world’s best law andorder environment to the investors. In2009, the exports and imports of Pak-istan were US$ 18.44 billion and US$28.47 billion respectively.

Pakistan is the world’s sixth most

populous country. According to Eco-nomic Survey of Pakistan 2010, the esti-mated population of Pakistan is 169.9million as at end June 2009.The annualpopulation growth rate of Pakistan is2.05 percent. It is expected that by 2050,Pakistan would become the fourthlargest nation. With a median age ofaround 20 years, Pakistan is a youngcountry. Approximately 104 millionPakistanis are below the age of 30 years.Total working age population is 121.01million. The size of the employed laborforce is estimated at 52.71 million as of2008-09. About 36% of Pakistani popu-lation is residing in urban centers. Since1950, it is stated that Pakistan’s urbanpopulation has expanded over sevenfold.

The agriculture is the second largestsector of Pakistan’s economy. It con-tributes for 21 percent of GDP andabsorbs 45 percent of the country’s totallabor force. Around 62 percent of thePakistani population is residing in ruralareas and relies upon agriculture eitherdirectly or indirectly for their livelihood.“kharif” and the “Rabi” are the twomain crop seasons of Pakistan. The sow-ing season of “kharif” begins in April-June and harvesting during October-December. The sowing season of “Rabi”begins in October-

December and harvesting duringApril-May. Rice, sugarcane, cotton,maize, jawar and bajra are “kharif”crops. Wheat, gram, tobacco, barley andmustard are “Rabi” crops.

The four major crops i.e. wheat, rice,cotton and sugarcane on average accountfor 33.1 percent to the value added inoverall agriculture and 7.1 percent toGDP.

Pakistan is 4th largest producer ofcotton and 3rd largest consumer of cot-ton. In terms offoreign currency earningsand job creation, the textile and clothingindustry has been the main driver of theeconomy. There is no alternative indus-try or service sector. It will continue tobe an important engine for economicgrowth of Pakistan. Due to shortfall inChinese crop, the foreign demand forPakistan’s cotton yarn has risen excep-tionally. It is important to mention herethat China is the biggest consumer andproducer of cotton in the world. Chinaprocured huge quantities of yarn fromPakistan, although China is the biggestcompetitor of Pakistan in the world mar-ket.

The real economic engagements

between China and Pakistan started tobegin in november, 2003 with the sign-ing of bilateral Preferential Trade Agree-ment (PTA). Thereafter, a Joint Feasibil-ity Study for a bilateral FTA was con-ducted and simultaneously an Agree-ment on an Early Harvest Program(EHP) of the FTA was also negotiated in2005 as explained by Commerce Min-istry of China and Pakistan.

Meanwhile negotiations on a com-prehensive bilateral Free Trade Agree-ment continued. In spite of all the diffi-culties, the negotiations were completedin five Rounds of discussions on 11thnovember, 2006 at Beijing.

The China-Pakistan Free TradeAgreement covers Trade in both i.e.Goods as well as Investment. Pakistanwas the first country which had the com-ponent of Investment in the FTAs beinginitiated and implemented by China upto that time. The Agreement was notifiedto the WTO on 18 January 2008 underArticle XXIV: 7(a) of GATT 1994. Forboth the countries tariff reductions oreliminations for the first phase have beencompleted. The Parties agreed to reviewand modify the tariff reduction modali-ties every five years.

The FTA between China and Pak-istan would open new avenues and vistasfor the investors of both the countries.The bilateral FTA will help the twocountries to fully take advantage of eachother’s comparative advantages and tapthe cooperation potentials up to the max-imum. Pakistan will be welcoming Chi-nese Foreign Direct Investment in can-ning of fruits, vegetables, seafood andlivestock products, electrical and non-electrical machinery, electronics, auto-mobiles, textile and engineering. Pak-istani firms also need to fully exploit the

opportunities being presented by China’sopening-up policy. Therefore, China andPakistan should actively promote invest-ment facilitation and explore new formsof investment cooperation.

Chinese economic development isattributed to the adoption of FlyingGeese Model. China attracted a largeamount of FDI by switching over fromimport-substitution strategy to export-promotion policy. Culturally speaking inthe Chinese society the symbol of flyinggeese “Λ” signifies an “order” based onleadership and collective action within anation-state. Pakistan should also giveimportance to export promotion strategyover import substitution policy for aug-menting the economic growth. Pakistancan become a fifth-tier of flying geesemodel. Due to the rising wage costsJapanese firms shifted the labor-inten-sive stages of the production to newlyIndustrialized Countries i.e. Southkorea, Taiwan, Singapore and Hongkong. After these nIEs the turn was ofmain ASEAn countries i.e. Philippines,Indonesia, Thailand and Malaysia. now,the China and Vietnam are trying tocatch up with the West as a part of aregional hierarchy. It is very importantthat Pakistan should follow the flyinggeese model. The embarking upon thismodel would ensure the export-ledgrowth of Pakistani economy.

The diplomatic relations betweenChina and Pakistan were established inMay 1951.

Since then, China and Pakistanexperienced very strong political andmilitary relations. The China-Pakistaneconomic relations started to bolsterafter the conclusion of Free

Trade Agreement in 2007. China-Pakistan Free Trade Agreement isappearing to be a stepping stone in aug-menting the economic relations betweenChina and Pakistan. In 1978, Chinaswitched over to export promotion poli-cy from import-substitution strategy.

China became the fourth-tier of theflying geese model and attracted atremendous amount of FDI. Only in2011, China received worth of US$ 106billion as FDI. Pakistan can become afifth-tier in the hierarchical structure ofthe flying geese model by following theopen-door policy just like that of China.Chinese model can serve Pakistan as anopening door for the export-led growth.

Lessons to be learnt fromChina’s Economic policies

n the continuation oftraditional friendshipand a strong association

of Pakistani leadershipwith the People’s Republicof China, Prime MinisterPakistan visited Chinaupon assumption of powerin July 2013. This wasindeed a key visit sincePakistan is passing througha critical phase of its histo-ry; where domestically it isfacing the challenges ofterrorism and externallybeing blamed for doing lessin the so called war on ter-ror. Earlier to this visit theChinese Prime Minister,Mr li visited Pakistan inMay, 2013, soon after theGeneral Elections andwished for further promo-tion of bilateral relation-ship.

The most significantagreement signed betweenPakistan and China duringthe visit of Prime Ministerof Pakistan was the Pak-China Economic Corridor.Pakistan has been empha-sizing on significance and practicability of this project since 2002. China however had its own pri-orities and took some time in analyzing it. The new Chinese leadership, however, considered thisPakistani proposal practical as well as beneficial for its economic benefits. During the visit of Chi-nese Premier Mr li kegiang supported this Pakistani proposal of ‘economic corridor’ between Pak-istan and China. The project once materialized, would be the shortest possible route connectingPakistan and China through karakorum Mountains.

The karakorum Highway (kkH) was constructed by both countries in 1970-80s as a jointventure. Today, both countries considered that, this strategic linkage has not been used to its truepotentials, thus there is a growing realization that, this overland shortest communication net-work should be upgraded and used strategically, for the benefit of both countries. Besides boost-ing the trade and commerce, the corridor will economically upgrade the otherwise poor border-ing regions of both countries; Xinjiang autonomous region of China and Gilgit-Baltistan of Pak-istan.

If exploited properly, Pak-China Economic Corridor would greatly promote commerce andtrade between these two countries. Indeed, the proposed economic and trade corridor speak of along-term set of relationship between both countries. For the China, this corridor would become theshortest possible route for the overland transportation of its energy from the energy rich regions ofWest and Central Asia, through the Gwadar Port. The Gwadar Port developed by China will nowbe operated by it after developing the communication network, which would link the port with allmajor cities in the area. Besides, the Chinese energy transportation routes through sea are rapidlygetting under threat by its regional and international rivals, along Malacca Strait and South ChinaSea. This overland corridor would be the best alternative for the Chinese energy transportation andeconomic uplift of its western under developed region, ignored so far by this Asia giant, owing toits ethnic makeup and growing insurgent trends.

During his visit to Pakistan on May 23, 2013, Chinese Prime Minister Mr li kegiang, made avery significant statement once he stated that, “China will give you (Pakistan) every support andassistance and by helping you, we have to help ourselves.” This indeed is the recognition of such areality, which very less scholars and strategists have debated while describing the strategic basis ofSino-Pak relationship. In fact, during the formative years of People’s Republic of China (PRC),Pakistan was instrumental to global recognition of China, where, Communist won over the nation-alists and world community was more biased towards later. So much so, Republic of China (Tai-wan) was allowed to maintain the status of the successor state of primitive China until October1971. Pakistan along with some other sympathizers of China had to lobby a lot in the Western worldand elsewhere among the Muslim world for giving PRC, the actual status of successor state of oldChina, being the mainland. later, PRC was given the status of permanent members of Unitednations Security Council in november 1971. It was nixon era in United States and Pakistan under-took a secret diplomacy for bridging the wide gulf between US and PRC. This new era of bilateralrelationship brought these two countries closer together in the global politics, thus paving the wayfor Chine permanent membership of UnSC. ROC is out of Un membership since 1971 and webelieve it to be united back to its parent country; People’s Republic of China. Upon detonation ofits nuclear device in 1964, China becomes part of declared nuclear states and later a signatory ofnPT in 1968.

Then after Indo-China War-1962, China remained in a state of constant threat, especially in thewake of US and Western military and financial support to India. Since India was a rival state ofPakistan, therefore major focus of Pakistani defence has been towards India. In a way, India wasmilitarily engaged by Pakistan throughout, practically freeing China from an active Indian threat oraggression. This does not mean that Pakistan has been fighting with India as a proxy to China; how-ever, Indo-Pak military engagement throughout the history has minimized the active militarythreats for China. Being a Permanent member of the UnSC, China has been supporting the Pak-istani view point at the international level. Otherwise, there has been unanimity in the views of Pak-istan and China on most of the regional and global issues. China considers kashmir issue as themain hurdle in the regional prosperity of South Asia, especially; Pakistan and India. It has beenemphasizing both countries for the resolution of the issue as per the wishes of its people and inaccordance with the Un resolutions.

On the issue of terrorism, Pakistan and China have similar views. Both consider this menace asthe worst enemies of their people and countries. Pakistan has a clear position that, East TurkistanIslamic Movement (ETIM) is a terrorist organization and China has a clear stance that TTP is ter-rorist organization, being financed and harboured by anti-Pakistan forces. China has always val-ued the Pakistani contributions during the war against terror. Indeed, China “respects the anti-ter-rorism strategy developed and implemented by the Pakistani side in light of its own conditions.…China expresses its appreciation and continued willingness to help Pakistan build up counter-ter-rorism capacity.” China even advised the global community not to have double standards and dis-criminatory approach in the recognition of Pakistani sacrifices during this global campaign. Beingthe immediate neighbours, Pakistan and China desire a stable and peaceful Afghanistan in the post2014 scenario, once nATO and US forces leave Afghanistan. China and Pakistan support for the‘Afghan-owned and Afghan-led’ peace and reconciliation process, and would like the regionalcountries and the international community to help Afghanistan achieve peace, stability and securi-ty.”

Besides having cooperation in many developmental projects in Pakistan, China is providing allout assistance to Pakistan in the field of ‘civil nuclear technology. Prime Minister nawaz Sharifinaugurated two Chinese sponsored nuclear power projects of 1100 MW each in karachi onnovember 26, 2013. Earlier, China has helped Pakistan in establishing four civil nuclear powerplants (including two under construction) at Chasma. Pak-China composite media collaborations

WHIlE Prime Minister nawaz Sharif isembarking upon a high profile visit toChina to enhance and promote relationsbetween Islamic repub-

lic of Pakistan and People’s Repub-lic of China, the journalists fromboth countries are also hecticallyengaged in composite media collabo-rations to promote and energize theties through joint media ven-tures and a recent example inthis regard is a joint mediacollaboration between China’stop newspaper People’s Dailyand The Daily Mail, Pakistan tobring out Special Edition in theirrespective dailies over the Econom-ic collaboration between Pakistan andChina under the title of One Road andOne belt, a new concept of Chinese leadershipto enhance trade activity in the region.

Some 65 years back, when Pakistan and Chinawere signing the papers to establish formal diplomaticrelations, the media, not only in these countries, butalso all over the world was, by no means, as fast and asstrong tool of information as it is today. With the pas-sage of time, media continued to flourish and attainmore and more mature status in both the countries.There is no doubt that Pakistani and Chinese media,both had been playing some role in bringing the peopleof the two nations closer, yet there was always an acuteneed of a better and stronger interaction amongst themedia personnel from both the countries. Though Chi-nese publications like China Pictorial (Cheen BaaTassveer) did come as effective periodicals to bringknowledge about people of China to the people of Pak-istan but the need of enhanced media endeavors forenhancing people to people contact continued toincrease with rapidly growing importance of media.

Today there are hundreds of newspapers and mag-azines in Pakistan and the number is far higher inChina. Similarly there has been a mushroom growthof electronic media organizations in both the coun-tries, owing to the wonderful media policies adoptedby Islamabad and Beijing. nevertheless, this mediadevelopment enhanced the onus of the media in boththe countries to play more effective and larger role forthe promotion of bilateral ties and for the promotionand protection of the Pak-China Friendship. Mediapersonnel from both the countries have been visitingPakistan and China as part of official delegations, yetthere was no pure professional interaction amongstthem at the organizational level.

It was only in year 2005 when Mr. MakhdoomBabar, President and Editor-in-Chief of The DailyMail came up with a new vision for the promotion ofmedia relations between Pakistan and China. To mate-rialize his vision and ideas for serving the cause ofPak-China Friendship through joint media endeavors,Mr. Makhdoom came up with different strategies toform a professional collaboration between Chineseand Pakistani journalists and media organizations.First step in this regard was initiated when The DailyMail signed a breakthrough accord of professionalcollaboration with China's top ranking English Daily,China Daily in 2005. This was just the first step in thedirection of forging a composite professional collabo-ration amongst Pakistani and Chinese media. Soonafter the signing of the agreement with China Daily,The Daily Mail introduced a new segment in it's dailypublications by dedicating one full page to news about

China everyday and the same is still in practice with agoal of increasing it to two and ultimately to fourpages every day.

Getting encouraged by the experiment of collabo-ration with China Daily, President and Editor-in-Chief

of The Daily Mail took anotherinitiative and formed Pak-istan-China Media Friend-ship Association the same

year. Pak-China Media Friend-ship Association is a body,formed with the aim to pro-

vide journalists of bothcountries with frequentopportunities to have

professional interactionsand both formal and infor-

mal meetings and otheractivities. Soon after its incep-

tion, the Association gained animmense response from the jour-

nalists of both the countries with a rapid-ly increasing number of members. Today, the

number of registered members of Pak-China Mediafriendship Association from both the countries is over250.

As Chairman of Pak-China Media FriendshipAssociation, President of The Daily Mail held its firstfunction at Beijing in February 2006 with Ambassadorof Pakistan to China; His Excellency Mr.SalmanBashir as the Chief Guest. This was the first ever func-tion of its kind as before this, no media organizationcould organize such an event in either country. Duringthe ceremony, certificates of excellence were distrib-uted amongst the Chinese journalists and members ofthe association in recognition of their respective pro-fessional achievements and for their services to thecause of promotion of Pak-China Friendship as wellfor maintaining of high standards of professionalism.A simple yet impressive ceremony for the same pur-pose was also held at Shanghai during the same peri-od while a function for the same purpose is scheduledto be held at Islamabad soon.

In the next phase, The Daily Mail signed an agree-ment of professional collaboration with China's num-ber one Chinese language newspaper People's Daily.This agreement also covers the exchange of personnelfrom both the organizations under a joint study pro-gramme for enhancing the professional capabilities ofthe journalists from both the countries and also withaim of providing them with ample opportunities forlearning more and more about socio-economic andgeo-political as well cultural scenarios of each other'scountry. Speaking at the occasion, Mr. Makhdoomvowed to take Pak-China, time tested and all-weatherfriendship to new horizons through improvised mediaendeavors. He also stressed on the need for jointefforts by Pakistani and Chinese journalists and mediaorganizations for the promotion and protection of Pak-China ties and for enhancing the people to people con-tacts amongst the peoples of both the countries. Dur-ing his meeting with vice President of People's Daily,Mr. Makhdoom offered to publish and circulate fourpages of People's Daily's overseas edition in Pakistan.The offer was warmly welcomed and accepted andsoon a small edition of People's Daily would be pub-lished and circulated along with The Daily Mailthroughout Pakistan.

A similar agreement was signed with China'sleading and most trusted English language weeklyBeijing Review. The Daily Mail extended the sameoffer of publishing and circulating Beijing Reviewalong with The Daily Mail on monthly basis, which

was again welcomed and accepted. After the signingof the agreement, Mr.Makhdoom was also invited todeliver a lecture to the Editorial staff of BeijingReview over the topic of 'Role of Media for peace andharmony and challenges of contemporary scenarios'.President of The Daily Mail, during his lecture, threwlight on the importance of national interests and thedifference between national interests and professionalinterests and also elaborated the interpretations of sen-sational journalism and substantial journalism.

A meeting was also held between President of TheDaily Mail and President of leading Chinese magazineChina's Talents Professor Wang Xiaopeng. Both dis-cussed a host of issues of bilateral professional inter-ests and agreed on a number of joint ventures, includ-ing the signing of agreements of professional collabo-ration and exchange of personnel. Professor Wang andMr. Makhdoom also agreed on joint selection of tal-ented people from both the countries and to honourthem jointly every year.

The President of The Daily Mail also helddetailed discussions with the officials of China RadioInternational (CRI) and reached a verbal MoU of sign-ing agreement of professional collaboration betweenthe two organizations. The Daily Mail and CRI (Urdu)also agreed on holding of joint quiz programmes andother competitions for the promotion of Pak-ChinaFriendship.

The Daily Mail Chief also gave interview to vari-ous Chinese print and electronic media organizationsand stressed the need for forging immense profession-al unity amongst Pakistani and Chinese media organi-zations and individual professionals for the promotionof Pak-China Friendship and for the mutual and bilat-eral interests of the two countries.

The Daily Mail's President and Chairman of Pak-China Media Friendship Association Mr. MakhdoomBabar also held detailed parleys with officials of All-China Journalists' Association, a body, having over7,50,000 Chinese journalists as it's registered mem-bers. Officials of All-China Journalists' Associationwelcomed the formation of Pak-China Media Friend-ship Association. The Director General of All-ChinaJournalists' Association Mr. Zhu Yinghua informedMr.Makhdoom that there had been a lot of mediaexchanges between China and Pakistan from the plat-form of All-China Journalists' Association but thisexchange programme was in a state of disruption forabout past 20 years. He expressed the desire of resum-ing the programme of exchange of media delegationsbetween Pakistan and China in collaboration withPak-China Media Friendship Association. Chairmanof Pak-China Media Friendship Association straight-away welcomed the idea and both parties agreed onthe same. A formal agreement in this regard is likelyto be signed soon.

Today is the world of media and it is full of a vari-ety of challenges. However, through the mediaendeavors that The Daily Mail and Pak-China MediaFriendship Association have initiated, it can easily besaid that the journalists of both Pakistan and China arequite effectively preparing and gearing up to meet allsuch challenges. Through such efforts and initiatives,journalists from both the countries are getting poisedto do for the promotion of Pak-China Friendship andto meet the prevailing global challenges that they ortheir predecessors could not do in the past 55 years. Itcan be said that these endeavors are sort of gifts to thepeople and particularly the journalists of both thecountries by The Daily Mail on the event of commem-oration of 55 years of Pakistan-China friendship; thatis all-weather, time- tested and stronger than moun-tains and deeper than oceans.
