The budget for 2014/2015, which is in effect from July 1, has an increase in rates and sewer- age set at 12% and sanitation increased by 100%. The refuse, water, annual and monthly charges increase by 5.5% excluding electricity which will increase by 14.75% for the period from July 1, 2014, to June 30, 2015. The capital budget from internal funding has been limited to R5 million. Ndlambe Mayor, Sipho Tandani, said that they have considered all submissions and will strive for the 12% rates increase to cater for the community. “We have considered the hardships of people and the fact that the majority of ratepayers are pensioners. We realize that people are experi- encing hard times but we have to continue to run the municipality and provide services,” Tandani said. During the meeting it was noted by the Demo- cratic Alliance that there are councillors who owe between R60 and R80 000 in rates to the mu- nicipality. This was defended by ANC Chief Whip, Charles Metelerkamp, who said that councillors who have debt, inherited the debt before becoming councillors and that the debt was due to their families rather than the indi- vidual councillors. Provision had been made to pay the debt from the councillors’ salaries. The Democratic Alliance Caucus Leader, Raymond Schenk, voiced his disapproval of the budget. “To say that we are disappointed is an understatement. A 12% increase is loaded with bacteria and debt collection needs to be jacked up,” he said, adding that the Municipal Manag- er needs to utilize resources and maximize in- come. “We will not support 12%,” said Schenk. THE Port Alfred NSRI evacuated a Philip-pine sailor (55) from a ship on Saturday,May 31.

The patient, who was semi-consciousduring the evacuation, is suspected tohave been suffering from hepatitis.NSRI Port Alfred station commander,

Juan Pretorius, said the volunteer searescue duty crew were activated follow-ing a request from the 185 meter bulk car-rier Mar Caroliner which was sailingfrom Buenos Aires to the East via the nextport of call Durban.“The Department of Health and SAMSA

(South African Maritime Safety Authori-ty) were notified and it was authorised forthe patient to be brought to shore andtransported to hospital,” said Pretorius.“Our NSRI Port Alfred volunteer sea

rescue duty crew launched our sea rescuecraft Lotto Challenger and rendezvousedwith the ship 3 nautical miles off-shorein calm sea conditions with a 3-meterswell,” said Pretorius.On arrival at the scene the NSRI rescue

medics were transferred aboard andmed-ical treatment was rendered to the semi-conscious patient.The patient was secured to a trauma

board and lowered to the sea rescue craftand brought to shore, where a Gardmedambulance transported the patient tohospital for further treatment.

WHEN Bathurst resident, Dennis Rawson,visited the Port Alfred Clinic recently henoted that the benches had broken slats andhe took the initiative to have them re-paired.

This led to Rawson speaking with SisterSylvia Strydomwho gave permission to buya few slats as they were not budgeted for bythe clinic.“As a member of the public I felt that at

least the patients should have the comfortof complete seats,” said Rawson, who pricedthe timber at Buco and decided that hecould afford to repair one or two a month.However, when Rawson asked for a dis-

count at Buco to ensure that more could bedone at a time, the manager of Buco, Vanes-sa Gerber, kindly provided the timber freeof charge.

“I had only to buy verandah bolts and var-nish. I asked if there was a place where Icould have them delivered and also if therewas a placewhere I could do the sanding andvarnishing. It transpired that a workshopand two maintenance workers, Tyali andMgadi, were on site. I chatted to Tyali whosaid that they were happy to do the work,and would start to do so on Thursday, May27. I had to go to town on Friday and droppedin at the clinic, and was pleased to see a cou-ple of slats were varnished and in place, anda loose slat was secure. Sister Strydom not-ed with glee to my wife and me that ‘Fairieshad been’,” said Rawson.Buco has also provided some paint to the

CONCERNED parents of Port AlfredPrimary School in Station Hill helda meeting at Jauka Hall in Nematoon Monday to discuss concerns re-garding the School Governing Body(SGB).

The meeting was chaired by Tho-zama Ngotsha who said that whilethe SGB had been invited to attendthe meeting and answer questions,none of them attended the meeting.“Wehave called thismeeting to voiceour concerns as parents and for thefuture of our children in an open dis-cussion,” said Ngotsha.Concerns which were on the agen-

da for the SGB to answer includedquestions such as why the Principal,Arthur Isaacs, andDeputyPrincipal,Mr. Forbes resigned, why there arepeople on the SGB who do not havechildren at the school and why otherteachers are threatening to resign.“A few parents spoke with teach-

ers who raised concerns, such as theresignation of Mr. Isaacs and Mr.

Forbes, which shocked many. Mov-ing forward theparents need toknowwhat is going on and so do the teach-ers. If a teacher is unhappy they donot give their all and the educationof our children is important”, saidone of the parents, Theo Willemse.Other concerns included SGB

members allegedly swearing atteachers and also being paid fromschool funds when acting as volun-teers.The latter concern was voiced by

the parents who said that the chair-man of the SGBhad renovated toiletsand taps at the school in December,2013, despite the code of conduct stat-ing that no member of the SGB orfamilymember thereof canbenefit fi-nancially from the school.The taps and toilets are also not

working correctly and parents areconcerned that it could be a healthhazard for their children.“This SGB is dysfunctional. It is

not functioning in its capacity and itis failing the school, parents and es-pecially the children.We are going tomake sure that things come right,”

said Ngotsha.Items on the agenda which were

not answered due to the absence ofthe SGB members also includedquestions regarding the shortage ofteachers at the school. It was report-ed by parents that teachers at theschool are often teaching up to fiveclasses due to the shortage of staff.Another issue which was ad-

dressed regarding the resignation ofPrincipal Arthur Isaacs was the alle-gation of theft from school fundswhich the Department of Basic Edu-cation and an audit allegedly foundno evidence of. The parents in attend-ance spoke highly of both Isaacs andForbes with Ngotsha saying that“Isaacs loved the school. He was pas-sionate andhad a vision, andhewentout of his way to make it a betterschool”.A petition was drawn up by the

parents which will be taken to theDepartment of Education with theaim of having the current SGB stepdown and let parents, who have thepupils’ best interest at heart, takeover.

GREAT times were had by all at the FishRally which was held in Port Alfred fromMay 30 – June 1 at the Willows CaravanPark. The event saw many bikers aroundthe country taking part, including clubssuch as Old Order, Tribal Cats, Unforgiven,Road Runners, Road Sultans, Motor Mecca,South Riot, Skulls, Christian MotorcyclistsAssociation (CMASA) and more.The festivities began on Friday, May 30,

with bikers arriving in droves for registra-tion and some funwhich included prizes forall bike entrants. The organizers made afriendly request for no bike revving andwhile this was not always adhered to theevent was peaceful and enjoyable.The first evening saw some entertain-

ment for the ladies in the form of a cover-boys show and music. Saturday was the bigday for the bikers with an adventure rideandmass ride through the town, proceedingto the industrial area for stunts such as rac-ing, do-nuts, wheelies, etc.Bikers later met at the Root 27 Saloon for

a Concours D’Elegance event where bikes

were judged.The fun for thebikerswasplay-ful as they held a moto tennis ball game inwhich bikers had to manoeuvre obstacles,followed by blindfolded wheelbarrow races.Entertainment in the evening consisted ofmusic and theMiss ShavingCreamcompeti-tion.“I have been living here for many years

and the bikers are the most wonderful peo-ple to have in the park. Theynever give trou-ble; they are always friendly and helpful. Irespect Dudley and JennyWater for all theirwork they do for charity and I hope it keepsup,” said local resident at the Willows Cara-van Park, Elaine Collins.Sponsors for the event included theNema-

DESPITE horror stories of high crime ratesin the country many people are still unin-formedabouthow they could reduce the riskof becoming a victim.Years ago I witnessed an elderly lady – in

broad daylight - being taunted by an assail-ant, threatening her with a knife. She juststood still, holding on to her packages withboth hands. She was clearly frightened.What happenednext impressedme.Ayoungman intervened and within seconds disa-bled the attacker. It turned out he was ablack belt karate instructor. I signed up forlessons at his school the next day.It is important to take responsibility for

your personal safety. Common sense is re-quired without being incessantly apprehen-sive. There are many simple precautions

everyone should take.Avoid walking, jogging or cycling alone,

especially after dark. Avoid short cuts anddesertedareas.Don’t be flashwithyour cashor mobile phone.Maintain your car in good condition and

have plenty of fuel for your journey; keepwindows closed and doors locked.Don’t givelifts to strangers. Don’t drink and drive.Don’t use a mobile phone when driving.On a night out, plan ahead how you are

going to get home. Stay with your party. Donot walk home alone. Be aware of your sur-roundings before using your mobile phone;switch to vibrate mode so it does not attractattention if it rings.At work keep personal belongings locked

in a cupboard or drawer. When using anATM shield your PIN from people near you.Never tell anybody your PIN (not even thebank or the police). Never accept help fromstrangers at the ATM.

Recognizing the warning signs of a poten-tial mugging, robbery or assault will helpyou stay clear of them. However, bad thingssometimes occur regardless of how pre-pared you are, and you need to think aboutwhat to do if you suddenly find yourselfwitha gun in your face or an attacker grabbingyou by the neck.Not everyone is skilled in self-defence tac-

tics. The most important thing is to avoidinjury.Rather surrender anybelongings, es-pecially when there is a weapon involved.No wallet, phone or jewelry is worth yourlife.Even if the mugger doesn’t have a visible

weapon, this isn’t the time to be a hero; onewrong move could lead to serious injury ordeath. If youaregrabbedor struckunexpect-edly, or an assailant is attempting a sexualassault, trying to escape is your best option.If not, it is instinctive to fight back. One

tactic is to isolate any finger and snap it

backwards as hard as you can; the pinky ismost vulnerable.Other vulnerable areas on an attacker’s

body include the eyes, nose, throat, solarplexus and groin. The pain of a suddenlysnapped finger or strike to the body is oftenenough to temporarily disable an attacker.Your sole goal is to escape. Signing up fora self-defence class is a good idea.

Staying safe

THE average family consists of daddy, mom-my, and 2.1 children. The “.1”must, of course,represent Buddy, the family dog.Buddy may have appeared, complete with ared ribbon, as a furry little bundle of Christ-mas cheer, nestled underneath a brightly dec-orated tree. But by the time the ornamentsand branches have been ingested by Buddy,daddy begins to have second thoughts aboutSanta’s sense of humour.

Humble beginningsDuring his first two weeks in the new house-hold, Buddy usually accomplishes one thing:changing the family’s routine! The accidentson the carpet, teething on the sofa cushions,and of course – Buddy’s insomnia at 2.00am,are all contributing factors to his ultimatebanishment to the back yard.To stave off the sheer loneliness of his exile,Buddywill invent toys and games out ofwhat-ever is available. One such game that is aspopular with dogs as hide-and-seek with chil-dren, is called “transplant the shrubbery.”

In this game, Buddy merely selects the plantwhich he considers to be most out of place.Then, with meticulous care, the plant is ex-humed.Before the plant is relocated to a different partof the yard, there is a certain ritual that Bud-dy must put the plant through. What the ritu-al actually accomplishes, only Buddy knows,but it consists (among other things) of throw-ing the plant into the air, gaining more alti-tude each time.When the ritual is concluded, it’s time for thetransplant job. Studies show, however, thatBuddy is usually so winded and worn outfrom the tossing job, that the plant lies dor-mant on the surface of the yard, and the trans-planting is actually done by daddy, not Bud-dy!The game starts over the next day, and thenext, until all the plants have been exhumed,and the dog declares himself thewinner. Star-ing about the yard, Buddy will see nothingelse of interest at this point. However... in thenext yard... as Buddy jumps the fence into

your neighbour’s plants...After the quarrel with daddy and the neigh-bours subsides, Buddy’s realm is usually re-duced to the circumferenceprovidedbya longrope tied to a tree. This is a temporary meas-ure, of course, and Buddy will do all in hispower to ensure this. This means barking ateverything and everyone.While daddy mumbles something at Buddy,and returns to the house, the dog returns tohis vocal attempts to chase the moon away.Out comes daddy. A few more words areaimed at Buddy, and voila! Buddy has discov-ered a new game. By barking, he cannot onlychase things away, but can summon someoneto momentarily keep him company!Such are the antics of the family dog, whosefuture usually lies in a classified advertise-ment declaring... “Free To A Good Home.”
