Class 3 Hazardous Waste Permit Modification Requests
Background: The U.S. Army owns the facility located at Blu Grass Army Depot (BGAD),431 Battlefield Memorial Highway, Richmond, Kentucky. BGAD owns and Bechtel Par-sons Blue Grass (BPBG) operates the Blue Grass Chemical AgentDestruction Pilot Plant(BGCAPP) also located at 431 Battlefield Memorial Highway, Richmond, Kentucky. Thispublic notice includes two separate permitting actions by BPBG being sought under theResource Conservation and Recovery Act (RCRA).
BPBG is submitting two separate RCRA Class 3 permit modification requests to the Ken-tucky Department for Environmental Protection (KDEP): one in support of a Static Detona-tion Chamber 2000 unit that will augment the main plant to destroy overpacked munitionsand drained rocket warheads; and another seeking to replace the existing Explosive De-struction Technology Off-gas Treatment System with a new unit capable of processingchemical nerve agent. The BGCAPP facility is currently permitted under a RCRA Part Bpermit by KDEP.
Persons wishing to comment on the permit modification requests are invited to submitcomments by letter or email during the 60-day public comment period beginning June 25,2020 and ending August 24, 2020. All written comments must be submitted by close of busi-ness on August 24, 2020 to Mr. Brandon May at the KDEP address below or via email at [email protected].

Public Meeting: No public meeting will be held regarding these permit modification re-quests due to federal, state and local guidelines for social distancing due to the corona-virus.
