I. GENERAL INFORMATION Welcome to summer school 2016! Education is a team effort, and we know that students, parents, teachers, and other staff members all working together can make this a wonderfully successful summer for our students. Summer School classes are offered to give every student in HCISD the opportunity to succeed. Campus-Based Regular Summer School Program (All Middle Schools) Guidelines for Admission Harlingen CISD will offer summer school classes in specified subjects for students in grades 6-8 at the middle school campuses. The following guidelines will be followed:

1) Students will be eligible for the summer school program based on district promotion criteria or if they did not meet SSI requirements and need to retest for STAAR testing summer administration – 8th grade SSI Math and/or Reading.

2) Parents of students who are not successful in meeting requirements for promotion shall be informed of any available options such as summer school.

3) Enrollment must be approved by the school principal or counselor. State Requirements The program shall meet the same standards as those in effect during the regular school year. Regular Summer School Program (All Middle Schools) Subjects

Mathematics Social Studies Language Arts Science

Student Eligibility Criteria Regular Summer School Program (All Middle Schools): For grades 6-8, promotion to the next grade level shall be based on an overall average of 70 on a scale of 100 based on course-level, grade-level standards (essential knowledge and skills) for all subject areas and a grade of 70 or above in the following areas: language arts, mathematics, science and social studies. For Student Success Initiative promotion requirements, eighth grade students must pass the STAAR math and reading tests to be promoted to the ninth grade. Special Education Program (Coakley MS): Extended School Year (ESY) will provide services to students who have shown regression during the academic school year. ESY is an individualized instructional program for eligible students with the disabilities that are provided the regular school year. The need for ESY services must be determined on an individual basis by the admission, review and dismissal (ARD) committee. Migrant Project SMART Program (Vela MS): Students who have been identified as migrant students and are not required to attend the Summer School Program or other summer school programs.

Enrollment Regular Summer School Program (All Middle Schools): Student enrollment will be determined by campuses based on eligibility criteria. There is a student/teacher ratio of 16:1 with a minimum of 10 students per class. Classes may be multi-age as determined by the campus coordinator and teachers.

Special Education Program (Coakley): Middle school students’ enrollment will be based on 2015-2016 data collection. Migrant Project SMART Program (Vela): Migrant students who are eligible for the Migrant Education Program and who are not required to attend the regular summer school program may participate. Student Schedules Regular Summer School Program (All Middle Schools): Classes will be held Monday – Friday from 8:30 a.m.-12:45 p.m. All classes will begin and end with the school bell. Special Education Program (Coakley): The Special Education Program will be held Monday – Thursday from 8 a.m. – 3:00 p.m. Migrant Project SMART Program (Vela): The Migrant Education Program will be held Monday – Friday from 8 a.m. – 3:00 p.m. Student Attendance Requirements and Tardies Regular school attendance is essential for a student to make the most of his or her education—to benefit from teacher-led and school activities, to build each day’s learning on the previous day’s learning, and to grow as an individual. Absences from class may result in serious disruption of a student’s mastery of the instructional materials; therefore, the student and parent should make every effort to avoid unnecessary absences. Two state laws—one dealing with the required presence of school-aged children in school, e.g., compulsory attendance, the other with how a child’s attendance affects the award of a student’s final grade or course credit—are of special interest to students and parents. Regular attendance and punctuality will be expected of all students for successful performance. Students who are absent should have their parents telephone the student absentee reporting number for their campus. This should be done the day before the absence or between the hours of 8 a.m. – 12:00 p.m. (noon) on the day of the absence. Parents failing to telephone should send a note with student. State law requires that a student between the ages of 6 and 19 attend school, as well as any applicable accelerated instruction program, extended year program, or tutorial session, unless the student is otherwise excused from attendance or legally exempt. A student will be required to attend any assigned accelerated instruction program, which may occur before or after school or during the summer, if the student does not meet the passing standards on the state assessment for his or her grade level and/or applicable subject area. Attendance for Credit or Final Grade (Kindergarten through Grade 12) To receive credit or a final grade in a class, a student in Kindergarten through Grade 12 must attend at least 90 percent of the days the class is offered. A student who attends at least 75 percent but fewer than 90

percent of the days the class is offered may receive credit or a final grade for the class if he or she completes a plan approved by the principal that allows the student to fulfill the instructional requirements for the class. Tardies Students are expected to be on time to all classes. A student is tardy to class if he/she is not in his assigned seat, with the materials needed for that class, when the bell to begin class sounds. Students who are tardy are subject to disciplinary action according to the classroom discipline plan. Tardies will be tracked by the teacher. Transportation The district makes school bus transportation available to all students living two or more miles from school. This service is provided at no cost to students attending summer school. Bus Rules and Expectations Students being transported in school owned vehicles shall comply with the Student Code of Conduct. Any student who fails to comply with that code or established rules of conduct while on school transportation may be denied transportation services and shall be subject to disciplinary action. Video cameras may be used by the District vehicles to promote compliance with the rules of conduct. Videotapes are protected student records subject to the provisions in policies FL. The following rules apply to all students who ride school owned transportation and buses: 1. Eligible students are only authorized to ride their assigned bus. 2. Remain in an assigned seat at all times. 3. Keep their head, hands, feet, arms, etc. in the bus at all times. 4. Assist the driver in keeping a clean bus by refraining from eating and drinking on the bus. 5. Follow bus driver directives at all times. 6. Observe the Student Code of Conduct at all times. 7. Keep aisles clear of legs, feet, and personal items. 8. Do not deface or vandalize the bus. 9. Observe all posted rules for safe ridership. 10. Ride only your assigned bus using appropriate identification when riding the bus.

The following procedures will be followed when a discipline concern arises on a bus serving a regular route or an extracurricular activity: 1. A conference involving the principal, the student passenger, the driver, and the parents may be required. 2. The principal may suspend the student's bus-riding privileges. If such a suspension occurs, the parents shall be notified prior to the time the suspension takes effect. 3. In the case of serious misconduct that endangers the safety of other passengers or the driver, the driver shall have the authority to put the student off the bus or to call for law enforcement assistance. The principal and parents will be notified of the situation as soon as possible. The student shall not be provided bus service again until a conference involving all persons listed above has been held. Misconduct will be punished in accordance with the Student Code of Conduct; the privilege to ride in a district vehicle, including a school bus, may be suspended or revoked. Discipline Misbehavior in such a concentrated time frame will not be permitted. Those who choose to disrupt the classroom activities will forfeit their rights to attend class. Students and parents must be familiar with the Student Code of Conduct, which lists the consequences for inappropriate behavior by students. The Student Code of Conduct is the behavioral standard required by state law and is intended to promote school safety and foster an atmosphere for learning. Dress and Grooming All secondary school students will be expected to dress in a manner appropriate for school. Students will be dressed and groomed in a manner that is clean and neat and that will not be a health or safety hazard to themselves or others. The District prohibits any clothing or grooming that in the principal's judgment may reasonably be expected to cause disruption of or interference with normal school operations. The District prohibits pictures, emblems, or writings on clothing that are lewd, offensive, vulgar or obscene. Any clothing that advertises or depicts tobacco products, alcoholic beverages, drugs, or any other substance prohibited under local policy. The student and parent may determine the student’s personal dress and grooming standards, provided that they comply with the general guidelines and comply with the following: Any type of wearing apparel that distract from the classroom atmosphere will be considered inappropriate. Modesty and the avoidance of distracting influences are to be the key to dress. Prohibited is the nude look, see-through blouses, and revealing fashions, such as midriffs, cut out and holes in jeans or other garments. Likewise, T-shirts or sleeveless shirts should not be worn as out garments. No beards will be allowed. Shorts may be worn by both male and female students if:

1) They are NOT shorter than three inches above the knee. 2) They are NOT bicycle/exercise/gym shorts. 3) They are NOT made of stretchy fabric such as spandex. 4) Skirts worn may not be shorter than three inches above the knee.

The Harlingen Consolidated Independent School District Student Handbook contains information students and parents are likely to need to ensure a successful school year. Throughout the handbook, the term “student’s parent” means parent, legal guardian, or other person who has agreed to assume school-related responsibility for a student.
