FROM THE GENERAL MANAGER Summer 2018/19

Wow! The new year is almost upon us! On behalf of the SARNZ Organisation we want to thank our Sponsors, in particular; Safe Smart and Layher who have provided so much support this year whether it be technical, general guidance or with the apprenticeship – we can not thank you enough. Safe Smart have committed to another year of offering the apprentices the option for their employer to receive a $200 voucher or account credit from SafeSmart Access with the purchase of a LSK2 Scaff Tool Kit, SARNZ also offer free individual membership to apprentices as well. Layher also have some exciting things instore for our apprentices in 2019. The great thing about our Sponsors is that they are always eager to help SARNZ in anyway. To our Members – thank you for helping to grow the SARNZ Brand and enforcing the highest levels of quality and safety. Our focus for 2019 is all about our core beliefs. We want to make sure everyone knows what SARNZ is and why using a SARNZ member is the better choice. We are focusing on pushing for excellence in training and standards in our industry. There is a lot in the Platform on the Strengths and Opportunities with the Apprenticeship – please take the time to read this and either pass it on, learn something new or ring us and ask any questions you may have. It is so great to see the number of employers committing to the quality of their workers by having apprentices and we want to help you be successful in your amazing adventure. SARNZ has a lot of projects kicking off in 2019. The more we are involved in training the more SARNZ can push the importance of our Organisations core beliefs and show that SARNZ is the leader in all things Quality and Safety which helps us achieve the things our Members ask for. We will be launching a Scaffold Inspection Course as many have asked this of us, we have several schools looking for gateway placements – so if I get in touch with you about someone in your area please try and get involved! We are working on a project with the Ministry of Social Development on a pre-trade scaffolding course and placement program along side supporting other similar initiatives by helping to place people. We are also getting more involved in the training sector by partnering with Vertical Horizons to help deliver Block Courses alongside our growing work with Skills. All of this gives SARNZ a great voice and helps us improve the quality of our industry. As we wrap up 2018, we will also be fare welling Katrina our office administrator who is moving on to another role within the Scaffolding industry, with iScaff. This is an exciting move for Trina and although we will miss her dearly, we wish her all the best on her future endeavours. I am currently interviewing for a new office administrator. SARNZ is back on the 7th of January. Please have a happy and safe Christmas/New Year

Year One of the apprenticeship Roles and responsibilities Training is a long and rewarding process. Once finished, the apprentice has a great career ahead of them. To make sure the training runs smoothly each person involved has a part to play: The Employer The employer agrees to train the apprentice, release them for their off-job training, and support them throughout their training. The Workplace Verifier The verifier is someone nominated by the employer who can sign off an apprentice’s on-job assessments. This person must be working closely with the apprentice, hold a current Elementary Certificate of Competency (CoC) or higher, and have worked in the industry for at least three years. The verifier agrees to review the assessments submitted by the apprentice and verify that their work either shows competency or not. After the assessment they will go through areas for improvement with the apprentice and work on a plan to address any areas of concern. The Apprentice By signing up the apprentice agrees to follow training instructions from their employer or supervisor, complete their assessments within a reasonable timeframe, and attend their block courses. Skills Skills will work with employers to ensure apprentices are progressing as they should be and will support employers and apprentices with any questions they might have. A Skills Account Manager will contact or visit the apprentice or employer twice a year to follow up on the apprentice’s progress. SARNZ Scaffolding, Access, and Rigging NZ (SARNZ) will be working with Skills to support the training process. They will contact or visit apprentices/employers five times during the programme to follow up on the apprentice’s progress.

Things to remember if you have an apprentice or are thinking about taking one on: The apprenticeship we have now is different to any in the past, more emphasis is put on the work they do between block courses meaning the learn more, fit in with the workplace culture better and learn how to apply their skills better. This apprenticeship encourages faster and a higher quality of learning.

✓ The true purpose of an apprenticeship is that employees are given well structured, on the job training and support to become a high calibre employee and go on to gain the necessary qualifications for the industry.

✓ You cannot leave an apprentice doing unstructured work, not sending in their on the job assessments and then expect them to be ready for any of their block courses.

✓ It should be a part of your business activity to have time put aside to ensure on the job assessments are being done correctly and sent off to skills. Yes, there have been some issues around this. So, tell us, and let us fix it.

✓ The on the job assessments are not difficult. Get them completed and signed off and sent in to Skills.

✓ Remember by signing up your employee to an apprenticeship you have made a commitment to train and grow that person not to just send them off every few months and leave it at that.

Key points: ✓ Send in your on the job assessments. There is a minimum number required

before each block course. ✓ Make sure your apprentice is gaining the right kinds of knowledge and

experience between each block course. A well-run apprenticeship in your business will help with staff retention.

✓ Assessments must be verified, scanned and emailed to Skills. One email per assessment, see Trainee Handbook.

✓ Vast majority of apprentices are currently not doing enough to be completed in three-year programme.

A message from The Skills Organisation What a year to be a scaffolder! With the rising boom in construction, skilled scaffolders have been in short supply over the last few years. It was clear that something needed to be done and the journey began, with the launch of the new Scaffolding Apprenticeship. To raise the bar for the industry, investing in staff already employed as well as next generation of scaffolders was the only way to go. Skills teamed up with SARNZ and worked with the scaffolding industry to develop solutions that ensured apprentices were picking up the necessary skills during their training. This is designed to keep apprentices up to date with industry requirements and means that graduates are competent to take on those bigger jobs. We can already see that businesses across the industry are supporting this line of thinking; we’ve had over 250 trainees enroll to upskill themselves from Level 3 to Level 4. There’s also been 300 enrollments of new trainees entering the industry. The benefits of apprenticeships Businesses keen to take on new apprentices can mold them to do things the way they like and make sure the job’s done right first time. Not only is taking on an apprentice a great way to grow your business, once they’re qualified, they can help free up your more-skilled scaffolders to grow their own capabilities. By encouraging your experienced scaffolders to gain more advanced qualifications, you’ll be making sure they don’t get stuck doing the same level of jobs; helping get your business to take the next step and pick up more of those complex jobs. Through the apprenticeship, we aim to work together with the industry to improve the quality and safety on all levels of the industry. Importantly, this will raise the professionalism of the industry, shifting views of scaffolding to be a more respected career choice for young Kiwis. All over the country apprentices are meeting up to discuss what they’ve learnt and what’s happening in their industry. The future of New Zealand scaffolding is in our apprentices and this is the platform for them to form those industrial bonds that will one day be the bones of the industry. We look forward to continuing to work with the industry and all those who are keen to be a part of it in the 2019 and upwards!

The Apprenticeship: Let’s get real After reading the previous pages, it paints a positive and encouraging picture. Which is a good thing, because when run properly and executed well by all parties it is just that. Like with anything that is new and trying to be the best– there are as expected some teething issues. These issues do not come about because the wrong people are running the program or because too much change has occurred; they come about because so much effort has gone into launching a much-needed apprenticeship out there for our industry to really grow and prosper and now we need to iron out the details. It is better that time is spent making every pathway exactly how it fits our industry rather than have a copy and paste model. This apprenticeship is being worked very hard on by both The Skills Organisation and SARNZ because we want to make sure it is fit for purpose and truly meets our needs. It is never going to work unless the mindset of ‘we always did it this way’ or ‘it is too much to try and understand as I am too busy’ changes to ‘ I need more workers, better trained workers and the apprenticeship is the answer to this so I am going to give it a chance and be a part of the change.’ Use your frustrations for good! Let SARNZ or Skills know what they are, so we can find a fix it. Give more time to your apprentices for on the job learning and make sure to follow this up by the completion of their assessments. Making sure your verifiers know their verifier number is also important. If you don’t know this then call your account manager or Skills directly. The biggest issue we have heard has been the lack of block courses or block courses being cancelled. This is all due to the significant lack of assessments being sent in. For the training to happen, it first needs to be happening on the job with the work being sent in. If you have issues around this, please let us help. It only causes your apprentices to be disadvantaged when they get to their block courses and are not ready, block courses are more of a verification of knowledge rather than teaching it all.

Now we know that all of this won’t fix everything, all we are saying is give it a chance, keep letting SARNZ and your account managers know what the issues are – we will fix them. If the issues are around communication – call SARNZ. Please believe us when we say, Skills and SARNZ are dedicated to the training and ensuring this apprenticeship is well run. There are a lot of positive improvements in store for 2019 and all we need from you is your feedback and patience. No other body is as involved with their apprenticeship as SARNZ is, we are dedicated to getting this right for you. There are also plenty of positive stories coming out and we will see and hear about these more and more as the apprenticeship strengthens in numbers. A special mention goes out to Ramsey Glasgow from New Plymouth and his Account Manager Katrina Mayo who has recently completed his New Zealand Certificate in Scaffolding General (Level 3) under the new Apprenticeship Scheme. Ramsey is one of the first. We will do a full write up of this in future publications. Well done!

On the Road: The BSM Roadshow By Graham Burke

This year SARNZ was offered the opportunity to present at the BSM Roadshow along with WorkSafe, ACC and 3m. The BSM Roadshows have run annually for six years and attract a broad range of builders and specialist trades who receive skills maintenance points towards their Building Practitioner Licences for attending. The BSM Roadshow presents at 34 centres from Kerikeri in the North to Invercargill in the south. Over two thousand people attend around the country, mostly business owners along with managers, employees and health and safety professionals. The presentations last about one and a half hours and attendees are provided with additional material to take home and read. The SARNZ presentation came at the end of the evening, following a video from 3M explaining PPE for dust, noise, work at height and dropped objects.

WorkSafe had the lead presentation and focussed on critical risks on construction sites- moving plant, excavations, work at height, dust and asbestos. The themes from these presentations were picked up by SARNZ. Our presentation covered key basic requirements of scaffolds as well as competence requirements for scaffolds under 5m high and Certificates of Competence. Unauthorised scaffold alterations were spoken about in detail, as well as risks from dropped objects highlighted by the fatal incident in Auckland last year. I spoke about overlapping duties and the responsibilities of clients and scaffold users to ensure scaffolds aren’t altered and hazardous substances such as silica and asbestos are cleaned up before the scaffold is dismantled. Using appropriate scaffold and access systems can lead to improved productivity and profit for builders and specialist trades. This was highlighted along with the use of the SARNZ Guidelines for Access and Fall Prevention in Residential Construction. The SARNZ presentation finished with a call for businesses to use SARNZ members. SARNZ has recently analysed data on companies who employ Scaffold CoC holders. We have found that despite SARNZ members making up only around 20% of total scaffold companies, they employ 70% of CoC holders! There has never been a better argument for using a SARNZ member and backs up the SARNZ values of “Quality and Safety every time”.
