uring my years as a concree pavemen promoer Ive been exposed o a number o unique perspec-ives and involved in a variey o concree pavemen promoion projecs. Te mos recen eor
was geting lie-cycle cos legislaion passed in he General Assembly o he Sae o Illinois (many
were involved, including some o you). For me i was a learning experience, and your Execuive Direcor, BruceGrohne, asked ha I convey o you a litle o wha I learned along he way.Passing lie-cycle cos legislaion required a lo o hard work, similar o wha we are used o doing bu wih a
group and ype o individual o whom we are no used o alking. Following are a ew simple hings I have learnedha can be applied o any uure eor we migh like o make wih he Legislaure, bu keep in mind he same rulesapply wih your Ciy Councilman or Alderman.
Prepare a writen message explaining he issue and he desired resoluion. Keep he message simple and1.concise. I i goes beyond one page, poliical olks rarely have he ime or desire o read i. Tey do like oengage verbally.Since hey are verbal people, ry o avoid he engineering jargon o which mos o our cusomers are ac-2.cusomed. Many o hese olks jus barely know ha roads are made o cemen or blackop. Be willing
o adjus o heir jargon as soon as you hear he phrase being utered rom hem and o speak in heirerms. (Tey have he voes you don.) rying o correc hem will be ruiless and lose you voes andi boils down o he voe nohing more.ry o do iem #2 wihou alking down o hem. Mos o hese individuals are inelligen bu, again, no3.accusomed o he quirky jargon and mehods o engineers and concree indusry represenaives. Behappy ha hey know wha a cemen ruck acually does. Our sensiiviies are no heirs!Say in heir ace. Tis does no mean ha you should be argumenaive, bu raher ha you no worry4.abou bohering hem. When I old one o our eleced o cials ha I was sorry o be a boher again, sherecognized ha I was new o his and quickly correced me wih a very convincing argumen: Don
worry abou i; i we don see you several imes, we don know you are serious. She added, You snooze, you lose!Ask hem or names o ohers who migh suppor your cause. Te old Chicago line, Don send me5.nobody ha nobody sen, quoed so oen by our Norhern Illinois Promoion Direcor, Jimie Wheeler,
works. One o he bes guys I worked wih rom he ready mix indusry here in Illinois is Jim Randolph,PBI, and he was exremely good abou his. I does make a dierence.Plan on becoming a resource and commi o respond i possible when eleced o cials ask you quesions6.abou anoher issue ha pops up in some oher bill or hing hey are working on ha you were unawareo. I ound ou abou some labor issue rom one o he legislaors ha waned our opinion on a paricularissue and is impac on conracors. Remember, hese olks are dealing wih and making laws on a myriado issues ha you may no know are even working heir way hrough he sysem. By helping hem, you
become a riend and resource, oo. I will no always ge you he voe, bu i doesn hur and may pay oon ha oher bill you didn even know was in he hopper.
When working wih he General Assembly, plan on doing nohing bu waiing unil you have 90 seconds7.
o make a clear and concise, well-rehearsed verbal pich on your issue. Legislaors will give you more imei hey wan o and i hey can, bu hey do no always have ha luxury. I always hough he phrase walkwith me, as used on Te West Wing, was a bi aceious, overused and silly. I now know beter. Be able odo your 90 seconds pracically on he run. You would be surprised how as some seemingly ou-o-shapelegislaors can move. Black dress Reeboks would be an excellen shoe selecion or his job i you couldfnd such a hing.
Wach your resroom conversaions. You never know who is lisening and/or how heir ineress migh8.run couner o yours. On he oher hand, i you are a lisener you migh pick up somehing useul while
you are atending o, shall we say, oher business.

ow many imes have you heard he expression, the only thing that is constant is change? In
June I urned 66 years old and I can ell you ha geting older and acceping change can bedi cul. So wha does my birhday have o do wih concree? Nohing, bu change does.As wih oher indusries, change has come o ours, hough maybe a litle dierenly. Change is ypi-
cally a resul o compeiion and regulaions. I also normally sars in larger meropolian areas where hemarke demands change and innovaion. Chicago became more echnically advanced because o high riseconsrucion; large ready mix producers needed bigger, more e cien plans.
Te mos signifcan changes sared occurring in he 1960s. A ha ime EPA and OSHA weremerely sleeping gians. IDO work was simple, you jus did wha hey said. Ten, almos suddenly, com-puers appeared, ye many o us remained unaeced. We read abou high srengh concree, 5000 cubic
yard mass pours and record breaking long bridge spansbig deal.In he lae 1970s, a couple o large oreign owned businesses came o he Saes and bough ready
mix businesses in boh large meropolian and small rural areas. Tey atemped o buy heir way ino
markes bu quickly realized heir approach was shor erm. Teir inuence dwindled, bu hey are hereo say. Tey enered he business again, his ime wih cemen, a much more inuenial approach. Ten,in he 1980s, oreign owned admixure companies inroduced super plasicizers o he U.S. marke.
Te 70s and 80s brough a new consciousness o he qualiy o our environmen and a new concernabou he saey o our working class. Regulaions and laws regarding our air and waer qualiy were being
writen. Laws governing saey in he workplace soon ollowed. Enorcemen seemed, however, o belocalized o big ciies and big companies. Once again mos o us jus heard abou wha was happening
who cares.ime marched on. In he 1990s, oreign ownership became more common. Some o our compei-
ors sold heir plans o oher compeiors or o large companies rom ou o he area. Tis was changeha aeced us. OSHA and he EPA gained srengh and IRMCA old you ha hese organizaions weresaring o look direcly a he concree indusry, so be prepared. You heard more and more people say,Tis business isn as much un as i used o be.
Te momenum o change increased rapidly as we wen ino he new millennium. In ac, more o ussared o accep i. Some o us implemened saey and environmenal programs wihin our companies.
We sared realizing he fnancial benefs o using new admixures or promoing new markes. Some o ushough ha isolaion sill worked. Some o us decided is ime o sell.
Ten, he coup de gras, he icing on he cake, he sraw ha broke he camels backhe economywen o hell. Our business was down 20%, 30%, 40%, ?, and people had o be laid o. Te Sae o Illinoisreaced as well and sared laying people o, a lo o people. IDO me wih indusry members and askedhem o ge more involved in developing innovaive producs and procedures. Tey even wroe specifca-ions encouraging innovaion. Tey old us, We don have he manpower o do wha we used o do.
For Pees sake, John, whas wih all his doom and gloom, you ask? Is his he end o he concree
indusry as we once knew i? Yes! Is i he end o he world? No! Is i dieren? Absoluely!Te days o big deal and who cares are hisory. OSHA and EPA will come o your plan; is jus amater o ime. And NRMCA has developed a green plans program... Imagine ha!
So, is here an upside o whas happening? Sure here is! Wha?...OPPORUNIY!!!Te economy has caused everyone, boh individuals and governmen, o look a spending more care-1.ully. We have he echnology o give hem wha hey wan and wha hey need. We can give hemconcree ha gains srengh aser so roads can be opened quicker. We can give hem concree ha ismore susainable so our roads are saer, so we don have po holes, so our driveways don scale. Wehave concree ha can be used or parking los ha can be more cos eecive and look a heck o a lo
beter han asphal. We have concree wih srenghs ha make wood or seel noncompeiive. Wehave concree ha conrols and sores rain waer, eliminaing he need or cosly reenion ponds.

When dealing wih he General Assembly, hire a good legislaive and govern-1.men relaions group ha will ell you mos o he above and no mince words
when you are doing somehing wrong! Tey will help you shape he messagein erms he legislaors will undersand. Tey will undersand he complex pro-cesses by which ideas become laws or are killed. Tese dier rom sae o sae,
so he local knowledge is imporan. A good legislaive relaions consulanwill undersand he people and personaliies ha ulimaely make a dierencein wheher or no a bill passes. Believe me when I ell you ha hings donnecessarily gain approval in he Legislaure on meri alone!
As I wrie his column, he lie-cycle bill is awaiing Governor Quinns signaure, and we are expecing him o sign. Everyhing considered, his eor ook over sixmonhs o hard work, and his is only sep one o many. We will be working closely
wih he Illinois Deparmen o ransporaion o ensure ha he bes, mos compleeand mos accurae daa available goes ino he process. We will ake our chances on heoucome rom a valid engineering posiion and le he chips all where hey may when
i comes o pavemen ype selecion. Bu I am quie cerain ha, hough he asphalindusry ulimaely suppored he legislaion, hey will be looking or oher angles andmehods by which o promoe heir produc. We need o be on guard or hose eors.
I am reminded o he old World War II movie, ora!, ora!, ora!. You may re-member i or a leas his quoe. Commander in Chie o he Imperial Japanese Navy,
Admiral Isoroku Yamamoo, gazes disanly ou upon he ocean and upon learning ohe successul atack upon Pearl Harbor is repored o have said, We have awakened asleeping gian and have insilled in him a errible resolve." Te lingering quesion or meis, are we the giant? I sure hope so!

He can bereached at 217-793-4933or on the internet [email protected].
I we are going o use new maerials and promoe new producs and mehods, we are going o need help. In many cases suc2.cess can only be achieved hrough a parnership. A parnership wih your suppliers and/or your conracors. Te work andhe cos are shared and he resuls are more posiive. Choose good, qualiy conscious conracors who are willing o changeand expand heir markes. Wih he help o IRMCA and your suppliers, educae and help rain hose conracors. Toseconracors (bu no all conracors) will appreciae he help. Be successul ogeher.
As or governmen regulaions (e.g., OSHA, IEPA, EPA), we need o be more involved. Te people in hose deparmens3.know Washingon is building bureaucracies ha are generally willing o lisen o indusry. Ge involved in IRMCAs Envi-ronmenal or Saey Commitees. I nohing else, you will eel a lo more secure when one o hem knocks on your door.Once again everyhing is easier when you are working ogeher.Heres an area ha mos o us have never waned o ge involved in: poliics. Jim Randolph, IRMCAs Governmen Rela-4.ions Consulan and Legislaive Commitee chair, requenly encourages us o wrie, e-mail, call, or even visi our local, sae, and, when necessary, ederal represenaives when a pending law would direcly aec us proessionally or personally.Tey lisen, as Jim ells us, and we have success sories ha prove ha hey do.Mos imporanly all o he above ake commimen. Words, acions, even money don work wihou commimen. Yes,5.commimen means work and, yes, i can mean money, bu, wih he help o our business associaes, cusomers and he as-sociaions ha represen us, i may no be as di cul or as cosly as you hink.
Change is ineviable and as hey say, change or ge le behind. Maybe in he nex newsleter Il l ge o my soapboxmaybe no.
